LAND MARK SC'S JUDGMENT: DON'T TAKE ORAL ORDERS FROM NETAS
apex court's earlier order on police reforms for giving fixed tenure to senior police officers in Prakash Singh case, will go a long way in giving freedom and independence to the functioning of bureaucracy. The judgement comes close on the heels of controversies surrounding Ashok Khemka, IAS officer of Haryana cadre over DLF-Robert Vadra land deal, and Durga Sakhti Nagpal, UP cadre IAS officer, who was targeted by the state government for alleged misconduct. The apex court passed the verdict on a PIL filed by 83 retired bureaucrats including former cabinet secretary T S R Subramanian seeking its directions for insulating bureaucracy from political interference. The petitioners also include former Indian ambassador to the US Abid Hussain, former chief election commissioner N Gopalaswami, former election commissioner T S Krishna Murthy, former IPS officer Ved Prakash Marwah, and former CBI directors Joginder Singh and D R Kaarthikeyan. "This is a landmark judgement. Public servants are not private servants," Subramanian said. "Today faith in our Constitution has been 8Contd p2
NEWS IN BRIEF
NEW DELHI, OCT 31: The Supreme Court on Thursday drastically reduced political pressure on top bureaucrats by ruling that they must get an assured minimum tenure in posting. "Fixed tenure of bureaucrats will promote professionalism, efficiency and good governance," the SC bench observed. "Much of the deterioration in the functioning of bureaucracy is due to political interference," the SC said. The SC also directed the Centre and state governments to pass an order with-
in three months on giving fixed tenure to civil servants. The apex court also empowered top bureaucrats to record in writing the oral instruction of political bosses on files so as not to be hounded later on for a particular decision. The SC said that such recording of political instructions by bureaucrats will also help in promoting transparency and will allow general public to access correct information. The verdict, which is on the line of

He said though all the compliance from Gujarat, Maharashtra and Madhya Pradesh was over, but the Union government was still not permitting raising the Narmada dam height for no reason. "I know PM and his boss (Sonia Gandhi)'s team are watching my speech and I publicly want to tell him that for the country's sake don't play politics and give permission for raising the dam height. We will do whatever he says. I don't want my name on a plaque or any credit. He can take credit for everything but please give permission. People of Gujarat and Rajasthan need water, Madhya Pradesh and Maharastra need power. Maharashtra can alone save Rs 400 crore per annum.'' Meanwhile, sharing the stage with Narendra Modi, BJP leader L K Advani praised the Gujarat chief minister. He also recalled former BJP Prime Minister Atal Bihari Vajpayee's contribution and said that by the nuclear test Vajpayee had reinstated a place of pride for India in the world. Referring to Sardar Patel's statue, Advani said, "Why can't India be respected as China or America? If through one Shanghai, China can get this much world attention why we can't we have it? This statue of unity is just one attempt in this direction." Referring to the iron collection drive to collect material to build the statue, he said, "through this drive in seven lakh villages of the country we want to spread the mantra of unity across the country. Through this drive we want development, peace and unity and amity in the country. We can not divide the country in the name of region, religion, caste and creed which is destroying the country. reaffirmed...our faith in the strength of democracy has been reaffirmed because the highest court of the land has recognised the problems," he said, adding "malgovernance affected people and quality of administration". Krishna Murthy lauded the verdict, saying "Good governance is critical to good quality democracy. "Most of us have seen in our career how most of the transfers, promotions, postings and foreign assignments, all of them are decided on whimsical basis very often," he said. The PIL had alleged that at present, the system of transfers, postings, promotions, disciplinary action and other personnel matters pertaining to the members of civil services are ad-hoc and nontransparent. "There is an urgent need to make the civil servants accountable, sensitive and responsive. If this is achieved, there will be across-the-spectrum benefits... "Transfers are often used as instruments of reward and punishment, with officials being frequently transferred on the whims and caprices as well as the personal needs of local politicians and other vested interests. Officers, especially those in the All India Services serving in state governments, have no stability or security of tenure," it had said. The PIL had also said the civil servants at all levels should be given a minimum three-year fixed tenure on each post to foster functional freedom and independence. Any premature transfer should specifically be authorised by the 'civil service board/commission' on specific circumstances to be brought out in writing, it had said. At least four high-powered panels made recommendations for freeing the bureaucracy from political interference but the government had not taken any concrete step for implementation of the reforms suggested by them, it had said. "Change of government invariably leads to new rounds of transfers as the incoming group of political leaders seeks to reward supporters and put its "own" staff in key positions. "Moreover, the 'transfer industry' is backed by entrenched and powerful vested interests as frequent transfers generate huge amounts of black money for corrupt officials and politicians...," it had said. The PIL had said that there should be an independent, high-powered and statutory 'civil services board' in each state which should process proposals of postings and transfers.
camping in PoK and touring along the Line of Control(LoC) amidst series of recent incidents involving killing and beheading of Indian soldiers as well as attacks on Hiranagar Police Station and soon thereafter on an Army establishment at Samba,he added. Dr Jitendra Singh said, in the emerging scenario, demands such as the withdrawal of AFSPA as well as measures such as the removal of troops and bunkers in the State, though theoretically attractive, practically remain premature. Before a permanent peace can be declared, Pakistan-backed extremism, terrorism and separatism will have to be brought to a complete end, even as Governments, both in New Delhi and Srinagar, take intensive measures to strengthen civil administration and reenergize the Police Force, to infuse a greater confidence in the people, he suggested. Dr Jitendra Singh also cautioned against the evasive attitude of the power-that-be leading to a crisis of Governance in the State, which has always acted as an adjutant to resurgence of militancy. With the elections approaching soon, competitive upmanship among Kashmir-centric regional political parties and provocative statements from their leadership could further compound the situation, he warned.

