1TheMaritimeSafetyCommittee,atitsseventyninthsession(1to10December2004),recognizingtheneedto provideabasicoutlineofessentialstepstosafelycarryoutsimulatedlaunchingoffreefalllifeboats,requiredby SOLASregulationIII/19.3.3.4,andhavingconsideredproposalsbythefortyseventhsessionoftheSubCommittee onDesignandEquipment,approvedtheGuidelinesforsimulatedlaunchingoffreefalllifeboats,assetoutinthe annex. 2MemberGovernmentsareinvitedtobringtheannexedGuidelinestotheattentionofallpartiesconcerned,fortheir applicationasappropriate.

*** ANNEX GUIDELINESFORSIMULATEDLAUNCHINGOFFREEFALLLIFEBOATS

1Definition

ThepurposeoftheseGuidelinesistoprovideabasicoutlineofessentialstepstosafelycarryoutsimulated launching.TheseGuidelinesaregeneralthelifeboatmanufacturer'sinstructionmanualshouldalwaysbeconsulted beforeconductingsimulatedlaunching.Simulatedlaunchingshouldonlybecarriedoutwithlifeboatsandlaunching appliancesdesignedtoaccommodateit,andforwhichthemanufacturerhasprovidedinstructions.Simulated launchingshouldbecarriedoutunderthesupervisionofaresponsiblepersonwhoshouldbeanofficerexperienced insuchprocedures. 3Typicalsimulatedlaunchingsequence 3.1Checkequipmentanddocumentationtoensurethatallcomponentsofthelifeboatandlaunchingappliancearein goodoperationalcondition. 3.2Ensurethattherestrainingdevice(s)providedbythemanufacturerforsimulatedlaunchingareinstalledand secureandthatthefreefallreleasemechanismisfullyandcorrectlyengaged. 3.3Establishandmaintaingoodcommunicationbetweentheassignedoperatingcrewandtheresponsibleperson. 3.4Disengagelashings,gripes,etc.installedtosecurethelifeboatforseaorformaintenance,exceptthoserequired forsimulatedfreefall. 3.5Participatingcrewboardthelifeboatandfastentheirseatbeltsunderthesupervisionoftheresponsibleperson. 3.6Allcrew,excepttheassignedoperatingcrew,disembarkthelifeboat.Theassignedoperatingcrewfullyprepares thelifeboatforfreefalllaunchandsecuresthemselvesintheirseatsforthereleaseoperation. 3.7Theassignedoperatingcrewactivatesthereleasemechanismwheninstructedbytheresponsibleperson. Ensurethatthereleasemechanismoperatessatisfactorilyandthelifeboattravelsdowntheramptothedistance specifiedinthemanufacturer'sinstructions. 3.8Recoverthelifeboattoitsstowedposition,usingthemeansprovidedbythemanufacturerandensurethatthe freefallreleasemechanismisfullyandcorrectlyengaged. 3.9Repeatproceduresfrom3.7above,usingthebackupreleasemechanismwhenapplicable. 3.10Theassignedoperatingcrewdisembarksthelifeboat. 3.11Ensurethatthelifeboatisreturnedtoitsnormalstowedcondition.Removeanyrestrainingand/orrecovery
