Hurricanes Sandy and Irene
taught Burlington County how to
prepare for the unexpected when
it comes to serious weather.
The Atlantic hurricane season
lasts from June 1 to Nov. 30, and
New Jerseys tropical storm activ-
ity runs typically from August
through late October, according
to the New Jersey Hurricane Sur-
vival Guide.
Hurricane Irene hit the state in
August 2011, and Sandy was a
late-season storm, making land-
fall at the end of October.
According to Kevin Tuno,
Burlington County Office of
Emergency Management coordi-
nator, Hurricane Irene had a larg-
er impact on the county com-
pared to Sandy, which affected
communities closer to the bay, in-
cluding Bass River and Washing-
ton Township.
The biggest thing is promot-
ing more of an awareness to resi-
dents, Tuno said, adding resi-
dents need to heed warnings and
properly prepare for a serious
weather event.

Residents
should
avoid wild
animals
The Burlington County Health
Department is asking residents
to be cautious, and to avoid
strange, wild and/or stray ani-
mals.
We want to remind all resi-
dents that rabies is present in the
county, Freeholder Joanne
Schwartz said. Residents are
encouraged to stay away from un-
familiar or wild animals.
This year, there have been
some confirmed cases of rabies
in wildlife in Burlington County.
Rabies can be seen in animals
such as raccoons, bats, skunks,
foxes and groundhogs.
Rabies is always fatal in ani-
mals and is fatal in humans if
prompt treatment is not sought.
Pet owners are encouraged to
have their pets vaccinated for ra-
bies.
There is also a vaccine for hu-
mans that can be given to individ-
uals who might have been ex-
posed to rabies.
The vaccine is a series of injec-
tions that has proved effective in
preventing the disease from de-
veloping in humans if adminis-
tered early enough. The best way
to avoid rabies is prevention.
To protect yourself against ra-
bies:
Do not touch or feed wild
animals, or stray dogs or cats.
Keep garbage in tightly
sealed containers.
Stay away from any animal
that is behaving aggressively or a
wild animal that appears ill or is
acting unusually friendly.
Call your local animal control
officer or police department to re-
port the animal.
If you find a bat indoors
that may have had contact with
someone, do not release it before
calling animal control or the po-
lice to determine whether it
should be tested.

The Shamong Municipal Court
now is managed by Southampton
Township under a shared service
agreement.
The resolution unanimously
passed at Julys township com-
mittee meeting, but the move did
not officially happen until last
Thursday.
Shamongs court has been a
money-losing proposition in re-
cent years, and this merger was
made in hopes of addressing
that, officials said.
Dating back to 2009, Shamong
has seen net losses of $34,840,
$46,672, $58,930 and $39,936 each
year despite drastically reducing
expenses each year. In four years
time, total expenses have dropped
from $87,379 to $73,299, yet the
court still posted a net loss of
$39,936 in 2012.
As the numbers reflect, al-
though expenses were signifi-
cantly reduced in 2011 through
2013, we also experienced a sig-
nificant reduction in revenue
from 2009 to 2013 which was out
of our control and only com-
pounded the problem, township
administrator Sue Onorato said.
According to Onorato, the deci-
sion was a long and difficult one
for the township committee and
involved years of data collection,
analysis and cost reductions.

survival guide, get together with
your family and create a commu-
nications plan ahead of time.
Keep a written record of all im-
portant phone numbers and des-
ignate an individual outside the
state to serve as a family point of
contact.
Make sure family members
know who this person is and how
to contact them. After a disaster
or evacuation, all family mem-
bers should make contact with
the designated individual. Try
choosing a certain time for every-
one to check in.
Additionally, a family should
have a kit prepared. Build it up
over a period of time, Tuno rec-
ommends.
You can go online to a number
of different locations and find
kits already made, Tuno said.
By the time youre done, youll
be well prepared, especially if
you need to stay in your home a
number of days.

aster kit for checklists to help pre-
pare.

left with the choice of finding a
part-time court administrator or
to consider a shared service
agreement. Fortunately we were
able to come to an agreement
with Southampton Township,
which will benefit both towns,
Onorato said.
The projected savings for the
township made the decision an
easier one in the end. While it
will not be a profitable venture in
2013, the net loss is reduced by
$31,930.
The township did recognize
the inconvenience for residents
as they will now have to travel to
Southampton, but the projected
savings outweighed any con-
cerns.
The money it saves us is
worth any inconvenience. Courts
are a big expense for townships,
and this will help address that
here in Shamong, mayor Jon
Shevelew said.
Shamongs court offices were
closed July 26-31 to allow for the
move.

tors always seem to call when you are
home? Its almost as if they are watching
the house. So I walk in the door, lay my
keys down on the table and the phone

checking caller ID and not answering
numbers that are either blocked or outside
of our area code, but when you have just
walked through the door, you act on in-
stinct so without thinking I picked up the
phone.

tremely southern accent on the line. Crap,
I thought, they got me! I immediately put
on my gruff, one word answer, gotta go
kind of voice.

think is the greatest threat to our Second
Amendment rights today? Obamas execu-

Now Im sure that Bloomberg is thrilled
that his name even gets mentioned with
the president and the United Nations but I
thought it was impressive that the NRA
considers him such a threat. I thought
everybody knew his game was just a lot of
noise.
Actually, I started, None of the above.
The biggest threat to our Second Amend-
ment rights today is the NRAs unwilling-
ness to recognize that there can be reason-
able rules regarding gun ownership and to
compromise in those areas. By not agree-
ing to close the gun show loophole and to
require that background checks stop those
with mental illness from owning firearms,
Mr. LaPierre has hurt the credibility of
our organization and its members and
made us look like fanatics.

