Introduction Purpose and structure of the report


The Site selection methodology paper (May 2009 and revised August 2011) a outlines the process to be used to create the preferred list of main tunnel sites, and this process also applies to CSO sites. Paragraph 2.3.31 lists the type of general considerations that will be addressed in each site suitability report. Whether a consideration is relevant to the assessment of a site will depend on available information and professional judgement. This report was prepared through the assessment of information from the perspective of a number of technical disciplines: engineering, planning, environment, property and community. The reports have been prepared on the basis of the information listed in Appendix 1 and this level of information is considered to be appropriate to this stage of assessment. The Site selection background technical paper provides information on the requirements for different types of sites, their sizes and typical activities/ facilities within the sites. Each site suitability report considers a particular site on its own merits. In addition, an Engineering options report was produced, which relates to main tunnel and connection tunnel options. Information from both of these reports will feed into the technical assessment of how well the site may fit in with tunnel design options, ensuring combinations of sites spread across the length of the tunnel route provide a reasonable spatial distribution of sites (that will best assist with the construction of the tunnel, operation and maintenance). The outcomes are reported in the Phase two scheme development report.

Background
The process for selecting sites is set out in the Site selection methodology paper. The amendments made in August 2011 do not change the site selection methodology process. The amendments only related to the introduction of a second phase of consultation (paragraphs 2.3.13-2.4.15) and minor factual updates.

The following is an overall summary of all elements that apply to all the sites on the final short list: Part 1C Creation of the preferred list of main tunnel (and CSO) sites site data, site visits, site suitability reports, engineering options report and optioneering workshops that are reported in the Phase two scheme development report.

The Site selection methodology paper also contains a provision for a back-check process in paragraph 2.5.6 that states: If any sites for any of the main tunnel sites or intermediate sites (or CSO site) are eliminated for any reason, if there are significant changes of circumstances in relation to existing sites or combinations of sites, if new or replacement sites are required or found or if the engineering design develops in unexpected ways then a targeted repeat of stages 1-3 will need to be undertaken in order to fill in any site gaps.

Consultation
Thames Waters approach to engagement and consultation for the Thames Tunnel project is outlined in the Statement of Community Consultation and the accompanying Community Consultation Strategy. Thames Water has engaged regularly with all potentially affected London local authorities, other stakeholders and interested parties on sites and the project. Phase one consultation has been completed for all the preferred and shortlisted sites along with the three main tunnel route options. The analysis of the consultation responses is set out in the Report on phase one consultation and Interim engagement report. Any relevant site comments were considered at the post phase one consultation optioneering workshops. The outcomes of these workshops are reported in the Phase two scheme development report. After the workshops, engagement on sites has continued with key stakeholders, and the engineering design for sites has also continued in parallel. In autumn 2011, phase two consultation will provide another opportunity for people to comment on sites.

Site information Site and surroundings


This site is one of the back-check shortlisted sites for Hammersmith Pumping Station CSO. This section provides an overview of all the site information that will be used by one or more disciplines to assess the site in sections 3 to 9 of this report. The site C04XP is made up of the existing Thames Water depot and Hammersmith Pumping Station sites, both within the London Borough of Hammersmith and Fulham. The sites are roughly rectangular in shape and both accessed from Chancellors Road. A site location plan is attached as Appendix 2.

Site suitability report C04XP 2.1.3 The depot contains a large, single-storey building (water pumping station) at the southern end of the site which contains an office, workshop, garaging and storage facilities, a parking area, and smaller single storey building at the northern end of the site. The water pumping station building is on the London Borough of Hammersmith and Fulhams Register of Local Interest. The majority of the temporary construction works are focused on the depot site. The larger of the two existing buildings would be retained during the temporary construction works and the smaller building would be demolished under initial proposals. The depot site is fully enclosed by residential properties on all sides. The western boundary of the construction site abuts dwelling nos. 10 and 11 Chancellors Street and is in very close proximity (2m to 4m) to the rear facades of dwellings along Chancellors Road, St James Street and the Peabody Estate. The existing Hammersmith Pumping Station site is bound by Chancellors Road to the north and by a vacant former industrial site, known as Hammersmith Embankment, to the east, west and south. The closest residential properties are located opposite the site, along Chancellors Road, at a distance of approximately 7m. The surrounding area is predominantly residential, but includes a mix of other uses. Modern office developments are located on the River Thames frontage towards the southwest of the site, Frank Banfield Park is located to the east of the site and Fulham Palace Road, which contains a range of commercial, retail and restaurant premises, is located further east beyond the park. The site is within a number of designated areas under the Hammersmith and Fulham Unitary Development Plan, including the Thames Policy Area, the Winslow Road Archaeological Priority Area and the Fulham Reach Conservation Area. All the mapped designations, where data was available, are shown on the planning and environment plans in Appendix 3. Photographs of the site and surroundings, together with an aerial photograph of the site, are attached as Appendix 4. The site is 1.2km from the TLRN (A4), with road access to the site along main roads A219 and A306, then Chancellors Road and Distillery Road. The routes may pass under one bridge. There is no rail network local to the site. The nearest London Underground station is Hammersmith, 0.5km from the site. There are no existing wharfage/jetty facilities at the site the site is about 200m from the river and access to the river is very difficult in this area. A transport plan for the site is attached as Appendix 5. Third-party assets and significant utilities are listed below and are shown on the services and geology plan in Appendix 6: HV cable running through the site in the proposed location of the CSO drop shaft

