Joe Fleming, FC 12-8 I want to thank everyone for coming to our first meeting and for putting up with the last minute change in our location. I also want to thank Bob for his presentation on photography. If time allows, we hope to have some type of training or a guest speaker at each meeting. If everything works out, I will have a DNR officer speak to us at the next meeting, about state boating safety. Our Flotilla has a noteworthy opportunity to enhance and increase our ability to respond to the needs of our boating community and fulfill our responsibility to the Coast Guards mission, to increase our Public Education enrollments and attract more new members. Federal Law Enforcement has offered us a method do all the aforementioned by making the following available to our unit:

Member Training
he only workshop that is, thus far, mandatory for 2008 it the Instructor Workshop. The flotilla officers have decided to put on all four workshops. They will be given on the fourth Wednesday of the month at 1900 at the CG Base. The Vessel Examiner/Partner Visitor Workshop will be given on 27 February. The Instructor Workshop will be given on 26 March. The Operations Workshop and the TCT Refresher (which is also mandatory) will be given on 23 April and the Sexual Harassment Workshop will be given on 28 May. If any of these dates do not fit your schedule, we will coordinate with Flotilla 12-6 to act as back up for each other. I will post their schedule as soon as it is available. I am trying to work with Flotilla 1212 (Edisto) to see what specialty course is of the greatest interest to the two flotillas as soon as that is determined, I will try to set up a class. In the meantime, if any of you are interested, we have manuals available on several of the courses and you may work on your own. Let me know what course interests you. The Weather Course has been changed and we do not have the current material yet. It is now available only on CD. To my knowledge, Patrols, Seamanship, Communications, and Search & Rescue are still available in printed form. Navigation is not available. The new course should appear later this year. Bob Mathewes, FSO-PB ongratulations to the flotilla officers, both elected and appointed for your response in January. We had articles from everyone. Your have set a standard of excellence that will be a challenge to live up to for the rest of the year. Only one person called my attention to the goof I made last month. Tom Beauchemin, FSO-MA anuary brought some requests for materials especially for state regs for the Charleston Boat Show and for PV. I am looking for the board with lights and questions used some years back at public affairs. I may be able to make it more portable by converting it to a low battery voltage. Anyone with information to the whereabouts or disposition DO NOT call 911 call or E mail me. There is a reward and your name will be kept confidential. Marine Safety Trident Training Ribbon

his will be an update on the Marine Safety article from last may. At that time The Marine Safety Trident Training Ribbon was a proposal. Now it is a fact. It will function with the Trident Program just as the Specialty Ribbon dos with the AUXOP Program. Upon completion of ALL education prerequisite requirements for the Trident device a person would be awarded the ribbon. The trainee would receive a star for each PQS completed until they earn the Trident device at which time the ribbon would be removed (like the Specialty Course ribbon) and be replaced by the Auxiliary Trident device. What are the prerequisite requirements for the Trident device? They are the completion of Introduction to Marine Safety and Environmental Protection, The Good Mate Course, ICS 100, Initial Indoctrination Marine to Safety Inspections and Initial Indoctrination to Port Operations. Most of you already have completed ICS 100. The first two courses are available on line and the tests are on-line-open-book tests. t this writing we missed two of our four patrol dates in January. One for lack of crew during the Division Change of Watch and the other for bad weather. February patrol dates are not filled at this time but I expect all to be covered. February dates are Sat the 2nd, Sun the 10th, Sat the16th and Sun the 24th. I have in storage all Mustang survival suits. All coxswains or OPFAC owners arrange to receive the needed amount as soon as you know of your patrol date. You must also have on the survival suit all equipment from your PFD. Can't go without it!! Allen James, FSO-OP

