Library releases three-year strategic plan
By KRISTINA SCALA
The Voorhees Sun
The Camden County Library
System released its three-year
strategic plan, which focuses on
increasing the use of technology
and incorporating ideas provided
by the public.
Although all county libraries
have some hi-tech features, M.
Allan Vogelson Library in
Voorhees is working on updating
its Internet bandwidth to help fa-
cilitate the increase of personal
devices used in the library.
According to assistant public
relations officer Mark Amorosi,
the library conducted a survey
last year, asking its customers
what improvements the library
should make in the next few
years. More than 1,000 residents
responded to the survey.
Because of changing technol-
ogy, we are always trying to meet
the needs of our customers, he
said, adding the library would
also offer programs and assis-
tance for those who are not famil-
iar with tablets or eReaders.
Other long-term goals for the
library are allowing customers to
print from personal wireless de-
vices; creating additional meet-
ing spaces such as quiet zones,
formal meeting rooms and meet-
ing areas; adding new formats
and expanding the current li-

Ravitz markets donates
$15,000 to Ronald
McDonald House
Ravitz Family Markets, owners
and operators of five ShopRite
supermarkets in Burlington and
Camden counties, presented a
$15,000 donation to Ronald Mc-
Donald House Charities of the
Philadelphia Region, at the non-
profits recent telethon.
The donation was made on be-
half of the stores Cares Commit-
tee, which is an employee-man-
aged initiative that drives many
of the Ravitz Family Markets
outreach programs in the com-
munities its stores serve.
Cares members choose pro-
grams to support; raise funds
through nearly 1,000 fellow em-
ployees, customers and vendors;
and award donations.
Cares also provided volunteers
that staffed the telethons phone
bank. Ronald McDonald House is
a non-profit organization that
creates, finds and supports pro-
grams that directly improve the
health and well-being of children
in the community.

Patrons will soon be able to use
smartphones to check out items
brarys digital collection; in-
stalling Mac computers and mak-
ing iMac and Mac productivity
and entertainment software
available; and providing video
conferencing stations.
We found out from our strate-
gic planning that technology is
important to our customers. We
also found out that they want to
use many of their own mobile de-
vices, so providing technology to
them based upon their preferred
platform makes sense.
Our customers are accus-
tomed to having more technology
choices from other businesses,
and we want to give them the
same, if not more, choices, Cam-
den County Library System Di-
rector Linda Devlin said in an
email.
Amorosi said more computers,
including Macs, are being in-
stalled at the Bellmawr branch.
He said it would take a while
until all goals are met in each li-
brary.
According to Janice Masud-
Paul, director of information
technology, the Voorhees
branchs wireless network needs
to be expanded.
As more people are coming in
with their devices and using
their smartphones, they are rely-
ing on our wireless network
more and more, she said.
She said when the library first
installed the wireless network,
using grants provided by the
state, the use of the network was
underestimated.
The networks expansion is
needed to allow customers to
print from wireless devices and
expand the use of technology.
The traditional library card
may also be a thing of the past.
According to Bill Brahms,
chief librarian and branch man-
ager, patrons will soon be able to
use smartphones to check out
items with a digital library card.
The system is currently being
installed at the Voorhees branch.
Brahms said this app would
make checkout easier, adding to
the efficiency of the self-checkout
systems that were installed in all
libraries.
The digital cards can be used
at any branch and samples would
be rolled out in the next two
months, he said.
He is hoping to see more peo-
ple use the digital library cards,
but the library will still offer tra-

