World Bank Commends Fijian Government Financial Reforms

Governments reforms and initiatives will further strengthen the Fijian economy, says the World Banks Executive Director for the South East Asia Group, Dr Sundaran Annamalai. Dr Annamalai commended the financial reforms implemented by the Bainimarama Government following a meeting with Fijis Ministry of Finance permanent secretary Filimoni Waqabaca in Suva. There has been a lot of important work that has been carried out on the reform side and I am happy to see that, Dr Annamalai said. This is the message that I will take back to the World Bank. The senior World Bank official was also briefed this week by Fijis central bank; the Reserve Bank of Fiji, on Fijis overall financial standing. The RBF has given me a good overview of the economy and with the changes that have occurred over the last few years, Dr Annamalai said. There is quite a lot of optimism and the Fijian economy has recovered well from the financial crisis. Highlighting his meeting with the Ministry of Finance, Dr Annamalai pointed out that he now has a better understanding of the growth trajectory

Public Service Commission permanent secretary, Parmesh Chand is currently in Korea at the invitation of the Government of Korea. Mr Chand is attending the Public Relations and Goodwill Program organized by the Korea Foundation. Since its establishment in 1991, the Korea Foundation has been promoting mutual understanding and friendship between the people of Korea and other nations including Fiji through various international exchange programs. Within the scope of these programs, the Foundation invites prominent individuals from abroad who have distinguished themselves in various professional fields. According to PS Chand, the Korean Government identified candidates for this program based on their role in community and public affairs matters and upon initial identification by the respective Mission overseas. Our discussions include an overview of macro-economic and physical policy issues which is also a regular consultation that the bank does with our client countries, Dr Annamalai said. We know that Fiji has medium term plans and needs infrastructure such as roads and ports so when the bank starts to engage with the government here, these are some of the priority areas that the bank can consider supporting. Fijis Ministry of Finance permanent secretary Filimoni Waqabaca said that the Ministry has highlighted certain critical areas that would assist Fiji in growing the economy. There are certain needs from governments side that needs to be addressed and these needs were presented to Dr Annamalai during his visit, Mr Waqabaca said. There are normal processes that we have to go through but we have highlighted certain areas that are critical for us in terms of growing the economy. We also have the objective of increasing investment and the emphasis is therefore on certain sectors such as infrastructure development.

Fijians and international visitors travelling through Nadi International Airport will see new big bright posters spotlighting the FIJIAN HOSTS program. Supported by the eight organizations that are responsible for processing travelers at the airport, the Ministry of Tourism launched the Fijian Hosts program in September last year to award top-performing frontline staff at Nadi International Airport. Winners are selected on the basis of comment cards filled out by international visitors, and placed in Fijian Hosts kiosks located in the airports secured areas. Three hard working frontline staff members at Nadi Airport were awarded FIJIAN HOSTS of the Month for their excellent customer service to arriving and departing passengers. Rakesh Mudaliar (FRCA), Mereani Naiveli (FRCA) and Rusiate Waqa (AFL), were given their awards for Fijian Hosts of the Month for March, April and May respectively by the Permanent Secretary for Tourism, Ms Elizabeth Powell, at a presentation ceremony at Nadi International Airport. Permanent Secretary for Tourism, Ms Elizabeth Powell congratulated the three winners for their valued contributions to the Nadi Airport experience for international visitors and Fijians travelling to and from

Regional Health leaders have expressed concern at the growing trends of diabetes related diseases and deaths in the South Pacific region. This was the topic of discussions at the recent Pacific Ministers on Non-communicable and Post 2015 Development meeting held in Apia, Samoa which was attended by Fijis health minister Dr Neil Sharma. Highlighting the increase in premature deaths which is directly linked to diabetes, hypertension and obesity, Minister Sharma said that a collective commitment can decrease statistics. Obesity underpins all the noncommunicable diseases. What we have seen is that obesity is on the increase and when that increases, other related diseases like hypertension, cardiovascular diseases takes place, he said. Dr Sharma highlighted that NCDs not only impacts individuals but also their families, their communities and ultimately, a nation as a whole. The health minister pointed to the signing of a communiqu at the end of the meet as a tool that all leaders can commit to. Police Guard Crime Scene


AS people in the Northern town of Labasa tuck themselves away for another night in the warmth of their beds, a group of four police officers brave the cold night to keep watch at the murder scene on Korosomo Hill. The place is not a comfortable spot to be at especially during this harsh cold canecutting season. The elevated location of the crime scene surely does test one's patience and ability to endure the cold. I had the privilege of visiting the team at the scene on Tuesday evening this week and believe me, the roar of the wind at the top of the hill given the chilly conditions was something I had not anticipated. All that was there for the officers was a makeshift open tent and they braved the night telling stories, sharing jokes and laughing away as they waited for another day to come. As the sun set behind the rolling hills in Tabia, the cold harsh conditions set in followed by chilling winds. According to police at the scene, they had been keeping watch night and day for almost a week. The watch will continue until work at the scene is completed by the crime investigators from Suva. Police say the process could take another week depending on the investigation. After speaking to the police officers, I realised what these men and women go through to ensure justice is served at the end of the day. The crime scene at Korosomo Hill is the spot where the bodies of two youths were discovered last Sunday morning. Known to locals as Long Bay, the hill has been a spot for merrymaking, fun and parties for people that live between the Savusavu and Labasa corridor. However, the news of the death grips the town of Labasa and has changed peoples' view of the party spot. The police tent erected at the spot has not helped much in changing these views. It is a spot that may hold the secrets of the terrible death that met 20-yearold Tuatua resident Abhishek Kumar and 17-year-old Dreketi youth Samuel Vikash Nand. Police are still combing the drinking spot in search of clues that may uncover the truth to the gruesome and untimely deaths of the two best friends. Tabia farmer Aporosa Daunivalu summed up the conditions of the two victims after he first found them, describing the sight that greeted him that morning as hideous and gruesome. In the meantime, the families of the deceased wait for answers to bring them some form of closure as they continue to mourn the untimely and cruel deaths of their loved ones.

