TACLOBAN CITYThe recent closure of three hotels in the city would not affect the tourism industry here in the region as the Department of Tourism projects more than a half a million tourists for this year. I had a talk with the owners of these hotels why they decided to close their businesses and this all boils down to problem on management as none of their children have interest to run their hotel businesses, said Tiopes. Tiopes said that while there were three hotels which ceased to operate, there are new hotels in Tacloban that started to open their businesses. Tacloban serves as the jump off points of tourists coming to other parts of region. The new hotels located in the city are Hotel Consuelo, ZPad and Hotel XYZ. Existing hotels like the Hotel Alejandro and Oriental Hotel de Leyte located in Palo have started their expansion. Meantime, Tacloban city administrator Tecson

John Lim said that any shortage of hotels in the city is best addressed by the private sector. He, however, was quick that the city government and even the national government can provide assistance. For this year, the regional office of the Department of Tourism projects more than half a million visitors with a potential tourism receipts of P6 billion. (ROEL T. The military in the region, which is under the command of Major Gen. Gerardo Layug, vowed to crush the insurgency problem in Eastern Visayas, particularly in Samar Island, by 2016.

Rebel killed, soldiers wounded in Samar clash

TACLOBAN CITYAn alleged member of the New Peoples Army was killed while two soldiers were wounded on the two separate encounters in Samar Island. C ap t a i n A m a d o Gutierrez, spokesperson of the 8th Infantry Division based in Catbalogan City, said that the rebel was killed in an encounter in Northern Samar last July 27. Aside from killing a rebel member, the 45 minutes encounter at Barangay Rombang, Laoang town in Northern Samar also resulted for the government troops belonging to the 34th Infantry Battalion to recover two M16 rifles, Gutierrez said. Two soldiers were reportedly injured due to the armed confrontation between the government troops and the members of the NPA, the armed group of the Communist Party of the Philippines. And in another encounter between soldiers belonging to the 14th Infantry Battalion against the rebels in Barangay Tangbo, Arteche in Eastern Samar last July 26 resulted for the recovery of one M16 rifle, subversive documents and several personal belongings of the fleeing rebels. Innovations at city legislative building are underway, says VM Sambo

TACLOBAN CITY- Wifi zone for internet users, two journals, sustained water supply , clean and new comfort rooms, an interlinked computer system, newly painted and well-lighted legislative building with security guard on duty at night and a paperless during sessions. These are just of the several innovations initiated by Vice Mayor Jerry Sambo Yaokasin, who heads the city council. The series of innovations made by him was part of his reengineering at the legislative department, he said. Enclosing the lobby near the session hall entrance and putting an air conditioning unit are partof the improvements that will take place in the next few days to make the public more comfortable while witnessing their regular session, said Yaokasin. But the major renovation of the legislative buildingis another thing that he would work on so that the dilapidated rooms and termites- eaten wooden parts of the many offices could be replaced together with the new office fixtures, Yaokasin added. They are not ruling out to privatize the Norsamelco, he said. BFAR urges fishermen to stop illegal fishing

office is willing to extend forgiveness or in the form of amnesty and assistance to fishermen engaged in illegal fishing who will surrender and resort to legal fishing activities. Perez said that extending livelihood support and other assistance to fishermen engaged in illegal fishing activities for them to resort to legal means of fishing methods is one of their strategies in solving the problem of prohibited activity. He, however, said that his office would not hesitate to penalize fishermen who returned to illegal fishing activities. Pagkatapos ng tinapay pamalo naman he said referring to the fishermen who surrendered, availed the government assistance and returned to illegal fishing activities. Illegal fishing activities remain to be rampant in the region. Perez admitted that one of the factors that cause the decline in fish production in Eastern Visayas is due to the illegal fishing activities wherein it triggered the depletion of the fishery resource base of the region. The data from the National Statistical Coordination Board (NSCB-8) show that the fishery production in Eastern Visayas has further declined in 2012. Fishing decelerated further from negative 4.1 percent in 2011 to negative 6.3 percent in 2012 caused by the decline in fisheries production, Perez was here recently during the regional launching of the National Program for Municipal Fisher folk Registration (FishR) in Eastern Visayas. He said that about 300,000 fisher folk in Eastern Visayas will benefit from the program. (RESTITUTO A. CAYUBIT)