One of the busiest and most congested
intersections in all of New Jersey lies at
the confluence of I-295, I-76 and Route 42 in
Camden County and this area is about to
go under the knife for reconstructive sur-
gery.
This interchange handles more than
200,000 vehicles daily and has one of the
highest accident rates in New Jersey. The
state Department of Transportation has
completed an extensive study and has
identified a redesign for this area.
This project has been named Direct
Connections and when completed will re-
align the I-295 ramps allowing traffic to
cross over Route 42 unimpeded at normal
traffic speeds.
Construction has been divided into four
major contracts spanning nine years. Con-
tract one has already commenced with the
groundbreaking ceremony held on March
13 of this year.
In preparation
for this massive
project, the NJDOT
implemented the
Intelligent Trans-
portation Systems
for the monitoring
of traffic signals at
Routes 30, 130 and
168 in anticipation
of the higher traf-
fic volumes expect-
ed on those roads
during the con-
struction of I-295.
ITS is a camera
system that ad-
justs traffic sig-
nals to improve
traffic flow. More information on this
much-needed project can be found at
www.njdirectconnection.com
In an effort to help all commuters, New
Jersey Intersections has a free app that
covers 39 major intersections and inter-
changes in Southern New Jersey.
Go to www.njintersections.com on your
smartphone to launch the app and select
the desired intersection by touching the
screen.
This will instantly open a map showing
the live traffic conditions at that particu-
lar intersection and provide a link to the
live traffic cameras as well.
The free app is something that you can
quickly and conveniently check before se-
lecting your route to work or traveling to
an important event.

MAYORS MESSAGE
F
or once, New Jersey should get
some positive national atten-
tion. Last week, the state made
two major moves in a public higher ed-
ucation reorganization in an attempt
to put New Jersey colleges on the na-
tional map.
Rutgers University added two new
medical schools, immediately jumping
the school into the top 25 in the coun-
try for research funding. Gov. Christie
said it puts Rutgers on the path to
being one of Americas great research
institutions.
Rowan University also became a re-
search university through the reor-
ganization, giving New Jersey a solid
foothold of attractive public colleges
in the southern part of the state.
New Jersey is the 11th most popu-
lous state, with 8.8 million people, as of
July 1, 2012, despite being the fourth
smallest state in terms of size. Howev-
er, due to a lack of major public uni-
versities, many of the Garden States
college students were traveling to
neighboring states for higher educa-
tion.
Penn State University, Temple Uni-
versity, the University of Delaware,
the State University of New York, the
University of Maryland and the Uni-
versity of Connecticut are all popular
public school choices for New Jersey
students.
Over the last 10 years, Rutgers and
Rowan have made great strides in
keeping students in our home state,
and last weeks moves only further
that aim. We must continue to im-
prove our public universities, in addi-
tion to focusing on our local K-12 pub-
lic school districts.
If we keep our home-grown stu-
dents in state for public higher educa-
tion, then were all able to reap the re-
wards. If were able to go even further,
well be able to attract outside talent,
and become part of the list of dream
colleges for out-of-state students.
New Jersey is filled with promising
students and bright minds ready to be-
come world leaders.
Lets continue to foster that intelli-
gence, that drive and that desire right
here in New Jersey.
Producing more home-grown talent
Improvements at Rutgers, Rowan may keep students in-state for college

Americans with Disabilities

Act has improved access
The Americans
with Disabilities
Act (ADA) was
signed into law on
July 26, 1990 to im-
prove public access
for individuals liv-
ing with disabili-
ties, and to establish
a comprehensive
prohibition of dis-
crimination on the basis of dis-
ability. The law defines a
disability as any condition that
impairs one or more major life ac-
tivities.
Since the law was enacted, pub-
lic access for individuals living
with disabilities has greatly im-
proved, and the prohibition of dis-
crimination on the basis of
disability has been firmly estab-
lished for the 54 million Ameri-
cans living with disabilities.
The ADA protects people with
both physical and mental disabil-
ities from discrimination. In 2008,
the law was expanded to include
chronic health conditions such as
epilepsy, diabetes and cancer.
Across the Nation and in our
own County, we have witnessed
the physical changes that have
taken place to our infrastructure
to benefit those living with dis-
abilities. These positive improve-
ments have ranged from
reversing the direction a door
swings and adjusting the height
of a counter to the installation of
entrance ramps and the addition
of curb cuts at street crossings.
In some cases, these changes
have meant the difference be-
tween a person living with dis-
abilities attending a theatrical or
sporting event, running errands
for themselves or even securing
gainful employment.
We salute the brave individuals
that fought hard to bring about
this legislation. Without these
leaders, the full intent of this his-
toric act would not have been im-
plemented and
would not serve to
enrich the lives of
those living with
disabilities.
In order to assist
the needs of per-
sons living with dis-
abilities in Camden
County, the Free-
holder Board main-
tains an office of Senior and
Disabled Services. This division
of the Camden County Depart-
ment of Health and Human Serv-
ices is located in the DiPiero
Center which is located at 512
Lakeland Road in Blackwood New
Jersey. The staff of the Division
of Senior and Disabled services
provides information on a wide
range of topics including basic
benefits for persons with disabili-
ties, employment resources,
health care and transportation.
The Camden County Division
for Senior and Disabled Services
is a New Jersey Aging Disability
Resource Connection. This desig-
nation is given to offices that are
able to provide intensive informa-
tion and assistance to individuals
seeking access to a wide range of
services. They also work to ensure
that our disabled and senior pop-
ulations are aware of the pro-
grams to which they are eligible.
The senior and disabled popula-
tion is changing and we are doing
all we can to address their needs
and concerns.