61K Pension Claim


A 69-YEAR-OLD woman charged with 30 counts of obtaining money by false pretence will reappear in court on August 30 for a plea. It's alleged Unaisi Marama collected a pension on behalf of her deceased husband although she failed to notify the authorities she had remarried. It's alleged that between March 15, 2005 and March 19 last year, Ms Marama collected her deceased husband's pension. It was only on May 18 last year that the matter was reported to the police by an employee of the Finance Ministry. It's alleged the total amount of money Ms Marama collected from 2005 until last year was about $61,000. Police prosecutor Caroline Fisher said the accused was willing to repay $10,000 upfront to the ministry.

A MAN wanted for various criminal offences in the People's Republic of China has been arrested in Fiji following a multi-agency operation led by the Fiji Police Force. The operation was executed after international policing agency INTERPOL issued a Red Notice for the Chinese national. Cash Returned To Rightful Owner


A NADI International Airport cleaner who found and turned in $10,000 in cold hard cash said she handed the abandoned bag to authorities because it was "the right thing to do". Saravina Lutuvou, 35, said she had strong Christian values and did not believe in the "finders keepers losers weepers" saying. "Firstly, the item was not mine to keep," the Rentokil worker from Nakorotubu, Ra said. "You get a good feeling when you do the right thing. I handed it in to the right people, and that's the most important thing." Ms Lutuvou's honesty was acknowledged at an afternoon tea party by Airports Fiji Limited. She and workmates Viniana Qima, Kelera Ratu and Mareta Rakai received mobile phones, gift vouchers and day cruise tickets, courtesy of Vodafone, Rentokil and Captain Cook Cruises. "In every organisation, individuals will be faced with challenges," said airport manager Joe Grey. "That is why we should acknowledge and support individuals like Lutuvou and her colleagues. They create a positive vibe and spread the gospel of honesty." Ms Lutuvou said her actions were a reflection of the Christian values instilled by her membership of the Assemblies of God and Pentecostal churches. "The bag was in an abandoned trolley during one of those morning flights that the Fiji Sevens team arrived in. I looked around and saw that no one was nearby and it was sitting there for some time. So I went and took the bag and trolley to the airport security. "They then told me what was inside the bag. I didn't even open the bag, it was not the right thing to do. When they told me it contained such a huge amount of cash, I became very afraid." She said she was later informed the money was returned to its rightful owner. When asked what was the biggest amount of cash she had ever handled, Ms Lutuvou said: "It was $1000 of my FNPF money." And when prodded on what she would do if given $10,000, she promptly answered, "first, I will work out and give my dues to the church before I think of anything else". Vodafone and Captain Cook Cruises have offered rewards such as mobile phones and day cruise tickets to acknowledge staff members who hand in and declare lost and found items. Rentokil country manager Edwin Pillay said the acknowledgement of his employees was one of the proudest moments for the firm.

Japan Provides 178K Aid


THE Japanese Government has provided three new classrooms and a tailoring room all worth $178,834 for the Wainibuku community. Children from the Wainibuku HART and neighbouring communities will benefit from the new school which will be opened for classes from next year. Japanese Embassy first secretary Hideyuki Shiozawa said his government was committed to helping Fijians by contributing to the empowerment of women and children through its grant assistance programs. "In January 2012, the embassy received an application from HART Fiji requesting our support to assist the Wainibuku community with its ambition to pursue a project consisting of building three classrooms and a tailoring room," Mr Shiozawa said. "Financial difficulties amongst other factors were the reasons behind such a request while the project was considered significant and noteworthy." Mr Shiozawa said the project was implemented through Japan's grant assistance for grassroots human security project program. "Japan recognises the empowerment of single mothers and children's education as very important elements in supporting human security. Empowering women and providing basic education to children will not only benefit individuals and the community at large, but also greatly contribute towards nation-building, not only for now but for the future generations."

Mr Sayed-Khaiyum on a number of comments Mr Chaudhry made. Mr Chaudhry said: There can be no elections without a constitution therefore, we see the current focus on general elections as being somewhat premature. Indeed, as we see it, the regime has a lot to answer for under a genuine democratic constitution and the restoration of the rule of law. Mr Chaudhry added: As far as the Fiji Labour Party is concerned, the 2014 elections are not the be-all and end-all. Our concern is that there is much that is wrong with the current Fiji situation. These must be addressed first before we can move to credible elections. Mr Chaudhry said there was a need to set up an independent caretaker administration to oversee the holding of free, fair and credible elections and to lead Fiji back to constitutional and democratic rule. The main Independence anniversary celebrations took place on Monday at Honiara's Lawson Tama Stadium. They include a military parade in which both Solomons security personnel and visiting Fijian troops will take part.

