New Footbridge in Spring Creek Park


There is a new footbridge spanning Spring Creek near the Houserville Road entrance to Spring Creek Park. Both the design and construction of the bridge was performed as a service project by the Penn State student chapter of the Design-Build Institute of America, a group of architecture and engineering students. Their advisor, Craig Dubler, is an engineer at the Penn State Office of Physical Plant and a resident of Spring Creek Estates in College Township. Materials and equipment were funded by College Township. The Spring Creek footbridge under construction

project budget of $25,000 includes handicapped-accessible ramps that will be designed and constructed this Fall. There are temporary steps in place now. The main structure includes steel tube beams with a combination of steel and wood cross members. The mid-section of the bridge is cantilevered on each side to allow for sitting benches and a clear view of the stream. This new bridge supplements the existing covered bridge constructed by civil engineering students in 1976. It will allow for quicker access to an open playing field on the south side of the field for those walking to the park.

The Retreat at State College

Land Development Update


Many of the land development projects approved by College Township last year are currently in the construction stage. Student housing and restaurants are the dominant projects in progress. The Retreat at State College will include 587 single bedrooms marketed for undergraduate students. It is located on Waupelani Drive. All buildings are now under roof and completion of all units is expected by August. The Villas at Happy Valley, which will house 435 students, is located between Dreibelbis Street and Trout Road, next to the Penn Hills and Independence Place developments. The site development is well underway and about half of the prefabricated buildings have been set. This project is also scheduled for completion by August. The West Lafayette, Indiana based developer, Trinitas Ventures, LLC, has requested that the Hilltop Mobile Home Park site be rezoned to accommodate student housing. The lengthy process has just

started. Staff will prepare a report of potential impacts, which will be reviewed first by the College Township Planning Commission in May. This matter will not likely be ready for Council consideration until late this Summer or early Fall. There are several restaurant projects currently under construction or about to get started. Home Delivery Pizza Pub on South Atherton Street is expanding its patron seating area, including an outdoor area. They are also re-facing the front of the building. Across the street in Hills Plaza, another McDonalds Restaurant is about to be replaced. The existing restaurant will be demolished and closed for a few months while a new one is constructed in the same location. It will include a double drive-through, similar to the one recently completed at the Nittany Mall. A new brew pub and restaurant, with a micro-brewing facility is currently under construction on Elmwood Street. The existing barn formerly used as the Alden House Furniture Store is under major renovation. There are shared parking

Oak Hall Regional Park Groundbreaking


On Thursday, April 25th at 7:00 PM, members of the Centre Region Parks and Recreation Authority (CRPRA), the Centre Region Council of Governments (COG) and College Township Council will participate in a groundbreaking ceremony for the phase I development of Oak Hall Regional Park (OHRP), a 68 acre facility located just off of Linden Hall Road in College and Harris Townships. The public is invited and encouraged to attend the brief ceremony. This event highlights a years-long journey in the development of an active recreation regional park at this location. Along with a second active recreation regional park to be constructed off Whitehall Road in Ferguson Township, OHRP has been in various planning stages for the past 10 years. The property was purchased from the Pennsylvania State University in 2005 at a cost of $461,627. Funds for the acquisition came from a PA Department

Eastview Plaza across from the Nittany Mall is currently under renovation with a new store front. An Advanced Auto Parts store will be moving into the area where Cinema Six used to be. Next door, a Quaker Steak & Lube Restaurant is planned. Also, the College Township Council just approved the land development plan for a new outparcel building on the same site for a new Perkins Restaurant. That plan also includes the expansion of the existing Ray Azteca restaurant.

of Conservation & Natural Resources grant ($300,000), College Township ($156,627), and Harris Township ($5,000). A Master Site Plan for the park was developed beginning in 2008 and approved in 2009 and amended in 2011 by CRPRA and COG and the final plan provides for four all-age softball fields, playground and pavilion area, perimeter walking trail, off-leash dog park, open meadows, sledding area and parking. The Phase I construction budget is $3,779,000 and will include the all-age softball fields, the full perimeter walking trail, a park maintenance building, parking areas, water system, restrooms and concession stand and landscaping. L.S. Fiore, Inc. is the successful low bid contractor for the general site work. Additional low bid contracts were awarded to Hepco Construction, Inc. for building construction and Allied Electrical Mechanical for building electric and plumbing. Funds for the construction come from a $9.3 million loan obtained by COG for construction of both OHRP and Whitehall Road Regional Park payable over the next 20 years. General site work at OHRP has already started in advance of the formal groundbreaking ceremony. Building construction will get underway beginning this June. Turf grass seeding for the park will take place in spring of 2014 and the park will be open to the public in the spring of 2015.

