ONTARIO STREET PURPOSE & NEED STATEMENT


ODOT constructed the Lorain-Carnegie Bikeway, which creates a separated bike facility from Ohio City to the downtown Gateway District. The facility currently ends at Eagle Avenue. In 2011, the City of Cleveland built the bike commuter parking station, the Bike Rack. Connecting these two facilities, and connections further north to Public Square, were identified as highly needed by the biking community through Bike Cleveland and the Downtown Cleveland Alliance (DCA), which operates the Bike Rack for the City. Cuyahoga County is currently repaving Ontario, and the current plan is to accommodate bicycles by painting sharrows. Given the protected accommodation on the Lorain Carnegie Bridge, along with future trail connections that will be coming from the south to the Ontario/Carnegie intersection with the Innerbelt project, making a safe connection for people on bikes of all abilities along Ontario is important.

One potential solution is creating a bike-only facility on the east side of Ontario, utilizing the City of Cleveland right-of-way on the sidewalk. See below: Ontario Avenue has sufficient right-of-way (r-o-w) to allow for the creation of the proposed off-road bike facility, without the acquisition of any additional property. Traffic volume on Ontario is very high during many parts of the day, which currently forces the majority of casual cyclists onto the unimproved sidewalk on the west side of Ontario, which has not been designed for cyclists and may present an unsafe condition. Property owners (Indians, Cavaliers, and Gateway) along the proposed bikeway were supportive of the project if it is constructed within the City of Cleveland r-o-w. The proposed bike facility would be constructed on the east side of Ontario because of slope and hillside limitations on the west side. Ontario Avenue in other locations will be improved for bicyclists through the Cuyahoga County repaving work that is currently underway. It is assumed that less experienced bicyclists will use other lower volume, north-south connections to visit downtown amenities.
