Sources for open space funding
are looking slim after the Assem-
bly failed to vote on a bill, as of
Thursday, June 27, that would pro-
vide more funding to the Green
Acres program.
The Burlington County Free-
holders also reduced the county
open space tax by more than $5
million. According to Burlington
County spokeswoman Charlene
Webster, the freeholders reduced
the open space tax to help relieve
a burden caused by the decrease
in ratables, resulting in a general
revenue loss of $7.6 million.
She said the freeholders ana-
lyzed three areas to help ease the
burden for the taxpayers
general operations, the library
system and open space programs.
Webster said the open space tax
is being reduced from 4 cents per
$100 of assessed value to 1.5 cents,
or $5.3 million. Although the sig-
nificant decrease may pose as a
threat to some, Webster said the
county has $48 million available

mately $20 million more than in
2008.
This year it is not going to af-
fect things at all. We are still
doing all of the projects that we
have planned and all the pro-
grams we offer, she said, adding
three new projects are being
added to the plan.
The county is planning to fund
the Underground Railroad Muse-
um at Historic Smithville Park,
the conservation of the Mount
Holly Library as a museum and
aiding other organizations to
keep the Rancocas Nature Center
open.
She said municipalities could
apply for $250,000 per year grants
that can be applied to municipal
park improvements.
The county has $5 million per
year set aside for all Burlington
County municipalities.
Shamong Township has a 2
percent open space tax that is
used to preserve and maintain
the land in the town, township
administrator Sue Onorato said.
Jeff Tittel, state chapter direc-
tor of the Sierra Club a national
environmental organization
which seeks to influence public
policy in both Washington and
the state capitals through public
education and grass-roots politi-
cal action said the state DEP
has approximately $100 million
in Green Acres funds until next
year.
After that the state, for the
first time since 1988, will be out of
money, he said.
Greens Acres is a state-run
funding program that was estab-
lished to help maintain, protect,
preserve and enhance the states
natural environments along with
its historic, scenic and recre-
ational resources for the publics
enjoyment, according to the
Green Acres website
According to Tittel, there is
enough funding to continue cur-
rent projects for this year, with-
out adding new projects to the
list. A new project could be added
if a current project is dropped.
But there is some hesitation
coming out of the Legislature
and the Assembly, he said.
They are taking all of that
money out of existing revenues
and cutting other programs, Tit-
tel said, adding he foresees the
$17 billion, 30-year bill not mak-
ing it on the ballot in November.
He said at this point, Green
Acres needs a long term stable

21st annual golf
tournament July 23
The 21st annual Kiki Konstan-
tinos Scholarship Golf Tourna-
ment is scheduled for Tuesday,
July 23 at the Little Mill Country
Club in Marlton.
Proceeds of the event fund
scholarships for outstanding
graduates of the Lenape Regional
High School District.
The Konstantinos Scholarship
Foundation was established in
1993 to honor former Lenape Re-
gional High School District Su-
perintendent, K. Kiki Konstanti-
nos, who served in this position
for more than 30 years.
Through this annual golf tour-
nament, the foundation raises
money to continue Kikis work of
fostering excellence in education
by awarding individual scholar-
ships to outstanding students for
higher education.
Twelve students per year are
awarded a $2,000 scholarship,
with a total of $361,000 being
awarded since the establishment
of the foundation.
The cost per player is $210,
which includes greens fee, cart,
lunch, prizes and an awards din-
ner. Registration begins at 11:30
a.m. The golf portion of the event
begins at 1 p.m. with a shotgun

very worthwhile day, there are a

The Burlington County Free-
holders announced six winners
in their Environmental Health
Photo Contest. Several dozen pho-
tos were submitted and all of the
entrees were on display during
Earth Fair on Saturday, June 9.

Resident and Widener football coach
gets chance to coach Navy veterans

Gary Vinciguerra, a Shamong
resident for 25 years as well as
chairman of the planning board,
has been a defensive backs coach
with Widener University for the
last four years.
On Saturday, June 22, Vin-
ciguerra had the opportunity to
coach another group of young
men, veterans of the United
States Navy.
I was very inspired to coach
these great young veterans on the
football field, Vinciguerra said.
They are the very best in defend-
ing our country and what it
stands for.
As part of its military appreci-
ation night, the Philadelphia
Soul of the Arena Football
League held an exhibition game
between veterans of the Army
and Navy on June 22.
In an effort to help improve
veterans' employment rates and
raise awareness, Marty Judge, a
minority owner of the team and
CEO of The Judge Group staffing
firm, put together a job fair for
veterans with more than 30 em-
ployers that took place before the
game.
The job fair was what was
most important at the event. So
many veterans that return from
active duty cannot find a job to
come home to, Vinciguerra said.
When the Soul told me that was
part of the events for the day I
was blown away and just very im-
pressed.
Donna Clementoni, public re-
lations and communications co-
ordinator for The Judge Group,
was impressed with Vinciguer-
ras dedication to the team and
the event itself.
He was such an inspiration.

