ommon concern among local government units is the lack of food supplements to augment the health needs of its constituents, mainly children. The prevalence of malnutrition is a nagging perennial problem that had not been dealt with by government. The problem of malnutrition is not primarily a health concern as it is linked to problems is food production and distribution of wealth. Government needs to come-up with solutions that must consider the root causes that contribute to the problem of malnutrition. It is unfortunate that government had focused its intervention to malnutrition by measures that are primarily aimed at reducing the population. Such approach is manifest in the budget where purchases are skewed towards contraceptives than towards food that could feed the malnourished population. There is a necessity for redirection of priorities where
limited funds would be given priority to food and supplements that could enhance the health of malnourished children instead of spending huge sums in population control measures. People could be kept from hunger if government would give priority to food than to expensive contraceptives. Population development is the better approach that could be responsive to the felt needs of the people. We know too well that population is the greatest wealth of the nation, I is necessary for government to develop the population in order to increase its capacity to produce the goods and services that is needed by the nation. If there is malnutrition, the apt answer is to provide the malnourished population with food that could eradicate the plight of the poor whose children could not avail of nutritious food due to lack of income. the government system is weak. A lawyer-friend told me that the government system is rooted to the Filipino mentality of selfinterest. Laws are unfair to the people. He gave me an example. The statement would have made a considerable impact, heck it would have made no less than that, on those to whom it was supposed to be addressed if it was made, say, a few days before the controversy about the pork surfaced. But by the untimeliness that it was made, the statement was remotely sincere but downright tacky. It is bad secondly because for all its seeming purpose, i.e. for us not to contribute to the institutionalized corruption that the pork brings by not taking a chunk of it, it was incomplete. It says walang hihingi but it does not talk anything about walang tatanggap. It gives a directive not to ask but nothing on whether to accept or receive. I dont know about him but the two are just different or at least are not the same. Taking it into context, there is no achieving what the statement seeks to achieve if it prohibits asking but not receiving. With our solons knack for initiative, and by initiative I mean more of the perverse side of it, we need not ask for us to have a good taste of their pork. We need not ask because it is their initiative the perverse one which will do the asking for them, leaving us merely with the task of deciding whether or not to receive. Birthdays are so important. On our birthdays, we celebrate being alive. On these days, people can say to us: Thank you for being. Birthday presents are signs of our being a part of our family. As we celebrate birthdays, the people of Israel celebrated throughout their liturgical year the wonders God had worked on their regard to be alive as his chosen people. As the book of Leviticus describes, whenever they came together for a feast of the Lord, they celebrated the fact of being alive as one people by the love and mercy of God. Such memorial feasts are necessary, otherwise we may forget the Lord in whom we are alive and by whom we are brought together as one people. Still a greater danger is that our forgetfulness of him may soon become our rejection of him as our Saviour, a rejection Jesus suffered at the hands of the people of his own town (Mt 13:58). My lawyer-friend has a client who was divorced in other country, but cannot be registered in the Civil Registrars Office because of the Philippine Law that requires the Philippine Court to determine first if the divorce is in accordance with the Philippine law. The National Statistics Office Circular No. 4, series of 1982, states: It would therefore be premature to register the decree of annulment in the Register of Annulment of Marriages in Manila, unless and until final order of execution of such foreign judgment is issued by competent Philippine court. The Circular pertains to the divorce secured from foreign countries that needs to pass litigation in the Philippine Court, considering the provisions in Family Code. While it may be true that in other countries they could get a divorce without lawyers or expenses, here in our country though without divorce can have the marriage annulled. If the spouses have more than enough money to spend for litigation. According to my lawyer-friend annulment cases is very frustrating not only to the client but to lawyers, as well. That is one of the laws in our country that the legislators should look into. Many husband and wife who are living together under the cloud of

Reducing the PDAF appropriations to even one peso is dangerous, because then the President may choose to augment the peso appropriations with several billions which is allowed under the Constitution, she said. She also has suggestions aimed at tightening rules on the use of pork barrel. These include allotting the PDAF to infrastructure projects to be implemented by national government agencies, disqualifying local government officials and NGOs as recipients, and barring the issuance of scholarship grants, which is the responsibility
of state universities and colleges (SUCs). Authorizing the Department of Social and Welfare Development (DSWD) to identify eligible NGOs as beneficiaries of congressional pork should also end, Santiago said, to avoid preferential treatment. This proposed special provision constitutes undue delegation of the congressional power of the purse to an unelected Department Secretar y. This is a cure worse than the disease, she said. Santiago then called on Congress to stick to its mandate of passing serious laws that could benefit the society. We are legislators, not public works contractors, she said. (SUNNEX)

This is in reference to the article of Joey Gabieta printed in the front page of the Leyte Samar Daily Express newspaper dated August 1, 2013. First, I humbly wish to advice your office that my name is Tecson John S. Lim and not John Tecson Lim. Secondly, I would like to clarify that I did not say that the more than 1,500 permanent workers of the City Hall are capable to handle the demands of the people of the City. But rather, what I mentioned is that we are now trying to see if they are actually capable to meet the diverse demands of the City and thus be able to properly assess how we should update the Citys rosters. Finally, I also want to add that admittedly the City Government at this point cannot help but contract JOs and professional services such as but not limited to lawyers, doctors, licensed planners, traffic enforcers and street sweepers due to the lack of permanent positions in our organization that are necessary to the City. I hope and pray that the necessary corrections to the cited story be duly corrected to clarify these matters so as not to mislead or confuse our constituents. CEBU CITY The City Council wants the Commission on Elections (Comelec) to extend for one week the voter registration for the synchronized barangay and Sangguniang Kabataan (SK) elections. An estimated 3,000 would-be voters were denied registration by the Comelec in the city as they could no longer be accommodated. The estimate came from the City Governments Prevention, Restoration, Order, Beautification, Enhancement (Probe) chief Racquel Arce, who took charge of crowd control during the 10-day registration. Comelec, however, showed no sign on Wednesday that it would extend the registration period, as doing so would disrupt their schedule for the October elections. Comelec Chairman Sixto Brillantes Jr. said in his Twitter account: There will be NO EXTENSION of the period for registration. Registration of voters ends today, July 31, 2013, at 5 p.m. First-time voters were also prioritized in the last few days of the process, after the Comelec heard reports that some politicians bused in registrants.
