1.1

In General

The Admission Control of Prioritized Bearers feature contains a collection of changes to the admission control algorithm which improve the handling of emergency calls and simplify the handling for the operator. Modified handling for emergency calls Prior to UMR4.0, emergency calls were handled as NAS related signaling bearer and therefore the admission control threshold for NAS related SRB was used. In UMR4.0, additional operator-configurable thresholds for emergency calls are introduced. Emergency calls are identified by the setting of the RANAP allocation/retention priorities and based on the conversational traffic class. Furthermore, an additional flag CC for emergency calls is introduced for an operatorconfigurable congestion check. Changes to the slope function The slope function is the rate-availability function for interactive and background bearers. In UMR4.0, the slope function thresholds in UL and DL are changed from 8 kbit/s - 384 kbit/s to 8 kbit/s - 64 kbit/s. With this change, customers can define background and interactive admission control thresholds in a broader range. Changes to the thermal noise value and the scaling factors Admission control handling is based on thermal noise NUL and common channel power PCOMMON. In UMR4.0, the range for the operator-configurable initial value of NUL has been changed. Furthermore, individual percentage of load for the use of common measurements parameters are introduced for both the UL and DL thresholds. Congestion control check upon RAB setup Up to UMR4.0, a congestion check was not performed if the load of the bearer did not increase. In UMR4.0, a congestion check is always performed in the case of RAB setup, regardless of load changes. Changes to the congestion control In UMR4.0, the definitions of the congestion control thresholds are updated to prevent a situation in which the UL/DL threshold is below the current values of NUL and PCOMMON in UL and DL respectively. Up to UMR4.0, congestion checks were not performed if the load of the bearer did not change. In UMR4.0, a congestion check is always performed in the case of RAB setup, regardless of load changes.

By introducing the Admission Control of Prioritized Bearers feature, changes to the admission control and congestion control algorithms are performed, improving the algorithm for the handling of emergency calls and simplifying the handling for the operator.

Functional Description

The Admission Control of Prioritized Bearers feature is a collection of changes that improve the admission control algorithm with respect to the handling of emergency calls and simplified handling for the operator. This section provides an overview of all improvements.

2.1

Basic Concept

This section provides information on: SRNC/DRNC - CRNC Interface Handling of the RRC Connection Setup Handling of Emergency Calls Changes to the Slope Function Changes to the Thermal Noise Value and the Scaling Factors Changes to the Congestion Control

2.1.1

SRNC/DRNC - CRNC Interface

The SRNC sends the traffic class information to the CRNC in the RANAP RAB ASSIGNMENT REQUEST message or the RANAP RELOCATION REQUEST message. The SRNC sends one of the following traffic class information to the CRNC: 1. CRNC traffic class SRB 2. CRNC traffic class CONVERSATIONAL 3. CRNC traffic class EMERGENCY_CALL 4. CRNC traffic class STREAMING 5. CRNC traffic class INTERACTIVE 6. CRNC traffic class BACKGROUND 7. CRNC traffic class CONVERSATIONAL_AND_INTERACTIVE 8. CRNC traffic class CONVERSATIONAL_AND _BACKGROUND 9. CRNC traffic class CONVERSATIONAL_AND_CONVERSATIONAL 10. CRNC traffic class STREAMING_AND_INTERACTIVE 11. CRNC traffic class STREAMING_AND _BACKGROUND 12. CRNC traffic class IUR During congestion control, UEs to be reconfigured or dropped are selected in two stages. Stage 1 maintains QoS during congestion by avoiding call dropping as much as possible while stage 2 executes call dropping to ensure that the congestion is solved quickly and efficiently. The SRNC indicates to the CRNC whether or not a bearer can be treated in congestion control stage 1. Single PS BE RABs and PS BE RABs of multi-call services with a PS BE RAB higher than the minimum rate can be treated in the congestion control stage 1, PS BE RABs with minimum rate or UL: 0 kbit/s; DL: 0 kbit/s rate are excluded. All other bearers can be treated only in the congestion control stage 2. All UEs that are handled within stage 1 and 2 of the congestion control algorithm are selected according to their DL spreading factor starting with the lowest. The bearer with the lowest DL spreading factor is selected to handle an UL or DL congestion. A congestion check is performed before the establishment of an emergency call. Congestion handling and so bearer drop of an emergency call depends on the flag CC for Emergency Calls and the congestion control is bypassed if the flag set accordingly. The DRNC sends the traffic class information to the CRNC in the RNSAP:RL SETUP REQUEST message, the RL ADDITION REQUEST message, and the RNSAP:RL RECONFIGURATION PREPARE message. The traffic class is set to CRNC_TRAFFIC_CLASS_EMERGENCY_CALL for emergency calls and to

CRNC_TRAFFIC_CLASS_IUR for all other calls. In the event of an emergency call, the admission control threshold for emergency calls is used. Otherwise, the admission control threshold for the Iur interface is used. Additionally, the SRNC checks whether or not a bearer is treated in congestion control stage 1. An emergency call is identified by the TrCh Source Statistics descriptor set to Speech and the allocation/retention priorities set to priority = 1, vulnerability = Non Pre-Emptable, pre-emption capability = May Pre-Empt. If the admission control threshold of the same traffic class/service is set to 0 only in one direction (UL or DL), this setting is rejected by the OAM. Admission control rejects a bearer request for soft handover, bearer setup, and bearer reconfiguration if the admission control load threshold is set to 0. This check is performed with the thresholds which are derived from office data no matter if load-based bit rate adaptation is active in the system or not.

