The Mayor and Aldermen met in regular session May 13, 2009, 5:00 p.m.

, at City
Hall. Present were Mayor Kenneth A. Freeman and Aldermen I.D. Bostian, James
Kennedy, John Hoagland, Barbara Peterson and Jeanetta Dean. Also present were Ron
Lambert, Mickey Sweet, Pat Thompson, Norman Nassif, Debbie Water, Donna Ammons,
Lewis McBride, Scotty Carnline, Lee Woods, Bruce Mitchell, Robert Byles, Kenny
Carter, Diane Carter, Cyle Clayton, Steve Kelly, Mark Jordan, Pat Gandy, Dr.
Richard Oosta, T.J. and Rozzie Andries, Sybil Gandy, Paul Curry, Norman Booker
Jr., Clint Drew, Susan Godfrey, John Godfrey, Steve McCain, and Mrs. Steve McCain.

James Kennedy led prayer and Mayor Freeman led pledge.

Minutes unanimously approved by motion by Bostian, second by Peterson.

Amend the Agenda: None.

Old Business: None.

Motion by Bostian, second by Kennedy to approve the bills as paid. Vote:


unanimous.

REPORT:

Financial: The Mayor reported that work on the 2010 budget would begin the next
week.

Chief: None.

Tourist: Alderman Peterson reported that tourism was starting to pick up with the
spring and summer.

Sales Tax: Alderman Bostian reported that the sales tax for the Town of Many was
down 15.07 %.

Airport: Lee Woods stated that the final inspection on the lighting project would
be held on May 18th. The bids for the sealcoat project were opened and ready for
approval later in the meeting. The Mayor informed Mr. Woods to notify the FAA
about information needed for the placement of the Juvenile Rehabilitation Center
on airport property.

Engineering Report: Norman Nassif reported that the street project should be
completed within the next three weeks, weather permitting. He also reported that
the projects submitted to Facility & Planning in Baton Rouge were being looked at
for approval.

Grant Writer Report: Debbie Waters reported that the results on the Recreational
Trails Grant would not be known until approximately July.

ORDINANCE #1 of 2009 - Motion was made by Hoagland, second by Peterson to adopt


Ordinance #1 of 2009 - Amending Garbage Collection Requirement. Vote: unanimous.

Renew Theater Contract: Motion was made by Kennedy, second by Dean to renew the
theater contract of Mary Bozeman & Williams Osborn. Vote: unanimous.

ORDINANCE #2 of 2009 - Motion was made by Kennedy, second by Peterson to adopt


Ordinance #2 of 2009 - Amending Nuisnance - Junk. Vote: unanimous.

Change Order for Airport: Motion was made by Peterson, second by Kennedy to
authorize the Mayor to sign the change order for a reduction in cost on the
airport lighting project. Vote: unanimous.

Accept Bids for Sealcoat Airport Project: Motion was made by Hoagland, second by
Dean to accept the low bid from Hi-Lite Markings, Inc. with the cost of $98,553.47
for the airport sealcoat project. Vote: unanimous.

ORDINANCE #3 of 2009 - Comments were made in opposition of this ordinance by Mark


Jordan, Don Burkett and Pat Gandy. Motion was made by Kennedy, second by Dean for
Ordinance #3 0f 2009 - Amending Charitable Gaming - Frequency of Operation.
Comments were then made by Kennedy and Dean. The vote was as follows: For -
Kennedy, Peterson, Hoagland and Against - Dean and Bostian. Ordinance passes with
a 3-2 vote.

Annexation of Animal Shelter Property - Motion was made by Hoagland, second by


Peterson to Introduce Ordinance #4 of 2009 - Amending City Limits of Many with the
Annexation of the Animal Shelter Property. Vote: unanimous.

Intergovernmental Agreement with Sabine Water District #1 - Motion was made by


Kennedy, second by Peterson to enter into an intergovernmental agreement with the
Sabine Parish Water District #1 for the use of a 12-inch water line south of town.
Vote: unanimous.

Reappoint to Sabine Parish Tourist Commission - Motion was made by Kennedy, second
by Dean to reappoint Barbara Peterson as representative of the Town of Many on the
Sabine Parish Tourist Commission for a three year appointment. Vote: unanimous.

Motion by Bostian, second by Dean to adjourn. Vote: unanimous.