J&K Police seek help from imams, teachers to check drug menace
SRINAGAR, OCT 31: In a bid to counter the menace of drug addiction among youth in Jammu and Kashmir, police have sought help from 'imams', teachers and respected elders in the state. "We have lost one generation to militancy and we cannot afford to lose another generation to addictions. The imams, teachers and respectable should come forward to help the police in fighting the menace of drug addiction," Inspector General of Police, Kashmir, AG Mir said at a public meeting at Kupwara, 90 kms from here, yesterday. The IG said he has directed the police administration of north Kashmir range to deal with drug peddlers with an iron hand. The Kashmir police chief assured full help to those affected by this menace. In response to a pending demand of the locals, Mir announced the opening up of a police post at Aawora in the jurisdiction of Trehgam police station and assured that he will take up the issue of opening up of the office of the Sub-divisional Police Officer at Trehgam with the authorities. The IGP Kashmir also referred to growing causalities in road accidents and directed authorities for a special drive against errant drivers and other motor vehicle related crimes. He advised that the minors should be discouraged from driving vehicles and said that action should be taken against those vehicle owners who allow minors to drive. Over the delay in police verification for jobs and passports, the IGP said that these services have been brought under the ambit of Public Services Guarantee Act (PSGA) by the Government and are to be completed within a stipulated time. "If any official is found delaying the process, the people should bring it to notice of his supervisory officer and the erring officials will be penalised," he said. The IGP impressed upon the policemen to be sensitive towards the public who visit police stations when they are in distress. Mir later addressed a police Darbar and assured all possible help to the policemen. "I am well aware of the problems and grievances of the subordinates particularly the jawans," he said and directed the supervisory officers to take more and more jawan friendly measures. Mir impressed upon the jawans and officers to increase their professional competence by honing their skills in today's age of transparency and accountability. The IGP also gave a patient hearing to the problems put forth by jawans and issued redressal orders in some cases. Mir also chaired a security review meeting in the district. Deputy Inspector General of Police, north Kashmir, JP Singh, SSP Kupwara Abdul Jabbar and senior officers of Army and CRPF attended the meeting, a police spokesman said.

Ishant retained, Dhawan back for Sachin Tendulkar's farewell series
MUMBAI: Off-colour pacer Ishant Sharma was surprisingly retained even as senior bowler Zaheer Khan was ignored in the 15-member Indian squad announced on Wednesday for Sachin Tendulkar's farewell two-Test series against the West Indies next month. Ishant, who has been taken to cleaners in the ongoing ODI series against Australia, has come in for scathing criticism due to his poor form and was even dropped from the last two matches of the ongoing series. Zaheer, on the other hand, had made a case for his selection by picking up five wickets in Mumbai's Ranji Trophy opener against Haryana but the selectors thought otherwise and decided to stick to Ishant. The 35year-old Zaheer has been out of the Test team since December last year owing to fitness and form issues. All-rounder Ravindra Jadeja and batsman Suresh Raina were also dropped from the squad. But while Jadeja went out due to a shoulder strain, Raina had to make way for a fit-again Shikhar Dhawan, who has shown sparkling form in the ongoing ODIs after recovering from a hand injury, striking a hundred in the sixth ODI last night. "Ravindra Jadeja has a shoulder strain. The physiotherapist of the Indian team has advised two weeks' rest for him, after
Virat Kohli can break Sachin Tendulkar's ODI century record: Gavaskar
NEW DELHI: With Virat Kohli regularly slamming centuries in ODIs, former captain Sunil Gavaskar today said the Indian batting sensation can break retiring legend Sachin Tendulkar's record number of tons in the 50-over format. In the 112 ODI innings he has played so far, Kohli has scored 4919 runs with 17 centuries while Tendulkar at the same number of innings had scored 4001 runs with eight tons. At the rate the youngster is scoring centuries currently, Gavaskar said Kohli can break Tendulkar's record of 49 ODI hundreds. "Records are meant to be broken. While we know that some of Tendulkar's records are well nigh impossible to be able to get like 200 Test matches, nor anybody can reach 51 Test hundreds. "But the manner in which Virat is batting, the record for (Tendulkar's) 49 hundreds looks possible. Now Virat needs 32 more hundreds to go and the number of ODIs Indians play he can do it. This cricketing season itself, Virat can get to 20 or 22 hundreds," Gavaskar told 'NDTV'. In a span of just 15 days in the ongoing sevenmatch ODI series against Australia, Kohli smashed two of the three fastest hundreds by an Indian to help the home side level the series 2-2. is not going to happen. The best of the bowlers will get smashed," he said. "It is a pretty valid question. The game has always got to be a balance between the bat and the ball. I know it is being skewed in favour of batsmen for such a long time that I would have thought that by allowing to bowl bouncers in limited overs cricket you gave the bowlers some extra bit. "By having two new balls you have certainly taken out the spinners from the game to an extent because you have got a ball which is 25 over old on either side, so the spinners will not come into play that often. And the most crucial rule has been that of having only four fielders outside the circle. That is of no help at all to the bowlers. That is the rule we need to have a look at," said Gavaskar. Interestingly, Gavaskar said the 50-over format will still remain as batsman's game even after a re-look of the recent changes in rules which disfavour the bowlers. "If we do that (have a re-look at the recent rule changes) may be the balance might again be redressed a bit and but not all. Because after all at the end of the day whether anybody like it or not it's a batsman's game and people come to see a batsman bat and not a bowler to bowl."