2.1.2

Handling of the RRC Connection Setup

The following load thresholds are used for admission control upon RRC connection setup: Downlink: RRC DL AC Thr = MAX [DL Conv AC Thr, DL Streaming AC Thr, DL IA 8k AC Thr, DL BG 8k Thr] Uplink: RRC UL AC Thr = MAX [UL Conv AC Thr, UL Streaming AC Thr, UL IA 8k AC Thr, UL BG 8k Thr]

This handling is not valid for emergency calls, see Handling of Emergency Calls. The admission thresholds in the above formulas are derived from office data no matter if the Load-Based Bit-Rate Adaptation feature is active in the system or not.

2.1.3

Handling of Emergency Calls

Emergency calls were handled as NAS related signaling bearer prior to UMR4.0. Therefore, the admission control threshold for NAS related signaling bearer was used. With the Admission Control of Prioritized Bearers feature, additional operator-configurable thresholds are introduced for emergency calls to specify the admissible UL load, emergency,RAB,UL, and the admissible DL power, Pemergency,RAB,DL. These thresholds are used for both the RRC signaling (establishment cause emergency call) and the emergency RAB. The CRNC applies the emergency-RAB admission control thresholds if the traffic class is set to Emergency Call. The soft handover thresholds are used for emergency calls in the event of a soft handover. An emergency call is specified by: The CS conversational traffic class The source statistics descriptor set to Speech The RANAP allocation/retention priorities set to priority = 1, vulnerability = Non Pre-Emptable, pre-emption capability = May Pre-Empt The SRNC indicates in the internal message to the CRNC that the corresponding bearer belongs to the emergency-call traffic class, see SRNC/DRNC - CRNC Interface. The additional operator-configurable flag CC for emergency calls specifies the handling of emergency calls during congestion control stage 2: CC for Emergency Calls = true The congestion check during admission control is performed for emergency calls. CC for Emergency Calls = false The congestion check during admission control is bypassed. Furthermore, emergency calls are not dropped by congestion control. During congestion control stage 1, however, the CC for emergency calls flag is not checked.

Functional Description

The emergency call handling can be improved by the use of the optional feature Pre-emption: RAB pre-emption is active: The emergency call uses the emergency call threshold instead of the highest threshold of any traffic class. If admission control rejects the setup, normal pre-emption handling is applied. RAB pre-emption is inactive: The emergency call uses the emergency call threshold. Emergency calls can be identified on the Iur interface only if the Pre-Emption feature is active, see SRNC/DRNC - CRNC Interface.

2.1.4

Changes to the Slope Function

The slope functions are the rate availability functions for interactive and background bearers. In UMR4.0, the slope functions are described by the admission threshold for the 8 kbit/s bearer and the 64 kbit/s bearer. In addition, the functions within the admission control are optimized according to field experience. Four different rate-availability functions are defined via the load threshold 8 for the 8 kbit/s bearer and the load threshold 64 for the 64 kbit/s bearer: Rate-availability function in UL for the traffic class PS background fBG,UL(x) = (( 64,BG,UL - 8,BG,UL)*x + 64* 8,BG,UL - 8* 64,BG,UL)/56 Rate-availability function in DL for the traffic class PS background fBG,DL(x) = (( 64,BG,DL - 8,BG,DL)*x + 64* 8,BG,DL - 8* 64,BG,DL)/56 Rate-availability function in UL for the traffic class PS interactive fIA,UL(x) = (( 64,IA,UL - 8,IA,UL)*x + 64* 8,IA,UL - 8* 64,IA,UL)/56 Rate-availability function in DL for the traffic class PS interactive fIA,DL(x) = (( 64,IA,DL - 8,IA,DL)*x + 64* 8,IA,DL - 8* 64,IA,DL)/56