rospective summer interns re-
joiced last month when a feder-
al district judge in Manhattan
ruled that not all internships can be
unpaid.
Not only did Manhattan federal dis-
trict judge William H. Pauley III rule
that Fox Searchlight studios had bro-
ken New York and federal minimum
wage laws when it failed to pay two in-
terns who worked on the set of the
movie Black Swan, he also gave the
go-ahead to a class action suit sought
by an intern who worked in Fox Enter-
tainment Groups offices.
Businesses have long relied on in-
terns to supplement their paid work-
force, with many of these internships
occurring during the summer months
when colleges are on break. On the
surface, Pauleys decision would
threaten that practice.
Dig deeper, though, and one can see
that it doesnt outlaw unpaid intern-
ships, but rather seeks to ensure that
any unpaid intern is actually getting
real-life work experience, and not just
delivering coffee.
Pauley referred to the Department
of Labors six-point test to determine
whether an internship can be unpaid:
It must be similar to training that
would be given in an educational envi-
ronment.
It must be an experience that is for
the benefit of the intern.
The intern must not displace regu-
lar employees, but work under close
supervision of existing staff.
The employer must derive no im-
mediate advantage from the activities
of the intern, and on occasion, its op-
erations may actually be impeded.
The intern is not necessarily enti-
tled to a job at the conclusion of the in-
ternship.
The employer and intern under-
stand that the intern is not entitled to
wages for the internship.
So, basically, to be eligible to be un-
paid, the internship must be valuable
to the intern himself or herself, not
just to the employer.
Sounds fair enough.
After all, cant we just all get our
own coffee?

Research for Better Teaching courses set for summer
Plans for Professional Development for
the staff of the Lenape District are set for
the summer. The summer months provide
a time for reflection and staff development
for both teachers and administrators.
For teachers there are two Research for
Better Teaching courses being offered this
summer.
The first, Studying Skillful Teaching 1
targets all teachers, paraprofessionals,
counselors, and child study team members.
This course supports teachers in improv-
ing student achievement by examining be-
liefs about teaching and building a reper-
toire of instructional strategies to match
students learning needs. Teachers are able
to identify the impact Professional Learn-
ing Communities have on teaching and stu-
dent learning.
The second course, Investigating Obsta-
cles to Achievement is a practical, field-test-
ed course, which focuses on the work that
teacher leaders, supervisors, and evalua-
tors do to support and sustain high quality
teaching.
This course specifically studies the
knowledge base on teaching, current arti-
cles, analysis of artifacts, role-plays, and
collegial consultation and feedback. This
course is specifically designed for teachers
who have at least one-year experience
Both RBT courses are taught using in-
district-trainers, who are certified teaching
staff members who have had extensive
training with the RBT professional devel-
opment model.
It is the expectation that all teachers pass
these courses prior to gaining tenure in the
LRHSD. The administration will also be
busy this summer.
First, they will be attending an evalua-
tion software workshop.
This session will begin the training for
administrators to use the newly created
teacher evaluation software, which has
been created exclusively for the LRHSD.
The same group of administrators will
be working with the in-district-trainers to
work through the language and expecta-
tions of the home-grown evaluation
model that our district was given the green
light to use beginning September 2013.
This two-day workshop will provide time
for valuable discussion amongst adminis-
trators who will be using this evaluation in-
strument at the beginning of the 2013-2014
school year. Recently, Dr. Tracey Severns,
chief academic officer, will be addressing
the transition to the Common Core State
Standards and the new assessments.
This program establishes a common
process for planning and managing re-
sources.

of veterans or active-duty offi-
cers from either the Army or
Navy. Though many of the play-
ers attended military academies,
it was not a requirement to par-
ticipate.
Teaching the players arena
football was the first challenge
Vinciguerra and his staff were
faced with.
Its a very different game. My-
self and the other coaches were
going in not really knowing any-
thing about the arena game,
Vinciguerra said.
Our first practice definitely
was a bit of the blind leading the
blind.
Having the opportunity to
practice was another challenge
in itself.
The Navy team had a group of
players living in Annapolis, Md.,
and a separate group in Norfolk,
Va. Only once was the entire
team able to practice together.
We knew going in that we
would be underdogs. We hadnt
practiced much together, our
guys were still learning the game
and Army already had an estab-
lished arena team, Vinciguerra
said.
Despite their self-proclaimed
underdog status, the Navy veter-
ans defeated Army 40-38 in a
thrilling game that wasnt decid-
ed until the last play of the game.
Vinciguerra was excited to es-
cape with the win.
We had an amazing group of
guys that played hard. We let
them up and they got back in it.
In arena ball you cant do that be-
cause offenses just score so
quickly, Vinciguerra said.
From the job fair to the game
itself, Vinciguerra thought the
entire day was a success and is al-
ready talking about next year.
The whole event was off the
charts, just a phenomenal day,
Vinciguerra said. Im excited to
continue my involvement going
forward.

Hajna said the state is currently
looking into long-term funding
for the program, but could not
release details.
We do have enough money
in the Green Acres program
that we can continue to work
with. But we clearly recognize
that it needs to be replenished,
he said.
Hajna said a majority of the
focus is on Blue Acres pro-
grams, which was created under
Green Acres in 1995 for munici-
palities and counties to acquire
costal areas that have been dam-
aged by storms, are prone to
storm damage or areas acting as
a buffer zone that would help
protect other areas.
He said after Hurricane
Sandy those projects became the
focus. Although there is no
major concern at this time, Tit-
tel said funding is running on
vapors, and the funds need to
be replenished by 2014.
If we are not on the ballot by
next year, we are in serious trou-
ble, he said. A tremendous
amount of money has been
spent and will continue to be
spent, Pace said.