The Joint Meeting of the 2013 Pacific Platform for Disaster Risk Management & Pacific Climate Change Roundtable underway in Nadi is timely with Fiji experiencing an increase in the number of hurricanes and cyclones almost every year in the last five years. Ministry of Strategic Planning, National Development and Statistics permanent secretary Pita Wise said there was an urgent need for a more integrated approach in addressing natural disasters and climate change as Government did not have all the resources. Mr Wise said the partnership between multilateral and bilateral donors, the private sector, the civil society organisations, communities and the Government plays a crucial role in ensuring a well co-ordinated assistance to people affected by natural disasters. If things are co-ordinated well, then its easier for us to be able to address things when there is a disaster. The two issues here are mitigation and adaptation. We should not wait for a disaster to happen and then we react. This forum teaches us to put into play some of the strategies to minimise the risks and losses, Mr Wise said. Mr Wise highlighted that due to Fijis preparedness for Tropical Cyclone Evan in December last year, there was no loss of lives when disaster struck. If we all participate, we minimise the risk, which leads to less cost not only to the government but also the communities. We can rehabilitate very quickly. The lesson to be learnt is as to how we can build strategies so that we are ready for a disaster, Mr Wise added. The permanent secretary reiterated the need for all the stakeholders in disaster risk management and climate change to work together. The total economic value of the disaster effects caused by the TC Evan is estimated at around $194.9 million equivalent to about 2.6 per cent of Fijis Gross Domestic Product (GDP).

Attorney-General and Minister Responsible for the Elections AiyazSayed-Khaiyum says Australia and New Zealands aid towards the democratic elections next year needs to be apolitical. Mr Sayed-Khaiyum says he has been told by Australian and New Zealand officials that the government needs to help build a credible political opposition in Fiji prior to the elections. But he says many other countries have pledged donations for elections without those demands, which he says are too political. Mr Sayed-Khaiyum says the coverage of the recent United States million dollar donation is overrated, considering PNG has given 11 million US dollars and many other countries are helping as well. He says the funding should be apolitical. This is not their job, its not their responsibility nor is it their business. He told Radio New Zealand International: We dont tell you what sort of opposition you need to have nor should Australia, nor do we tell Australia. So what we have said and made is emphatically clear to them is their assistance to the elections office needs to have apolitical approach. The elections office needs to be an apolitical institution.

PRIME MINISTER Commodore Voreqe Bainimarama has called on industrialised countries to take responsibility for extreme weather events in the Pacific, including rising sea levels which is causing a whole nation to slowly sink below the waves. He said destructive and frequent hurricanes that gravely affected island countries were one of the consequences of the activities of the industrialised world and therefore "they should shoulder more of the cost". Commodore Bainimarama said the world should stop "dragging its feet" on the need to tackle global warming. "Let me say this to the big polluters, the big carbon emitters: Whatever the science of climate change, it is you who must respond to global warming, which threatens the very existence of some of our small island developing states," he said. "You need, for our sake, to set targets to curb your carbon emissions. Because the majority scientific opinion has it

that you are causing global warming. And we are seeing dire effects in the Pacific from rising sea levels and more frequent extreme weather events. It is not good enough to say 'it is all too hard', to put the protection of your own carbon-emitting industries first. "It's time for you to place yourself in the position of a citizen of Kiribati, one of the small island developing states whose very existence is under threat. "As they watch their islands sink, Kiribati has been forced to buy 6000 acres of higher ground in Fiji. We welcome them as neighbours and friends. But for the industrialised countries to put themselves first, to let a whole nation sink slowly beneath the waves, is bound to be regarded by future generations as the height of selfishness." Commodore Bainimarama was speaking at the opening of the Pacific preparatory meeting for the Small Island Developing States 2014 meeting in Samoa, held at the Radisson Blu in Nadi over three days.

The woman who fragmented the dreams of Fijian holiday makers will serve her home detention sentence in the seaside settlement of Omaha. Anita Cranston admitted a charge of dishonestly using documents by accepting bookings for a luxury Fijian holiday home that she no longer had a right to. Ms Cranston ended up taking more than $61,000 of deposits from wouldbe holiday makers who planned to celebrate anniversaries, birthdays and family weddings. In sentencing her at the Auckland District Court, Judge David Harvey said he was tempted to send her to jail as retribution for her victims. But Judge Harvey said according to the law, he had to impose the least restrictive sentence and imposed a home detention sentence of 11 months. alcohol and travel.

However, Judge Harvey pointed out that Ms Cranstons email was a reply to email. You cant make that sort of mistake, said the judge. Ms Cranston said she had made a mistake but Judge Harvey persisted. Give me some credit, Ms Cranston, for knowing a little bit not a lot but a little bit about how technology works. It doesnt work that way, he said. After the exchange Ms Cranstons lawyer Alice Kemp asked for an adjournment. Crown prosecutor Rachael Reed then presented a new charge that included all the complainants. Ms Cranston pleaded guilty.

