WHEREAS, the Buklod Atenista strongly believes in the notion that social awareness with a direct 1 involvement should be a primary concern of all the members involved ; WHEREAS, there is a bill passed by Sen. Teofisto TG Guingona III called the Crowdsourcing Act of 2012 that seeks to allow the citizens to participate in the legislative process through online means; WHEREAS, their team is encouraging citizens to aid in the improvement of the bill by communicating possible comments and suggestions through their official e-mail, Twitter and Facebook accounts; WHEREAS, it can be an avenue for the citizens to participate in the legislative process as if they are a part of the actual committee discussion; WHEREAS, it allows for an avenue for the citizens, to propose a better system and/or ideas for laws that would benefit everyone; WHEREAS, the Buklod Atenista member schools discussed the bill during the 30 Atenista Conference held from May 27 to 31, 2013 at Ateneo de Zamboanga University;

WHEREAS, the Buklod Atenista member schools agree on the principle of the bill, however, it was raised that making the legislative process too public could impede the legislative process since consolidation of public comments might compromise mechanisms; WHEREAS, the bill implicitly excludes certain individuals and areas from being given a similar avenue for participation in the legislative process, due to these individuals and areas having limited, or no access to the internet. In addition to this, information provided over online means could be manipulated; WHEREAS, it was also concluded that participation in the law-making process of the government must be a priority of the state and that mechanisms of the law require intensive study; WHEREFORE BE IT RESOLVED, that the member schools of Buklod Atenista; given these reservations and contentions noted herein, shall do the following phases: PHASE 1: Research and Pulse The member schools shall do an awareness campaign to solicit ideas and suggestions among its constituents by conducting activities that provide avenue for discussions. PHASE 2: Consolidation The member schools shall then consolidate all the ideas and suggestions for improvements. It shall also be sent to the official e-mail, Twitter, and/or Facebook accounts of the proponents of the bill.

PHASE 3: Monitoring The member schools shall also monitor the progress of the bill. And, in the event that a new version of the bill comes out, the bill will be discussed in the nearest conference. WHEREFORE BE IT FINALLY RESOLVED, that this resolution take effect upon a 2/3 vote of the National Congress.