Trafc Calming Project Updates


Preliminary engineering work continues on the two traffic calming projects featured in the April 2012 Gateway newsletter <click here>, the Pike Street Traffic Calming and Streetscape Project

Streetscape Project is a study to revise the on-street parking and travel lanes on Pike Street between the Lemont Traffic Signal and Dale Street. Improvements would include new sidewalks and curbing on both sides of Pike Street. The existing parking spaces would be replaced with an equivalent number of safer parallel parking protected by a curbed island. The curb work would include landscaped bulb outs at intersections to define the narrower travel lane and provide for safer pedestrian crosswalks. A public meeting was held last May to present the plans and receive comments. Over 20 citizens attended the meeting as well as the Townships engineering consultant, the College Township Council and staff members. Many comments were received at the meeting, as well as others from letters and phone calls. All comments were summarized in a report to Council last June. In September, Council authorized the consultant to perform additional master planning and surveying, including an extension of the project limits along Pike Street and also to look at Cherry Alley for additional parking. Two new concept plans were presented to Council in February that can be observed at the following link <click to link to plans> or can also be seen at the Lemont Post Office or College Township Building. These plans show added features at each end of the project, plus two options for a new parking lot on Cherry Alley. One shows 18 parking spaces and the other 23 spaces. The College Township Council then scheduled another open house to present the plans for public comment. This meeting was held on May 9, 2013.

The initial study cost $17,130 and an additional $18,400 has been approved for the follow up work. Construction costs could exceed $1 million so Council would be seeking possible grants after a viable project acceptable to the public is determined.
n The Oak Hall Roundabout Study is a study of the intersection of Boalsburg Road with Linden Hall Road and Brush Valley Road, located in the Village of Oak Hall. Because of longstanding complaints of speeding at this intersection and the pending development of a new regional park nearby, the College Township Council authorized a study to install a roundabout at the intersection. This work began in May 2012. A roundabout is a circular intersection where vehicles travel counterclockwise around a raised center island with entering traffic yielding the right-of-way to circulatory traffic. After a thorough analysis and review of options with PennDOT, it was determined that a roundabout which meets the design requirements was not feasible, due to the substandard approach geometry of the intersection and a problem with maintaining speed consistency due to the approach legs of the intersection. After reviewing the presentation of this report in December 2012, Council authorized additional study work to look at various traffic calming options and intersection design revisions that would tend to slow motorists as they approach this intersection. The Townships consultant has found that transitioning the concrete portion of Boalsburg Road, which has wide lanes and wide paved berms to a curbed cross section, possibly with planted median islands and a separate walkway area, could be an improvement. In addition, the intersection of Brush Valley Road with Linden

Hall Road would be moved farther away from Boalsburg Road by removing some excess pavement and slightly realigning Brush Valley Road. In the meantime, PennDOT decided to expand the project limits of a resurfacing of the Route 322 bypass to include an asphalt pavement overlay of the deteriorated concrete pavement on Boalsburg Road and Warner Blvd. between South Atherton St. and the Oak Hall intersection. College Township staff has been meeting with PennDOT in an effort to link these two projects. Project costs to date have been approximately $50,000 including an environmental report and archeological report for the adjacent stream and historic area.

College Township Water Authority Projects


n Elm Street Last December, CTWA

crews replaced approximately 300 lineal feet of inch steel line from Elm Street to the end of a private gravel road with 2 inch plastic pipe. Later this year crews will replace approximately 300 lineal feet of 2 inch steel line from the Shady Drive intersection to the end of Elm Street with 8 inch ductile iron main line pipe and install nine new service line connections.
n Limerock Terrace The contractor

for the Limerock Court Subdivision installed approximately 100 lineal feet of 8 inch ductile iron main waterline along Limerock Terrace as required by the approved water utility plan for the development. CTWA crews will connect to the 8 inch gate valve installed by the developer and install approximately 540 lineal feet of 8 inch ductile waterline along Limerock Terrace to the Rhodes Lane intersection and install four new service line connec7

tions to replace an existing 2 inch steel line that currently serves the properties at 180, 199, 206 and 210 Limerock Terrace.

