THESEUS is a European network of thinkers, actors and ideas whose aim is to foster an open and constructive dialogue between academia and politics about the future challenges of Europe. Emerging from a Franco-German initiative, THESEUS is striving to enhance the mutual understanding of societies in Europe. THESEUS is a joint activity of Sciences Po Paris, the Jean Monnet Chair of the University of Cologne, the Trans European Policy Studies Association (Brussels) and the Fritz Thyssen Foundation (Cologne). For further information about the project and its activities please visit www.theseus-europe.net This Theseus doctoral seminar will allow doctoral students to exchange ideas and discuss their research with their peers and senior academic colleagues. Theme of the workshop From 2008, the global economic crisis has represented an unprecedented challenge to EU governance and European institutions since the completion of the monetary union. It has provided new ground for European governance in the area of economic policy. At the same time, more recently, the difficulty to reach a budget agreement can be seen as a sign of fragmentation and is likely to undermine the EUs action capacity. To what extent has this challenge transformed the relations between national governments and EU institutions, between actors on the domestic scene and actors involved in the European decision-making arena? How do EU institutions and policies cope with the instability of world market and new constraints? How do member states manage the constraints of belonging to the Eurozone and their difficulty to finance their budgets? Furthermore, both events, the EMU and the global crisis have led to the rise of new dividing lines EU among member states. How do these contradictory trends impact the EU as a political system and as a polity? To what extent does this call EU legitimacy into further question? This doctoral seminar aims at exploring the institutional, political and policy challenges that the EU is facing at this critical juncture. It is intended to be inclusive and welcomes
papers
that
address
the
topic
from
various
angles
pressures
on
the
institutional
architecture
or
the
EU
political
system;
changes
in
EU
governance
or
the
decision- making
process;
transformation
of
the
EU
legal
order;
changing
relations
between
members
states,
between
national
governments
and
EU
institutions
or
citizens
and
the
EU.
Papers
may
focus
on
key
questions
and
institutions
linked
to
economic,
social
or
budget
policy
but
need
not
necessarily
do
so.
They
may
also
look
at
the
challenges
that
the
global
crisis
represents
for
European
integration
more
generally,
investigating
the
EU
political
system,
decision-making
process
or
the
functioning
of
EU
institutions.
Proposals
looking
at
other
domains
(for
instance
free
movement,
migration,
minority
rights,
external
relations,
neighbourhood
policy,
energy
or
trade)
are
equally
welcome
as
long
as
they
are
connected
to
issues
raised
by
the
global
crisis,
or
responses
to
it.

How
to
apply
Papers
from
all
areas
of
the
social
sciences
are
eligible.
We
require
an
abstract
of
500
words
describing
the
research
questions
investigated,
data,
methods,
and
expected
or
preliminary
findings.
Paper
proposals
will
be
assessed
on
the
basis
of
quality
and
fit
with
the
theme
of
the
seminar.
Full
papers
will
be
required
no
later
than
15
days
before
the
workshop.

Seminar
format
The
format
will
be
as
follows:
pre-circulated
papers,
presentations
(20-25
min.),
followed
by
comments
from
a
senior
discussant
and
an
open
discussion
(20
min.).
The
working
language
of
the
seminar
will
be
English.
Expenses
A
limited
number
of
mobility
allowances
may
be
offered
in
case
of
need.
