TheFoundationplanstoimpacttheDelawarebasinby addressingwatershedwideissuesprotectingandrestoring placesofecologicalsignificanceandbuildingtheconstituency forthewatershedbyengagingpeople. SparkswaspartofatwodayeventheldOctober2829at theAcademyofNaturalSciencesofDrexelUniversityand hostedbytheCoalitionfortheDelawareRiverWatershed withthegeneroussupportoftheFoundation. CoalitionpartnersPennFutureandNewJerseyAudubon helpedspearheadtheeventatwhichwellover200individualsattendedsessionsonpreservingand protectingtheDelawareRiverWatershed. Inall,over60NGOs,eightfederalagencies,stateandlocalregulators,academia,and foundationswererepresentedat"AcceleratingAction:TheDelawareRiverWatershedForum." TheDelawareRiverBasinisanecologicalandeconomicjewel.Itencompasses13,000square acresandprovides5percentofthedrinkingwateroftheUnitedStates.Thebasinhasanannual economicvalueof$25billionanditsecosystemservicesarevaluedat$683billion. Itisalsotheenginefor600,000jobs.PresidentJohnFryofDrexelUniversitynoted,"Thereare fewthingsmoreimportantthatpreservingandprotectingourDelawareRiverWatershed."Headded thatprotectionof"watershedsrequireacommitmenttothelongview." Theinteractiveforumincludefacilitateddiscussiontoidentifycurrentopportunities,obstacles, challenges,prioritiesandneedsforforests,agriculture,andurbanandsuburbanlandscapesaswellas issuesrelatedtomonitoring,policy,andrestoration. Theseremarksweredeliveredatoneofthebreakout sessionsoutliningthecurrentpoliticallandscapeinstate governmentinHarrisburgandhowPennsylvanias commitmenttowatershedrestorationchangedfundamentallybeforeandafter2003 TodayIwanttogiveyouaquickoverviewofthepoliticallandscapeinHarrisburgas backgroundforyoutoconsiderasyoudevelopastrategyforaddressingthewatershedrestoration issuesintheDelawareRiverWatershed. Gettingthesciencerightandknowingwhatyouneedtodotorestorethewatershedisone thing,butturningthatscienceintopoliticalaction,andmoreimportantlyintotheresourcesstaffand moneyneededtoaddresstheissuesisanother. Therewasabright,clearlinedrawnin2003inPennsylvaniascommitmenttoaddressingthe Commonwealthswaterqualityissues.ChoicesweremadeandIwanttooutlinesomeofthosehere. Butfirst,IneedtodescribePennsylvaniasstatewidewaterqualityissues. Morethan19,600milesofstreamsareimpairedinPennsylvania23percentandnearly 67,990acresoflakesimpaired42percent. Thetopthreecausesofthatimpairmentareallnonpointsourceproblems:Agriculturalrunoff 5,705miles,Siltation5,604miles,Abandonedminedrainage5,596milesandurban/suburbanrunoff 4,103miles. Pennsylvaniaalsohasseveralspecificobligationstocleanupitsriversandstreamsasaresultof theChesapeakeBayAgreementandTMDLandTotalMaximumDailyLoadwatershedplanswhich

cover7,200milesofimpairedstreamsinallpartsofPennsylvania. Allthesecommitmentsmustbeaddressed. CommitmentToRestoringPAWatershedsPriorTo2003 TheoriginalGrowingGreenerProgramwasdesignedtodealheadonwithnonpointsource pollutionandalltheleadingcausesofwaterimpairmentinPennsylvania. ItwassignedintolawbyGov.RidgeinDecember1999andremainsthelargestsingle environmentalandwatershedcleanupinvestmentinPennsylvaniashistorynearly$650millionover fiveyears. Itwasextendedin2002byGov.Schweikerthrough2012anddoublingitsfundingtoover$1.2 billionbyputtinganewfeeoneverytonofmunicipalwastedisposedinthestate. Duringitsfirstthreeyears,GrowingGreenerfunded1,100watershedrestorationprojects totalingover$333million($127millioninpublicfunds,plus$206millioninmatchingfunds). Morethan4,659acresofabandonedmineswillbereclaimed,5,071acresofwetlands restored,487milesofstreamsidebuffersplantedand1,336oilandgaswellsplugged. Overthe8yearsoftheRidgeandSchweikerAdministrationsmorethan33,300acresof abandonedmineswerereclaimedand967milesofstreamwerecleanedup. Butmorethanfundingwasputinplacetoaddresstheseissues. Between1995and2003morethan125newwatershedgroupswerestartedandanestimated 11,000peopleweretrainedandequippedthroughtheCitizensWaterQualityMonitoringProgramto routinelymonitorwaterquality. Includedinthattotalwere2,900volunteersinauniqueprogramthePASeniorEnvironment Corpwhichtookadvantageoftheskillsseniorsdevelopedoveralifetimeandgavethemthe opportunitytodowatertestingandotherprojects. Watershedcoordinatorswerecreatedin61ofthe67countyconservationdistrictstoprovide assistancetowatershedgroupsaswellasanetworkoftechnicalassistanceproviderstobuildcapacity amongwatershedgroups. TheGovernorsAwardforWatershedStewardshipwascreated. Weusedthewww.Watersheds.tvwebsiteandweeklynewslettersonPAWatershedsand CitizenWaterMonitoringtokeepwatershedgroupsuptospeedonthelatestprojectsandtechniques sotheywontreinventthewheelonwatershedrestorationsolutionsandtopromotemorelocalbuyin andactiontorestorewatersheds.. TheGrowingGreenerProgramwonaCouncilofStateGovernmentsInnovationAwardin 2001.ThePASeniorEnvironmentCorpsProgramwasrecognizedbytheUnitedNationsinthe HonourRollof500whichalsohonoredindividualslikeJaneGoodallandJacquesCousteau. CommitmentToRestoringPAWatershedsAfter2003 Asgeneralbackgroundyoushouldknowthatoverthelast12years,$1.9billionhasbeencut ordivertedfromenvironmentalprogramstoeitherbalancethePennsylvaniastatebudgetorfund programswhichcouldnotgetfundingontheirown. StaffintheDepartmentofEnvironmentalProtectionhasbeencutnearly20percentsince2003, includingmuchofthestaffdevotedtowatershedrestorationandworkingwithwatershedgroups. TheGrowingGreenerProgramwaschangedfromapayasyougoprogrambasedonfees frommunicipalwastegeneratingabout$60millionayear,toonewherethatincomeisusedalmost entirelytopayforthe2005GrowingGreenerIIbondissuedebtservicewithnonewfunding. TheGrowingGreenerIIbondmoneyranoutin2011. TheusesofGrowingGreenerIIfundingwerealsoexpandedtoincludeotherpurposes,like

