CONSTITUTION OF THE AMERICAN UNIVERSITY YOUTH AND GOVERNMENT CHAPTER

I. There shall, at all times, be an established order for operations by the American University Youth and Government Chapter, with the following provisions: 1. The Chapter will be operated primarily by the Executive Board of Members, who shall be elected by the members of the Chapter at the election meeting during the spring semester, except for the first election which will take place during the fall semester. The offices elected, in order of succession and election, are as follows, i) The President, who will schedule meetings, chose meeting places, coordinate other officers. They will also serve as the chairperson during regular meetings and debates of the Chapter. ii) The Vice President, who will primarily be devoted to recruitment and aiding the President in their duties. iii) The treasurer, who will be required to take Financial 101, and be responsible for all financial activity of the chapter. They must draft a budget request by September 2nd, and January 26th, for the fall and spring semesters respectively. The budget must be submitted and considered by the assembly three days after completion. The assembly may fail the budget, however, immediately following the failure of the budget, the assembly will redraft the budget, which does not have to be reconsidered. Once passed, the budget will be immediately submitted to the A.U. Club Council. iv) The secretary, who will record the minutes for all Executive Board meetings and post them for all members to see. They will also keep time, if there are time limits on speeches, during debates. They secretary will also select/write any fun bills that the assembly hears to practice debate. v) The Media Director, who will be in charge of the upkeep of the Facebook page, the email, and any other media outreach programs. 2. The Executive Board of Members will have the following powers: i) ii) iii) iv) v) vi) Introduce amendments to the constitution, which require a two thirds vote to carry. Appoint a chapter representative, to act as a representative to the nationwide program. Set the agenda for any meeting. Create an event, activity, or initiative for the betterment of the chapter. Introduce a motion/bill to the floor. If while preparing for the Conference the Executive Board need an extra member on the E-board to help prepare, they may introduce a motion to create a temporary

officer, however, in the motion they must state for how long the office will be created. It will carry with a simple majority, and will not be counted as an amendment to the Constitution. 3. All members who are not a part of the Executive Board, are members of the assembly. The assembly will vote on any initiative that the Executive Board wants to carry out. The assembly will also have the following powers: i) Move for a vote of no confidence in any Executive Board member, which will require a two thirds vote to carry. Following this, there will be elections held to replace the office. ii) Introduce an amendment to the constitution, which will require a two thirds vote to carry. iii) Introduce a motion/bill to the floor. 4. The elections process will have the following provisions: i) A member must be nominated for any office by another member. ii) All members running for an office will be able to give a two minute opening statement to all members not running for the office. iii) Members not running may then question the candidate for two minutes. iv) A candidate must be elected by a majority of members present, if a majority is not reached, a run-off election will be held. v) All elections will be voted on by secret ballot. 5. This Chapter is open to all students and will not discriminate in their membership selection on the basis of race, creed, color, national origin, age, sex, sexual orientation, personal appearance, disability, marital status, family responsibility, political affiliation or source of income, or other rights secured by the First Amendment of the U.S. Constitution. 6. The American University Youth and Government Chapter will have members pay national dues at the beginning of the year; however, if a member is unable to pay the dues they may work fundraising hours to cover the cost of their dues. The Chapter will never turn a student away because of financial limitations. II. As stated before, the President of the club will facilitate all debate on the floor. Debate will occur with the following stipulations: 1. The President shall first ask for any motions to be introduced by the Executive Board.

2. If no motions are presented, they will then ask for any motions to be made by the assembly. 3. In all of the cases stated above, debate on the motion/bill will be carried out according to the rules of either the College Youth In Government Senate or House at the President's discretion.
