Federal agency approves Kenosha casino plan; Walker to have nal say

jpotente@kenoshanews.com The Menominee Nation on Friday received long-awaited federal approval of its Kenosha casino project. Now, its time to wait for nal action from Gov. Scott Walker, who said he will stick to the high bar he has set for offreservation casino approvals. But Menominee leaders expressed hope Friday that Walker will be won over ultimately by the thousands of jobs they say the $808 million project will create in spite of what they expect to be a vocal, negative campaign by the rival Forest County Potawatomi Tribe. Wisconsins economic future is far more important than an unfair monopoly for one tribe, said Menominee Vice Chairwoman Lisa Waukau, speaking in a news conference in Milwaukee hours after the tribe received written conrmation of the Bureau of Indian Affairs approval. Walker, in a prepared statement, said he will evaluate the application using the criteria that he has laid out previously: Namely, that the project results in no new net gaming in the state, has community support and there is consensus among the states 11 tribes. The governor said he will move forward with a 60-day comment-gathering period for the tribes. Gerald Johnson, a Bristol trapper, estimated hes received 20 calls, or at least double the typical number, so far this season. The callers were in Kenosha County, mostly residential. Seven were east of Interstate 94. Department data showed the number of skunk-related calls has dropped so far this year compared to last. However, skunks as a portion of all animal calls handled by the departments community service ofcers jumped from 45 percent to 54 percent. Cathy Capps, who lives near 54th Street and 32nd Avenue, described the citys skunk problem in an email as horrendous, with friends also noticing a boom in the skunk population. It seems we smell them a lot more and see them maybe once every three to four days, which I think is a lot, she said on Friday. Life with skunks isnt fun. Its been pretty frustrating, said Capps. Even with the house completely closed up, the smell still gets in. When Im up at night, all of a sudden the whole lower
half of the house will smell. One night, I felt really ill because the smell was so pervasive.

Hansen wasnt certain why the number of skunks has increased but suggested it might have meant they were more skillfully avoiding being hit while crossing roads or successfully ghting off diseases. Trapper Johnson wasnt sure about the reasons, either. Its like with woodchucks, he said. They were down to nothing for awhile, and then all of a sudden there was an explosion of them. Its just something that happens with nature.

Both celebrated the long-awaited federal approval of the tribes Kenosha casino project, which now goes before Gov. Scott Walker for nal approval.
That the gaming project is in the best interests of the community and the involved tribe. Still, longtime skeptics remained skeptical on Friday that a casino is good for Kenosha. It will be an initial shot in the arm, economically, said Kenosha County Supervisor Terry Rose. There will be jobs in construction if there is additional construction there and there will be additional jobs at the casinom: he said. The issue, though, in the long term, is will it be good for the community? Will we see more crime, more hardship in the community in terms of divorce, bankruptcy? Waukau, on the other hand, called Fridays announcement a great day for our tribe and state. It also paves the way to a brighter future for our very poor Wisconsin tribe, Waukau said.

jkrerowicz@kenoshanews.com Wisconsin considers the skunk to be an unprotected species that can be hunted and/or trapped year-round by people with an appropriate license. Landowners or occupants do not need a license to hunt or trap a skunk if the animal is causing damage or is a nuisance on their property. But the law also says a trapped skunk legally cant be released on a property, including state-owned land, without the owners permission. That means letting it go on the trappers property or euthanizing it, and that can be restricted by municipalities ordinances on using rearms, if the person wants to shoot the animal, said Marty Johnson, Wisconsin Department of Natural Resources wildlife biologist for this area. Johnson recommends hiring a trapper to capture and/ or dispose of the animals.
He also suggested: Installing a metal screen or hard cloth over openings of a porch or deck that the animal uses but only after it leaves for the evening. Sink the covering at least 14 inches into the ground because theyll try to dig under it. Make sure there are no babies caught inside. Placing an ammoniasoaked rag in their nesting spot to drive them away, but make sure any babies are old enough to leave with the
mother. Considering use of a motion detector that triggers shooting water at the animal. If skunks are tearing up the yard, theyre probably looking for grubs, which can be killed with an insecticide or other treatment.
