LOPEZ-FLORES said that he did not see CHACHO sign the DMV
form for the Arab he CHACHO was assisting, or what name CHACHO
used to sign the form. LOPEZ-FLORES stated that he only remembers
seeing CHACHO walk out of the waiting room with the Arab male, and
then go before the attorney's secretary so they could sign the DMV
forms.
LOPEZ-FLORES once told CHACHO that they should stop
signing for other people because they were going to get in trouble.
CHACHO told LOPEZ-FLORES that there was a way that they could sign
without anyone knowing. LOPEZ-FLORES stated that in light of
CHACHO's statement and everything that has happened, LOPEZ-FLORES
believes that CHACHO meant that the way they could continue to sign
the DMV forms and not be caught was by using someone else's names.

three Arab males in it, drove up to them and asked them if they
would assist them in obtaining Virginia Driver's licenses. LOPEZ-
FLORES and CHACHO agre'ed to assist them, and led the Arab males to
an attorney's office, who they knew would be able to assist them in
the process of obtaining Virginia driver's licenses or
identification cards.
When LOPEZ-FLORES, HERBERT and the Arab males arrived at
the attorney's office, the secretary asked them what they needed in
Spanish. After they told her what they needed, the secretary took
their passports and identification cards and asked them to wait in
the waiting room while she completed the forms.
Once all the forms had been signed and notarized, they
left the office. When they were outside in the parking lot, one of
the Arab males paid both LOPEZ-FLORES and CHACHO $80.00 each.
