Description of the project activity: >> The purpose of this project activity is to accelerate the installation of amorphous transformers in Shandong power distribution grid in China. At present, silicon steel plate transformers are common and amorphous transformers is not commonly installed in China, because the production of amorphous transformers requires a specific and advanced technology and the price of amorphous transformers is about 1.5 times higher than silicon steel plate transformers.
Through this CDM project activity, the project participant will manufacture and sell amorphous transformers for installation in the Shandong power distribution grid as an alternative for low-efficiency silicon steel plate transformers. By installing such efficient transformers in the power distribution grid, the project activity is expected to reduce electricity consumptions which result in reducing CO2 emitted from the power grid. By accelerating the promotion of high energy-efficiency transformer, the CDM project activity will contribute to Chinese sustainable development in the following four aspects. 1) Promote energy-saving economic growth; 2) Lessen energy security concerns; 3) Improve the quality of Chinese transformers; and 4) Expand the market of energy-saving amorphous transformers A.3. Technology to be employed by the project activity: >> Transformers convert electrical energy from one voltage level to another. They are an essential part of the electricity transmission and distribution network. After generation in power plants, electrical energy needs to be transported to the areas where it is consumed. A large number of transformers of different classes and sizes are needed in the transmission and distribution network, with a wide range of operating voltages. There are two different types of losses that constitute transformer loss: No-load loss (also called iron loss or core loss): Caused by the hysteresis and eddy currents in the core. It is present whenever the transformer is connected, and independent of the load. It represents a constant, and therefore significant, energy drain. Load loss (or copper loss): Caused by the resistive losses in the windings and leads, and by eddy currents in the structural steelwork and the windings. It varies with the square of the load current. No-load loss can be reduced by selecting a high performance steel for the core. Recent development of amorphous iron introduced a significant new evolution for reducing the no-load loss. These transformers have cores wound with amorphous ribbon made from a ferric metal alloy produced by very rapid quenching to avoid crystallisation.

The project activity will manufacture distribution transformers built with amorphous iron cores. Since amorphous transformers have significantly lower no-load losses, the installation of this type of transformers can contribute to great reduction of energy losses in the power distribution grid. In China, the value of load loss and no-load loss for distribution transformers is stipulated in national mandatory standard, which is called GB 2005-2006 / The minimum allowable values of energy efficiency and the evaluating values of energy conservation for three-phase distribution transformers. As stated above, the value of load loss and no-load loss of transformers are given in the Chinese standard GB 20052006.

The efficiency, or the value of load loss and no-load loss, of transformers generally used is guaranteed by standard specifications determined by the national authorities.

Applicability Condition 2:

Load loss of amorphous transformers to be installed by the project activity, which is confirmed by performance test report submitted by manufactures, is equal or smaller than that of transformers generally used at the equivalent capacity.

The current standard is S9 type and a new standard called S11 is expected to be introduced in year 2011. According to GB 2005-2006, the load loss of an amorphous transformer shall be equal to those of silicon steel plate transformers such as S9 and S11 type. The amount of the load loss for a silicon steel plate transformer is shown in the standard, while the amount of the load loss for an amorphous transformer will be tested and assured before installation. The no-load loss of an amorphous transformer is smaller than that of a silicon steel plate transformer. The amount of the no-load loss for a silicon steel plate transformer is shown in the standard, while the amount of the no-load loss for an amorphous transformer will be tested and assured before installation.

Applicability Condition 3:

No-load loss of amorphous transformers to be installed by the project activity, which is confirmed by performance test report submitted by manufactures, is smaller than that of transformers generally used at the equivalent capacity.

