MATCH RACING SERIES


June 27-28, 2009

NOTICE OF RACE
1. ORGANIZING AUTHORITY
1.1.The Organizing Authority (OA) will be the Columbia Yacht Club, 111 North
Lake Shore Drive, Chicago, Illinois 60601, USA.

2. RULES
2.1.This event will be governed by the rules as defined in the 2009-2012 Racing
Rules of Sailing (RRS), Appendix C (Match Racing Rules), except as these are
changed by this Notice of Race (NOR) and by the Sailing Instructions (SI).

2.2.If any conflicts arise between the Sailing Instructions and the Notice of Race,
the Sailing Instructions shall prevail. This changes RRS 63.7.

2.3.Beneteau First 36.7 North American One-Design Class Rules 2009 shall apply.
There will be no crew weight-in for this event. It is the sole responsibility of
the Owner(s) of each boat to ensure that their crew weight is in compliance
with Section 7.1 of the Class Rules

2.4.Boats competing must meet all class safety regulations. All boats entered
must meet US Coast Guard safety requirements and comply with ISAF
Category 5 safety requirements.

3. ADVERTISING
3.1.This event is classified as a Category C event in accordance with Rule 80,
Advertising, and ISAF Regulation 20, Advertising Code. Competitors may be
required to carry advertising for event sponsors.

4. ELIGIBILITY AND ENTRY


4.1.Applications for entry will be accepted from individual teams beginning April
1 2009. Payment of entry fee is not required at application. Eligible teams
may apply by completing the attached form and sending it to the OA or by
email to kurt@colyc.com. Applicants are not required to include names of
individual team members. Invited teams will be advised of their entry status
no later than June 12, 2009.

4.2.The number of participants will be limited to six (6) teams. In the event of
more applicants than the limit being received, the Organizing Authority will
select the successful applicants based on results in the 2009 COLORS
Regatta.

4.3.If there are 6 or fewer applications, all applicants will be accepted.

4.4.Invited teams shall confirm acceptance in writing (email is acceptable)


before June 20.

5. BOATS AND SAILS


5.1.The skipper of each team shall supply a class-legal Beneteau 36.7. There will
be no boat rotations.

6. EVENT GRADING
6.1.The event is not an ISAF graded event.
7. FEES
7.1.Entry fee: $ 300.00 per team. Fees must be paid at the registration or
received by COLYC not later than June 26, 2009. Mail or Deliver to:

8. SCHEDULE OF RACES AND EVENTS


Fri 26 June 1700 – 1930 Check in/registration
1930 Skipper’s meeting/Free Beer
Sat 27 June 1000 Warning signal for first race
1700 – LATE Post Race Social and Party
Sun 28 June 1000 Warning signal for first race
1600 Post Race Social and Awards

Unless excused by the OA, attendance at the following is mandatory:


a) Initial briefing for skippers and crews
b) Daily briefing, for skippers. While not mandatory for the crew, they are
encourage to attend.

9. SAILING INSTRUCTIONS
9.1Sailing Instructions will be available at registration.

10.EVENT FORMAT
10.1.The event will consist of the following stages:
Stage 1: Single or Double Round Robin depending on number of teams
Stage 2: Semi-Final/Final Round
10.2.The OA may change the format, terminate or eliminate any stage.

11.REGATTA VENUE and COURSES


11.1.The courses to be sailed will be windward‐leeward with starboard
roundings, finishing downwind.

11.2.The racing area will be offshore due East of Monroe Street Harbor entrance.
The exact location will be in the Sailing Instructions.

12.UMPIRING
12.1.Races will be umpired in accordance with RRS Appendix C .
13.PENALTY SYSTEM
13.1.RRS Appendix C will apply.

14.SCORING
14.1.RRS Appendix C will apply.

15.CREW SUBSTITUTION

15.1 All registered crew shall sail all races. The OA may approve a substitution
during the day if they determine an emergency situation exists that
justifies the substitution.

15.2 When a registered crew member is unable to continue in the event the OA
may approve a substitute, a temporary substitute or other adjustment.

15.3 When a registered skipper is unable to continue in the event the OA may
authorize an original crew member to substitute.

16.SUPPORT BOATS
16.1.Support boats shall register with the OA.
16.2.Support boats shall conspicuously display the provided identification flag
when in the race area.
16.3.The OA will not provide berths for support boats.
16.4.Any interference by a support boat with the racing or event organization
may result in a penalty applied at the discretion of the Protest Committee to
the appropriate skipper or team.

17.HAUL-OUT RESTRICTIONS
17.1.Boats shall not be hauled out during the regatta except with and according
to the terms of prior written permission of the race committee.

18.RADIO COMMUNICATION
18.1.A boat shall neither make radio transmissions while racing nor receive radio
communications not available to all boats. This restriction also applies to
mobile telephones.

19.SOCIAL
19.1.Columbia YC will host a party on Saturday night.

20.DOCKING
20.1.Complimentary dockage will be available at Columbia YC from 1500 hrs,
Friday, June 26 through Sunday, June 28, 1800 hrs. This dockage will be in a
side tie configuration with other boats rafted alongside 2 or 3 deep.

21.PRIZES
21.1.TBA
22.DISCLAIMER OF LIABILITY
22.1.Competitors participate in the regatta entirely at their own risk. See RRS 4,
Decision to Race. The race organizers (OA, Race Committee, Protest
Committee, sponsors, or any other organization or official) will not accept
any liability for material damage or personal injury or death sustained in
conjunction with or prior to, during, or after the regatta. By participating in
this race, each competitor agrees to release the race organizers from any
and all liability associated with such competitor’s participation in this event
to the fullest extent permitted by law.
23.INSURANCE
23.1.All skipper/owners are required to have adequate third party insurance. A
minimum of $300,000.00 Water Liability Insurance is required. Proof of
insurance to be provided at registration.

24.EXCLUSION OF BOATS OR COMPETITORS


24.1.Rule 76 – US SAILING prescribes that an organizing authority or race
committee shall not reject or cancel the entry of a boat or exclude a
competitor eligible under the notice of race and sailing instructions for an
arbitrary or capricious reason or for reason of race, color, religion, national
origin, gender, sexual orientation, or age.

24.2.Rule 76.3 – US SAILING prescribes that a boat whose entry is rejected or


cancelled or a competitor who is excluded from a race or series shall be
entitled to a hearing, conducted by the protest committee under rules 63.2,
63.3, 63.4, and 63.6.