On October 16, he scored the fastest century by an Indian off just 52 balls in the second ODI against Australia before hitting the third fastest ton in 61 balls in the sixth ODI yesterday. Asked if Kohli can take Tendulkar's place in the Indian team after the senior batsman retires next month, Gavaskar said, "I think Virat has been simply outstanding. If you compare the statistics with what Sachin had achieved after 115 ODI games, you'll find that Virat is well ahead. I think Sachin took around 80-odd ODIs to get his first hundred." He said Kohli was fortunate to have played alongside greats such as Tendulkar,
Rahul Dravid and V V S Laxman early in his career. "India is blessed to have somebody of the talent of Virat Kohli coming through. The fact that he has in his emerging years spent a lot of time with the likes of Sachin, Virender Sehwag, Rahul Dravid and VVS Laxman and put that experience to good use on the field speaks very highly of this young man's cricketing intelligence. That is the key," Gavaskar said. "He reads the conditions and situation well, he knows the opposition well and that's the reason why he is scoring so consistently," said the former captain. Kohli is the fastest Indian to score 4,000 ODI runs and he
needs 81 runs in his next ODI innings to break Vivian Richards' record of being fastest to 5,000 ODI runs. Gavaskar also said that he agreed with Indian captain Mahendra Singh Dhoni's view that the ODI game has now become a boundary hitting contest due to the new rule changes which do not favour the bowlers. "I agree with Dhoni that we don't want to see this seven hours of bang-bang cricket. This has become an extended version of T20 which is bang-bang from very beginning. But it was expected in T20 but not in 50-over cricket, where you expect bowlers to have something. But if you have pitches like these that's
the end of the ODI series against Australia, as a precautionary measure," BCCI Secretary Sanjay Patel said in a statement after the selection committee meeting. Pacer Umesh Yadav, who had been rested after the tri-series in the West Indies, made his way back to the side. Also there was young pacer Mohammed Shami. The pace attack was, in fact, notably overhauled by the selectors with Ashok Dinda making way for 23-year-old Shami, for whom it would be his maiden Test series. Young seamer Bhuvneshwar Kumar has retained his place. Senior off-spinner Harbhajan Singh was, however, shown the door with Amit Mishra taking his place in the side. Harbhajan was ousted despite picking nine wickets in Punjab's opening Ranji match against Tamil Nadu. The spin attack will be spearhead by Ravichandran Ashwin with Pragyan Ojha
and Mishra backing him up. The batting line-up was not touched too much with Dhawan's re-entry being the only change brought about by the five-member selection committee headed by Sandeep Patil. The spotlight will, however, firmly be on Tendulkar, who would be completing 200 Tests in international cricket before drawing the curtains on his career. The landmark match would be played in the 40-year-old's home ground in Mumbai from November 14, preceded by the opening game in Kolkata from November 6. Squad for Test series: Mahendra Singh Dhoni (Capt.), Sachin Tendulkar, Shikhar Dhawan, Murali Vijay, Cheteshwar Pujara, Virat Kohli, Rohit Sharma, Ajinkya Rahane, R Ashwin, Bhuvaneshwar Kumar, Pragyan Ojha, Amit Mishra, Umesh Yadav, Mohammed Shami, Ishant Sharma.
in Paris, Saina had lost in the second round to Korea's Yeon Ju Bae at French Open, where she had reached the finals last year. The Hyderabadi, who has been bothered by injuries and

on 31. Mominul struck five boundaries on his 34-ball knock. Tamim, after scoring his 25th half-century, played a poor shot to be bowled out by Anderson. However, he went past Shakib Al Hasan to be the highest run-getter for Bangladesh with his total on Thursday. Neesham had taken Rahim to shatter Bangladesh's hope of amassing any big total. Anderson and Neesham varied their pace to fool the Bangladeshi batsmen and reaped the benefit. With the two bowlers operating shrewdly in the mandatory power play between 36 overs and 40 overs, Bangladesh earned only 35 runs in three wickets. Bangladesh won the rain-disrupted first match on Tuesday.