ommon concern among local government units is the lack of food supplements to augment the health needs of its constituents, mainly children. The prevalence of malnutrition is a nagging perennial problem that had not been dealt with by government. The problem of malnutrition is not primarily a health concern as it is linked to problems is food production and distribution of wealth. Government needs to come-up with solutions that must consider the root causes that contribute to the problem of malnutrition. It is unfortunate that government had focused its intervention to malnutrition by measures that are primarily aimed at reducing the population. Such approach is manifest in the budget where purchases are skewed towards contraceptives than towards food that could feed the malnourished population. There is a necessity for redirection of priorities where

limited funds would be given priority to food and supplements that could enhance the health of malnourished children instead of spending huge sums in population control measures. People could be kept from hunger if government would give priority to food than to expensive contraceptives. Population development is the better approach that could be responsive to the felt needs of the people. We know too well that population is the greatest wealth of the nation, I is necessary for government to develop the population in order to increase its capacity to produce the goods and services that is needed by the nation. If there is malnutrition, the apt answer is to provide the malnourished population with food that could eradicate the plight of the poor whose children could not avail of nutritious food due to lack of income. Whistleblower exposes more PDAF anomalies

The recent revelation erases the doubt of attack to destroy oppositions credibility. Can we secure laws to protect taxpayers money with perceived corrupt lawmakers? It seems the revelations will end up destroying the very institution supposed to be making laws to safeguard the treasury. How to thwart the attack to some lawmakers may not be easy. It will need not only intelligent members of both Houses of Congress to plug the leak, but lawmakers with clean consciences. The direction of the expose may end up with people losing their trust and confidence with the lawmakers. the government system is weak. A lawyer-friend told me that the government system is rooted to the Filipino mentality of selfinterest. Laws are unfair to the people. He gave me an example. to be nothing but a rider on a yet to be over issue. The statement would have made a considerable impact, heck it would have made no less than that, on those to whom it was supposed to be addressed if it was made, say, a few days before the controversy about the pork surfaced. But by the untimeliness that it was made, the statement was remotely sincere but downright tacky. It is bad secondly because for all its seeming purpose, i.e. for us not to contribute to the institutionalized corruption that the pork brings by not taking a chunk of it, it was incomplete. It says walang hihingi but it does not talk anything about walang tatanggap. It gives a directive not to ask but nothing on whether to accept or receive. I dont know about him but the two are just different or at least are not the same. Taking it into context, there is no achieving what the statement seeks to achieve if it prohibits asking but not receiving. With our solons knack for initiative, and by initiative I mean more of the perverse side of it, we need not ask for us to have a good taste of their pork. We need not ask because it is their initiative the perverse one which will do the asking for them, leaving us merely with the task of deciding whether or not to receive. And most often than not, we will be inclined to do the whether than the not, to choose accepting than declining. Baliw lang

is the intensication of the Oplan Red Tape , disclosing that 81 government vehicles without proper authority were caught on the rst operation. Meanwhile, 200,000 sherfolks are expected to register with BFAR under FishR program. However, the above-cited promising accomplishments are undermined with the NEDA 8 Report that the region is still a poor region when it posted a negative growth rate in 2012. How else do we stand our ground? When public service becomes the norm, when we continue working even when satisfaction has been reached and sated, and when the system choke us and leave us fruitless and unproductive - all these strengthens and reinforces the moral ground of conformance, but moreover, in the spirit of performance.

Upping the Ante

atty. frANZ RAYMOND P. ASPA It was of course pretty obvious the way he said it. He was having a t, like a tot making a scene vouching not to eat candy again because her mom scolded her for eating one too many. Walang hihingi is how it ought to be condensed in a few words, and Soc Villegas, the current President of the Catholic Bishops Conference of the Philippines and the proponent of the letter which contained it, indeed made one heck of a statement albeit not really one to impress. The letter which contained the said statement was of course longer but the gist of it is this part: We in Church can contribute to the corruption by grabbing a piece of the pie through our solicitation from government ofcials from candles to basketball uniforms to bags of cement to government bulldozers. We tempt the public ofcials to get money from jueteng or the pork barrel in order to accommodate us. Walang hihingi. Leaving aside the sincerity of his intentions in making the statement in behalf of the CBCP, it looked as though he intended to hitch a ride on the limelight brought by the grease of our legislators pork barrel which is facing the current controversy -- and useless talks of abolition of having been allegedly used to make Janet Lim Napoles richer by the latters ingenious scheme of duping some of our senators and congressmen into giving it to her. The statement in its entirety is good in that it seeks to shun us from dipping our hands into the murky waters unto which the pork is immersed and thus prevent us from contributing to the corruption which breeds it. It is particularly good because it comes from an institution which supposedly commands obedience and integrity. It is good because it sounds good. Which makes the bad part of it all the more worse. For one, it is bad that he had to make the statement at the height of the issue regarding the pork barrel and how some of our lawmakers and one con expert seemed to have made a living out of it. The timing strips the statement of the integrity and sincerity it should deserve, leaving it

