Attached are some recommendations from a scholar and friend of mine named Marc Gopin, who heads the
Center for World Religions, Diplomacy, and Conflict Resolution at George Mason University, and has thought
deeply on healing the rifts between Islamic and Western societies. Marc also knows Commissioner Roemer, and
he is sending the recommendations to Commissioner Roemer as well.

If there is interest in follow up, I'm sure he would be happy to amplify on his paper.

A response must be divided between enemies, potential allies, and those who
stand in between. What is clearly a threat to the United States and the entire
world is the network of active terrorists, Salafiya extremism that theologically
supports Al Qaeda and other movements, and repressive regimes that support
terrorism directly or indirectly.

A reservoir of potential allies are the millions of Muslims around the world who
yearn for freedom and democracy, and who are yearning to develop religious
institutions that will support democracy and coexistence with others. This is
especially true of women and highly educated citizens.

In between active extremists and liberals stand hundreds of millions of


Muslims, often very poor and uninformed, who are easily swayed in one
direction or another, depending on who reaches them, who helps them, and
how persuasive the message is.

• Develop strategies to isolate the extremists by discrediting them.


• Support potential allies.
• Compete hard for the hearts and minds of those who are easily
swayed.

Here are a sampling of measures to discredit the Salafiya movement:

• A broad media campaign targeted at the Muslim world that demonstrates


graphically the results of living under the terror of Salafiya religious
repression, including the treatment of women and minorities in countries
across the world. This will undoubtedly create an angry response from
embarrassed "friendly" regimes, allies of the United States. But this will