The locations of other third-party assets, such as BT and fibre optic communication cables, are to be confirmed by further studies and utility searches and may not be shown on the services and geology plan. Information on the geology specific to this site can be found within the services and geology plan which is in Appendix 6. This plan shows that the shaft would be founded in London Clay.

Type of site
The site C04XP is being considered as a CSO site to intercept the Hammersmith Pumping Station CSO (CS04X), with two options for siting of the drop shaft.

3.1.1

Proposed use of site construction phase


The proposed construction phase layouts for the CSO site are located in Appendix 7 Construction phase layout, and are based on a preliminary assessment. The construction phase layout drawings are illustrative and show: Option 1 CSO layout with the drop shaft within the Thames Water depot Option 2 CSO layout with the drop shaft in Chancellors Road and adjoining pumping station land potential access points.

These drawings provide initial preliminary schematic layouts that have not been optimised. If the site proceeds to the next stage as a preferred site, construction phase layouts would be optimised to minimise impacts. Photographs of typical activities associated with the CSO site construction phase are provided in Appendix 7. Potential above-ground construction features include: approximately 3m high hoarding around the site boundary welfare facilities, temporary structures, approximately 3m high grout plant, approximately 3m to 5m high, including silos mobile crane, approximately 30m high (maximum and not for full construction duration).

Proposed use of site operational phase Introduction


An indicative operational phase layouts for the two options for this CSO site is located in Appendix 8 Operational phase layout, and is based on a preliminary assessment. The generic elevations of structures shown on the operational phase layout are located in Appendix 8 and provide an illustration of typical examples of the permanent structures which are applicable to CSO sites. The underground infrastructure at this site would likely comprise an interception chamber, double flap valve chamber and a drop shaft with access openings. The above-ground infrastructure at this site would likely comprise a ventilation column and electrical control kiosk. The top structures are envisaged to be finished at a minimum level of 104.5mTD (4.5mAOD), and since the ground mean level at this site is 105mTD (5mAOD), the top structure would be flush with the current ground level. The top structure provides access and egress into the drop shaft. In Option 1, a hardstanding would be provided to the top structures. In Option 2, a hardstanding around the valve chamber would be complemented by the road surface surrounding the drop shaft located in Chancellors Road. Neither option would require fencing to be installed For both options, the Hammersmith Pumping Station and the Thames Water depot site would continue to be fully operational assets, with the pumping station at a reduced onward duty as a consequence of the Thames Tunnel project works. Preliminary data associated with the operational phase are provided in Table 4.1.

Restoration and after-use


The portion of the site not occupied by the permanent works would be restored to its original condition on completion of the construction works. If any buildings were demolished, these would not be reinstated unless required.

Engineering assessment Access


This section should be read in conjunction with Section 7.2.

Road
5.1.2 The construction site is common to both options. It would be 1.2km from TLRN (A4), with road access to the site along main roads A219 and A306, then Chancellors Road and Distillery Road. The route may pass under one bridge. For the construction phase, there would be one access point to the site in Chancellors Road. For the operational phase, there would be a single access, also from Chancellors Road, into the depot site for the Option 1 drop shaft. For Option 2, where the drop shaft is located within Chancellors Road, there would be no specific access. Access to the valve chamber for both options would require negotiation through the existing gates of the pumping station compound.

