Proposition 1 Taxes

Provides ad valorem tax exemptions on all or part of the market value of residence to the surviving spouse of armed services member killed in action.

Proposition 2

Admin. of gov't

Implements a constitutional amendment eliminating an obsolete requirement for a State Medical Education Board and a State Medical Education Fund.

Proposition 3 Taxes

Grants authority to politically subdivide the state to increase the number of days that ad valorem tax-exempt aircraft parts may be located in the state for the purpose of qualifying these parts for the exemption.

Proposition 4 Taxes

Grants legislature authorization to provide ad valorem tax exemptions to partially disabled veterans or their surviving spouses on part of the market value of their residences if they were donated to veteran by a charity.

Proposition 5 Housing

Authorizes the making of a reverse mortgage loan for the purchase of a home and to amend certain requirements regarding a reverse mortgage loan.

Proposition 6 Budgets

Provides for the use of revenue from the Economic Stabilization Fund to assist in the financing of projects in the state water plan

Proposition 7

County governance

Authorizes a home-rule municipality to provide in its charter the procedure to fill a vacancy on its governing body for which the unexpired term is 12 months or less.

Proposition 8 Health care

Repeals the constitutional provision that authorizes the creation of a hospital district in Hidalgo County.

Proposition 9

State judiciary

Expands the types of sanctions that may be assessed against judges or justices following formal proceedings instituted by the State Commission on Judicial Conduct.

NOVEMBER 2013 STATE OF TEXAS CONSTITUTIONAL AMENDMENTS HARRIS COUNTY BOND ELECTION

PROPOSITION NO. 1 Ballot Language THE ISSUANCE OF $70,000,000.00 HARRIS COUNTY ADULT DETENTION CENTRAL JOINT PROCESSING CENTER BONDS AND THE LEVYING THE TAX IN PAYMENT THEREOF A $70 million bond for a long-discussed facility to process inmates arrested by county and city law enforcement. The proposed $100 million facility would replace the main county jails cramped processing center, which has been operating over capacity even as the jail population has fallen. The proposal also would fulfill the citys longtime wish to shutter its two aging jails, which cost $25 million a year to operate.

PROPOSITION NO. 2 Ballot Language THE ISSUANCE OF $217,000,000.00 HARRIS COUNTY ASTRODOME REDEVELOPMENT BONDS AND THE LEVYING OF AN ADDITIONAL SEPARATE AD VALOREM TAX IN PAYMENT THEREOF WHICH IS ANTICIPATED TO INCREASE TAX RATES WITHIN SAID COUNTY. A $217 million bond to convert the iconic stadium into a massive, street-level convention hall and exhibit space.