Notice
We have recently had an incident that makes me realize that I need to give the coxswains a review of the POMS system. Until recently, there was an order request form on my personal we site that could be filled out and sent straight to my e-mail in-box. Comcast made some changes in the types of files their personal web pages would support. Unfortunately the order request form fell victim to the change. We are working on a way to bring it back at another site. The procedure, as it now stands is this. The Flotilla Commander or the FSO-OP initiates the request by an e-mail to me. I respond with the patrol order number and a . pdf copy of the 5132 to the person initiating the request, the coxswain, the SO-OP and, where possible, the OPFAC owner. If you do not get a response, then the system has broken down. Follow up with another e-mail, phone call, etc. NEVER ASSUME THAT THE REQUEST WENT THROUGH. Part of the pre-underway check list includes verification that you have a patrol order number. If you go out without that number on the assumption that someone, somewhere has taken care of that detail you are have crawled out on a very thin limb. Patrol orders can not be issued retroactively. If something goes wrong on a patrol and no order number was issued, you are completely on your own. Recently someone made not one but two patrols under the assumption that order numbers were issued when, in fact, they had not. If you are the coxswain, be responsible enough to be certain that you have a valid order number before you untie the boat from the dock. Bob Mathewes, POMS Facilitator.

tainly doable, their schedules permitting. So, keep coming and prepare to be surprised. Other suggestions made were to participate in local parades, to setup a booth at the Summerville Flowertown Festival, and to put up posters at boat storage locations on who to call to get VSCs. These are interesting ideas and worth exploring. I will investigate further. I also have a suggestion. As flotilla members progress in their involvement in the Auxiliary, they are required to gather additional uniform items such as shoulder boards and ribbon bars. What happens with those that are no longer needed? Typically they are relegated to a drawer or tossed out. I am starting a box for those items to bring to each meeting that flotilla members can deposit serviceable items that are no longer needed and that members can check to see if something they need is available. Why pay for what we can recycle? So bring your contributions and check out the box for whatever you need. Can we do the same for used but serviceable uniform items? etting comfortable with the IS duties will take some time. The problems so far have been centered on getting the final submissions from 2007 in so they will count towards that year. With the help of Hap James, Richard Daniel, Don Davis and others we have submitted all that were appropriate. If your hours or activity did not get reported please let me know. It may be too late to fix it for 2007 but I will explore getting it done. At the least, we will know what to look for we can minimize the odds of it happening again in 2008. The following (pages 11 & 12) is an activity report revealing what each member was credited with in 2007. It is not clear if this is the final report as some of the last minute submissions may not have been posted yet. I will make this report available through the Scuttlebutt from time to time when the activity level proves to be high enough to make it useful. Please scrutinize your activity carefully to assure you are getting credit for what you accomplished and what you reported. If there are problems, contact me at 128FSOIS@gmail. com . FSOs can use this report to assess the progress of their missions and their manning. Members can use it to appreciate what their colleagues are dedicating to meeting the Auxiliary's goals. AUXDATA is deep in data that could be useful to our Flotilla. Commanders, FSOs and members should not hesitate to ask me for reports that will assist them in their efforts. ood news when it comes to financials is no news. The audit committee completed their required duties at the Base. Thanks to Bob Kreiling for heading the audit committee and Richard Daniels and Bob Orenstein for manning it. All was in order and the proper form completed. The Flotilla's finances are in fine shape. We have an anticipated bill due soon for the Division and District dues. Other than that we have no outstanding obligations and a very healthy, perhaps too healthy, reserve. The Auxiliary Manual says in Chapter 5, Section N Finances N.3, "Disbursement of funds must always be used to further the general purpose of the Auxiliary. In general, funds should not be accumulated without some definite goal in mind for future disbursement intended to promote authorized activities. (Italics are mine.) We have been offered an opportunity as described by our Flotilla Commander to extend our capabilities by accepting a potential facility from federal law enforcement. In my judgment, we have the financial resources to accept that opportunity. It is always useful to know what we can do better. Rick Miller, FSO-SR Flotilla 12-8 Membership Meeting Minutes 14 November 2007 The meeting was called to order at 1900 by FC Joe Fleming and commenced with the Pledge of Allegiance. Members present: Joseph Fleming, Allen James, Frank Leister, Robert Baker, Eric Kilpatrick, Alan Miles, Paul Berka, Agnes Wright, Robert Orenstein, Bob Mathewes, Tom Beauchemin, Hugo Endris, Janet Endris, Tom Jerussi, Henry Wolf, Shirley Wolf, Rick Miller, Robert Lovinger, Frederick Schultz, Richard Daniel, Dan Cowley. Visitors/Guests: Barbara Thibodeaux FC welcomed all the guests and stated that because of the December Change of Watch and Party there are no minutes for December. The November minutes were approved as published in the Scuttlebutt. FSO-FN Frank Leister distributed copies and reviewed the financial report and stated that there were no changes. Financial report to be filed to record. He presented the proposed budget. Motion was made, seconded and carried to delete funds for boat expense from the proposed budget until such time as a boat is acquired. Motion, seconded and carried to approve the proposed budget as amended. FC Fleming to inspect and photograph the boat offered to the Flotilla by Law Enforcement Training. FC presented the following awards: Bobby Baker certificate for passing the Navigation

