9. The First Air Force/Continental Air Defense Region (CONAR) senior duty officer log for the 24-

10. All DoD after-action reviews relating to the events of 9/11/01, including documents relating to the
graphic depiction of the events of 9/11/01 presented to a National Reconnaissance Office
Conference on June 3, 2002, by| land the review of scramble activity for the First Air
Force and Continental Air Defense Region (CONAR) on 9/11/01 completed by the Chief of Staff
(Colonel Scott) or other officials in 2002.

11. Protocols between NORAD and the FAA concerning hijacked airplanes in effect on 9/11/01, and
current protocols concerning hijacked airplanes.

12. Protocols between NORAD and law enforcement agencies, including the U.S. Secret Service,
concerning hijacked airplanes in effect on 9/11/01, and current protocols concerning hijacked
airplanes.

13. All documents relating to communications between NORAD and the FAA concerning the
tracking of the hijacked airplanes on 9/11/01.

14. All documents relating to communications between NORAD and law enforcement agencies,
including the U.S. Secret Service, concerning the tracking of the hijacked airplanes on 9/11/01.

15. Joint Surveillance System radar files from the 84th Radar Evaluation Squadron (Air Combat
Command) relating to the airplanes hijacked on 9/11/01, the responding fighters, and the flights
of Air Force One on 9/11/01, as well as the RS3 software to run the radar files.

16. Current organization charts for OSD, JCS, NORAD, First Air Force, CONAR, and NEAD, and
organization charts for the same components in effect on 9/11/01.

17. Two copies of the current DoD phone book, and two copies of the DoD phone book in effect on
9/11/01.

18. Access to all documents provided by DoD to the Congressional Intelligence Committees' Joint
Inquiry regarding the terrorists attacks on 9/11/01.

The Commission requests that documents requested above be provided as soon as they are available,
even though all requested documents may not be provided at the same time, through means of a
"roiling" production.

If any requested documents are withheld from production, even temporarily, based on an alleged
claim of privilege or for any other reason, the Commission requests that the respondent, as soon as
possible and in no event later than the production date, identify and describe each such document or

7. All transcripts, tapes and other documents of the Air Force Bases from which
aircraft were scrambled in support of NEADS's response on 9/11, related to the
response of such aircraft to the hijackings of 9/11.

8. The pilot logs for each pilot that was scrambled in support of NEADS' response to
the hijackings on 9/11, including but not limited to the pilots that scrambled out of
Otis Air Force Base, Langley Air Force Base, Andrews Air Force Base, Toledo Air
Force Base and Selfridge Air Force Base.

9. The Air Traffic Control Logs for each base from which fighters were scrambled in support of NEADS'
response on 9/11, including but not limited to: Otis Air Force Base, Langley Air Force Base, Andrews Air

10. All NORAD logs related to the exercise VIGILANT GUARDIAN, beginning with the morning
shift change on 9/11 and for the 24-hour period thereafter.

11. Intelligence scenarios and briefing papers for all national military exercises, since January 1993,
in which a plane was hijacked and/or used as a weapon and which involved any of the following
DoD entities: NORAD, JCS, and Special Operations Command (SOCOM).

12. The final briefing and intelligence scenarios for NORAD Exercises AMALGAM VIRGO 01
and 02. With regard to AMALGAM VIRGO 02, please provide documentation of the scenario as it
existed prior to 9/11 as well as the version used in the actual exercise.

13. All documents of the Office of the Assistant Secretary of Defense (Special Operations/Low-
Intensity Conflict) prepared for or signed out by the Assistant Secretary, that address the mission of
NORAD.

14. Portions of the following Office of the Secretary of Defense (OSD) documents that relate to
NORAD:
(a) Defense Planning Guidance
(b) Contingency Planning Guidelines

This request includes current versions of the aforementioned documents, and those versions that
were in effect on 9/11/01.