SARDAR PATELS LEGACY
The Iron Man isnt Congresss private property Just why is the Congress so enraged over the so-called appropriation by the Bharatiya Janata Party of Sardar Vallabhbhai Patel's legacy? Prime Minister Manmohan Singh went out his way to point out in his speech at the inauguration of the Sardar Vallabhbhai Patel Memorial Museum in Ahmedabad on Tuesday that he was proud to belong to a party of which Sardar Patel was a member. Earlier, a few of his Cabinet Ministers lashed out at the BJP's prime ministerial candidate Narendra Modi because he had hijacked' the Sardar to score political points, with one Union Minister even resorting to the petty gesture of turning down an invite to attend the Ahmedabad ceremony. The Congress's outrage is misplaced. While Sardar Patel was one of the stalwarts of the party, he is rightly seen more as a national icon than a Congress leader. The Congress cannot seek to confine his legacy within its party walls. If Mr Modi invokes the Sardar's contribution to the country, he has as much right to do so as the Congress or anybody else. The Congress is on weak ground when it accuses the Gujarat Chief Minister of exploiting Sardar Patel's name. It has for decades shamelessly used Mahatma Gandhi as if the Father of the Nation belonged to the Congress and none else. It has released various Government advertisements displaying his photographs, and even named a rural employment scheme after him. If this is not misappropriation' of a legacy, what is? But the Congress has been for years invoking Mahatma Gandhi's name selectively. The party does not want to remember the Mahatma's later disillusionment with the party. Mahatma Gandhi had even suggested disbanding the Congress. Interestingly, while the party has expressed such ire over Mr Modi taking the centre-stage on Sardar Patel's legacy, it has done little beyond making symbolic gestures to promote the legacy of another stalwart, Netaji Subhas Chandra Bose. Although Netaji Bose was associated with the Forward Bloc, he is not that party's property; he belongs to the country. Can the Congress list the schemes that it has named after Netaji Bose? What appears to have especially enraged the Congress is Mr Modi's remark that Sardar Patel would have made a better Prime Minister than Jawaharlal Nehru. Such response is understandable for a party which is wedded to the rule of the Nehru-Gandhi dynasty though Nehru must have never wanted it that way. The BJP's prime ministerial candidate has not committed sacrilege. He has only articulated an opinion shared by millions of Indians. Those who are outraged are the ones who always lecture others on the need to respect diverse opinions. The fact is that the troublesome Kashmir legacy is Nehru's creation. He handled the matter directly in the immediate period of independence and later, and made a mess that we have to contend with, decades later. Patel had the mandate of getting the princely States to join the Indian Union, and he did it with clinical efficiency, which earned him the respect and admiration of people. Had he also been tasked with settling the Kashmir issue, perhaps things would have been different. Neither Mr Modi nor his party seeks to convert the discourse into a Nehru versus Patel issue. There is no harm in having a healthy discussion, though.
MAYURI MUKHERJEE
In his address to the Winter Session of the Knesset earlier this month, Israeli Prime Minister Benjamin Netanyahu made an important comment that has gone largely unnoticed. He said: For the first time since the establishment of the State of Israel, a growing understanding is taking root in the Arab world, and it is not always said softly. This understanding, that Israel is not the enemy of Arabs and that we have a united front on many issues, might advance new possibilities in our region. The statements were made in reference to the tremendous upheaval that the region has witnessed since 2011 and placed against the background narrative of radical Islam gaining ground in the aftermath of the Arab Spring. Prime Minister Netanyahu now believes that this narrative is flawed; that radical Islams assumption of power is neither inevitable or nor irreversible, as the common man doesnt support the extremists. While only time will tell if Mr Netanyahus assessments (which many believe to be a tad bit too optimistic) are correct, and more importantly if Israel will be able to leverage these shifts in regional power equations to push for a less-hostile neighbourhood, there is, however, some reason to hope for the better. We see this primarily in Israels relations with Egypt and to a lesser extent with Saudi Arabia. In the case of Egypt, Israels peace with the worlds largest Arab nation has held strong despite the tumultuous changes that have taken place in that country since 2011. In fact, when the autocratic but relatively secular regime of President Hosni Mubarak was ousted, there were concerns that the EgyptIsrael peace treaty that has been the anchor for regional stability for four
porarily deploy its troops in areas of eastern Sinai where they are generally not allowed, Israel agreed. This was an especially big deal because the sanctioned deployment was in excess of what the peace treaty provides for. Zack Gold, who studies Israeli-Egyptian security cooperation in the Sinai Peninsula, has also observed that Jihadi action over the past two years has purposefully attempted to embarrass the Egyptian military, expose IsraeliEgyptian cooperation, and draw Israel into a cross-border response. In an attempt to inject bad blood between Egyptian and Israeli troops, terrorists in fact raided Israeli targets wearing Egyptian uniforms. Yet, in spite of these many challenges, the treaty has proved to be resilient much like it had during previous times of turbulence such as the two Palestinian Intifadas, the two Lebanon wars and rounds of fighting IsraelHamas fighting in the Gaza strip. While the treaty may have failed to forge greater socio-economic cooperation between the two countries of the kind that had been envisaged at the end of the
assistance and delivery of large-scale military systems such as F-16 fighter jets, Apache helicopters, M1A1 tanks, and Harpoon missiles, while leaving support for counter-terrorism programmes and economic assistance untouched, Washington, DC, has demonstrated resourcefulness in maximizing what little leverage it has over Egypt. He argues that the US has hit the generals where it hurts them the most (the boys in Cairo love their big, shiny, toys) while causing almost no damage to American national interests. But most policy-makers and security analysts do not share his optimism. While some have criticised the Obama Administration for cutting too much aid that will only lead to further erosion of Washingtons leverage in Cairo, others believe that it has cut too little and, therefore, exposed itself as a toothless tiger desperate for Egyptian support to maintain its influence in the Arab world. And then are others who believe that the partial cut sends out yet another muddled message of the kind that has come to characterise the Obama Administrations Arab Spring policy.