Rail
5.1.5 There would be no rail network local to this site. The nearest London Underground station would be Hammersmith, 0.5km from the site. However, rail access is not considered to be a significant factor for CSO sites.

River
5.1.6 River access and jetty/wharfage facilities are not a requirement for CSO sites. In addition, the site would be approximately 200m from the river and access to the river would be difficult in this area.

5.2
5.2.1

Construction works considerations


For Option 1, existing buildings at the extreme north end would require to be demolished to free up space for the drop shaft works. Option 2 would require no demolition. Both drop shaft options have neighbouring third-party buildings. Residences in St James Street, Chancellors Street and the Peabody Estate surround the Option 1 drop shaft site in the depot. In Chancellors Road, there are residences opposite the Option 2 drop shaft site. Option 1 would require the connection culvert to pass under residential properties on Chancellors Road, under the existing Thames Water depot building and in relative close proximity to residential properties at the end of St James Street and Chancellors Street. There may be potential settlement issues for any of these buildings. Construction methods would be adopted, as appropriate, to mitigate potential settlement of these assets. Data available on third-party assets and significant utilities show that the main items of concern for both options would be multiple utilities running along Chancellors Road, including pipes and culverts associated with the pumping station, high-voltage cables, telecoms cables, clean water pipes, gas pipes and the Hammersmith Storm Relief sewers (Stamford Brook and West Branches). Construction methods would be adopted, as appropriate, to divert where necessary and to mitigate potential settlement of these assets. Both options would require works within Chancellors Road and would require either partial or full closure (in the Option 2 case). It is likely that the proposed works can be constructed within the overall construction programme.

Permanent works considerations


The top structures to the drop shafts and valve chambers would be flush with ground level. For Option 2, where the drop shaft is sited within Chancellors Road, access openings would be flush with the road surface. Road closures and safety measures would be required when entry is being effected.

Health and safety


Particular care would be required for the sinking of the drop shaft within Chancellors Road for Option 2 where multiple utilities are present. There are no other unusual health and safety issues with this site.

Planning assessment Introduction


The planning assessment builds on the advantages and disadvantages reported in Table 2.3 and covers the following areas: Planning applications and permissions Planning context Planning comments.

6.2
6.2.1

Planning applications and permissions


An initial desktop search of the London Borough of Hammersmith and Fulham online planning applications database did not identify any relevant planning applications submitted within the last five years applicable to either the existing depot or pumping station sites. However, it is worth noting that a recent hybrid (part outline/part detailed) planning application has been submitted for the comprehensive mixed-use redevelopment of the Hammersmith Embankment site (termed Fulham Reach by the current applicant), which is adjacent to the existing pumping station (application reference 2011/00407/COMB). The planning statement which supports the hybrid planning application refers to the ongoing negotiations between the Thames Tunnel project team and St George, the current Hammersmith Embankment site owner and prospective developer. It also includes a plan of the indicative working area required for the interception of the Hammersmith Pumping Station CSO on that site (C04XN). Paragraphs 2.12 and 2.13 of the statement are extracted below: It has been agreed between the two parties that if the site is preferred and works commissioned by Thames Water then in due course a works area could be located in the north east corner of the Application Site as indicated in Appendix A. This would allow for construction to proceed on the first phase of the Proposed Development. Both parties are working together to find a solution that in the event that this is the preferred location and the works are commissioned, disruption to the existing neighbourhood would be minimised whilst simultaneously allowing construction of the Thames Tunnel and redevelopment of the Application Site.

As part of Thames Waters statutory stakeholder response to the planning application consultation, comments have been sent to the London Borough of Hammersmith and Fulham which explain our intention to continue to work with the developer to reach agreement over the use of the site for temporary and permanent works. Amended drawings which accommodate both the temporary and permanent Thames Tunnel project works have been submitted to the applicant and the council for their consideration. The consultation comments also suggested a condition that could be attached to the planning consent, which would require

Site suitability report C04XP provision to be made for the temporary and permanent Thames Tunnel project works within the siting, layout and phasing of the new development. A legal agreement to this effect is likely to be drawn up between both parties if the site is preferred.

6.3
6.3.1

Planning context
The current planning policy context for the site is provided from the saved September 2007 policies from the Hammersmith and Fulham Unitary Development Plan, adopted August 2003. Several planning designations and policies from this development plan are applicable to the site and are detailed below. Policies are also presented from the emerging Core Strategy, which is subject to a binding Inspectors report and anticipated for formal adoption by the council in October 2011. Due to the advanced stage of the Core Strategy, we consider the policies within the emerging development plan document to be of material weight.

