A public distribution shop also known as Fair Price Shop (FPS), part of Indias Public Distribution System established by Government of India , is a kind of shop in India which is used to distribute rations at a subsidized price to the poor. As of date there are about 4.99 lakh Fair Price Shops (FPS) across India. oFirst introduced in 1939 in Bombay by the British Government

High inclusion errors : This leads to APL families receiving excess.

Unequal distribution of ration cards between APL and BPL holders.

10 Kg of food grains per BPL family. New cards could be issued to eliminate the bogus cards. Vigilance committees (VCs) should be formed at District and state levels. Emphasis on creating infrastructure in difficult areas would continue to improve FDS.

SOLUTIONS:
The performance of TPDS can be improved if some corrective measures are taken to reduce delivery cost, bring in transparency in the delivery mechanism and make the operation of retail outlets financially viable.

Streamlining BPL Identification


A fresh BPL identification survey through independent agencies engaged in social science are required to eliminate targeting errors.

Making delivery mechanism effective


1)Ensure timely delivery of goods. 2)Rationalize cost of handling food grains through public agencies. 3)Bring transparency through E-governance.

Additional measures 1)Reduce additional cost by welfare gain and saving. 2)Making FPSs financially viable. 3)Involving PRIs Effectively.

Due to Involvement of Panchayati Raj Institutions under the guidelines for implementations of the PDS ,the State Govs were urged to involve the Gram Panchayats Gram Sabah's in the identifications of eligible beneficiaries.

SOLUTIONS:
Schema of ration book should be modified to Electronic Ration cards.

Steps to be taken:
Firstly a Remote database is developed storing all details of PDS receiving people. AT DESTINATION

OUR EFFECTIVE SOLUTION

1) Design a Food Store house at Rural areas. 2) Each House have Separate sections for Wheat, rice, kerosene. 3) At each Section a Biometric/Electronic device Device is Installed to Scan the E-Ration card. 4) The Food store House should have outlet from which after scanning specific amount of food is taken out(approx. 5 kg). 5) As the food is taken out ,Remotely all the details of the family is stored in the database. 6) Every time food is taken the details should be automatically updated.

Implementing Solution
STEPS to be taken: While sending PDS food from central to state to Destination AT TRANSPORT

1) Tank/Truck/Vehicle used for transport must attach with a sensor. 2) Sensor will monitor all activity along with route and time taken to reach food at destination. 3) Transporting Vehicle should be sealed. 4) If sealed is found open before destination strict action be taken against Driver. 5) In case of Accident of Transport vehicle, using sensor all information should be investigated. 6) These Remotely Designed vehicles can be accessed remotely any time. 7) If the truck found to be opened before ,it has to send back at source again for investigation.

BENEFIT AFTER IMPLEMENTING PROPOSED SOLUTIONS:

1) Awareness about every activity of system using remote sensor. 2) Easy maintenance. 3) Easy to detect error cause and implement solution. 4) Efficiency.

1) Getting proper sealed vehicle. 2) Security. 3) Reduction in corruption. 4) Easily error detection and correction.

TO PEOPLE
1)Easy reach. 2)Proper food. 3)Less waste. 4)No problem with local dealers . SOLUTION BENIFIT

TO GOVERMENT 1)Corruption reduction. 2)Less people involvement. 3)security. 4)Reduction in waste of food(up to 10%). 5)Saving in government fund.

CONCLUSION
As we see that PDS is playing very important role in

our economy and it is providing very essential and important items to BPL households. Also PDS has many leakages and weakness which are certain obstacles in the efficiency of PDS so for removing them or for the improvement of PDS procedural and policy reforms should be encouraged. Banking and Information technologies have advanced rapidly and should enable governments to bring transparency and speed in all applications without extra expenditure. In addition, computerization can help in modernizing the PDS. The introduction of smart cards and establishment of quality control cell and training programmes of officers which are held by Govt. can improve the storage and delivery system of PDS. Like that we can say that with the implementation of some measures the PDS can give fruitful results to poor people and society of India. As PDS is only meant for beneficial of people.