SPR Invests $1.4M In Production Equipment

With more film productions expected to come to Fiji, South Pacific Recordings Limited (SPR) is taking the opportunity to extend its business. SPR confirmed its $1.4 million investment in new production equipment which it will be giving for rent. Director Ravindra Patel, said the company has brought in some lighting equipment that will assist during movie productions. We got in a lot of new lights as more opportunities for film productions are coming to Fiji, he said. We thought it is a great opportunity to invest and lights are something that lasts long and can be used in variety of ways. New equipment uses The $1.4 million investment has been for lights, transport and generators. These are a few of the things that we have brought in from Germany this year and we hope to invest in other things in the future as well, Mr Patel said. The company also has new cameras that can be mounted on vehicles and shoot scenes while a vehicle is moving. Therefore, the Secretariat of the Pacific Community (SPC), has been tasked by the Heads of Pacific Islands Fisheries Departments to examine this issue. SPC in a statement says the problem occurs when industrial vessels compete with small-scale local fisheries (artisanal fisheries) for the same fish, in the same area and the same season. It is worse in areas where the industrial catch is large. Head of the Oceanic Fisheries Programmes Stock Assessment and Modeling group at SPC, Dr Shelton Harley, says three recent changes have the potential to cause the current concerns, including an increase in fishing activity. There are now fewer fish in the water to catch, he said. More fish are being taken than ever before by the industrial fleet and more of the industrial catch is being taken closer to artisanal fishing grounds. Taken together, these three factors can bring industrial fishing operations directly into competition with artisanal operations.

However, he acknowledged the decision indicated by Government to reduce this number to somewhere around 50 to 55 next year. This is a step in the right direction and the domestic industry is hopeful for a solution to this issue, Mr Dunham said.

The Prime Minister, Voreqe Bainimarama, has announced that a further 380 Fijian troops are being sent to join the United Nations peacekeeping force in the Golan Heights. The contingent will leave Fiji at the end of the month to link up with the 183 Fijians who have already been deployed in the troubled zone that separates Israel and Syria. The Prime Minister made the announcement at an official dinner in Honiara at the end of the first day of his current visit to Solomon Islands. AG Steps In To Protect Ba Squatters

The Bainimarama Government has made a dramatic intervention on behalf of hundreds of people living in a squatter settlement in Ba who are questioning the Special Administrator's plans to move them and sell off the land. The Attorney General and Acting Minister for Local Government, Aiyaz Sayed-Khaiyum, and his team made two visits to the Clopcott Subdivision in 24 hours to assess the residents complaints. He said that he had been deeply disturbed by the way in which they had been treated. I cannot believe the insensitive way in which the Ba Council and its Special Administrator have treated the legitimate concerns of these poor and vulnerable Fijian families. It is very upsetting that this was allowed to happen, he said. The AG said he had spoken to the Special Administrator, Arun Prasad, and told him to stop harassing local residents, some of whom have lived in Clopcott for up to 50 years. He said that he had been disturbed to learn that the Special Administrator had threatened to cut off the water and electricity of some of the residents if they did not listen to his dictates. "Apart from the fact that it is unbecoming of the Special Administrator to make such threats, he clearly has no legal authority to do so", he said. At their meeting with the AG, distressed residents told of how the Ba Council had sent earthmoving equipment into the area without warning and had begun demolishing cassava patches and coconut trees that were vital for their survival. The Bainimarama Government will not tolerate such an outrageous assault

on the basic rights of ordinary people and we have ordered an immediate stop to it, the AG said. He strongly criticised Mr Prasad the Ba Special Administrator and accused him of misrepresenting the true position of the Bainimarama Government at Clopcott and using bullying tactics against the residents. The Special Administrator claims that he had widely consulted the residents before all this happened. The truth is that he didnt and, as Minister, I have been misled, he said. The AG said that contrary to normal procedures, no Environmental Impact Assessment had been finalised for the proposed subdivision before the bulldozers were sent in. We can assure local residents that we are now ordering a complete halt to this development and there will be no forced removals until the entire project has been reassessed, he said. The AG said he had been struck by the willingness of residents to cooperate with the authorities and there was no question that they were being unreasonable or that they were opposed to development. We are now going to sit down calmly and work our way through these issues. But as far as the Bainimarama Government is concerned, people come first. If the Special Administrator wants to exploit this land then he will need to ensure that these long term residents are given a viable option which ensures their dignity, rights and sustained livelihoods, he said. The Minister visited the settlement after the community-formed Clopcott/ Valele and Vatuni Squatter Settlement Residents Committee wrote to him seeking his assistance.

Tabia farmer Aporosa Daunivalu, 44, could only stare and turned away after discovering the bodies of the two youths who were reported missing by their family last Friday. Mr Daunivalu said he would not forget the gruesome find at Korosomo Hill in Tabia, Macuata, as this was the first time he witnessed such a horrific sight. Returning from Korosomo Village after visiting his relatives last Sunday, Mr Daunivalu said he was stopped about two kilometres from the scene by two people, whom he believed to be one of the victim's relatives. The scene, he said was locally known as Long Bay because it was a famous drinking spot to locals. "I was walking towards the scene when I met the relatives who enquired whether I had seen the two youths anytime while walking," Mr Daunivalu said. "I told them that I had no idea but one thing came to my mind and that was to check the drinking spot. "The two continued their search towards Seaqaqa and I decided to check the drinking spot suspecting that the victims would have been part of a drinking party at the well-known spot. After walking for about 45 metres, I could see two bodies lying on the path and that's when I stopped. "They were lying side by side and there was not much blood spilt on the spot." Mr Daunivalu said he walked back to the main road and used his cellphone to call police. "Police arrived at the scene a few minutes later and the area was cordoned off." Ms Naisoro said investigators were following another lead that could provide information on what led to the death of the youths. "We are also searching for another woman who is believed to have been last seen with the two youths," she said. "For now, investigations into the matter still continue." Naisoro said a post mortem examination was conducted and the reports showed that the cause of death was due to the injuries sustained. They were reported missing by family members after they failed to return home.

