A Resolution Adopting the 2013 Xavier Congress Resolution Entitled, A Resolution Requesting the Xavier University Academic Council for the Strict Compliance of the Students Waiting Time Policy for Teachers
WHEREAS, stated in Article III, Section 1, of the 2005 XU-CSG Constitution, the XU - CSG shall be the highest seat of student governance of Xavier University. Its officers shall represent its constituents in all university bodies and other association, both within and outside of the campus, which directly affect the students welfare and interests. WHEREAS, stated in Article IV, Section 1, of the 2005 XU-CSG Constitution, the XUCSG shall represent XU students on matters pertaining to their general interest and welfare in the areas of: 1.1. Academics 1.2. Students Rights and Services 1.3. Spiritual Formation and Social Development 1.4. Physical Enhancement 1.5. Extra Curricular Affairs. WHEREAS, last August 24 to 25, 2013, the Central Student Government had conducted the 2013 Xavier Congress, a gathering of all Student Representatives from the different sectors in Xavier Universityfrom College Councils, to the Assembly of Extra-Curricular Organizations, to the United Religious Organizations, to Xavier Center for Culture and Arts, to Kristohanong Katilingban sa Pagpakabana, and to the community of scholars and student assistants to talk about issues and matters concerning the welfare of the university community and to make a stand. WHEREAS, stipulated in Article III, Section 3.5, of the Magna Carta of Students Rights and Responsibilities for Undergraduate Students of Xavier University Ateneo de Cagayan, students academic freedom shall consist of but not limited to the following rights To resort to procedures for the redress of their grievances concerning teachers, grades, class policies and other academic-related matters. WHEREAS, the 2013 Xavier Congress passed a resolution entitled, A Resolution Requesting the Xavier University Academic Council for the Strict Compliance of the 15-minute Students Waiting Time Policy for Teachers.

WHEREAS, stipulated in the 11th item under the Responsibilities section of the university Code of Conduct, if a teacher is not in class at the prescribed time, students should wait quietly inside the classroom for 10 minutes (or 15 minutes for 1.5 hours classes, and 30 minutes for 3-hour classes). After this lapse of time, students may consider themselves dismissed and may go out of the classroom without disturbing other on-going classes. However, if the class is notified of the teachers time of arrival, students are obliged to wait until the time designated if the teacher fails to appear at the appointed time, students may consider themselves dismissed. WHEREAS, there are teachers who come to class late and always give the class a notification regarding the teachers time of arrival. WHEREAS, students follow the scheduled time of their class. WHEREAS, it is unprofessional for the teachers to always send a notification of their late arrival. WHEREAS, the 20th Directorate and the 2013 Xavier Congress have seen the role of the Academic Council in the realization of the purpose of this resolution to enforce on the strict compliance of the policy. THEREFORE BE IT RESOLVED, this resolution takes effect upon the approval of 2/3 of the Directorate members, sitting en banc, and thus adopts the resolution passed by the 2013 Xavier Congress entitled, A Resolution Requesting the Xavier University Academic Council for the Strict Compliance of the Students Waiting Time Policy for Teachers. Done this 3rd day of September, 2013 at Ignatius Conference Room, Room 219 of the Magis Student Complex, Xavier University Ateneo de Cagayan, Cagayan de Oro City, by the 20th Directorate in session assembled.