B.4. Project proponents shall identify the most plausible baseline scenario among the aboves, using the latest approved version of the tool for the determination and assessment of additionality. In the absence of the project activity, amorphous transformers will not be produced/installed because of the following barriers; Technological barriers Manufacture of amorphous ribbon is the state-of-the-art technology, and a substantial research effort is required to enable the production. According to the Research report on development in china transformer industry, there is very few materials available in China, which is one of the most critical limiting factor of amorphous transformers. Institutional barriers Ineffectiveness of policies which accelerate promotion of the amorphous transformer. Investment barriers In China, the price data of transformers are taken as confidential business information both by the grid company and manufacturers, therefore those data are not publicly available. However, according to several information sources, it appears that the price of amorphous transformer is approx. 1.5 times higher than that of silicon steel plate transformer. Shandong Electric Power Corporation (SEPCO) has positively considered the possibility of introducing amorphous transformers for many years and has made a trial installation into a part of its power distribution grid, but SEPCO has gave up the installation since it turned out to be not economically feasible due to high cost of amorphous transformers.

Prevailing practice barriers There is no official statistics for the number of distribution transformers which has been produced and installed, and only very limited information is available. However, according to a news article of the China Electro Mechanics Enterprise Network, the diffusion rate of amorphous transformers is approx. 0.2 %. Moreover, according to the recent survey conducted by the China National Institute of Standardisation, the diffusion rate of amorphous transformer is less than 1 % as shown below. In 1980s, Chinese Government pursued a compulsory policy for installation of high energyefficiency transformers, but amorphous transformers was excluded by market mechanisms. SEPCO has also promoted the use of amorphous transformers to private transformer users and some users have become aware of the cost-saving benefits of amorphous transformers. Nonetheless, they gave up the installation because of the cost increase. According to the Research report on development in china transformer industry, companys awareness on energy saving in rural area of China is lack, which encourages grid companies to purchase cheaper silicon plate transformers. The production of amorphous transformers has been also precluded by cost increase and insufficiency of materials for companies located in urban area. Due to the prohibitive barriers mentioned above, the installation of amorphous transformer is unlikely in the baseline scenario, and the most feasible baseline scenario options would be S9, S10 and S11. [Step 3] Determine the ratio of transformers in the baseline scenario

From the three options prescribed in the methodology, option 1 is chosen for this project activity. According to Option 1, the project proponent is requested to estimate the ratio of transformer types in the baseline scenario based on the historical installation data. 1) Gather historical installation data of the identified transformer types for the past three (3) years. 2) Estimate the ratio of transformer types that would have been installed in the baseline scenario. Take the average of the three (3) years as the ratio for the first crediting period. Installation of transformers in the Shandong power distribution grid for the past three (3) years is as follows:

Therefore, the most likely baseline scenario is 98.3% of S9-type and 1.7% of S11-type. Description of how the anthropogenic emissions of GHG by sources are reduced below those that would have occurred in the absence of the registered CDM project activity (assessment and demonstration of additionality): >> As explained in Section B.4., the most plausible baseline scenario is identified as the case where the S9type (98.3%) and S11-type (1.7%) would be newly installed, and amorphous transformers would not be produced/installed in the absence of the CDM project activity. STEP 4 Common Practice Analysis As stated in Step 2 regarding barriers due to prevailing practices, it is not a common practice. There is no activity similar to the proposed project activity in China and there are only few manufacturers of amorphous transformers. STEP 5 Impact of CDM Registration The approval and registration of the project activity as a CDM activity would result inter alia in the following benefits: The CDM project activity will reduce GHG emissions The CDM project activity will trigger the replication of such projects in the power transmission and distribution grid, to promote GHG abatement throughout China.

The CDM project activity will raise awareness of necessity of energy saving in the industry of power transmission and distribution as they are not well aware of the high emissions associated with electricity loss. The diffusion of amorphous transformers by the CDM project activity will increase the production. The CDM project activity will stimulate further R&D efforts to improve the energy efficiency of amorphous transformers. Emission reductions:

Since the load loss does not differ between amorphous transformers and silicon steel plate transformers, emission reductions generated by the project activity are calculated only by the difference in no-load loss between them. As shown in the following table, the value of no-load loss for distribution transformers is stipulated in national mandatory standard, which is called GB 2005-2006. However, the scale of the project activity i.e. how much capacity of the amorphous transformer will be installed through the project activity largely varies depending on the demand increase. In addition, the capacity and the type of each amorphous transformer equipped are various. For these reasons, the calculation above for the emission reductions is very preliminary and is subject to change. The total installed capacity and the capacity of each amorphous transformer should be monitored ex-post.