This is not the time for a moments anger. Shall Taclobanons be at all? Season for vigilance. The health of Taclobanons are at stake and LSDE reports that there are over 700,000 villages exposed to schistosomiasis, while the DOH launches on its mass treatment. Typhoid fever cases challenges the regions sanitation practices, and the general public is advised to be vigilant with doubtful sources of drinking water contaminated through water run-ff carrying animal or human feces during the rainy season. The ever robust regional Philheath expects an increase of members with the Kasambahay Law or Republic Act 10361 which provides that domestic workers and qualied dependents shall be covered by Philhealth. I, likewise stand my ground when two siblings are dengue suspects and all I can do is increase their uid intake, monitor and pray. Laudable when we exang tumatanggi sa grasya, it goes. And initiative having done away with Villegas anathematic view on asking, it leaves his statement practically purposeless like how Manny Pacquiao is in Congress. And it is lastly bad because it should come from him who advocates that the Reproductive Health Law is not good law, that the RH law is the making of the devil. Without an effective measure to control population explosion a measure supposedly exemplied by the RH law how does he suppose will our not-tooendowed brothers daily face their grumbling stomachs if they will not ask? Should they ask from them instead when all they do is ask too? I am pretty sure that Villegas meant well by his walang hihingi stunt. I am sure that he did because anyone who wishes to curb corruption, to seek out that

THE REJECTION AT NAZARETH

Jesus came to his native place and taught the people in their synagogue. They were astonished and said, Where did this man get such wisdom and mighty deeds? Is he not the carpenters son? Is he not his mother named Mary and his brothers James, Joseph, Simon, and Judas? Are not his sisters all with us? Where did this man get all this? and they took offense at him. But Jesus said to them, A prophet is not without honor except in his native place and in his own house. And he did not work many mighty deeds there because of their lack of faith.

CELEBRATIONS
Birthdays are so important. On our birthdays, we celebrate being alive. On these days, people can say to us: Thank you for being. Birthday presents are signs of our being a part of our family. As we celebrate birthdays, the people of Israel celebrated throughout their liturgical year the wonders God had worked on their regard to be alive as his chosen people. As the book of Leviticus describes, whenever they came together for a feast of the Lord, they celebrated the fact of being alive as one people by the love and mercy of God. We too celebrate throughout the Church liturgical year the great feasts of our Lord Jesus Christ, remembering his life, death and resurrection. Such memorial feasts are necessary, otherwise we may forget the Lord in whom we are alive and by whom we are brought together as one people. Still a greater danger is that our forgetfulness of him may soon become our rejection of him as our Saviour, a rejection Jesus suffered at the hands of the people of his own town (Mt 13:58). Birthdays are our big days, since we become the centers of attention. So too, the feast-days of our Lord will be big days both for him and for us, if the Lord becomes the center of our attention. Our advantage is we are playing at the home court. We have the opportunity to give the team a great momentum. The crowed can do wonders for the home team. Thats a big factor. This is a great chance to show where we are in Asian basketball. We have a team predicated on quickness and outside shooting. The team have the skills and the desire to complete. We also have the crowd support. Defending champion China and Iran, which won in 2007 and 2009, are heavily favored to meet in the nals of the 15 nation tournament whom the top 3 will have ticket to the world championship next year in Spain. Good Luck! SmartGilas, the 95 million Filipinos are behind you. You are the Champion.

The 27th FIBA Asia Championship has already started with the Philippines as the host country which is held at SM MOA Arena and Ninoy Aquino Stadium. The Smart Gilas team will represent our country and will be grimming for one of 3 available slots to what is now known as Fiba World Cup. The Smart Gilas team is composed

of Jopeth Aguilar, Jimmy Alapag, Jayson Castro, Jeff Chan, Gary David, Ramedel de Ocampo, Marcus Dothit, Junmar Fajardo, Larry Fonacier, Gabe Norwood, Marc Pingris and LA Tenorio. Abolishing pork barrel by 2016 feasible