Emerging Core Strategy


6.3.2 Policy RTC1, The River Thames and Grand Union Canal recognises the benefit of the River Thames to Hammersmith and Fulham as well as its strategic importance to London, particularly as a resource for sport, recreation and ecology, and as an important refuge for plants and wildlife.

Saved UDP
Thames Policy Area 6.3.3 The Hammersmith Pumping Station site is located within the Thames Policy Area. Policy EN31X requires all built development to be of a high-quality design that respects the riverside location, is of a high urban design standard and contributes to its surrounding environment. Archaeological priority areas 6.3.4 The Hammersmith Pumping Station site is located within the Winslow Road Archaeological Priority Area. Policy EN7, Archaeological Priority Areas requires developers to conduct archaeological field investigations and make provision for any remains on site to be protected, enhanced or preserved. Conservation area 6.3.5 Both the Hammersmith Pumping Station and depot sites are located within the Fulham Reach Conservation Area. UDP Policy EN2 requires all development to preserve or enhance the character or appearance of the conservation area, paying particular attention to the historical context, quality of design, scale, bulk, massing and materials. Building of local importance and interest 6.3.6 The water pumping station building located on the Thames Water depot site is on the London Borough of Hammersmith and Fulhams Register of Local Interest. UDP Policy ENV6 states that development will not be

Site suitability report C04XP permitted if it would result in the demolition, loss or harmful alteration to buildings of local townscape, architectural or historic interest. Amenity 6.3.7 Both the Hammersmith Pumping Station and depot sites are in close proximity to existing residential properties. Policy EN21, Environmental Nuisance seeks to ensure that no undue detriment occurs to general amenities.

6.4
6.4.1

Planning comments
There are a number of planning designations and policies that are applicable to the site. These designations and policies have been identified and described in Section 6.3 and, of these, those relating to heritage conservation and residential amenity are of most relevance to the proposed development. Two layout options are under consideration for site C04XP and are described in Section 3. Site layout Option 1 is enclosed on all sides at very close proximity by residential properties. The temporary construction worksite adjoins the side facades of nos.10 and 11 Chancellors Street and is separated by only 2m to 4m from the rear facades of dwellings along Chancellors Road and the side facades of dwellings within St James Street and the Peabody Estate. The limited availability of space on the depot site and the very close proximity of sensitive receptors will reduce scope for the implementation of successful mitigation measures which would be required to protect residential amenity from unacceptable levels of construction impact. Site layout Option 2 utilises available space on the existing Hammersmith Pumping Station site. However, the inception of the sewer is within the public highway and would require the temporary closure of part of Chancellors Road. This scenario would also locate the shaft and majority of the construction works directly in front of residential properties along Chancellors Road. A separation distance of approximately 7m (the front garden width) between the construction area and the front facades of properties along Chancellors Road is unlikely to be sufficient to safeguard amenity and, due to the very close proximity of sensitive receptors, implementation of successful mitigation measures is likely to be difficult. The temporary closure of Chancellors Road during the construction works may also impede access to a number of dwellings and would result in the temporary loss of approximately seven on-street car parking spaces. The siting of the shaft within the public highway would also create future access issues and further disturbance to existing residents during the maintenance periods of the permanent structures. For both layout options, a control of construction working hours is likely to be required to safeguard amenity. The Hammersmith Embankment site, which is adjacent to Hammersmith Pumping Station and the construction works proposed in site layout Option 2, is subject of a planning application for mixed-use redevelopment. If the