While only time will tell if Mr Netanyahus assessments (which many believe to be a tad bit too optimistic) are correct, and more importantly if Israel will be able to leverage these shifts in regional power equations to push for a less-hostile neighbourhood, there is, however, some reason to hope for the better. We see this primarily in Israels relations with Egypt and to a lesser extent with Saudi Arabia.
decades now, would fall apart. These concerns gained strength especially after the Muslim Brotherhood, which barely recognises Israels right to exist, was voted to power last year and Mr Mohammed Morsi became President. And his removal from office earlier this year did little to assuage those fears. Yet, despite all of this, the treaty has not fallen apart as many had feared. Instead, it has paved the way for unprecedented military and strategic cooperation between Israel and Egypt in the past two years. As Ehud Yaari at the Washington Institute notes, Israeli and Egyptian officers hold almost daily meetings and have established an efficient system of communications. This cooperation stems from a mutual interest in curbing the terrorist factions that have emerged in Sinai over the past decade, threatening both the Israeli border and the Egyptian control over the peninsula. A good example of this kind of cooperation, and the mutual trust that it quietly engenders, lies in the fact that earlier this year when Egypt wanted to temYom Kippur war, the last war waged by an Arab nation against Israel, its strategic benefits cannot be overstated. Not only has it fostered a cold peace between the two nations, protecting lives and territory, it has also now seemingly encouraged Israeli-Egypt cooperation on the global platform. For instance, after the Egyptian military ousted President Morsi from office, Israel lobbied hard with Washington, DC, to not label it a coup even though that was exactly what it was. Terming it as such would have immediately ended the flow of all American aid to Egypt and upset the generals in Cairo. Of course, the Obama Administration has since then still partially suspended its hefty aid package to Egypt, its biggest Arab ally, at a time of widespread instability in the Maghreb and Mashreq, and no doubt the decision has come under intense scrutiny from several quarters. Some experts, such as Princeton scholar Sharanbir Grewal, believe that it was the Obama Administrations smartest possible option. Writing for a Washington Post blog, he notes that by halting cash Ultimately, though the strongest criticism of Americas decision to cut aid to Egypt has come from what many would consider to be an unlikely quarter: The State of Israel. Irrespective of the merits of the debate on US aid to Egypt, the point to be noted here is that it was yet another instance of diverging Israeli and American interests in the region. Washingtons decision to cut aid to Egypt came around the same time it chose to respond positively to Iranian President Hasan Rouhanis peace overtures. This has sent alarm bells ringing in Jerusalem, where Prime Minister Netanyahu has warned against his counterpart in Tehran being a wolf in sheeps clothing, and also in Riyadh where the royals have made clear that the US is violating the terms of their protection racket by warming up to Tehran. Clearly, mutual dissatisfaction over US foreign policy has brought Israel and Saudi Arabia closer than ever before. It is, of course, still unclear if Israel in the near future will be able to have peaceful ties with its Arab neighbours but a sliver of hope seems to be emerging.
Very few ideas and solutions on education are able to scale up in India without collapsing. It' isnt easy to be answerable to one's donors and declare success Educationists from the world over gather once a year at Doha a city that rose in the middle of the desert powered by the gas under its sands and share what they have done and learnt over the years to improve education. Much business is done, but even more significantly, a number of good initiatives are triggered off and receive support. This is probably the one gathering within education space, other than the United Nations, where translators are essential. To share insights into what works in Guatemala with those who are working on the ground and then to to suggest a solution that has worked in India (or vice versa) is good; It is even better when that perfect fit of problem and solution, or seeker and solution provider occurs. Three themes emerge for India: Funding, teachers and data. India and its education naturally get attention here driven by the sheer demographics. There are only a few funding agencies that do not have at least one project' running in India. Others are daunted by the sheer scale of the challenge and it is true that every project and initiative feels like a drop in the ocean. Globally (and we have known this), a project that serves 25,000 people is a large project. In India, it barely qualifies as a pilot scheme. And for India's education issues this is the real challenge. Very few ideas and solutions are able to scale up so much without collapsing, nor is it easy to manage at that scale and still be answerable to one's donors and declare success. The issues across the globe resonate. The biggest issue is funding. Where does one find the resources to do good work? Government funds are never enough, though Governments obviously are in a key position to have maximum impact. Outside of the Government system, there is a keen sense of competition for the philanthropic funds that are so necessary for scaling up projects that are having an impact on the ground. How do we know that they actually have an impact and are doing real work? Because each of these donors monitors and invests in impact assessment. The educators who receive these funds must watch and measure the difference they make to education achievements of their target groups. The language of success in these is very different from the language used in Government projects here you hear terms heard in management and manufacturing applied to the process of education. It is heartening to hear the leaders of Gali Gali Sim Sim (in India) the Sesame Street project speak of applying kaizen, among other tools, to improve the quality of her projects. How does this translate to India's teacher shortage? Does India need more textbooks is this the technologywill-resolve-for-scale solution that we are banking on for the next decade as teachers are prepared for the next generation? Will edutech solutions impact class sizes to allow the limited number of good teachers to look after more students than before? I think not, in traditional schooling, though it clearly has a role in both post-school support education and in flipped classrooms. Edutech has a clear role in improving achievement levels and in allowing the teacher to focus on what is more important in the context of that classroom. While it is not a part of the core solution for scaling up quality education (that responsibility lies with teachers and principals), education technology solutions have a strong role to play in the whole solution for improving and standardising learning outcomes.