buildingaparkinggarageinScrantonandgiventocountiesforeconomicdevelopmentprojects. Before2003,DEPgaveoutmorethan$30millionayearinwatershedrestorationandmine reclamationgrantstowatershedgroupsandconservationdistricts.InthecurrentroundofGrowing GreenerGrants,DEPsaidapproximately$18millionwillbeavailable,justoverhalfofwhatwasgiven outbefore. Aaverageof1,600acresofabandonedminelandsayearwerereclaimedasaresultofDEP contractsusingbondforfeitureandfederalfundsbetween1995and2002.Forthiscalendaryear,DEP estimatesitwillreclaim283acres. Needlesstosaynearlyallinformationsharingtoolswereabandoned:www.Watersheds.tv, newsletters,mostofthetechnicalassistanceprogramsforwatershedgroupsandtheGovernorsAward forWatershedStewardshipwaseliminated. DEPsCitizensVolunteerMonitoringProgramwasdrasticallycutandthePASenior EnvironmentCorpswasironicallyeliminatedonits10thanniversaryin2004.Itwasrecentlyrevivedby thenonprofitNaturalAboundsatamuchreducedscale. But,thereweretwobrightspotssince2003. In2007the$10millionResourceEnhancementandProtection(REAP)farmconservationtax creditwaspassedthroughtheworkofacoalitionincludingtheChesapeakeBayFoundation,farmers, builders,municipalauthoritiesandconservationdistrictstofundonfarmbestmanagementpractices. Althoughithasbeencutseveraltimes,ithasbeenfullyfundedoverthelastthreeyearsand requestsfortaxcreditshaveexceededavailablefundseveryyear. In2012,Act13,theMarcellusShalelaw,waspassedandincludedanewdrillingimpactfeeto providefundingforconservationprogramsanddirectlytomunicipalitiesandcountiesaffectedby drilling. ThisyearAct13providedabout$14.5millionforprogramstodealwithabandonedmine drainage,watershedrestoration,waterqualitymonitoring,greenways,trailsandrecreationandwell plugging,restoringsomeoftheGrowingGreenerfunding. Act13alsoprovidedfundingfromdrillingimpactfeesdirectlytocountiesandmunicipalitiesin affectedareaswhichcouldbeusedforwatershedrestoration,butinpracticeverylittleofithasbeen. Fundingwasalsomadeavailabletocountyconservationdistrictsfromdrillingimpactfees. NewVisionForTheDelaware IfthenewvisionfortheDelawareRiverWatershedistobeasuccess,thesciencehastobe convertedtopoliticalactiontobringtheresourcesmoneyandstaffneededtosupportwatershed restorationefforts. Sincetheinceptionoftheprogram,morethanfortyPlainSectfarmershaveusedthisBuffer Bonusoptiontoachievealevelofconservationneededtorestorethehealthoflocalstreams,the SusquehannaRiver,andtheBay. AmishandOldOrderMennoniteFarmsProtectStreamsAndTheBayprovidesanoverviewofa CBFinitiativetoworkwithPlainSectfarmersinLancasterandChestercountiestoinstallbest managementpracticesunderfederalFarmBillProgramsliketheConservationReserveEnhancement Program(CREP). Projectresultsinclude367BMPsinstalled,126acresofforestedbuffersplanted,and48 conservationplansdeveloped.Basefundingtotaled$1.5million,buttheprojectleveragedsignificant additionalfederalandstatefundingthat,takentogether,increasedwaterqualitybenefitsandcost effectiveness. Nearly20,000MilesOfPAStreamsArePolluteddetailsthefacttherearethousandsofstream milesandhundredsofacresoflakesallacrossPennsylvaniathatareconsideredimpairedunderthe federalCleanWaterActthateitherhaveorwillrequirewhatisknownasaTotalMaximumDailyLoad (TMDL).

CostEffectiveSolutionsAreKnown,DocumentedForTheChesapeakeBaynotescosteffective pollutionsolutionshavealreadymadesignificantprogressinreducingpollutiongoingtotheBay, particularlyinPennsylvania. Thisyears40projectswillusebothinnovativeandwellknownwaystocreatecleanerwaters, restorehabitatandstrengtheniconicspeciessuchasbrooktroutandoysters,andengagehomeowners andresidentsinenvironmentalworksupportingtheircommunitysqualityoflife. Thedepartmentdeterminedthecompanyfailedtoproperlymonitorandcontrolairemissions fromMay2008throughMay2011. Ecopaxmanufacturesfoodgradepolystyrenefoamcontainers.