Three election experts are in Fiji to begin assessing what the countrys Elections Office will need to successfully conduct the 2014 General Election and subsequent polls. They have commenced what is officially being called a Gap Analysis/ Needs Assessment that will concentrate on capacity building in the Elections Office. The team includes a specialist from the Commonwealth, (Carl Dundas), one from the Elections Office of New Zealand, (Melissa Thorpe), and another from the European Commission, (Etienne Claeye). The three are required to identify the capacity needs of Fijis Elections Office, which will assist countries and development agencies best identify how they can contribute to the election process. The Attorney General and Minister Responsible for Elections, Aiyaz Sayed Khaiyum, welcomed the three experts to Fiji. The Bainimarama Government is treating the Elections Office as totally apolitical in our quest to ensure that the 2014 parliamentary elections are fair, transparent and have complete credibility. We also expect that this assessment and all development partners will also be apolitical, which is in the best interests of the country and sustained parliamentary democracy, he said. The AG said the Government was intent on building capacity in the Elections Office not only for next years poll but subsequent elections. From now on, we will be holding elections every four years and they can actually be called every three and

Last week, the Attorney General chaired the inaugural meeting of a Coordinating Committee made up of representatives of countries with which Fiji has diplomatic relations to begin the process of discussing Fijis election needs. For the first time, the Government is considering the idea of having the election conducted in one day instead of over a week. This will obviously involve the Elections Office in a far more demanding logistics exercise than it has been traditionally prepared for, the AG added.

'Dead' Patient Colleen Burns Wakes Amid Organ Donation At St Joseph's Hospital In New York
Colleeen Burns, 41, of Syracuse, New York, was admitted to St Joseph's Hospital Health Centre in October 2009 after a drug overdose. Doctors concluded that she was brain dead, when in fact she was in a coma, and were preparing to harvest her organs for donation when she woke up on the operating table. The hospital was fined $US6000) after the state Health Department found that doctors ignored signs that Burns was still alive. The day before her organs were to be removed, Burns responded to a reflex test. Her toes curled down when a nurse scraped the bottom of her foot with her finger. Also, her nostrils flared on her way to the operating room, indicating that she was breathing independently. Her lips and tongue were also moving. Dr David Mayer, a general vascular surgeon and associate professor of clinical surgery an New York Medical College, told the Post-Standard that the decision of doctors to apply a sedative before removing the organs was strange. "It would sedate her to the point that she could be non-reactive," Dr Mayer said. "If you have to sedate them or give them pain medication, they're not brain dead and you shouldn't be harvesting their organs." Sadly, Burns committed suicide 16 months later. The family didn't sue the hospital because her mother, Lucille Kuss, said she had been severely depressed before the incident and afterwards was not concerned that doctors almost took her life. The hospital did not report the incident or provide an explanation until the Post-Standard journalists started asking questions. The hospital was also fined $US16,000 for a separate incident in which a patient fell and injured her head after she was left unattended. The hospital spokesman said that

William Avery-Wright's School Criticised For Naming Dead Student

A father whose son died after being hit by a car while crossing the road has criticised his school for telling other parents about his death before him. William Avery-Wright, 13, was running late for a rugby match when he was hit by a Land Rover while crossing the road at Worth School, near Crawley. An inquest at Crawley Town Hall recorded his death as accidental. His father William found out about his death on the way to hospital after receiving condolence text messages. The school said it told other parents in "good faith" believing William's parents had been informed by police. The inquest at Crawley Town Hall heard William should have been supervised by an adult while crossing the road. Assistant deputy coroner Bridget Dolan said: "A school rule was not enforced or adhered to." The accident took place on 30 November on Paddockhurst Road outside the public school's gates. William was pronounced dead at East Surrey Hospital in Redhill later that day.

Speaking after the inquest his mother, Lisa, said: "We feel very strongly

that we put a huge amount of trust into the school and expectation, and unfortunately those expectations weren't met." His father, Christopher, criticised the school after it sent out an email telling parents that William had died before he was informed. He said: "When I was collected by police I was getting text messages saying William had died. "Clearly I had no knowledge of whether this was correct." Mr and Mrs Avery-Wright are suing the school claiming their son should have been supervised while crossing the road. In a statement the school said it "respects and accepts" the coroner's verdict. It added: "Her findings reflect the school's admission that the rule that year seven and eight pupils should be escorted across the Paddockhurst Road was not enforced or adhered to. "For this failure the school apologises." The school said the speed limit along the road had been reduced from 60mph to 40mph and a bridge over the road for pupils to use is currently under construction.