15. Portions of the following Joint Chief of Staff (JCS) documents that relate to NORAD:
(a) Joint Strategic Capabilities Plan
(b) Joint Strategic Review
(c) Joint Warfighting Capabilities Assessment (JWCA) for Combating Terrorism

This request includes current versions of the aforementioned documents, and those versions that
were in effect on 9/11/01. With respect to those documents that were in effect on 9/11, please
provide the staffing package that accompanied the documents when submitted for approval by the
Director of the Joint Staff.

16. Portions of the following NORAD documents that relate to domestic air defense and/or
combating terrorism:
(a) Integrated Priority List
(b) Requirements Review Report

This request includes current versions of the aforementioned documents, and those versions that
were in effect on 9/11/01.

17. Annual testimony to Congress of the NORAD Commander in Chief for 2000 and 2001.

18. Documents that establish the universe of military aircraft, other than air defense aircraft, that
were airborne within 150 nautical miles of the New York City and Washington D.C. areas, anytime
from 0800 to 1030 hours on the morning of 9/11/01. The documents should include the takeoff
time, flight plan, and ordnance load of such aircraft.

19. An Information Paper or fact sheet that establishes how clocks were synchronized and to what
standard on 9/11/01 for the following: the Joint Surveillance System radar tapes, the National
Military Command Center logs, the Cheyenne Mountain Operations Center logs, the Northeast Air
Defense Sector logs, and the First Air Force/Continental Air Defense Region logs.

20. The final briefing and intelligence scenario for the National Reconnaissance Office (NRO)
exercise scheduled on 9/11 concerning a plane crash into NRO headquarters.

21. The final briefing and intelligence scenario for the October 24-26, 2000 emergency drill based
upon the crashing of an airliner into the Pentagon.

22. The final briefing and intelligence scenario for the May 2001 DoD training of medical
personnel to respond to a guided missile in the form of a hijacked 757 airliner crashing into the
Pentagon.

23. All files of Lt. Col. Dawne Deskins, USAF, Northeast Air Defense Sector, related to the
hijackings of 9/11.

24. There are conflicting accounts of when NORAD first received notification from the FAA that
American Airlines Flight 11 had been hijacked. Please provide all documents relating to the FAA's
notification to NORAD of the hijacking of Flight 11.
25. The National Military Joint Intelligence Center (NMJIC) Senior Duty Officer log for the 24-
hour period beginning with the morning shift change on 9/11, and for any subordinate desks that
recorded events related to the hijackings on 9/11.

26. The National SIGINT Operations Center (NSOC) Senior Duty Officer logs for the 24-hour
period beginning with the morning shift change on 9/11, and for any subordinate desks that recorded
events related to the hijackings on 9/11.

27. The National Imagery and Mapping Agency (NIMA) logs that document imagery requests and
responses for the 24-hour period beginning with the morning shift change on 9/11.

The Commission requests that the documents requested above be provided as soon as they are

index of all documents produced, indicating which documents are responsive to what requests.

2. Computer Assisted Passenger Pre-screening. The respondent shall


use the CAPPS computer program that pre-screened the passengers
on each of the four hijacked flights. As part of the simulation, the
ticket reservation data from the Passenger Name Record (PNR) of the
hijackers will be inputted to determine the status assigned by CAPPS
to each of the individuals.

3. Flight Check-in. The respondent shall recreate the check-in


procedures applied to the hijackers including the presentation of
passenger identification by the hijackers to airline counter personnel
and the cross referencing of the PNR to the applicable flight
restriction notices including the "no fly list" of September 11, 2001.

4. Checkpoint screening. The respondent shall make available the


identical make and model of checkpoint security equipment including
magnetometers, x-ray machines and metal detection hand wands that
were used to screen the hijackers on September 11, 2001.

With respect to checkpoint screening equipment, the respondent shall


ensure that the devices uses for the simulation are calibrated to precisely
the same sensitivity as the equipment used to screen the passengers on
September 11, 2001. During the simulation, the equipment will be
tested using the items the FBI believes the hijackers may have had on
their person or in their carry-on luggage.
