National Canadian Cadet Survey 2013 Q6 Cadet program participants have suggested that 'soft' training activities such as "Expedition Training" and the Rocky Mountain Cadet Camp are expensive taxpayer funded vacations for a small group of cadets. Suggestions have been made that more broadly available skills training, such as trades training, driver courses, leadership training, and military skills training would be cheaper to run, benefit more cadets, and give actual skills to cadets entering the workforce. Since that time, Cadets Canada and Captain Moriarty's home RCSU, RCSU Pacific, have not made public any policy changes with regard to the use of social media with cadets. National Canadian Cadet Survey 2013 Q43 In your own words, describe whether you believe that the CIC mentality of "we will take anyone we can get and give them a Canadian Forces Commission" weakens the program, lessens the meaning of the CF Officer's Commission, and drives away cadets.

National Canadian Cadet Survey 2013 Q44 Do you believe the often repeated statement that cadet corps would not be able to attract cadet officers if some form of educational or capability standard were put into place for adult staff? (Before giving your answer, remember that there are schoolteachers, tradespeople, banking officials, and other professionals in every community across Canada. Additionally, note that the British cadet program has a non-commissioned stream for adult staff who would otherwise be ineligible for a commission.)

National Canadian Cadet Survey 2013 Q45 In your own words, describe how internal personnel abuses undermine confidence in cadet program leadership. You may use the following examples to help shape your answer: 1. RCSU bureaucrats arranging to hire their wives and family members into full time positions. 2. RCSU bureaucrats creating meaningless positions, such as "Social Relations Officer" and "Senior Public Affairs Officer", to hire friends and family. 3. RCSU bureaucrats failing to follow the Canadian Forces' rules on procedural fairness in Class A and B hiring. 4. RCSU bureaucrats conducting hiring or appointments to employment without posting competitions.

National Canadian Cadet Survey 2013 Q53 Some individuals have suggested that there is no occupational requirement for the exclusion of disabled persons and persons over age 65 from the CIC. It has also been pointed out that there are Cadet Officers and even Commanding Officers of Cadet Summer Training Centres who are grossly obese and intellectually underqualified, which are much greater drawbacks than physical disabilities or advanced age. In light of these arguments, do you agree that physically disabled persons and persons over age 65 should be permitted to join/remain in the CIC?

National Canadian Cadet Survey 2013 Q56 Cadets Canada has a budget of over $200,000,000.00 per year. This does not include infrastructure support, budgetary extras like pension liabilities for full-time bureaucrats, uniforms for CIC officers, and other external costs covered by the Canadian Forces. Some have estimated that the actual cost of the cadet program to taxpayers comes closer to $300,000,000.00 per year. Were you aware that Cadets had a budget of hundreds of millions of taxpayer dollars per year?

Girl Guides Canada has a 7 million dollar national budget for 89,000 Guides. Do you think it is reasonable that an individual cadet costs twenty times the amount compared with a Scout, and forty-nine times the amount compared with a Girl Guide? Please consider that Cadets is entirely taxpayer funded, and Guides and Scouts are privately supported, when you answer.

National Canadian Cadet Survey 2013 Q59 Full time bureaucrats with Cadets Canada, who do not work directly with cadets, are paid 365 days a year, but with weekends, holidays, and 24 days annual leave taken out of the equation, work a maximum of 227 days a year. Local cadet corps staff with Cadets Canada, who work directly with cadets are paid for 25 or 35 days a year, but are expected to work between 50 and 100 days a year to make the local organization function, on a volunteer basis over and above their allocated days. A full time bureaucrat in the rank of Captain (10) holding a position such as "Web Info Officer" or "Social Relations Officer" can expect to make $83,614.00 plus full benefits annually for their 227 days of work. A local corps staff member in the rank of Captain (10) holding a corps Training Officer position can expect to make $5,727.00 with no benefits annually for their 50 - 100 days of corps work. Explain whether you see any problem with the way Cadets Canada allocates staff pay.