A fire has caused serious damage to a 17th century palace in central Paris, burning away a huge portion of its rooftop just as a costly renovation was near completion. Between 30 and 40 people have been buried by a landslide in southwest China as heavy rain in the area destroyed homes and bridges. The landslide in Zhongxing in Sichuan province was triggered by rain, the fire brigade of the provincial capital Chengdu said on its micro blog account. A Zhongxing official said "so far we only know 11 families were buried and more than 200 residents have been evacuated", but that workers were still searching for others. If the original wrap is intact, simply place in your freezer. If the wrap is broken, rewrap the lamb in plastic wrap or place in a large plastic freezer bag. Toronto: Severe Thunderstorm Cuts Power, Stops Subway

Stranded Passengers Sleep At Ottawa Airport After Toronto Flood


The Ottawa airport looked like a campground Monday night as passengers on planes diverted from Toronto due to the heavy rainstorm slept on cots. At least 20 planes were diverted from Toronto to the Ottawa Airport because of the weather. It was a very, very busy night in the terminal. The planes began to divert from Torontos airport at 6 p.m. Monday. Most passengers were able to book hotel rooms. By the time a flight from Asia landed in Ottawa later in the evening a Cathay Pacific Boeing 777 from Hong Kong, according to the website flightaware.com there were no hotel rooms available. When flights began to get diverted to Ottawa, the airport pulled cots from storage to accommodate the stranded passengers. The airport stores the cots for the Red Cross with the agreement that they can use them if necessary. The airport has only used the cots one other time: During a snowstorm in 2009. Stranded passengers were given vouchers for food at Tim Hortons, while the airport provided water. There were a lot of very happy faces that we dealt with. Anybody who needed help, we did our best to help them, and they seemed to be happy and grateful. By mid-afternoon Tuesday all the stranded passengers had been flown out, with most flights leaving in the morning and early afternoon. Beyond absorbing the Toronto-bound planes, Ottawa responded to the situation in Toronto with other offers of help. Steve Kanellakos, Ottawas deputy city manager, said the city spoke up Monday to say it was ready to help with Torontos emergency response. We contacted the Ontario Provincial Emergency Operations Centre and Toronto Office of Emergency Management and offered our assistance. He said the kinds of help Ottawa was ready to send included public health inspectors, fire inspectors, paramedics, public works crews, sewer/water specialists, heavy equipment, pumps and generators. As of Tuesday afternoon, Toronto had not asked for the assistance. CHEO also contacted Torontos Hospital for Sick Children with an offer of help. We have been in touch with SickKids and are monitoring the situation closely, Ann Fuller, CHEOs director of communications said Monday night. We are advised their hospital is still fully operational but people cant easily get in or out of Toronto so it is possible that Ornge air ambulance, for example, might divert to CHEO. We are prepared for that and our Emergency and ICUs are open to CritiCall, the provinces 24/7 capacity management system for hospitals. Again, as of Tuesday afternoon, no help was needed. Ottawa Hydro was also in touch with Toronto Hydro and Hydro One but were told the situation was under control..

A severe thunderstorm forced the shutdown of Toronto's subways, cut power to 300,000 in Canada's largest city and caused Porter Airlines to cancel all flights out of the downtown airport. Environment Canada said some parts of the city had been drenched with more than 90 millimeters of rain in the evening storm, easily beating the previous one-day rainfall record of 29.2 mm in 2008. Edgewater Casino To Relocate Closer To Bc Place

Edgewater Casino is firming up plans to move from False Creek to BC Place, two years after a major expansion in that location was nixed by city council. The move was announced on a newlycreated website of Paragon Gaming, which runs the casino, and BC Pavilion Corp., known as PavCo, which owns the stadium and adjacent land. Site10a.com refers to the casinos future site, immediately west of the stadium at Expo Boulevard and Smithe Street. Its expected Crown corporation PavCo will take in $3 million in revenue from the new lease agreement with the casino, half the revenue from the 2011 proposal for a mega-casino that was unanimously rejected by the mayor and council in 2011. At that time, amid major public outcry, council blocked the proposed $500-million expansion, which would have doubled the casinos capacity, but said Paragon could move across the street with its existing operation of 600 slot machines and 75 gambling tables. At 57,000 square feet five times the size of the current ER it's big enough to fit three NHL hockey rinks inside. And the size is just the start of its superlatives and unique attributes. Fraser Health officials say it will transform health care in Surrey when it opens Oct. 1. For one thing, it's really not one ER but two a second dedicated pediatric emergency department is built into it with separate public entrances. Fraser Health will begin renovations on Royal Columbian Hospitals (RCH) Emergency Department (ED), to improve the sites ability to deliver care and meet patient needs. Three projects totalling $5 million are expected to be complete by early 2015, and include upgrades to the Emergency Triage Area, Emergency Mental Health Substance Use Unit (MHSU) and the Emergency Trauma and Isolation Rooms. Once complete, the renovation projects will improve safety and infection control measures, create more space for trauma patients, and enhance the EDs ability to meet standards of care. The new MHSU unit will also provide a more therapeutic environment in which to assess and care for patients. All renovations will be undertaken in phases, in order to maintain operations and ensure no impact to patient care or safety in the ED, which sees more than 64,000 patients annually. RCH plays a critical role in the Fraser Health Authority network. It serves as a tertiary and trauma facility and regional hospital for the Fraser Health Authority, providing the highest level of trauma care and addressing the most complex patient cases referred from all other Fraser Health network hospitals. RCH has experienced a significant increase in patient volumes over recent years, resulting in a growing demand for services. In April 2013, Fraser Health received government approval to develop a business case for phase 1 (to include a new mental health facility), the first step in the larger RCH redevelopment project, which will ensure the site continues to accommodate new technologies, best practices and the changing health needs of British Columbians. The ED renovations beginning today will ensure the hospital is able to continue delivering care and meeting patient needs in the interim.

