Highspire Borough Council Minutes

June 18, 2013


Council President Kay Sutch called the Highspire Borough Council meeting to order at 7:00 p.m. The prayer was offered by Mayor John Hoerner then followed by the Pledge of Allegiance. Roll call was taken: Council Members Present:

Council Members Marie Hoch and Dorothy Matesevac were absent. Minutes President Sutch presented the meeting minutes from the May 22, 2013 Council Meeting and asked for questions regarding them. Hearing none, a motion to accept the May 22, 2013 Council Meeting minutes was made by Member Dengler and seconded by Member Roman. Motion approved unanimously. Financial Reports President Sutch presented the Treasurers Report and Financial Statements for the month of May 2013 and asked if there were any questions regarding them. Hearing none, a motion to accept the Treasurers Report and Financial Statements for the month of May 2013 was made by Member Anderson and seconded by Member Thatcher. Motion approved unanimously. Mayors Report Mayor Hoerner noted he attended the following meetings and events: 5/27 Memorial day Ceremony, in which the Mayor thanked all those who attended and participated in the service; 6/1 Bikers and Belly Dancers Cause for Cancer, in which over 80 bikers participated; he noted that he also performed 2 wedding ceremonies that day before the event; 6/3 Steelton-Highspire graduation; 6/8 Open House at the Borough Building; 6/10 Steel-High School Board Planning Meeting; May Hoerner noted that on 6/24 there will be a special meeting to announce the new superintendent; 6/12 TMI Dinner; 6/15 performed a wedding ceremony. Mayor Hoerner noted that he had a question from a resident from the east end of Steelton who wanted to know if they

could use the Highspire Woody Waste Facility. Manager McHale noted that the Highspire facility is for Highspire residents only.

Police Department Report President Sutch presented the Police Department Report for the month of May and asked if there were any questions regarding it. Hearing none she noted that the May Police Department Report could be filed. Fire Department Report A motion to accept the Fire Department Report for the month of May 2013 was made by Member Thatcher and seconded by Member Anderson. Motion approved unanimously. Fire Department President Shirley Sundy noted that this Saturday the Fire Department would be holding a car wash and chicken bbq. South Central Emergency Medical Services Report President Sutch presented the South Central Emergency Medical Services report for May and asked if there were any questions regarding it. Hearing none she noted that the May report could be filed. Citizens Comments None Correspondence A letter from Dauphin County Office of the Commissioners asking whether the Borough wishes to stay in or opt out of the Dauphin County CDBG Urban County status. Committee Reports Public Facilities Member Matesevac was absent. However, President Sutch noted that she had mentioned last meeting about purchasing a flag pole in conjunction with the Memorial Park Veterans Memorial Project. Motion made by Member Dengler, seconded by member Anderson to purchase a flag pole, between $500-$600 for the Memorial Park Veterans Memorial Project with funds from the Recreation Fund. Motion approved unanimously. Sanitation Committee Member Dengler noted that the sanitation committee would be meeting with Solicitor DeLuce on 7/9 at 6:00 pm before the council meeting. Bi-Centennial Committee Member Sutch noted that the committee is moving along and finalizing dates of events as well as putting together pamphlets of the scheduled activities. Finance/Administration Member Roman had nothing to report. Personnel Member Roman had nothing to report. Community Development Member Hoch was absent. Public Safety Committee Member Anderson had nothing to report. Staff Activity Reports Manager McHale noted that the proposed non-uniformed contract was delivered and a meeting will be scheduled to discuss it. He mentioned that Gary Branch has retired after 18 years of

police duties with the Borough. Manager McHale noted that the Borough received a quote from ODB for the budgeted leaf collector. It was also noted that the Dauphin County blue recycling bins have been moved back to Industrial Road. He noted that there have been some timing issues with the new traffic light which are being worked on. Public Works Superintendent John Ingiosi noted that due to issues with tractor trailers turning onto Lumber Street from Second Street, the Highway department has painted the curb to extend the no parking area. It was noted that this area is and has been on the books as no parking. He also noted that he has contacted several contractors regarding the replacement of the front doors to the Borough office. Motion made by Member Roman, seconded by Member Thatcher to approve the Staff Activity Reports for May. Motion approved unanimously. Solicitors Report Solicitor DeLuce had nothing to report. Engineers Report Engineer Christopher Knarr noted that the Rail Road Crossing project is one of the projects listed on the Road Way rehab list is a great way to partnership with other entities to help offset financial contributions. He noted that the traffic signal completed an inspection on the signal on June 6th and the signal was in full operation at 10:00 am. He noted that the contract with Siemens ended on the 30th of April. However, Siemens was still doing work up until the 6 th of June. He noted that the Borough has accumulated $500 per calendar day in liquidated damages which are approximately $18,000. Solicitor DeLuce noted that when the Borough receives the request for final payment the Borough should offset that amount or have a sit down with the company since this is a significant amount. Mr. Knarr noted especially since there were grant funds used for the project. Discussions were held regarding issues with the timing of the light. It was noted that some of the issues were due to the cameras not being in line with the stop bar. Chris from the Fire Department noted that their signal light at the Fire House is still not operable. Mr. Knarr noted that they still have not hear anything regarding the 2013 CDBG grant for Phase 2 of Rhoda Avenue. Old Business None New Business Motion moved by Member Roman, seconded by Member Thatcher, to approve the June 2013 Deletion List submitted by John Hoch, Tax Collection. Motion approved unanimously. Motion moved by Member Thatcher, seconded by Member Roman, to approve the June 2013 Tax Exonerations List submitted by John Hoch, Tax Collection. Motion approved unanimously.

Motion moved by Member Anderson, seconded by Member Roman, to approve the June 2013 Delinquent Tax Exonerations List submitted by Capital Tax Collection Bureau. Motion approved unanimously. Motion moved by Member Dengler, seconded by Member Roman, to approve Resolution 201322 authorizing the Council President and Borough Secretary to sign a letter of agreement with PennDOT, dated June 7, 2013 authorizing PennDot to move forward with the Railroad crossing project on Industrial Road in the amount of $6500. Fund to be taken from the Capital Reserve Account. Motion approved unanimously. Motion made by Member Dengler, seconded by Member Roman to approve Resolution 2013-20 revising the schedule of fees for the Borough and Office of Code Enforcement. Motion approved unanimously. Motion made by Member Anderson, seconded by Member Dengler to direct staff to release the June 2013 contribution to the Highspire Fire Department as indicated in the 2013 General Fund Budget. Motion approved unanimously. Moved by Member Anderson, seconded by Member Dengler to authorize the submission of the funding request application for the CDBG Program for Funding Year 2014, as described in Lauren Zumbrun, Rettew, memo dated May 14, 2013. Motion approved unanimously. Moved by Member Dengler, seconded by Member Anderson authorize the purchase of a replacement leaf collector from ODB Company, Quote 0043110, for the price of $19,890. This item is budgeted with the cost being split between the General Fund and Vehicle, property & Equipment PLGIT. It was noted that this is a COSTARS quote. Motion approved unanimously. Moved by Member Roman, seconded by Member Dengler, to approve payroll and bills for June 2013. Motion approved unanimously. President Sutch asked if there was any other business to be brought before Council, hearing none she adjourned the meeting at 7:42 pm.
