Let's stop your concurrent manager if it is running and try these steps:
Solution :
Login into sqlplus as user APPLSYS (owner of Application object library objects)
and follow the steps:
1. Truncate FND_CONCURRENT_PROCESSES...
truncate table FND_CONCURRENT_PROCESSES;