One day later, it met with more than 100 people in Ottawa who said the company owes them money. Jean-Claude Lacasse, also known as J.C. Lacasse, owned Golden Oaks until the receiver took control. He has since been evicted from his office and few people have been able to reach him. CBC News first broke the story earlier this month with a family that had lost their life savings in a failed rent-toown transaction. Lacasse had then presented them with a $10,000 cheque to offset costs, but the cheque was refused by the bank. Clouds and pollution don't filter out UV rays, and they can give a false sense of protection. This "invisible sun" can cause unexpected sunburn and skin damage. Because infants have thinner skin and underdeveloped melanin, their skin burns more easily than that of older kids. But sunscreen should not be applied to babies under 6 months of age, so they absolutely must be kept out of the sun whenever possible. If your infant must be in the sun, dress him or her in clothing that covers the body, including hats with wide brims to shadow the face. Use an umbrella to create shade. Even older kids need to escape the sun. For all-day outdoor affairs, bring along a wide umbrella or a pop-up tent to play in. If it's not too hot outside and won't make kids even more uncomfortable, have them wear light long-sleeved shirts and/or long pants. Before heading to the beach or park, call ahead to find out if certain areas offer rentals of umbrellas, tents, and other sun-protective gear.

Use Sunscreen Consistently

Lots of good sunscreens are available for kids, including formulations for sensitive skin, brands with fun scents like watermelon, long-lasting waterproof and sweat-proof versions, and easy-application varieties in spray bottles. What matters most in a sunscreen is the degree of protection from UV rays it provides. When faced with the overwhelming sea of sunscreen choices at drugstores, concentrate on the SPF (sun protection factor) numbers on the labels. For kids age 6 months and older, select an SPF of 30 or higher to prevent

both sunburn and tanning. Choose a sunscreen that states on the label that it protects against both UVA and UVB rays (referred to as "broad-spectrum" sunscreen). In general, sunscreens provide better protections against UVB rays than UVA rays, making signs of skin aging a risk even with consistent use of sunscreen. Water reflects and intensifies the sun's rays, so kids need protection that lasts. Waterproof sunscreens may last up to 80 minutes in the water, and some are also sweat- and rub-proof. But regardless of the waterproof label, be sure to reapply sunscreen when kids come out of the water. Keep in mind that every child needs extra sun protection. All kids regardless of their skin tone wear sunscreen with an SPF of 30 or higher. Although dark skin has more protective melanin and tans more easily than it burns, remember that tanning is also a sign of sun damage. Dark-skinned kids also can develop painful sunburns.

Sun exposure damages the eyes as well as the skin. Even 1 day in the sun can result in a burned cornea (the outermost, clear membrane layer of the eye). Cumulative exposure can lead to cataracts (clouding of the eye lens, which leads to blurred vision) later in life. The best way to protect eyes is to wear sunglasses. Not all sunglasses provide the same level of ultraviolet protection; darkened plastic or glass lenses without special UV filters just trick the eyes into a false sense of safety. Purchase sunglasses with labels ensuring that they provide 100% UV protection. But not all kids enjoy wearing sunglasses, especially the first few times. To encourage them to wear them, let kids select a style they like many manufacturers make fun, multicolored frames or ones embossed with cartoon characters. And don't forget that kids want to be like grownups. If you wear sunglasses regularly, your kids may be willing to follow your example. Providing sunglasses early in childhood will encourage the habit of wearing them in the future.

A sunburn can sneak up on kids, especially after a long day at the beach or park. Often, they seem fine during the day but then gradually develop an "after-burn" later that evening that can be painful and hot and even make them feel sick. When kids get sunburned, they usually experience pain and a sensation of heat symptoms that tend to become more severe several hours after sun exposure. Some also develop chills. Because the sun has dried their skin, it can become itchy and tight. Sunburned skin begins to peel about a week after the sunburn. Encourage your child not to scratch or peel off loose skin because skin underneath the sunburn is vulnerable to infection.

Double-Check Medications

Some medications increase the skin's sensitivity to UV rays. As a result, even kids with skin that tends not to burn easily can develop a severe sunburn in just minutes when taking certain medications. Fair-skinned kids, of course, are even more vulnerable. Ask your doctor or pharmacist if any prescription (especially antibiotics and acne medications) and over-thecounter medications your child is taking can increase sun sensitivity. If so, always take extra sun precautions. The best protection is simply covering up or staying indoors; even sunscreen can't always protect skin from sun sensitivity caused by medications. If Your Child Gets a Sunburn

Have your child take a cool (not cold) bath, or gently apply cool, wet compresses to the skin to help alleviate pain and heat. To ease discomfort, apply pure aloe vera gel (available in most pharmacies) to any sunburned areas. Give your child an antiinflammatory medication like ibuprofen or use acetaminophen to lessen the pain and itching. (Do not, however, give aspirin to children or teens.) Over-thecounter diphenhydramine may also help reduce itching and swelling. Apply topical moisturizing cream to rehydrate the skin and treat itching. For the more seriously sunburned areas, apply a thin layer of 1% hydrocortisone cream to help with pain. (Do not use petroleum-based products, because they prevent excess heat and sweat from escaping. Also, avoid first-aid products that contain benzocaine, which may cause skin irritation or allergy.) If the sunburn is severe and blisters develop, call your doctor. Until you can see your doctor, tell your child not to scratch, pop, or squeeze the blisters, which can become easily infected and can result in scarring. Keep your child in the shade until the sunburn is healed. Any additional sun exposure will only increase the severity of the burn and increase pain.