Rules test. Paul Berka, Bobby Baker and Tom Jerussi for qualifying as Aids to Navigation Verifier. Eric Kilpatrick for qualifying as a Coxswain and passing the Search and Rescue, Patrols and Seamanship courses. Hugo Endris the Sustained Aux. Services Award (7th Award). Shirley Wolf Aux. Membership Services Award. VFC Lovinger called for Staff Officer Reports: FSO-OP Allen James stated that the Aids to Navigation Course will be offered twice this year. The USCG has replaced the term Personal Floatation Device or PFD with the term Life Jacket. Coxswains were requested to check the Batteries in EBIRPs before each patrol. Remember you must have orders before commencing any patrol. Ops will conduct refresher training this year for Coxswains, crew, Vessel Examiners and Dealer Visitation. An instructor(s) is/are needed for this training with FSO-OP Allen assisting. FSO-IS Frank Leister stated that there is a special e-mail for your paper work on GMail which is reviewed 2 to 3 times a week. The address is 128fsois@gmail.com (all lower case). FSO-MA Tom Beauchemin said there was nothing new on materials. FSO-MS Agnes Wright stated there was nothing new to report. FSO-OP Allen James said that he will attend a conference in Miami on Marine Safety and expects there will be more to look for on patrol discussed at the meeting.

FSO-MT Bob Mathewes stated that a Coxswain went on patrol without orders. You are not authorized to commence a patrol without orders and you are taking on a high level of risk by so doing. We set a high level of Excellence this month as an article was received from all elected and appointed officers. Keep it up. If you have nothing to report then send him an e-mail so stating. There was a good training offering for members last year. FSO-PA Tom Jerussi advised that the Flotilla is registered for the Charleston Boat Show. Flotilla 12-6 will also work the show. It is thought that having some members in Dress Uniforms and some in ODUs would be more effective then using the Dress uniform only. Policy requires the use or the dress uniform only when in contact with the public. FC will check with the Sector Commander for a decision on wearing ODUs at the boat show. FSO-PE Eric Kilpatrick stated that the next ABC course will be held at the James Island Branch of the County Library. The class will be held on 4 consecutive Tuesday evenings beginning 19 February 2008. An IT workshop is required this year and will probably be held on the 4th Wednesday in March. Marinex, a barge company, wants all its crews to receive USCG approved boating safety training to be held in Charleston and Savannah. 12-8 will conduct the training in Charleston and will contact the Savannah Flotilla so that they can provide the training in Savannah. FSO-PE Kilpatrick will meet with Marinex representatives to complete the planning. He anticipates offering them the ABC course in one eight hour session or two 4-hour sessions.

FSO-PS Alan Miles mentioned that a local television station is considering sending a reporter and a camera crew on a patrol. He has 10 potential members in various stages of processing. FSO-PV Paul Berka stated that he needs more members to participate in the RBS visitation program. VFC Bob Lovinger requested input on potential meeting topics of 15 to 30 minutes in length. This month s presentation is On Water Digital Photography. Next months topic will be applications. Old Business: None. New Business: Audit Committee needs two members. Bob Orenstein and Richard Daniel volunteered to serve on the committee. New Staff Officers need to be administered the oath of office. FC Fleming has deferred the matter until certificates for the staff officers are prepared. Program: Bob Lovinger gave an informative talk about On Water Digital Photography. Nautical Trivia

