Kwale queries mining permit 8 children hurt in Naivasha crash

BY ALLOYS MUSYOKA the Kwale county government has expressed concern over Nemas approval of Cortec mining company at Mrima Hills saying it was not consulted. Governor Salim Mvurya said they should have been involved before the issue was made public. He said the county assembly and the executive will discuss the matter further. We know Mrima Hills is a gazetted area, he said. Mvurya said they have not been assured of locals health, saying there are issues of radioactive rays. He said they are following the Mining Bill keenly to ensure the county government gets a reasonable share. His sentiments come as Cortec Mining Kenya Ltd positioned Mrima Hills as one of the top five rare earth deposits in the world with a potential value of up to US$62.4bn (Sh503 trillion). by GEORGE MURAGE More than 50 school children escaped death after the mini-bus they were travelling in was involved in an accident in Naivasha yesterday. The accident that occurred near Industrial area estate left eight children from Little Friends Academy injured. A witness said the bus was heading to Naivasha town when a lorry heading in the opposite direction hit it. The lorry driver was using the wrong lane and it would have been a head on collision but quick action by the schoolbus driver saved the children, said the witness. Naivasha police chief Charles Kortok blamed the lorry driver for the accident. We are questioning the lorry drive, he said. The bus was towed to Naivasha police station.

2 Bills on IG power to be tabled today

BY FRANCIS MUREITHI two Bills which seek to give Inspector General David Kimaiyo command of the National Police Service are before Parliament. The Bills seek to give Kimaiyo control over promotions, transfers and discipline. Majority leader Aden Duale is expected to introduce the National Police Service Commission (Amendment) Bill and the National Police Service (Amendment) Bill in the House today. Duale will seek approval from the MPs that the publication period of the Bills to be reduced from 14 days to seven days to fast track their debate and enactment. The NPSC Bill seeks to strip National Police Service Commission chair Johnston Kavuludi off any power on command and discipline of the police service. This will be the preserve of the IGs office. The commission will be restricted to the development and prescription of fair and clear disciplinary procedures. If the changes proposed are passed, the commission will develop and

The constitution stipulates that the Inspector General shall exercise independent command over the National Police Service and perform any other functions prescribed by national legislation. However, Article 245(4) prohibits the IG from taking any direction with regard to the employment, assignment, an, suspension or dismissal of any member of the NPS. The article conflicts with Article 246(3) that gives NPSC power to recruit any person to hold offices in the service, confirm appointments and determine promotions and transfers within the NPS. The confusion has been cited as the source of conflict between Kimaiyo and Kavuludi.