Site suitability report C04XP site were to be used as proposed in Option 2, the Thames Tunnel project would be required to ensure the cumulative impact of construction works associated with both developments does not cause an unacceptable impact on the surrounding area. Construction management plans are likely to be required to manage potential noise, dust and traffic impacts. 6.4.8 Mitigation may also be required during the construction period to ensure the continued enjoyment by existing users of Frank Banfield Park, located to the east of site layout Option 2. The construction works are likely to directly impact on a greater number of existing residents in layout Option 1 when compared to Option 2. However, neither option is considered acceptable from a planning perspective due to the limited scope for successful mitigation measures. The water pumping station building on the depot site is on the London Borough of Hammersmith and Fulhams Register of Local Interest. This building would be retained during the temporary construction works. Mitigation such as appropriate hoarding may be required to protect the building during the construction works, in accordance with UDP Policy ENV6. A fuller assessment of built heritage impacts is included in Section 7. Both site layout options are unlikely to a have an unacceptable impact on the character or appearance of the Fulham Reach Conservation Area or Thames Policy Area. The temporary construction areas could be appropriately hoarded to protect views and returned to their former use when completed. The above-ground permanent structures would be integrated within existing Thames Water operational land and the shaft in Layout 2 would form part of the public highway. Therefore, none of the permanent works should be overly prominent features within the existing context. Appropriate mitigation may still be required to reduce potential impacts on setting, appearance and local views; however, it is considered that the proposal should not cause an unacceptable level of impact. A more detailed heritage assessment is included in Section 7. Development within the designated archaeological priority area is also unlikely to be unacceptable, with the implementation of agreed appropriate onsite investigations and remediation. A more detailed appraisal of archaeological potential is included in Section 7. The project should in principle support the aims of Policy RTC1 by enhancing the environmental quality of the River Thames and therefore making it a more attractive resource for sport, recreation, plants and wildlife.

Transport Option 1 Shaft located on depot land

7.2.1

Option 1 is suitable for use as a CSO site. Access is possible using an existing site access for the Thames Water depot which may require widening to enable use by construction vehicles. The internal access road will need priority working/management to enable a one-way operation, or will require widening. Several on-street parking bays along Chancellors Road require removal to enable construction vehicles to access/egress the site and provide adequate visibility from the site access. The potential road access route to the TLRN (A4) runs through a residential and high street area and is traffic calmed (speed cushions). Several on-street parking bays on Chancellors Road will require removal to provide passing places for construction vehicles. Alternative parking provision is available within the vicinity of the site. The potential rail access route will require the removal of traffic calming (speed humps), although rail transport is unlikely to be feasible due to the small quantities of excavated material produced by a CSO site. River access is not essential for a CSO site. There is a good possibility that the workforce will be able to use public transport to access the site, and some parking could be provided within the site boundary. On-street pay and display parking in the vicinity of the site is restricted to a maximum stay of four to eight hours and is therefore not suitable for the workforce due to time constraints. In summary, temporary traffic management will be required for the construction of a connection culvert on Chancellors Road (which will also restrict access into the CSO site), the widening of the existing site access (if required) and the removal of on-street parking on Chancellors Road.

7.2.6 Option 2 is less suitable for use as a CSO site. The temporary construction access and egress gates require construction to provide a one-way system through the site. This will reduce the need for construction vehicles to turn around within the site. The construction of the drop shaft would require a temporary road closure and the diversion route features traffic calming in the form of a raised junction and speed cushions. The diversion route would also require Crisp Road to be traffic managed or temporarily converted to two-way, requiring the removal of pinch-points and all on-street parking. During the maintenance/servicing of the drop shaft, it may be possible to close one lane and implement a priority working system along Chancellors Road to allow one-way traffic. Several on-street parking bays along Chancellors Road require removal to enable construction vehicles to access and egress to/from the site. The access route to the TLRN (A4) runs through a residential and high street area and is traffic calmed (speed cushions). Based on current information, this site is considered suitable for use as a CSO site for both options 1 and 2. There is one known archaeological receptor of isolated Roman finds from within the southern part of the site, which is close to the location of the Option 2 shaft location. There are records of archaeological remains of importance in the immediate vicinity (to the southwest). Structural remains (foundations) associated with an important post-medieval house of high archaeological value may still be present within the location of the proposed drop shaft for Option 2. In addition, the fact that there has been little major disturbance in the recent past within the area suggests it is possible that archaeological remains may still exist below ground.

Built heritage and townscape


From a built heritage perspective, the site is less suitable as a CSO site for both options 1 and 2 due to potential impacts on the water pumping station (a building of merit) and the wider Fulham Reach Conservation Area, which is predominantly residential in character. There is also the potential for indirect impacts on the Hammersmith Odeon Conservation Area, particularly during construction. Mitigation during construction is recommended in the form of appropriate lighting and hoardings. Any permanent elements should be sensitively designed. From a townscape perspective, the site is less suitable as a CSO site for both options 1 and 2 due to the proposed works which would have an indirect adverse impact on the residential character of the area. Construction activities will be visually intrusive to residential properties, particularly along Chancellors Road for both options 1 and 2 and also St James Street and Chancellors Street in the case of Option 1.