The question last month was to name the vessel that fired a shot across the bow of the steamer, Nashville in Charleston harbor in on 12 April 1861. This was the first shot passed between ships during the War Between the States. The shot was fired by the USRC (United States Revenue Cutter) Harriet Lane. She was launched in New York in 1859 and served both sides during the war. In October 1863 she was attacked, boarded and captured by Confederates off Galveston, TX. She was renamed The Lavinia converted to a blockade runner. After the war she was sold and renamed the Elliott Richie. In 1881 she was abandoned at sea after a fire broke out in a cargo hold. Congratulations to Reggie Hollar, Bob Kreiling, Dick McLaren, John Sikes and Agnes Wright for correctly identifying the Harriet Lane. This months question concerns a local nautical landmark. This abandoned vessel has made the news recently when it was stated that the Town of Mt. Pleasant was considering removing it from its present location in the mud on the East side of

According to a 1968 article in the Augusta Chronicle, the concrete hulk was originally built as a steamer for the Quartermaster Department of the US Army around the time of WWI. She was used to ferry troops and supplies back and forth to Fort Moultrie, there being no bridge from the mainland to Sullivans Island then. After the war it was sold as salvage for $2,700. It remained in the Charleston area serving in different capacities until the late 1930s. She sank once and was raised only to sink again at a dock at the foot of Tradd Street. Mayor Henry W Lockwood decided the boat must be raised and beached elsewhere. So the hull was pumped free of water, a coffer dam was built about it and the boat moved to its present location. This project is said to have cost the city $10,000. The boat was named for a Major in the US Army who served in the Quartermaster Corps and as military aide to Presidents Theodore Roosevelt and William Howard Taft. This gentleman perished on 16 April 1912 at the age of 45 when he went down with the Titanic while returning from England. It is said that this officer calmly and gallantly assisted ladies into the lifeboats all the time giving encouragement to women and children. It is said that he also jerked at least one male passenger back on deck who had attempted to sneak into one of the boats. There is also a bridge in Augusta named for this gallant officer. What was his full name?

Did You Know


Valentine was a priest in Rome, who assisted the martyrs in persecution under Claudius II. He was caught marrying Christian couples and aiding any Christians who were being persecuted, Valentine was arrested and imprisoned. He was sent by the emperor to the prefect of Rome, who ordered him to be beaten with clubs and beheaded. He was executed on February 14, about the year 270. In 496 AD Pope Gelasius marked February 14th as a celebration in honor of his martyrdom.

ust a reminder to everyone that we have an ABC class scheduled to begin 19 FEB through the Charleston County Community Education Program at James Island Charter High School. As mentioned last month, we need to get more people into the classes this year so please be an Ambassador for the Flotilla and persuade people to sign up. Dont just rely on the Boat Show to drum up attendance. Information about the class can be found at the following link: http://www. charleston coce.org. For all the instructors out there, we will be offering the IT workshop on 26 March and it is mandatory this year. If anyone desires to become Instructor rated, let me know and we can get started with the new qualification system. It will be a new experience for all involved and I am sure quite enjoyable. Federal Law Enforcement will give us the boat and trailer. We will be required to bring it up to facility standards. Having a vessel owned by the unit extensively increases our flexibility. We have the availability of utilizing more coxswains without boats, by manning the Flotillas boat, thus increasing our ability to get on the water and possibly increase the number of boats on the water concurrently or the number of patrols. Currently we need a boat, the boats owner and a coxswain. It often is a struggle to get all three for a patrol. This craft would be useful also at events like boat shows. It would add something tangible and exciting to have this

placed near our booth, where we are recruiting new members and enrollments. I have inspected the boat and find it in good shape while needing some items to bring her up to facility standards. To this end we have added $1500 to the Operations budget for the facility level equipment and signage and what maintenance is needed. Operational expenses will be paid by the USCG. We will vote at the February meeting to put $1500 in the budget as a contingency. That certainly does not mean we expect to spend that much but it allows us to spend what is needed without subsequent membership votes. On an annual basis, if we spent it all, would mean an approximate shortfall of $1000. We have sufficient funds in reserve to cover this. Should having this craft turn out not to be feasible, we can, simply by not approving the funds for the next year, terminate the program and dispose of the craft. There are, of course, a number of operational procedures to put in place but they are achievable. We know this because many other flotillas have their own craft. At as staff meeting on January 16 the staff overwhelmingly approved moving forward with this effort and approving the budget modification. We hope you will approve adding $1500 to the budget also.