PATNA BLASTS
DEAR EDITOR, The number of blasts allegedly by Indian Mujahideen (IM) just before Modis election rally in Patna is matter of deep concern of security and Modis decision to hold it not affected by it all goes in his favour-they very purpose of IM is defeated. Further, the way Rahul Gandhi is speaking in rallies he is showing his immaturity in politics there is no emotional place in politics it require hard core winning strategic policies public is least affected by emotions now-moreover his statements are giving Modi more to counter attack with logicin turn Rahul speeches turns in favour of Modi (after he raises logical questions) and it more of embarrassment for his Congress party. He should think twice before speaking in public and must weigh its pros and cons after thoughts of it.
The dirty politics of speaking ill for other parties candidates is no more a symbol of success in elections but it goes against the party/person as Indian votes are not matured and cannot be played by personal emotions. Even rural population is much awakened due to TV, e media and also more of print media coverage now in smaller towns etc. Instead of being his Mamas boy (Sonia Gandhi) it is better for Rahul to follow his grandmother Indira Gandhi in politics and do follow some good work of Sanjay Gandhi. Make agenda of development and do not play vote bank politics of division of nation on caste religion minority etc. Congress has failed on inflation, scams, corruption, red tapism, and caste and religion politics. It seems that Congress shall lose but whether majority shall be for BJP is a doubtful question. Who shall be PM? Is there any third person in the line? Only voters shall tell at the time of final election results! MUKHATIK AHMED BATHINDI JAMMU

Centre keeping watch on Muzaffarnagar situation: Shinde
NEW DELHI, OCT 31: In the wake of fresh violence in Muzaffarnagar, the Home Ministry is keeping a close watch on the law and order situation in Uttar Pradesh and has sought a report on it. We are keeping a watch on the situation. We have also sought a report from UP, Home Minister Sushilkumar Shinde told reporters in New Delhi. Mr. Shinde said the Central government was conscious about the Muzaffarnagar situation and was ready to offer all help to the state government in maintaining law and order. A decision on sending additional paramilitary force will be taken after we receive the report, he said. Three persons were killed on Wednesday night as communal violence erupted afresh in Budhana area of Muzaffarnagar district which was hit by riots last month, leaving 62 dead. Eight persons have been arrested and cases registered against 15 people in connection with the violence.
NEW DELHI, OCT 31: The party said any blame game would only worsen the situation and asked the Akhilesh government to make efforts

the Bharatiya Janata Party on Thursday said it would not have happened had the authorities taken severe and unbiased action against those

He appealed to Uttar Pradesh, people especially those residing in the western districts, to do their best to maintain peace and harmony and foster mutual brotherhood. I appeal to people to maintain peace and order and expect that the government will take such actions that would not allow anybody to raise a question mark over its fairness, the BJP chief said. Three persons were killed on Wednesday in a communal violence in a Muzaffarnagar. In the riots that took place in September, 62 people were killed and thousands rendered homeless.
Higher sex ratio among tribal, SC groups: census Summons to BJP leaders on Jethmalanis plea
female children, the data shows that Indias least educated social groups are those with better sex ratios. The child sex ratio (girls for every 1000 boys aged 1-6) is 957 for STs and 933 for SCs as compared to 910 for others. In urban areas, the child sex ratio of the non-scheduled caste, non-tribal population is just over 900, meaning there are 100 less girls for every 1000 boys. Better sex ratios among tribals could reflect a combination of positive and negative factors; cultural gender parity as well as lack of access to pre-natal diagnostic technology. Dr. Abhay Bang, the award-winning doctor and social activist from Gadchiroli in Maharashtra who is a member of the central governments new High-Level Committee on Status of Tribal Communities, says that both factors could . Arora told the court that because he strongly supported Narendra Modi for the prime ministerial candidate for 2014 general elections, the board members expelled him as there were others in the party who were aspiring to become the PM candidate. Arora added: Because I (Jethmalani) was supporting the name of Narendra Modi for the prime ministerial candidate, other party (board) members became aggrieved and had issued statements against me in media and other public fora and expelled me. The joint registrar asked counsel whether Mr. Jethmalani had tried to reconcile the issue with the party, to which the advocate said many times. Mr. Jethmalani alleged that the boards decision to expel him was driven by malice and desire to defame.
NEW DELHI, OCT 31: Despite having lower literacy rates than others, scheduled caste households have higher sex ratios, and tribals the highest of all, newly released Census data shows. While census data is not yet available by religious group, the primary data of scheduled castes and scheduled tribes was made available by the office of the Registrar General of India and Census Commissioner on Monday.