Water resources hydrogeology and surface water


In terms of hydrogeology, this site is suitable for both options 1 and 2 because the CSO drop shaft is to be constructed in London Clay (unproductive strata). No impact on the Chalk aquifer is expected. The superficial deposits are Kempton Gravel, which is classified as a secondary aquifer at the CSO site. There will be limited impact on flow in the shallow aquifer due to sheet piling. In terms of surface water resources, this site is suitable as a CSO site for both options 1 and 2 because there is no direct pathway to the River Thames for pollution and only standard mitigation would be required.

Ecology
This site is considered to be suitable as a CSO site for both options 1 and 2. Ecological surveys and the provision of compensatory habitat (potentially involving offsite solutions) are likely to be required if the site is selected, but the scale is likely to be small. There will be no impacts on aquatic ecology receptors provided development does not encroach on the foreshore or discharge to the River Thames.

Flood risk
This site is suitable for use as a CSO site for both options 1 and 2 as it is protected from the one in 1,000-year flood level, and the underlying geology and potential space on the site means that infiltration SUDS are likely to be suitable.

Air quality
This site is less suitable for use as a CSO site for both Options 1 and 2. There are residential properties in close proximity to the site and therefore there is potential for fugitive emissions of dust during construction to have a perceptible impact at these properties. These impacts can be minimised with standard dust control measures. There is potential for HGV movements on the local road network to cause localised air quality impacts in areas of already poor air quality. However, this could somewhat be mitigated by minimising the movement of HGVs during peak hours.

Noise
This site is less suitable as a CSO site for both options 1 and 2 due to the proximity of the residential receptors on all boundaries of the site. Option 1 is less suitable in particular due to the proximity of the residential receptors to the north of the site. Any shielding afforded by the site perimeter barriers will be largely ineffectual due to the height of some of the receptors. In addition, the number of vehicles associated with the construction phase and the proposed access route is likely to cause noise impacts on the residential properties on Chancellors Road and other nearby residential streets.

Land quality
The site is considered less suitable as a CSO site for both options 1 and 2 based on the moderate potential for contamination of the site to have occurred, specifically from the current pumping station and depot, the historical tanks and electrical substations on site, and the chemical storage depot and fuel tanks in the vicinity of the site. This potentially poses a risk to construction workers and adjacent human receptors through direct contact and inhalation exposure pathways, as well as ground gas risks. Additionally, the potential exists for contaminants to be drawn to the deeper Chalk aquifer, and for migration to surface water receptors to occur through shallow groundwater transport. There is potential for unexploded ordnance to be present on site as historical information indicates that nearby areas have been cleared of ordnance (dates unknown). It would therefore be prudent for a UXO survey (or equivalent) to be conducted at the site if not done so already.

The site is located within the Fulham Reach and Hammersmith Broadway wards of the London Borough of Hammersmith and Fulham. Statistics from the Office of National Statistics (ONS) 2001 Census data show the following indicators for the two wards, in comparison to the rest of Hammersmith and Fulham, London and England as a whole: Both wards have a higher rate of economically active, aged people that are full-time employees than London or England as a whole While Fulham Reach has a higher proportion having achieved Level 4 or 5 educational qualifications than the borough as a whole, London or England, Hammersmith Broadway has a lower rate than for the borough but higher than that for London or England. Both wards have a higher proportion of housing rented from the local council and a lower than London or England average of households are owner occupied A higher proportion of people aged 20 to 44, with fewer children and older people than average In both wards, approximately 62% of residents were born in the UK, and in Fulham Reach, there are a higher proportion of white British people than in the rest of the borough, although lower than in London

There are also a slightly higher proportion of people from Chinese ethnic groups in the Fulham Reach ward. 8.2.2 The surrounding area has a mixed population with a range of ages, ethnic backgrounds and economic conditions represented. Apart from the employees using the sites parking facilities, no visitors were observed on the site. Visitors observed in neighbouring Frank Banfield Park included groups of youths and individual adults on their lunch hour, as well as family groups.

