IN THE ADMINISTRTIVE MATTER OF:
ZACHARY BARKER COUGHLIN,
ORDER TO SHOW CAUSE ORDER 2012-01
On December 26,2012 ZACHARY BARKER COUGHLIN (Coughlin) was personally
served with Reno Justice Court Administrative Order 2012-01 which states at section 3
"ZACHARY BARKER COUGHLIN is not allowed to contact any member of this Court other
than a uniformed bailiff" The Order also infoimed Mr. Coughlin at section 5 that "[a]ny
violation of this Order may be considered contempt of court ad punished pursuant to NRS
Chapter 22 by a fne of up to $500 and/or incarceration for up to 25 days in the Washoe County
Detention Facility."
This Court has received reports of the following violations of Order 2012-01 :
On January 7, 2013 Coughlin telephoned three employees of the Reno Justice Court at
the Court's phone number.
On January 7, 2013 Coughlin was informed by a uniformed bailiff of this Court that he
was not to have any contact with any employee of the Court other than uniformed bailiffs and he
was provided the telephone number for the bailiff s station.
On January 23, 2013 Coughlin contacted an employee other than a uniformed bailiff at a
number other than that provided to him as the bailiff s station.
On February 5, 2013 Coughlin contacted two employees who are not bailiffs at a number
other than that provided to him as the bailiff s station.

On February 11,2013 on two separate occasions Coughlin contacted an employee other

than a uniformed bailiff at a number other than that provided to him as the bailiffs station.

Each of these allegations represents a violation of Order 2012-01 and may be punishable

as contempt "pursuant to Chapter 22 by a fne of up to $500 and/or incarceration for up to 25
days in the Washoe County Detention Facility."

Therefore, this Court has set a hearing at which Coughlin will be afforded a opportunity

to show cause why he should not be held in contempt for violating this Cou's Administrative

Order 2012-01.
:
If Coughlin is indigent and wishes to apply for court appointed counsel he must fill out
the proper paperwork by utilizing the procedures set forth in Administrative Order 2012-01

before 4:00 p.m. on February 28, 2013.

The show cause hearing is hereby set for 2:00 p.m. on March 5, 2013. Failure of

Coughlin to appear will result in a warrant for his arrest.
