A Solano County native, Dan was raised on a walnut orchard in Gordon Valley. His career highlights include serving as Chief of Staff for then-United States Congressman Doug Ose, as a senior advisor to California state Senator Maurice Johannessen, as an aide to nowCongressman Tom McClintock, as a public policy research associate at the Claremont Institute, and as a consultant for dozens of political campaigns in the Western United States.

Following his work in Congress, he served Of Counsel to Van Scoyoc Associates, Washington, D.C.s largest independent Government Relations firm. Dan is the former Chairman of the Vacaville Planning Commission, a member of the Advisory Board for the Salvation Army and KROC Center and formerly served on the Comstocks Business Magazine Editorial Board. Dan and his wife, Amy, met at Sacramento State while studying government.They live in Vacaville with their sons, Zack and Jakob, who attend Vacaville Christian High School. Welcome aboard Dan!

NorthBay to Host Enrollment in Cancer Prevention Study


o better understand ways to prevent cancer, the American Cancer Society is recruiting men and women across the United States and Puerto Rico for a landmark new research study Cancer Prevention Study-3 (CPS-3).The NorthBay Cancer Center has agreed to assist in the effort, according to Brad Gould, director, service line development oncology and cardiovascular services.

Past CPC-3 studies have enabled researchers to study individuals and understand how cancer develops in a population, identify causes of cancer and ultimately, learn how to prevent it. CPS studies have made major contributions to public health, such as linkage between tobacco use and cancer. Participating in the study offers others a chance to play a role in shaping the future of cancer control.

Enrollment of Solano County residents will be held at the Green Valley Administration Center between 10 a.m. and 2 p.m. on November 7, 2013. NorthBay is one of five sites throughout the county to host enrollments. Individuals may choose to participate if they are willing to make a long-term commitment to the study (which involves completing follow-up surveys periodically over the next 20-30

years), are between the ages of 30 and 65, and have never been diagnosed with cancer. NorthBay employees and their friends and families are also encouraged to consider participating in the study, Brad noted. A Brighter Future for California Business


he future of the Golden State is brightening.This summer, California legislators introduced an eightyear tax incentive that will encourage employers to maintain and expand their biotech and manufacturing operations in California. Starting next summer, manufacturers and researchers purchasing manufacturing and R&D equipment will no longer have to pay the 4.19% state general sales tax, until summer 2022. Most states already forgo the cost of sales tax on equipment used in long-term capital investments. By allowing businesses a full sales-and-use tax exemption, California is becoming a bit more business-friendly.This is good news for us all, including our

Vacaville and Solano County major employers and the new manufacturers we are working to bring to town.While the exemption has certain limitations by use and useful life expectancy, and California state and local tax rates are double the exemption amount, this period presents a new opportunity for business recruitment, retention and growth. The state has also agreed on a five year economic development incentive, in which it will distribute up to $780 million in income or corporate tax incentives to companies seeking to locate, expand or remain in California. At least one quarter of all annual credits are designated for small businesses. CalChamber believes

KUIC 95.3 will be co-hosting and along with an enormous amount of raffle prizes, there will be 22 new members present to network with.The Vacaville Chamber will be releasing the 2014 Mixer and Wake-Up Vacaville dates in late October. As mentioned in several past newsletter articles by our Board Chair Katheryn Tuberty and myself, the Vacaville Chamber of Commerce board of directors is working hard on our three strategic plans that came out of our board retreat. In the next few months I will report on the progress of all three and how they will benefits our members, the Chamber, and our community.

Walk to End Alzheimers and Aid a Local Program

orthBay Adult Day Center staffers hope to assemble a large team of participants for the Alzheimer Associations Walk to End Alzheimer fundraising event, to be held on Oct. 26 in Suisun City.The more money NorthBay team raises, the more funds will be returned to the Adult Day Center to help its program participants and their families,

says Sandy Perez, manager of the Adult Day Center. The Alzheimer Association has promised to send back as much as 50 percent of all funds collected by any team who raises more than $4,999 during the event. If the team surpasses that amount, 60 percent of all funds will come right back to the organization.It would be really good for us to get

those funds, says Perez.We could use them for scholarships for our families, and in so many other ways. The Solano County Walk to End Alzheimers event, set for Saturday, Oct. 26 at Harbor Plaza in Suisun City, begins with an 8:30 a.m. check-in.Walkers take off on the three-mile route around Harbor Plaza, beginning at 10 a.m. Everyone who signs

up to walk with the NorthBay team will receive a NorthBay t-shirt, and anyone raising more than $100 earns an event T-shirt. Financing Options for Small Business

he Solano Small Business Development Center (SBDC) can provide access to a number of financing options available to local small businesses.These options typically fall into 3 categories: SBA loans, local microloans and the Solano Microenterprise Loan Fund. SBA loans are probably the most common, with the SBA offering several different loan programs to meet different small business financing needs.To be eligible the applicant business must: Be a for-profit, small business under SBAs size standards Not have the internal resources (busi-

ness or personal) to provide the financing Be an eligible type of business, and Be able to demonstrate repayment ability. Additionally, lenders consider the applicants character and credit, management capability, collateral, and owners equity contribution. There are 4 general SBA loan programs: 1) SBA Microloan Program (up to $50,000) 2) The Community Advantage Loan Program (up to $250,000) 3) The 7(a) Guaranty Loan Program (up to $5,000,000)

4) The 504 Loan Program (for long-term financing) Local Microloan Programs provides very small loans to start-up, newly-established, and growing small business concerns. Loans may be used for typical business purposes such as working capital, machinery and equipment, inventory and leasehold improvements.Typical loan amounts range from $1,000 to $50,000, and are structured to meet almost any business condition.The most common providers are: 1) Celtic Bank 2) Oakland Business Development Corp. 3) Opportunity Fund 4) Safe-Bidco

5) Superior Financial Group 6) Working Solutions The Solano Microenterprise Loan Fund provides loans from $5,000 to $50,000 to low-moderate income households who operate or start a business, with 5 or fewer employees, located within the unincorporated areas of the County. The SBDC can assist small business owners determine the type of loan which may be most appropriate for their situation, and assist with the development of the loan application. eing self-employed is always an adventure and being a partner at Smith Business Interiors, and office furniture/ design company, is no exception. We started the business in 1990 and the adventure began! As a small business owner, joining the Chamber was one of the key components to survival. When we moved our office to Vacaville in 2004 our first trip was to the chamber to become members. With the challenges that small businesses face; the Chamber is a great advocate. It has provided us with opportunities to meet local business owners and develop lasting relationships. Being asked to sit on the Board of Directors was an honor and again provided important insights as to how our community works together to create a strong business platform. I was on the board for two terms. Loved it. Our business has given us many opportunities as well. We are able to meet many different kinds of customers

and work with them to create an office or an entire building that will be efficient as well as aesthetically pleasing.