ual confidence in listening, speak-
ing and writing.
The class will build language
by exploring topics like fiction,
history and geography. The se-
mester runs from September to
June on Saturdays from 12:30 to 2
p.m.
All ESL students are welcome,
regardless of race, religion, gen-

ditional cards, which residents
can sign up for online. More than
150 people registered for a card
using the online system this
month, allowing faster access to
the librarys online systems,
Brahms said.
The library offers programs
such as Freegal, a digital service
that allows residents to download
up to three MP3s a week; Zinio, a
digital newsstand that offers 100
popular magazine downloads for
free; and Freading, an eBook
service that offers access to more
than 20,000 titles. All programs
and downloads can be accessed
using smartphones, iPads, tablets
and PCs.
For those who are digitally
challenged and need assistance
with programs, by the end of
July there will be drop-in times
set for people who want hands-on
assistance with the devices and
the librarys programs, Brahms
said.
We encourage customers to
bring in their own devices, but if
not we can use our sample Kindle
Fires, Nooks, etc., he said.
The library is also looking to
implement the use of eReaders
and tablets in childrens pro-
grams, helping the children pre-
pare and become acquainted
with in-school use of technology.
One part of our strategic plan
incorporates innovative pro-
gramming and story times that
utilize current and emerging
technologies such as tablets and
eReaders for children from birth
to age 12, Devlin said.
The library will have materials
available for residents to borrow,
but will incorporate modern
technology to address the needs
of the population.
By giving customers more of
what they want, developing inno-
vative new services and enhanc-
ing our facilities, we are confi-
dent that we will meet or exceed
the needs of the communities
that we serve, Devlin said.

brarys downloadable content,

brary.org/download, and to view
the subscription database, visit

The planned drop-in sessions
where customers can receive

a.m. to 1 p.m.; Friday, Aug. 23,
from 2 to 4 p.m.; and Tuesday,

The Camden County Depart-
ment of Public Works is in the
process of inventorying traffic
signs on county roadways. The
county has contracted with
Maser consulting to perform the
Traffic Sign Inventory, which is
being done in two phases.
I consider the maintenance of
our county roadways to be a top
priority of the Freeholder Board,
and that includes improving the
placement and readability of our
traffic signs, said Freeholder
Ian Leonard, liaison to the Cam-
den County Department of Pub-
lic Works.
Residents and motorists may
see this inventory being conduct-
ed in their neighborhoods or dur-
ing their commutes.
During the first phase of the
project, the consultant is driving
a van called a Mobile Asset Col-
lection vehicle on every County
route.
The MAC is equipped with
cameras and GPS units that cap-
ture roadway images and data.
This process may require driving
a road several times to collect the
required data and should be com-
pleted by the middle of July.
The second phase of the proj-
ect will start in mid-July and
should continue into mid-August.
During this phase, the consult-
ant will revisit each traffic sign
at night to measure its capacity
to reflect light.
This is done by using a reflec-
tometer aimed at the sign and
will also be done at night. Resi-
dents should not be alarmed if
they see this work being done at
night.
The Camden County Depart-
ment of Public Works is respon-
sible for maintaining over 400
center line miles of county road-
way and 50 bridges, Leonard
said.
Ensuring we have the proper,
up-to-date, signage may seem
mundane to residents, but it is vi-
tally important for the safety of
drivers and pedestrians on our
streets.
To report concerns on Camden
County roadways, call our Public
Works Hotline at 566-2920 or visit
www.camdencounty.com.