The data shows that although the numbers are improving, scheduled castes, who comprise 16.6% of the population, and scheduled tribes, who make up 8.6% of the population, have lower literacy rates than the Indian average. The literacy rate for female STs is still under 50% and just 57% for SC women, while the numbers are slightly higher for men. Yet despite the common belief that education will improve attitudes to
NEW DELHI, OCT 31: The Delhi High Court on Thursday issued summons to the Bharatiya Janata Party and its parliamentary board members on a civil defamation case filed by veteran lawyer Ram Jethmalani over his expulsion from the party May 28. Mr. Jethmalani demanded Rs.50 lakh in damages jointly from the board members, barring BJPs prime ministerial candidate Narendra Modi
and the ailing Atal Bihari Vajpayee. He asked the court to declare the boards decision null and void. Joint Registrar of Delhi High Court Himani Malhotra said: Summons of suit be issued to defendants (BJP and its parliamentary board members). The joint registrar asked the party and its members to file their response by Jan 30. Appearing for Mr. Jethmalani, advocate Ashok

MUZAFFARPUR (BIHAR), OCT 31: Mehrar Alam, who was being held in a guest house near Moti Jheel area of Muzaffarpur, escaped on Wednesday night. Mehrar Alam, a suspect in the Patna serial blasts, escaped from NIA custody in Muzaffarpur, police sources said on Thursday. Alam, taken into custody by the NIA from Darbhanga, was taken to the house of Mohammad Aftab, another suspect on Wednesday, the sources said. Aftab, a kin of yet another blast suspect Ujjair Ahmad, had gone to the Delhi airport to see off his wife when he was detained by security agencies and taken for questioning. Alam, who was being held in a guest house near Moti Jheel area of the town, escaped on Wednesday night, the sources said. After the escape, the NIA lodged an FIR with the town police station and a search for him was mounted, they added.

KEVADIA (NARMADA), OCT 31: Gujarat Chief Minister Narendra Modi on Thursday hit back at Prime Minister Manmohan Singh, saying Sardar Vallabhbhai Patel belonged to the whole
nation and not a particular party and that he favoured Patels secularism and not votebank secularism practiced by some parties. Mr. Modi also attacked the Prime Minister on the issue
of installing a gate on the Sardar Sarovar Dam which has been pending for a long time. He alleged that Gujarat is being discriminated against by the Centre for political reasons.
NEW DELHI, OCT 31: New material on Amit Jogi, son of former Chhattisgarh Chief Minister Ajit Jogi, suggests that his nomination by the Congress party to contest Assembly elections from the Marwahi constituency could spin into a potential embarrassment for Congress vice-president Rahul Gandhi who recently took the moral high ground against criminalisation of politics. In late September, Mr. Gandhi publicly denounced the UPAs pushing of the controversial ordinance to negate the Supreme Court verdict on convicted lawmakers as complete nonsense. He had said the ordinance should be torn up and thrown away while admitting that what our government has done is wrong. Apart from several pending criminal charges, copies of two declarations filed by Amit Jogi along with the certified copy issued by Collector, Raipur, which are available with The Hindu, reveal that he has additionally accomplished the extraordinary feat of being born in three different places and on different dates. Amit Jogi is presently out on bail in the Ram Avtar Jaggi case in which he was accused of having entered along with a few other persons into a conspiracy to murder the NCP leader. After his earlier acquittal by the trial court, the High Court admitted a revision petition filed by Satish Jaggi on grounds that learned Special Judge (of the trial court) has travelled beyond the jurisdiction vested on it and thereby committed illegality while issuing a bailable warrant of Rs. 5,000 against Amit Jogi. The case is pending in the High Court. Further, Amit Jogi was a coaccused in the MLA bribery case just after the 2003 Chhattisgarh Assembly polls when the Congress lost the election and tried to break up the BJP. A CBI inquiry was ordered, which culminated in the filing of a closure report by the agency on the advice of the Law Ministry, which said an acting Chief Minister cant be treated as a public servant under the definition provided in the Prevention of Corruption Act. To add to Amit Jogis woes, the former State Finance Commission Chairman, Virendra Pandey, the whistleblower in the MLA bribery case, has challenged the CBI closure report in the CBI court, Raipur, on which the final order is still awaited.
CAIRO, OCT 31: The action comes a day ahead of the Nov. 1 deadline set by the global chemical weapons watchdog for Damascus to destroy all chemical weapon production facilities and equipment for filling munitions with poison gas. Syria has completed destruction of critical equipment for producing chemical weapons and filling munitions with poison gas, the global chemi-
cal weapons watchdog said on Thursday. The announcement by the Organization for the Prohibition of Chemical Weapons came one day ahead of the Nov. 1 deadline set by the Hague-based organisation for Damascus to destroy or render inoperable all chemical weapon production facilities and machinery for mixing chemicals into poison gas and fill-
their first round of verification work, visiting 21 of 23 sites declared by Damascus. Inspectors were unable to visit two sites because of security concerns, underscoring the risky nature of a mission to destroy Syrias chemical arsenal in the midst of an ongoing civil war. Syria has submitted a plan for the total destruction of its chemical weapons that has to be approved next month by the OPCWs executive committee. In a further sign of progress in the mission, a group of eight OPCW inspectors returned to the organizations headquarters Thursday. On behalf of the OPCW, I thank you and all of our colleagues from the Joint OPCW-UN Mission who remain in Syria for your outstanding service, DirectorGeneral Ahmet Uzumcu said in comments released by the OPCW.
month, came days after Prime Minister Nawaz Sharif, during a visit to Washington, asked US President Barack Obama to end drone operations. The Interior Ministry said on Wednesday that 67 civilians were among more than 2,000
people who had died in drone strikes since 2008, a figure much lower than the estimates of rights groups. London-based Amnesty International described civilian deaths in drone attacks as extra-judicial killings, in a report this month.
