SRINAGAR, SEPT 10: The mystery behind the identity of the fourth person killed in CRPF firing in Shopian district on weekend ended on Monday with police saying the deceased was a Pakistani militant affiliated with Lashker-e-Toiba outfit. "Investigations have revealed that the fourth slain person -- who was neither identified by anyone nor the body claimed -- was a Pakistani militant Abdullah Haroon," a police spokesman said. Four persons were killed when CRPF personnel opened fire to repulse a militant attack at Gagran in Shopian town, 52-km from here, on Saturday. The killings sparked protests in the south Kashmir district as locals accused the CRPF of killing four innocent youths, prompting authorities to clamp an indefinite curfew on the town to restore calm. The spokesman said the other three persons -- Towseef Ahmed Bhat and Mohammad Yousuf of Shopian and Tariq Ahmad of Kulgam -- were civilians. SRINAGAR, SEPT 09: In the wake of alleged killing of four people by the CRPF jawans and the resulting violence, the curfew clamped by the authorities in Shopian district of Jammu and Kashmir continued for the third day on Monday. As per reports, the curfew has been imposed in police station areas of Shopian, Zainapora and Kulgam as a precautionary measure. A police spokesman said local police and paramilitary forces have been deployed in strength in rest of the areas of the two districts to maintain law and order. Three out of the four who died in the CRPF firing were identified as local
residents. Shops and business establishments remained shut and public transport remained off roads. However, private cars were seen plying in the city. The CRPF, who shot at the civilians, claimed that six youths had come to attack their camp. They said that they recovered pistols and grenades. Authorities are probing the reasons of the killing and the CRPF too has ordered a court of inquiry. The locals allege the youth were killed in unprovoked firing by the security forces. SRINAGAR, SEPT 09Minister of State for PHE, Irrigation and Flood Control, Mr. Nazir Ahmad Gurezi on Monday inaugurated 5-day Scouts and Guides camp at Dawar. The Camp was organized by the Department of Youth Service and Sports. About 135 scouts and guides of ten districts of the Valley are participating in the camp. Speaking on the occasion, the Minister said that talent is present among the youth of the State but need is to channelize it so that they can compete at national and international level. As part of the celebrations, the students tried to bring out the best of Kerala's culture and tradition by intricately decorating Pookalam (floral Rangoli) in the institute. The Keralites also performed their traditional dance 'Thiruvathirakali' and their boat race song 'Vanjipaattu', spreading the flavour of Kerala in the entire campus. CHENNAI: Two city schools, Sishya School and The School KFI (Krishnamurti Foundation India) have been placed fifth among co-ed day schools in a survey on the top schools in the country. Three from Ooty made it to the top 10 residential schools in the survey conducted by Education World and Centre for Forecasting Pvt Ltd (C fore) across 21 states, with Kodaikanal International School being ranked the best residential school in the country. Chinmaya International Residential School in Coimbatore and Lawrence School in Ooty have been placed fifth and tenth in the co-ed boarding schools table. Nine schools from the state were in the top 10 in various categories. The survey covered 725 schools based on 15 parameters including academics, extracurricular activities and sports, parental involvement, competence of faculty and community service. The schools were ranked under different categories including co-ed day, boys, girls, residential and international schools, close to 6,000 parents, teachers, principals and educationists. Vasant Valley School in Delhi won the best rank for co-ed day schools in the country. Rishi Valley School in Chittoor was ranked the best co-ed boarding school. Of the 40 schools in Tamil Nadu that made it to the top 10 in various categories, 22 are from Chennai. "KFI institutions are among the best in many categories," said C fore chief executive Premchand Palety. "I stayed at a KFI institution for two days and attended some classes. The teacher talks less and the students interact more." He said many schools in Tamil Nadu are found academics-driven. "Others have to learn from the top schools in the city, in teaching methods and importance given to cocurricular activities," Palety said. NEW DELHI: With the assembly elections due in several states, including Delhi, in 2013 and the general elections in 2014, a national convention on education policy decided to organize a countrywide agitation in defence of a government-funded education system. The convention, organized in the capital by the Joint Action Front for Democratic Education, a conglomerate of student and teacher bodies, sought to put pressure on political parties to make education a serious political agenda and fight against privatization and commercialization of education. It also adopted a resolution to fight for equity, more hostels and governmentfunded institutions as well as rollback of the four-year undergraduate programme introduced recently by Delhi University. UGC member Yogendra Yadav said: "We do not have any major scholarship for the undergraduate programme. We should include this in our demands. ." Yadav added that he had raised his concerns on FYUP in a UGC meeting. "To start a new course, a university has to approach UGC six months before its launch. Why wasn't this followed in this case? A switch to a four-year programme
has infrastructural, logistical and financial requirements. Were these ever discussed before the implementation of FYUP?" Slamming the PPP model followed in Andhra Pradesh and Karnataka, Udit Raj of Justice Party said, "In Andhra Pradesh, there are around 470 private engineering colleges. The Act under its ambit defines child as a person below 18, and has a clear definition for all types of sexual abuses like sexual harassment, penetrative or non-penetrative sexual abuse, and pornography. The survivor girl filed a police complaint on August 21 against 72-year-old Mr Asaram, accusing him of sexually abusing her five days earlier at a farmhouse in Jodhpur where he was staying at the time. The girl, who studied at a school run by his foundation in Madhya Pradesh, had apparently been brought to Jodhpur by her parents, devotees of the Godman, to be rescued from evil spirits. Hysteria Asaram has been booked under Sections 376, 342, 506 and 509 of IPC, Section 8 of the POCSO Act and Sections 23 and 26 of the Juvenile Justice Act. The hysterical circumstances after the complaint got the media rushing to cover the hi-profile case that was accustomed to become eye candy for speculators. He chose the well-worn path of questioning the minor girls mental stability. Later, after days of evading the police and refusing to abide by the summons of joining the investigation, Asarams son emerged with another familiar story Trigeminal Neuralgia. Nevertheless he was caught late night on August 30 resting in his Indore Ashram where doctors declared him (after a thorough medical examination) fit for investigation Bloody past? Heinous crimes have been attributed to Asaram Babu in the past, but the Law kept a respectful distance from him. It is rumoured that 18 murders had been carried out in his ashram. Additionally, there are 22 cases of fraud aggregating Rs 4,500 crore pending against him in different courts. In 2010, a media channel trapped him in a sting operation by getting him to proposition a woman posing as a damsel in distress. The anticipated week of investigation opened up various facets of Asaram. After being cleared of sexual potency, he was arrested and sent to police remand. She walked out of the hospital on August 27 barefaced and head held high bursting with optimism to carry onwith her life. The second prejudice was damaged by the Supreme Court where the Bench of Justices GS Singhvi and V Gopala Gowda observed the hordes of security men around the accused. The government was criticised and asked to not to lavish such extensive security on Asaram. The courts observation came in the course of the hearing of a PIL seeking withdrawal of security cover to undeserving people who use it a status symbol. Meanwhile, Asarams plea for bail and certain amenities inside the jail has both been rejected. In spite of the sighs of relief, its debatable whether justice will find way into our conventional and sculpted system since we have also been inured to discrimination in recent cases of sexual assault. Amidst the ambiguity over how Asaram could be precisely convicted or the deliberations that could also prove him innocent, what has emerged as moot is this rape, for most Indians, is still a non-issue.

