SPECIFICATION FOR SENSITIVE EARTH FAULT RELAY


1.0 SCOPE

CEB STANDARD 073 : 1998

BASIC FEATURES 5.1 The equipment shall conform to the relevant standards specified in Clause 4.0 above. They shall be intrinsically safe, of compact light weight design and suitable for Indoor use.

The relays shall be of withdrawable type. When withdrawing the relay from the casing, opening of d.c. auxiliary circuits and shorting of CT inputs shall take place automatically, with auxiliary circuits opening first and shorting of CT inputs subsequently. The relay shall be provided with a test block.

The relay shall be supplied as a single phase unit, suitable for flush mounting on Panel. The relay shall be of non-directional type. For every 10 Nos. of relays one test plug with testing leads shall be supplied. The relay shall be rendered immune to third harmonic components.

The relay shall withstand impulse of 5 kV peak and 1/50 micro-second, wave form applied both transversely and between relay terminals and earth, in accordance with IEC 255-5 Clause. 5A

Continues Short Time Insulation Withstand

2 x rated current continuously 50 x rated current for 1 sec. 25 x rated current for 3 sec. The equipment shall withstand 2kV rms for 1 minute between all case terminals connected together and the case. 2 kV rms for 1 minute between independent circuits of the Scheme, including contact circuits. 1 kV rms 1 minute across the contacts of the normally open outgoing contact pairs (IEC 2555).

High Frequency Disturbance

: The relay shall comply with the requirements of draft IEC test recommendation for the High Frequency Disturbance Test. The accuracy of relay shall not be affected by repetitive 1 MHz bursts having an initial peak of 1.0 kV superimposed across the terminals of each independent circuit and 2.5 kV between independent circuits, and circuit to earth, with a delay time 3 to 6 microseconds and with a repetition rate of 400 bursts per second. The rates shall be performed with the relay energized (IEC 255-22-1 Class III)

ADDITIONAL REQUIREMENTS 7.1 Packing

Equipment shall be suitable packed to prevent damage during handling and transport. Each packing shall carry details of the equipment such as name of manufacturer, country of origin and weight etc. 7.2 7.2.1 Markings & Data The following data (with indications of the Units) shall be made available by the Manufacturer; a) b) manufacturers name or trade-mark type designation and serial number

7.2.2

Requirements for Marking Data a), b) and if applicable r) shall be marked on the relay by a durable method so that they are legible with the relay mounted as in service. Data c) 3), g) and h) if not implicit in b), shall be marked on the relay without necessary being visible, with the relay mounted as in service.

INFORMATION TO BE SUPPLIED WITH THE OFFER The following shall be furnished with the offer. (a) (b) Catalogues describing the technical features of equipment and indicating the Model Number. Constructional feature Performance Certificates of performance with regard to manufacture, supply and utilization of the relays of same type, and design offered. (d) A list of names and addresses of purchasers giving year of delivery and quantities supplied during the past five years. Type Test Certificates

Test Certificates with performance curves of the Type Tests performed conforming to with the standards specified. The Test Certificates shall clearly identify the equipment concerned showing the Manufacturer's identity, type number and basic technical parameters and shall be issued by an Internationally recognised Independent Testing Authority acceptable to the purchaser. 9.0 TECHNICAL LITERATURE AND DRAWINGS The selected Tenderer shall supply along with the equipment relevant drawings and technical literature including operation, testing, commissioning and maintenance if the relay. 10.0 INSPECTION AND TESTING The selected tenderer may have to make necessary arrangements for inspection by a Representative of the Purchaser if same is deemed necessary and also to carry out in his presence necessary routine tests of the equipment offered, where the purchaser will bear the cost of personnel and travelling expenditure of this representatives.