Egan, M.D., lead study author and a professor of medicine and pharmacology at Medical University of South Carolina in Charleston, S.C, said that undertreated high blood pressure and cholesterol affect millions of Americans - posing a major public health threat. He said that the reality is that they know more than enough to prevent 75 percent of heart disease and strokes, but people not doing everything that they can do or even do it at a reasonable level. Egan asserted that some gradual improvements have been made over the years, but there is still a lot of progress to be made. The findings are based on data of more than 17,000 American adults who participated in the National Health and Nutrition Examination Surveys during in 1988-94, 1999-2004 and 2005-10. She had moved to Gujarat High Court seeking quashing of the summons. However, her plea was dismissed and she was asked to approach the lower court.

At The Movies Grown Ups 2 (PG) * * * * Home Town Heros!


Sometimes it can be tricky to give a title to a film review. In the case of the latest film from Columbia Pictures, Grown Ups 2, I wasnt sure whether I should caption my review with the heading Home Town Heroes or Home Town Zeroes. Wanting to be fair to readers of all stripes, I think calling this a heroic film simply serves to highlight the good nature of this comical fare. Fans of both Adam Sandler and comedies in general should enjoy this outing now serving up some king-sized chuckles at the Empire Theatres Esplanade, Empire Studio 12, Colossus and Cineplex Odeon Theatres around B.C. With Grown Ups 2 we get back to vintage Adam Sandler mayhem. Thanks to the surprising popularity of the first Grown Ups ritual its three years forward and the same assortments of friends and oddballs embark on new crazy adventures. Only this time theyve given up on the backwoods for the friendly confines of big city life complete with big city problems. Back in action are Lenny Felder, Eric Lamonsoff, Marcus Higgins and Kurt McKenzie, along with their respective wives and children. Adam Sandler (Happy Gilmore), Kevin James (Mall Cop), David Spade and Chris Rock are all great in their zany characters as parents just trying to cope. Guest shots by likeable Shaquille ONeil, Steve Buscemi (Fargo) further add to the funny business. Oh, and Salma Hayek adds her irresistible charms as Lennys caring wife Roxanne Chase Felder. All sorts of zany situations arise in this hilarious that come to a riotous head at a riotous party where its the old guys versus some hot shot younguns. Expect and receive great gags, cunning animals, sly humour and even a moral or two about bullying. Unlike many mainstream modern comedies Sandler, who cowrote this piece, puts together a film that has a certain charm and warmth amidst the comical chaos. No meanspiritedness or gutter humour is needed hear. Director Dennis Dugan succeeds in presenting a fun-filled 101 minute romp that is engaging and enjoyable and great for the whole family minus the sugar-coated saccharine of other G-rated films.

Inflation is a good thing. Keep your tires inflated to the recommended pressure level. For every four PSI theyre under, your fuel consumption goes up by about two per cent. It may not seem like much, but it adds up over time. More than saving you money, properly inflated tires also last longer and are less likely to skid. 4. Plan to save. Why hit the road without knowing exactly where youre going? Plan your trip ahead of time, combine errands, and try to avoid heavy traffic and road construction to save fuel and time. 5. Turn offs? When your cars idling, youre wasting gas and pumping out carbon emissions. Turn off your engine if youre stopped for more than 60 seconds (unless youre stopped in traffic, of course). It wont hurt your ignition. And idling for more than 10 seconds wastes more fuel than it takes to restart. 6. Good tunes? A poorly maintained vehicle consumes up to 15 per cent more gas and produces even more greenhouse gas emissions. Keep up your vehicles regular maintenance schedule and save gas and money, reduce your long-term maintenance costs and lower your carbon emissions. A well-maintained vehicle is also safer and more reliable. 7. Junk in the trunk? You waste more fuel when youre carrying extra weight. Even an extra 45 kg (100 lbs) can increase your fuel costs by two per cent. Take out unnecessary items and save gas and the environment. 8. Not cool. Air conditioning may keep you cool, but it can also waste gas. There is a simple solution. Minimize your use of air conditioning to improve your fuel efficiency. To stay cool, use your car's flow-through ventilation when driving on the highway, and in the city, open a window. 9. Dont be a drag. Roof racks are like suitcases. If youre not using one, why carry it around? They create aerodynamic drag which increases your fuel consumption and carbon emissions. Reducing both can be as easy as taking off your roof rack. 10. Think small. Fuel consumption is different for every car. The choices you make today will either save you money or cost you for years to come. Larger vehicles are heavier and have more powerful engines, so consider buying the most fuel-efficient vehicle that meets your needs.

We were notified by the Nausori Town Council that the ground would not be ready on time to hold BOG tournament as there are work left to be completed so the board of control has made the decision to shift the tournament to another alternative venue hence we decided to take the first round of tournament to Labasa and then the tournament will be concluded at Govind Park. he added.