Party mandarins feel that the new food scheme will surmount all such factors and may even manage to deflect attention from the numerous scams and governance deficit of the ruling regime. But the success of the Centrally-sponsored food scheme is dependent on effective implementation and delivery, which is the responsibility of the States. While the Congress-ruled States might be enthusiastic, non-Congress States like Chhattisgarh and Tamil Nadu already have in place their own welfare schemes, which are better managed and quite successful. The new scheme, therefore, directly clashes with the welfare schemes of these States. The Congress will gain only if the scheme is properly implemented across the country. Another worrying factor is the growing disenchantment of the middle class with the Congress. The urban middle class that was charmed by Prime Minister Manmohan Singhs clean image and the countrys high growth rate in 2009, is vexed with the policy paralysis, the slumping economy and high inflation. Even industry captains, who were waiting for the promised reforms from the economist Prime Minister, feel let down and are looking to the BJPs rising star, Narendra Modi, to provide some succour. The Gujarat Chief Minister has projected himself as a friend of industry, and there are at least eight big industrial houses which are supporting his claim for the top job. These people are upset with the Congress for antiindustry Bills like the one on land acquisition. For all the Congresss exertions to ensure the passage of the food security Bill there are serious questions about whether the Sonia Gandhi-helmed welfare policies are on the right track. They may be good politics but bad economics, is the common refrain. Experts are of the opinion that with the economy on a downslide, and global rating agencies predicting a downgrade for India in view of its economic performance, the UPA couldnt have chosen a worse time to launch the welfare schemes. the Congress has taken a big risk. It remains to be seen whether it can clear the 2014 acid test.

Dear Editor, I cannot agree that the light sentence of three years in a reform centre for an accused in the Delhi gang rape case just because he was a few days short of 18 while committing the heinous crime is justified. Joshi shot off a detailed report to the centre detailing the sequence of events that led to the killings. Samajwadi Party leaders admit that they were stumped by the proactiveness of the governor. Officials in the government admitted that the governors promptness in passing off ground report to the centre also spurred the government in an action mode. When sub-inspector Subhojit Ghosh went to Ezra Street to stop fighting between two brothers Avishek Singh and Amritesh Singh, they assaulted the cop and broke one of his tooth. Ghosh later had to undergo treatment at a hospital following which he was released. The incident happened yesterday evening. One was arrested yesterday and another person was arrested today. BANGALORE, SEPT 9: A 4-year- old-girl Jaya was killed and at least six other residents were injured when the compound wall of an under construction ISKCON temple, collapsed on Kanakapura road on Monday afternoon, police said. Subhramanyapura police and fire officials rushed to the spot and rescued six persons trapped under the debris. Two others are still feared to be trapped. The officials struggled to pull out a girl child who was trapped in the debris. The girl who was in shock was made to drink water even as her lower part of the body was still trapped in the debris. Meanwhile, the injured have been admitted to a private hospital for treatment. Rescue operations are still going on.

ISLAMABAD: India-born Mamnoon Hussain, a close aide of Prime Minister Nawaz Sharif, was today sworn in as the President of Pakistan, marking the culmination of the country's first democratic transition.