n Hospital Drive A contract has been awarded to New Enterprise Stone and Lime Co., Inc. for College Townships 2013 Resurfacing Project. For Hospital Drive, the contractor will mill and remove the existing pavement to a depth of 2, place a scratch and leveling paving course, place a 1 overlay paving course and re-paint center and edge lines, lane divider lines and directional arrows. College Township was awarded a 2013 County Aid Liquid Fuels Grant by the County Commissioners in the amount of $25,000 to be applied to the cost of this project. n Villa Crest Drive (Panorama Village) Township crews will grade shoulders and clean ditches, make pavement base repairs where necessary and re-pave drainage swales and make paved driveway adjustments after the completion of the paving overlay. The contractor will place a scratch and leveling paving course, place a 1 overlay paving course and reconstruct stone shoulders. n Campbell Road, Wildot Drive, Ronan Drive And Kennedy Street (Everhart

Pump Drop Pipe During replacement of the well pump in 2010, it was found that the steel drop pipe for the well was deteriorating. Some of this pipe was replaced with the installation of the new well pump. The remaining 84 feet of pipe will replaced with new schedule 40 galvanized pipe.
n Oak Hall Well Exploration and development of two deep well ground water sources was completed in 2012 at the Oak Hall Regional Park lands. One of these wells will be used for the park drinking water and restroom facilities and for the new ball field irrigation system. The pump house and piping will be completed in August. For the other new well, permit applications will be submitted this year to the Department of Environmental Protection and the Susquehanna River Basin to obtain all necessary permits to further develop this well as an additional ground water source for the Authoritys distribution system. n Traffic Signal Projects l East College Avenue and Houserville Road/Pike Street: This project was awarded last August to Republic Intelligent Transportation Services, Inc. but due to equipment delivery delays the work will completed this year. The project includes replacing the pole mounted cabinet with a pad mount type cabinet and the installation of all new related equipment including signal head load switches, vehicle sensor loop amplifiers, emergency vehicle pre-emption equipment and a new controller (timer). The power supply service entrance will be replaced as well as all green, yellow and red LED modules for the vehicle and pedestrian signal heads and new field wiring and pedestrian push buttons will be installed. l East College Avenue and Elmwood

Street/Millbrook Way
l East College Avenue and Ramps E & F Mt. Nittany Expressway l East College Avenue and Ramps G & H Mt. Nittany Expressway This project will be the replacement of all green, yellow and red LED modules for the vehicle signal heads. The existing LEDs were installed in 2002 and are beginning to degrade and lose brightness.

An infestation of the Emerald Ash Borer insect has been confirmed in the Centre Region this past year. At this time, none of the Townships Ash trees have shown any symptoms of being infected by the Emerald Ash Borer insect. With the expected EAB infestation, College Township began an aggressive preventative treatment program in 2012 for all Ash trees. Aikeys Tree Service was contracted to perform a soil injection procedure for each tree to apply the insecti9

cide Imidicloprid in April as leaves began to emerge. The soil injection method must be performed each year to protect the trees. Studies have shown that this insecticide has proven effective to protect Ash trees during peak EAB infestations. The Ash tree insecticide application contract for 2013 has been awarded to Aikeys Tree Service. With the EAB infestation now confirmed, the contractor will perform the trunk injection method of insecticide application for 65 trees with a diameter of 15 inches or larger. Uptake into the tree is quicker with the trunk injection procedure. The other 350 trees smaller than 15 inches in diameter will again be treated with the soil injection procedure. Periodic inspections of the Ash trees will be conducted by Township staff throughout the year looking for any possible symptoms of infected trees. Residents are encouraged to call the Township office if they see any changes occurring to the Ash trees along their property. Emerald Ash Borer infected trees will have unusual cracking and peeling of the bark, possible sprouts growing from the base of the tree, woodpecker activity and in advanced cases, die back in the crown of the tree.

Three Council seats will be on the ballot for 2013. One seat is that of former Council member, Daniel Klees, which has two years remaining on that unexpired term. Council appointed Mr. Eric Bernier in January to that seat until this election, and the voters will cast their ballots for this open half-term, as well as two full, four-year terms that are open. Recycling The Dos and Donts of Curbside Recycling in Centre County


By Amy Schirf Are you the only one on your street who can never seem to get your curbside recycling right? Do you come home from work on recycling day and hope that your recycling bin is turned upside down; indicating that all of your recyclables were correct this time? If so, then this column

should be either bagged or bundled. We

cannot accept loose paper at the curb because the wind can turn your loose paper into litter. Bag magazines and catalogs together or bundle by tying them with string. Bag or bundle newspaper separately. This helps our employees when shredding newspaper for local farmers to use as animal bedding. Bag all other mixed paper together (office paper, mail, shredded paper, phone books, paperboard, etc).
n Corrugated cardboard Corrugated cardboard boxes should be flattened and set next to your curbside recycling bin.

We cannot accept waxy, oily, wet or unflattened corrugated cardboard. I hope this helps you to prepare the perfect recycling bin.