he declined to say if his position reflects the sentiment of the majority. Senate Majority Leader Alan Peter Cayetano and Senators Antonio Trillanes IV, Grace Poe, and Paolo Benigno Aquino IV also dont mind losing their PDAF, which is at P200 million yearly. Whether to abolish it, where its a line-item budget, whether we have another system, I support it, said Cayetano. Calls to abolish the pork barrel have been revived after 28 senators and congressmen allegedly channeled their PDAF to ghost projects through questionable nongovernment organizations (NGOs) in the past decade. The government is already investigating the issue. Santiago knows that her proposal will be met with
could establish factories, but went to the pockets of unscrupulous operators in the two Houses of Congress. The GMA News Online article Admin senators implicated in pork barrel mess quoted the Commission on Audit, It shall cover expenditures the release of which is subject to compliance with specific laws or regulations or are subject to separate approval or clearance by competent authority. What specific laws or regulations did the unscrupulous manipulators was able to work for their favor should be the one to be scrutinized by the legislators. No matter the lawmakers will do to change or correct the loopholes in the law, it will be palliative, because those bright boys with the criminal minds will surely outdo the wits of the men and women in the lawmaking body. If it is true that the senators repeatedly downloaded their PDAF to the same foundation is highly suspicious. The senators should clear their names and prosecute those people behind the foundation, if not, the very institution they are in may end up like the Fall of Babylon. We only hope the squabbles between the administration of President Benigno Aquino III and the opposition will not ruin the lawmaking body. It is about time for those who wants the Daan Matuwid to be successful to join hands and fight the evil behind the PDAF scam. (Feedback welcome, g_duna@yahoo.com)

MANILA -Senate President Franklin Drilon backed the proposal of Senator Miriam Defensor Santiago on Wednesday to scrap the pork barrel of lawmakers by 2016. I was for the abolition of PDAF (priority development assistance fund) from the ver y beginning. The proposal of Miriam appears to be feasible, said Drilon, although

opportunity to divorce their unfaithful partners. My lawyer-friend has a client who was divorced in other country, but cannot be registered in the Civil Registrars Office because of the Philippine Law that requires the Philippine Court to determine first if the divorce is in accordance with the Philippine law. The National Statistics Office Circular No. 4, series of 1982, states: It would therefore be premature to register the decree of annulment in the Register of Annulment of Marriages in Manila, unless and until final order of execution of such foreign judgment is issued by competent Philippine court. The Circular pertains to the divorce secured from foreign countries that needs to pass litigation in the Philippine Court, considering the provisions in Family Code. While it may be true that in other countries they could get a divorce without lawyers or expenses, here in our country though without divorce can have the marriage annulled. If the spouses have more than enough money to spend for litigation. According to my lawyer-friend annulment cases is very frustrating not only to the client but to lawyers, as well. That is one of the laws in our country that the legislators should look into. Many husband and wife who are living together under the cloud of

immorality. They merely consented to have extra marital affairs, either the wife or the husband. Such condition in the family is already of public knowledge, but it is the hypocrites that make the situation worst. They objected to consent to have divorce in our laws, while the Holy Bible, Book of Matthew, chapter 19, verses 3 to 9, states: And Pharisees came up to him, intent on tempting him and saying: Is it lawful for a man to divorce his wife on every sort of ground? In reply he said: Did YOU not read that he who created them from [the] beginning made them male and female and said, For this reason a man will leave his father and his mother and will stick to his wife, and the two will be one flesh? So that they are no longer two, but one flesh. Therefore, what God has yoked together let no man put apart. They said to him: Why, then, did Moses prescribe giving a certificate of dismissal and divorcing her? He said to them: Moses, out of regard for YOUR hardheartedness, made the concession to YOU of divorcing YOUR wives, but such has not been the case from [the] beginning. I say to YOU that whoever divorces his wife, except on the ground of fornication, and marries another commits adultery. So, it is the laws that are no longer adaptable to the present society adding chaos. Likewise, with alleged anomalies the whistleblowers Benhur Luy and Merlina Suas had divulged. The P10 billion is Ten Billion pesos that

resistance in the House of Representatives, where members are expected to bring home the bacon through several projects. That is why she asked Congress to slowly let go the pork barrel by lowering allocation in the national budget starting next year. Should Resolution 133 is adopted by Congress, senators will receive P100 million in 2014 and P50 million in 2015. Congressmen, meanwhile, will get P35 million instead of the current P70 million in 2014; P15 million in 2015. By 2016, all lawmakers will no longer receive any pork barrel. By deleting the appropriations for PDAF, Santiago said the President cannot resurrect it through