8.3

Issues and impacts


Two layout options are under consideration for site C04XP and are described in Section 3. From a community impacts perspective, site layout Option 1 appears likely to impact on a number of residential properties which are located immediately adjacent to the proposed works areas, particularly nos.10 and 11 Chancellors Street, which are in close proximity to the proposed shaft location, and a number of dwellings along Chancellors Road, St James Street and the Peabody Estate. There are also two playgrounds opposite the proposed works which are in relative close proximity to the shaft location, and therefore likely to be disrupted by works in this area. Frank Banfield Park is also located to the northeast of the site; however, as the majority of the works are surrounded by buildings, this should screen the works from the park to some extent, thereby limiting potential impacts. The limited availability of space on the proposed worksite and the very close proximity of the residential properties and playgrounds appear likely to reduce scope for the implementation of successful mitigation measures to reduce levels of construction impact. Site layout Option 2 utilises available space on the existing Hammersmith Pumping Station site. However, the proposed shaft location is within the public highway and would require the temporary closure of part of Chancellors Road. The proposed shaft site is also located directly opposite a number of residential properties on Chancellors Road and, due to this close proximity, effective mitigation of construction impacts may be difficult to achieve. There are also a large number of further residential dwellings opposite and in close proximity to the site which are likely to be impacted. Frank Banfield Park is located in the vicinity of the site to the northeast and appears likely to be affected by construction impacts. The temporary closure of Chancellors Road during the construction works may also prevent access to a number of properties and result in the temporary loss of a number of car parking spaces, which could have a direct impact on the local community. The siting of the shaft within the public highway would also create future access issues and further disturbance to existing residents and businesses during the maintenance periods of the permanent structures.

This report builds on the advantages and disadvantages in Table 2.3 and the assessment provides more up-to-date information. The two shaft locations options being assessed comprise land primarily within Thames ownership. However, both options will include some works within Chancellors Road and the title for this area remains unregistered.

Crown land and special land comments


The pumping station and depot sites are owned by Thames Water and therefore no acquisition will be needed of these areas. Both options will require works in Chancellors Road, albeit Option 2 will require more extensive works in this area than Option 1. This land remains unregistered; however, it is likely to be owned by adjoining landowners, whose ownership historically and typically extends to the centre of adjoining roads. If this applies in this case, there is unlikely to be any procedural issues acquiring Chancellors Road. Alternatively, the road subsoil may be owned by the council and an acquisition that is opposed by the council will create risk. Contact should be made with the council to establish ownership and, if necessary, see if an acquisition can be agreed. For both options, subsoil will need to be acquired for the connection tunnels. The acquisition of this subsoil via compulsory purchase should not present any difficulties

The worksite areas will be located primarily on Thames Water owned land and therefore acquisition of this area is not required. However, part of the worksite lies outside of Thames Water ownership, in Chancellors Road. The compensation assessment assumes that the worksite outside of Thames Waters ownership will be acquired temporarily via the acquisition of new rights for the period of the works stated in the engineering section above. A small area within the worksite is required permanently for operational purposes. This permanent operational land requirement is located within Thames ownership in Option 1 and located within Chancellors Road in Option 2. Subsoil will need to be acquired permanently for the connection tunnels in both options.

The compensation estimate includes an allowance for the acquisition of Chancellors Road for the requirement to house permanent operational phase infrastructure. The acquisition costs for Option 2 are likely to be low and therefore acceptable. Both options will require acquisition of subsoil for the connection tunnels. The tunnel will be at a depth of 22 metres and therefore there should be no significant impact on property values.

There is higher potential for high discretionary purchase costs in relation to this option. The shaft location for Option 2 is in close proximity to lower density housing on Chancellors Road and there is potential for moderate discretionary purchase costs in relation to this option. However, working is expected to be during normal working hours and therefore the potential for significant discretionary purchase costs is limited.

The risk of offsite statutory compensation claims arising under Part 1 of the Land Compensation Act 1973 for both shaft location options is considered to be low. 10.2.2 Design and construction of this option also retains significant residual risks on account of the very close proximity of existing critical utilities within Chancellors Road to the drop shaft works. During operations, this option would require closure of Chancellors Road to enable access to the drop shaft. As a consequence, this option is deemed to be less suitable.

The interception chamber is located within the Hammersmith Pumping Station and will require temporary traffic management (TTM) on Chancellors Road to enable the construction of the connection culvert. Access into the CSO site will be restricted during the connection culvert works. Both temporary construction and permanent accesses are onto Chancellors Road at the same access point. Mitigation required and conclusions Site will use an existing access for the Thames Water depot which will require widening to enable use by construction vehicles. An existing lighting column and telegraph pole may need to be relocated to enable the access to be widened to the east. The internal access road will need priority working/ management to enable a one-way operation, or will require widening. Chancellors Road will require TTM to enable the construction of the connection culvert for the sites interception chamber.