2.1.5

Changes to the Thermal Noise Value and the Scaling Factors

Admission control handling is based on thermal noise NUL and common channel power PCOMMON. In UMR4.0, the range for the operator-configurable initial value of NUL has been changed because the range in UMR3.5 may have led to problems for indoor scenarios. In UMR3.5, the operator specified the UL and DL thresholds which update the internal scaling factors by one parameter called percentage of load for the use of common measurements. In UMR4.0, individual percentage of load for the use of common measurements parameters are introduced for both the UL and DL thresholds. Therefore, the update thresholds for admission-control-internal scaling factors can be adjusted separately for UL and DL by operator configurable cUL and cDL parameters. The threshold for updating the scaling factor, however, will also change if the UL/DL threshold for newly established conversational radio bearers changes. 2.1.6

Changes to the Congestion Control

The SRNC sends the information to the CRNC whether or not a bearer can be treated in congestion control stage 1, see SRNC/DRNC - CRNC Interface. A congestion check is not performed on emergency calls if the CC for Emergency Calls flag is set to false. In UMR4.0, the definitions of the congestion control thresholds are updated to prevent a situation in which the UL/DL threshold is below the current values of NUL and PCOMMON in UL and DL respectively.

2.1.6.1

Thresholds 1 and 2 for the Received Total Wideband Power

The thresholds for the received total wideband power are: THR1(range: -112-50 dBm by step of 0.1 dB) = NUL + UL_cong_threshold

THR2(range: -112-50 dBm by step of 0.1 dB) = MAX(THR1 - UL_cong_hyst, NUL)

The update threshold for uplink congestion control is specified by: Update threshold for UL CC = MIN (Update_threshold, UL_cong_threshold) The uplink congestion control threshold is configurable by the operator and must be set to a value greater than 0. In addition, the uplink congestion hysteresis is specified by the operator. The Update_Threshold cannot be changed by the operator.

2.1.6.2

Thresholds 1 and 2 for Transmitted Carrier Power

The thresholds for the transmitted carrier power are: THR1(range: 01 by step of 0.01) = MAX(DL_cong_threshold, PCOMMON) THR2(range: 01 by step of 0.01) = MAX(THR1 - DL_cong_hyst, PCOMMON) Measurement Threshold 1 = median (0; 100; THR1*100) and Measurement Threshold 2 = median (0; 100; THR2*100) The downlink congestion threshold and the downlink congestion hysteresis are specified by the operator.

2.1.6.3

Congestion Check upon RAB Setup

In UMR4.0, a congestion check is always performed upon RRC connection setup (except for NAS related handling) and RAB setup. Therefore, a congestion check is performed at RAB setup, even if the load does not change or an existing bearer is reconfigured to a lower rate, for example PS 384 kbit/s -> PS Streaming + PS 8 kbit/s. Upon setup of an emergency call, however, the congestion check is bypassed if indicated by the CC for Emergency Calls flag, see Handling of Emergency Calls.

2.2

Interdependencies

2.2.1

Congestion Control and Pre-Emption

The allocation/retention priorities specified for Pre-Emption are used in the congestion-control selection algorithm: Stage 1 UEs with a PS BE in the RAB combination are either switched to common channels or the rate of the PS BE is reduced to minimum rate (if channel-type-switching is not possible). Stage 2 The CRNC uses the ordered list of pre-emptable radio links and selects the radio links to be released in ascending order of priorities and increasing DL spreading factor for radio links with the same priority. If all preemptable radio links of this list are released and the congestion still persists, the CRNC selects users from non-pre-emptable radio links with increasing DL spreading factor. Triggering of congestion control does not prevent the execution of ongoing pre-emption procedures. New preemption procedures, however, are not started during congestion control except in the event of a soft handover. For more information see FD012243 - Pre-Emption.

Functional Description

2.2.2

Congestion Control and HSDPA

The basic congestion control mechanism selects UEs according to their downlink spreading factor no matter if the congestion is occurred in DL or UL. If HSDPA is used, this mechanism may lead to inappropriate handling. Moreover, HSDPA users may be dropped even though they were not the root cause of the situation. Therefore, the following rules apply if HSDPA is used: Congestion occurs in DL direction only or in UL and DL direction: In stage 2 and in stage 1, UEs with the lowest DL spreading factor are handled first by taking into account both primary and secondary scrambling code. Congestion occurs in UL direction only: In stage 1, UEs are sorted as follows: At first, all UEs which have a DL spreading factor of 256 (including HSDPA users) are listed. Afterward, other UEs are ordered by increasing DL spreading factor. In stage 2 UEs with the lowest DL spreading factor are handled first by taking into account both primary and secondary scrambling code. If bearers with identical DL spreading factors are found and they are comprised from the primary and the secondary scrambling code tree, bearers from the secondary scrambling code tree are treated first. For single PS BE HSDPA RAB UEs, the spreading factor of their associated DPCH channel is used, when ranking UEs. For more information see FD012249 - Support of HSDPA.

The basic procedure to set up the Admission Control of Prioritized Bearers feature in the RNC at network launch is the following: 1. Specify the handling of emergency calls:

1.1 Specify the admissible downlink power mdlp_emg and uplink load mul_emg for emergency calls.