T
he Second Amendment to the
U.S. Constitution states: A well
regulated militia, being neces-
sary to the security of a free state, the
right of the people to keep and bear
arms shall not be infringed.
Its only 27 words, but it is perhaps
the Amendment thats most open to in-
terpretation.
Gun advocates focus on the phrase
the right of the people when making
their case for why citizens should be
allowed to own, and carry, guns. The
opposing side focuses on the word
militia, saying that the Amendment
in no way meant to reward free rights
for any citizen to own and carry a gun,
whenever and wherever they want.
Last week, local anti-gun groups
won a victory in court, when a federal
appeals court in Philadelphia upheld
New Jerseys law that states residents
need to show a justifiable need to
carry a handgun in public.
The decision means that, even if
you can legally own a gun, you cant
carry it wherever you please, whenev-
er you please.
In a state with 8.87 million people
and high violence areas such as Cam-
den this law is a good one, and this
court decision was the appropriate
one.
Were all for equal rights for bearing
arms, within reason but thats a sub-
ject for another day.
What were not for is wielding these
arms in public, with no legitimate pur-
pose. Police officers, security officers
and other officials are appropriate car-
riers of weapons in public. Everyone
else?
Kinda hard to justify, in our opinion,
so were glad the court agrees with
New Jerseys law that forces people
who want to carry arms in public to
really prove that he or she needs it.
If they can prove a justifiable
need for doing so, then fine. Other-
wise, get real.
There isnt much good that can
come of carrying a gun in public, so
we applaud the state for creating this
stringent law, and also applaud the
U.S. Court of Appeals in Philadelphia
for upholding it.
The law does not infringe upon citi-
zens right to bear arms, and there is
no solid argument against it.

So I waited for his reply. After
a few moments of silence he fi-
nally says, Well those people
know more about this stuff than
I do. Arent you an NRA mem-
ber?
So I explained to him that I
was in fact a member and that I
have concealed carry permits
from three states and that I regu-
larly carry a weapon (of course
only when I am not in the Peoples
Republic of New Jersey).
What I find most disturbing
was his response that the folks
running the NRA know more
than he does, like there is some
secret information that they
know that we dont.
Amazingly, polls show that the
majority of NRA members are in
favor of reasonable background
checks. We are not, however, in
favor of disarming honest citi-
zens and leaving them defense-
less against criminals who will
carry weapons regardless of
what the law says.
Its time for the NRA to wake
up and realize that they should
be representing the views of the
majority of their members as op-
posed to taking these fanatical
positions.
The only fanatics out there
should be the folks living under
the false premise that by outlaw-
ing guns we can in any way re-
duce gun violence. Remember
that criminals not only dont care
about gun exclusion zones, they
exploit them knowing that hon-
est citizens will be unable to de-
fend themselves in those areas.
I wonder if Ill end up on the
NRAs Do Not Call list now.

pecially in rural areas.
Most of the time, water con-
tamination happens because
theres failure to water treatment
plants or in a rural area when
wells in the yard get flooded out,
Tuno said.
You have a possibility of your
well being contaminated by the
septic tank.
He advises residents to boil
water and be aware of water advi-
sories. If residents are forced to
boil water, be sure to do it for 10
minutes.
Fresh batteries, portable radios
and flashlights should also be
available.
You should also have extra
batteries on hand for any items
other than flashlights or radio if
the kids have something that
needs to be charged, Tuno said.
According to Tuno, various
stores sell items to keep phones
and other electronics charged
through a hand crank.
Keep extra medications on
hand or get some immediately
through a doctor or pharmacist if
you have the ability to, Tuno
said.
Shelter preparation
Burlington County shelters
hosted approximately 400 people
from Ocean County, most of
whom came without dry clothes,
towels or toiletries due to flooding
and the emergency situation.
Most shelters dont come
equipped with towels or clothes
for people, Tuno said. Luckily
we were able to get towels and
warm clothes for the people that
came.
We got some towels from cor-
rectional facilities and hospitals
the next day.
Tuno notes its hard to be sure
if there are going to be cots or
blankets and pillows.
We suggests blankets, pillows,
medications, personal hygiene
and a change of clothes, Tuno
said. Parents should bring
things that will keep you enter-
tained, such as books or a deck of
cards, especially if you bring chil-
dren.
Additionally, come with snacks
and a few bottles of water in case
food and water havent arrived
yet.
Elderly, pets
Dont forget about the elderly
and your pets.
If the storm is touted to be se-
vere for this area, family mem-
bers, if you have elderly, should
convince them to stay with you
until the storm is over, Tuno
said. They should bring whatev-
er they need medicine wise to be
self sufficient for a number of
days.
Pets need a plan as well. Be
sure to have a supply of food and
medication on hand.
If you have a pet and have to
go to a shelter, make sure its pet
friendly, Tuno said.
When we establish shelters
here in Burlington County, we
have certain shelters as pet
friendly shelters.
You may not be able to be with
them overnight, but we allow
them.
According to Tuno, animals
cannot stay in the main area.
