ANNOUNCEMENT OF VACANCIES
The County Government of Baringo wishes to recruit competent and qualified candidates to fill the following vacant positions as per the County Government Act No. 17 of 2012 . To fill the vacant positions listed below, the candidates must meet the following general requirements: I. II. III. IV. V. VI. 1. COUNTY CHIEF OFFICERS


The posts will be for each of the following County Departments 1. Transport & Infrastructure

2. Environment and Natural Resources 3. Health Services 4. Agriculture, Livestock and Fisheries Development 5. Lands, Housing and Urban Development 6. Water, Environment and Natural Resources 7. Gender, Youth, Culture and Sports 8. Education 9. Industrialization, Commerce, Tourism and Enterprise Development 10. Treasury and Economic Planning Duties and Responsibilities The Chief Officer shall be the authorized officer in respect of exercise of delegated powers and shall be responsible to the respective county Executive Committee Member for:I. Administration of the County Department II. Formulation and implementation of policies and laws III. Development and implementation of the County's Strategic and Integrated Development plan IV. Formulation and Implementation of effective programmes to attain Vision 2030 and Sector goals V. Promotion of National Values and Principles of the County Public Service For appointment to this position a candidate, in addition to general requirements listed above, must: I. Be Holder of a first degree from a University recognized in Kenya. A Masters degree in the relevant field applied for, will be an added advantage. Have knowledge, experience and a distinguished career of not less than ten (10) years in the specific area

Terms of service : Contract: Salary Scale Kshs. 120,270 180,660 p.m. House Allowance 60000 p.m. Other allowances Kshs. 20,000 p.m.

3. SUB- COUNTY ADMINISTRATORS(6POSTS)


The Sub County Administrators shall be responsible to Chief Officers for the following:

Duties and Responsibilities I. Maintaining Sub County Public Service II. Coordinating the management and supervision of general administrative functions III. Developing policies and plans IV. Coordinating developmental activities to empower the community V. Providing and maintaining infrastructure and facilities of public services VI. Facilitating and coordinating officers participation in development policies and plans and delivery of service VII. Ensuring effective service delivery VIII. Establish, implement and monitor performance management systems; IX. Exercising any functions and powers as may be delegated by the County Secretary For appointment to this position a candidate, in addition to general requirements listed above, must: I. II. Be a holder of a first degree from a University recognized in Kenya Have working experience of not less than ten (10) years in Administration or Management in public or private sector or NonGovernmental Organization

Terms of Service: Permanent and Pensionable. Salary scale Kshs. 89,748-120,270 p.m. House Allowance Kshs. 40,000 p.m. Other allowance: Kshs. 14,000 p.m. Sub County Administrators shall be deployed to any of the Six Sub-Counties namely:1. Baringo Central, 2. Baringo South 3. Baringo North 4. Tiatiy 5. EldamaRavine 6. Mogotio

4. TOWN ADMINISTRATORS ( 2 POSTS )


The Town Administrator shall be responsible to the Town Committee for the day to day running of the town. Duties and Responsibilities I. Implement the decision of the Town Committee

Oversee the affairs of the town Develop & adopt policies, plans, strategies and programmes necessary for the growth of the town Ensuring effective service delivery Ensure preparation and submission of the town annual budget estimates to the approval as part of the annual county appropriation Bill. Establish, implement and monitor performance management systems; and Perform such other functions as may be delegated by the Town Committee.

Terms of Service: Permanent and Pensionable. Salary Scale: Kshs. 77,527103,893 p.m. House Allowance Kshs. 40,000 p.m. Other Allowance Kshs.12, 000 p.m. For appointment to this position a candidate, in addition to general requirements listed above, must: I. II. Be a holder of a first degree from a University recognized in Kenya. A Masters degree and / or CPA(K) or CPS(K) will be an added advantage Have working experience of not less than five (5) years in administration or management in the public or private sector.

5. WARD ADMINISTRATORS (30 POSTS)


The Ward Administrator will be responsible to the Sub County Administrator for the following:Duties and Responsibilities I. Coordinating, Managing and Supervising the general administrative functions in the ward unit. II. Implementing policies and plans III. Ensuring effective service delivery IV. Coordinating developmental activities to empower the Community V. Providing and maintaining infrastructure and facilities of Public Service VI. Facilitating and coordinating citizen participation of policies and delivery service. VII. Exercising any functions and powers as may be delegated by the County Secretary

For appointment to this position a candidate, in addition to general requirements listed above, must: Be a holder of a diploma ( From Institution recognized by CUE or MOEST) with seven (7) years experience in supervision in a large Institution or a first degree from a University recognized in Kenya with working experience of not less than five (5) years in Administration or Management. Terms of Service: Permanent and Pensionable. Salary Scale Kshs. 48,190 65,290 p.m. House Allowance: Kshs.24,000 p.m. Other allowances Kshs. 8,000 p.m. HOW TO APPLY For a candidate to meet the requirements of ChapterSix of the Constitution, he/she must have the following clearances: Certificate of good conduct from the Criminal Investigations Department (CID) Clearance certificate from Higher Education Loans Board (HELB) A tax compliance certificate from Kenya Revenue Authority (KRA) A certificate from the Ethics and Anti-Corruption Commission (EACC) Certificate of clearance from any of the Credit References Bureaus in the Country

THE SELECTION PANEL FOR APPOINTMENT OF COUNTY SECRETARY BARINGO COUNTY GOVERNMENT ANNOUNCEMENT OF VACANCY County Secretary(1post)
Applications are invited from suitable qualified persons to fill the position of County Secretary, Baringo County Government. The County Secretary shall be the Head of the County Public Service and will be responsible to Governor for: Duties and Responsibilities I. II. III. IV. V. I. VI. Head of the County Public Service Provide direction and guidance to public officers in the County. Coordinate County State functions. Ensure efficient management of resources and coordination of County Government activities. Interpret, disseminate and oversee implementation of National and County Government policies. Responsible for arranging the Business and keeping Minutes of the County Executive Committee subject to the direction of the Committee Communicate the decisions of the Executive Committee to the appropriate persons or authorities.

For appointment to this position a candidate, in addition to general requirements listed above, must: I. II. Have a Bachelors degree from a University recognized in Kenya Have a Masters degree in Public Administration, Business Administration, Public Policy/Human Resource Management/ Economic or Equivalent qualifications from a university recognized in Kenya.