line item veto. It is important that the full amount be reduced if the legislators are serious is abolishing the pork barrel. Reducing the PDAF appropriations to even one peso is dangerous, because then the President may choose to augment the peso appropriations with several billions which is allowed under the Constitution, she said. She also has suggestions aimed at tightening rules on the use of pork barrel. These include allotting the PDAF to infrastructure projects to be implemented by national government agencies, disqualifying local government officials and NGOs as recipients, and barring the issuance of scholarship grants, which is the responsibility

of state universities and colleges (SUCs). Authorizing the Department of Social and Welfare Development (DSWD) to identify eligible NGOs as beneficiaries of congressional pork should also end, Santiago said, to avoid preferential treatment. This proposed special provision constitutes undue delegation of the congressional power of the purse to an unelected Department Secretar y. This is a cure worse than the disease, she said. Santiago then called on Congress to stick to its mandate of passing serious laws that could benefit the society. We are legislators, not public works contractors, she said. (SUNNEX)

Republic of the Philippines Tacloban City Office fof the City Administrator

MR. VEN S. LABRO Editor-in-Chief Leyte Samar Daily Express Zamora Street, Tacloban City Dear Sir, Good Day! I hope this letter finds you well. This is in reference to the article of Joey Gabieta printed in the front page of the Leyte Samar Daily Express newspaper dated August 1, 2013. First, I humbly wish to advice your office that my name is Tecson John S. Lim and not John Tecson Lim. Secondly, I would like to clarify that I did not say that the more than 1,500 permanent workers of the City Hall are capable to handle the demands of the people of the City. But rather, what I mentioned is that we are now trying to see if they are actually capable to meet the diverse demands of the City and thus be able to properly assess how we should update the Citys rosters. Finally, I also want to add that admittedly the City Government at this point cannot help but contract JOs and professional services such as but not limited to lawyers, doctors, licensed planners, traffic enforcers and street sweepers due to the lack of permanent positions in our organization that are necessary to the City. I hope and pray that the necessary corrections to the cited story be duly corrected to clarify these matters so as not to mislead or confuse our constituents. Thank you very much for being a partner in transforming our City into the City of Progress, Beauty and Love. More power to you all. (Sgd.) ATTY. TECSON JOHN S. LIM City Administrator

CEBU CITY The City Council wants the Commission on Elections (Comelec) to extend for one week the voter registration for the synchronized barangay and Sangguniang Kabataan (SK) elections. An estimated 3,000 would-be voters were denied registration by the Comelec in the city as they could no longer be accommodated. The estimate came from the City Governments Prevention, Restoration, Order, Beautification, Enhancement (Probe) chief Racquel Arce, who took charge of crowd control during the 10-day registration. Comelec, however, showed no sign on Wednesday that it would extend the registration period, as doing so would disrupt their schedule for the October elections. Comelec Chairman Sixto Brillantes Jr. said in his Twitter account: There will be NO EXTENSION of the period for registration. Registration of voters ends today, July 31, 2013, at 5 p.m. First-time voters were also prioritized in the last few days of the process, after the Comelec heard reports that some politicians bused in registrants. Comelec asked to extend Power restored in Albay voter registration