Drone attacks are unpopular in Pakistan but Washington has backed their use in killing high-profile al-Qaeda targets. Islamist militants in Pakistan said they would announce a ceasefire if the Government forced the US to end drone attacks.
HAVANA, OCT 31: In a much-sought-after meeting that was not confirmed till the day of his departure, Vice-President Hamid Ansari called on former Cuban leader Fidel Castro on Wednesday at the latters residence. Although Mr. Castro has not been keeping well, and has been avoiding public engagements, the meeting was arranged in appreciation of Indias special relations with Cuba. The meeting lasted 35 minutes, according to a source in Vice-Presidents delegation. Cuban Foreign Minister Bruno Rodriguez Parrilla and Indias Ambassador to Cuba C. Rajasekhar were also present during the meeting, besides Mr. Ansaris wife, Salma. Said adds: Vice-President Hamid Ansaris meeting with Fidel Castro was the high point of the first ever bilateral visit by any Indian VVIP to Cuba, during which the two countries also inked an agreement on cooperation in broadcasting. After concluding a landmark tour of Peru during which four agreements were signed, Mr. Ansari arrived in Cuba on Wednesday. Soon after his arrival, Mr. Ansari inaugurated a Festival of India that began with Nrityaroopa, a fusion of six classical dances, greeted with applause from thousands of Cubans. And I understand that the U.S. authorities have given assurances that United Nations communications are not and will not be monitored, Mr. Nesirky said when asked to comment on reports that the encryption system of the video-conferencing system of the U.N. had been broken into. He said the inviolability of diplomatic missions, including the United Nations, has been well-established in international law, and therefore, all Member States are expected to act accordingly. The U.S. is facing criticism from international leaders over revelations that the NSA carried out electronic surveillance and snooped in on conversations of 35 world leaders, including German Chancellor Angela Merkel. WASHINGTON, OCT 31: For the first time in five years, the US government has run a budget deficit below USD 1 trillion. The government said on Wednesday that the deficit for the 2013 budget year totalled USD 680.3 billion, down from USD 1.09 trillion in 2012. Thats the smallest imbalance since 2008, when the government ran a USD 458.6 billion deficit. Its still the fifth-largest deficit of all time. The deficit is the gap between the governments tax revenue and its spending. It narrowed for the budget year that ended on Sept. 30 because revenue rose while spending fell. Revenue jumped 13.3 per cent to USD 2.77 trillion. Government spending declined 2.4 percent to USD 3.45 trillion. A stronger economy created more jobs and income over the past year, which generated greater tax revenue. At the same time, the Obama administration and Congress agreed in January to end a temporary cut in Social Security taxes and also to raise income taxes on the wealthy. And spending fell in part because of across-the-board cuts that took effect in March. The Obama administration and Republicans in Congress are now engaged in another battle over the budget and Obamas health insurance program. That led to a 16day partial government shutdown this month. And while the parties reached a deal to re-open the government this month, it contained an agreement to only fund government operations until January 15 and suspend the governments borrowing limit until February 7. A House-Senate conference committee met on Wednesday for the first time since the shutdown. They are hoping to reach a deal that would remove the threat of another shutdown and ease fears of a debt default. The Obama administration stressed in announcing the 2013 results that the government is succeeding in reducing the deficit from the record levels that had been hit. It is now less than half of what it was when the president took office, Treasury Secretary Jacob Lew said in a statement. The USD 680.3 billion deficit for the just-completed budget year represents 4.1 per cent of the total economy, down from 6.8 per cent last year. In dollar terms and not adjusted for inflation, the deficit is still the fifth-largest in history. It was exceeded only by four straight deficits above USD 1 trillion. The record deficit was USD 1.4 trillion set in 2009, Obamas first year in office.

MUMBAI, OCT 31: The central bank may have done enough on rate hikes but will need to monitor the economy, Reserve Bank of India Governor Raghuram Rajan said in a conference call with analysts on Wednesday, a day after raising interest rates for a second consecutive month. "I won't say that we have a set of rate hikes in mind," Rajan said. "We think we
have done enough given what we know about the economy to wait and watch and see what happens." Rajan added the Indian rupee would be considered to have stabilised only when oil demand has returned to markets, while adding the special swap window currently provided by the central bank would be tapered gradually. The central bank governor also said the RBI would
take a call on liquidity management only when the operational rate comes down to the repo rate. India's central bank raised interest rates for the second time in as many months on Tuesday, warning that inflation is likely to remain elevated despite sluggish growth, and rolled back an emergency measure put in place in July to support the rupee.

The city has many top engineering colleges and every year hundreds of students are hired through campus recruitment to top IT firms. Colleges like GSSS Engineering College, Vidya Vikas Engineering College and Vidya Vardhaka Engineering College are the worst hit while top engineering (autonomous) colleges like National Institute of Engineering and SJCE are also feeling the pinch. For instance, in the National Institute of Engineering, the number of recruitments has college were placed but this year 25 top companies had visited the campus but hardly 75 candidates were recruited,'' said H S Prasanna, training and placement officer, NIE. Hiring by the manufacturing and core engineering companies has gone down to 40%. Software companies' recruitments too are not much encouraging,'' he added.