There were 24,924 voters who transferred in Cebu, including those in Cebu City and LapuLapu City. It has been observed nationwide that the huge influx of registrants at the offices of the election officers are not first-time voters, but registered voters who desire to apply for the transfer of their registrations to other barangays, municipalities or cities, a part of Comelec Resolution 9750 read. Clamor Based on the list of the Comelec provincial office, there were 65,750 newly registered voters and 127,072 SK members. There were 6,193 voters whose registration accounts were reactivated and 3,687 voters whose entries were corrected. Castillano said there was no untoward incident recorded in the province during the last day of registration. Police teams led by Senior Superintendent Erson Digal, chief of the Regional Operations and Plans Division, and Cebu Provincial Police Office Director Patrocinio Comendador coordinated well with the Comelec offices, he said. Castillano added he does not expect that there will be an extension of registration. But in their regular session on Wednesday, the City Council passed Councilor Alvin Dizons resolution requesting the Comelec to extend the process. I think there is really a clamor from the public for Comelec to extend the registration. It will be appropriate for Comelec to extend it to ensure that the peoples right to suffrage will be protected, Dizon said. Brillantes is firm on his stand to stick to the original schedule. Sarno said he also doesnt want an extension as it will affect the poll bodys preparations for the barangay and youth elections on Oct. 28. If the registration is extended by one week, we will also suffer a oneweek delay in the schedule for the filing of the certificates of candidacy (COC), among other things, he said. The filing of the COCs is scheduled from Oct. 15 to Oct. 17. Aside from Dizons resolution, the council also approved Councilor Gerardo Carillos resolution requesting Comelecs head office to allow satellite registration booths in barangays, malls and schools to decongest the crowd at the Comelec offices. The 10-day period to register these new registrants is not sufficient considering the number of new registrants taking part, as evidenced by the long lines, he said. It is our moral obligation to encourage those who have not yet registered to assist in registration and in order for them to take part in the democratic process of this land, Carillo added. Overtime MANILAPower was restored in the province of Albay as of 5 p.m. Wednesday, more than 24 hours after the national power grid operator cut off supply due to accumulated debts. As of right now, they have already been reconnected already, Energy Secretary Jericho Petilla told ANC past 5 p.m. Wednesday. Earlier in the day, the Energy official informed Albay Governor Joey Salceda that he ordered the reconnection by 5 p.m. I have ordered reconnection of Albay to the grid by 5 p.m. today (Wednesday) after Aleco [Albay Electric Cooperative] disconnected top 100 non-paying customers, Petilla said in a text message to Salceda, who posted it on his official Facebook account. Among the conditions set for reconnection were Alecos compliance to disconnection of its top 100 delinquent accounts and the promise to pay the Philippine Electricity Market Corp. (PEMC) P39 million in remaining balance of its P56 million bill for the month of June. On Tuesday noon, the National Grid Corporation of the Philippines (NGCP) cut off Alecos power supply for to its failure to settle its obligations with various power providers, particularly the PEMC. Petilla said the conditions were set during an emergency meeting held on Tuesday among executives from the DOE, PEMC, National Electrification Administration (NEA) and the Philippine Independent Power Producers Association (PIPPA) for the restoration of power to Aleco. However, it was stressed in the emergency meeting that on top of the June 2013 obligations, the cooperative would also have to settle the incoming July consumption billing by August 1, 2013, apart from their outstanding P1 billion debt to PEMC, Petilla said. Legazpi City Mayor Noel Rosal on Wednesday morning met with Aleco project supervisor Veronica Briones at her office and handed over a letter signed by him and other local officials appealing to the NEA to facilitate the release of a loan amounting to P36 million to Aleco, which will be used to pay for the balance of the current billing from PEMC covering the period May 26 to June 25. Briones said she would endorse the letter to NEA and DOE officials and would appeal through a board resolution that Aleco will pay the standing P39 million balance anytime to fast track the reconnection. They were provided with drinks and food, said Cebu Provincial Election Supervisor Lionel Marco Castillano. In a resolution issued last July 26, the Comelec allowed first-time registrants -- those who are 18 years old on or before October 28, 2013 -- to join the express lane for seniors citizens, persons with disabilities and pregnant voter-applicants. Castillano observed that in the first nine days of the registration, about one-third of all the applicants were transferees.

Eager to beat the deadline, a large and sometimes unruly crowd gathered during the final day of registration in Talisay City. At one point, Talisay City Election Officer Gallardo Escobar Jr. told reporters that they stayed open until 9:30 p.m. last Thursday to serve a huge crowd. Malacaang, meanwhile, urged Bicol residents to help in addressing the ballooning debts of Aleco. In a press briefing, presidential spokesperson Edwin Lacierda said that Petilla would go to Albay to discuss with the residents the problem. This is a problem of Bicol and we ask the people from Bicol to also help in resolving the problem. This cannot bleed forever. It has to stop, and thats the reason why Secretary Petilla has already is going to meet with them, he said. Alecos arrears have increased as a result of poor collections, high system losses, pilferage, and failure to secure long-term power supply contracts. To date, Aleco has about P4 billion debt to several entities that include the PEMC, NEA and the Power Sector Assets and Liabilities Management Corp. (Psalm). It owes Psalm P2.026 billion with an interest rate of 8.73 percent per annum; PEMC, P1.2 billion with an interest rate of 2.7 percent; Transco, P140 million with 9 percent interest rate; NEA, P220 million with 8 percent interest; and NGCP, P56 million with 9.8 interest rate per annum. which contributed to the increase in the number of registrants. After the registration period ends, the local election office will convene the Election Registration Board (ERB) to assess whether each registrant will be allowed to vote or not.
