DC Alcoholic Beverage Regulation Administration (ABRA) 2000 14th Street, NW B Suite 400S Washington, DC 20009 RE: Protest of Renewal Application # 090832, Seaton Motor Company, LLC dba Red Hen, 1822 First St., NW , Washington, DC 20001

Dear Madam/Sir: I am writing on behalf of The Neighbors of the Unit Block of T Street, NW (>Neighbors=). Residents of the unit block of T street (formerly known as Athe crack cocaine capital of DC@) and its abutting blocks, have invested tens of millions of dollars in the purchase and/or renovation of century old Victorian townhouses and substantially transformed this area into a diverse, quiet, tranquil, family-friendly and beloved neighborhood. While the Neighbors support the increasing development of new business enterprises, which we believe can enrich our neighborhood and quality of life, we also are concerned that those enterprises recognize, respect, honor and contribute to the fundamental residential character of our block, other abutting blocks, and the general Bloomingdale community. The above noted application is for a Class C (Restaurant) liquor license with operating hours of 7 am to 2 am (Sunday - Thursday) and 7 am - to 3 am (Friday & Saturday), with hours of alcoholic service beginning at 8 am. The applicant also proposes to have a Sidewalk Caf with operating hours of 7 am -2 am (Sunday thru Thursday) and 7 am to 3 am (Friday & Saturday), with alcoholic beverage service beginning at 8 am.. The proposed seating capacities are 78 in the interior and 46 in the exterior. The application placard is somewhat unclear regarding the provision of music and/or other entertainment. The Neighbors of the Unit Block of T Street, NW seek to protest the above noted application due to our concerns related to noise, parking, hours of operation, hours of alcoholic beverage service, and other matters. The Neighbors currently have Agreements with two similar establishments in the 1st & Rhode Island Avenue, NW area, and we wish to encourage some consistency in operating hours of such establishments. We additionally seek to work collaboratively with representatives of Seaton Motor Company, LLC to develop a Settlement/Voluntary Agreement. Should such an Agreement be ratified and incorporated into the provisions of the alcoholic beverage license, this protest will be will be withdrawn. Attached you will find signed petitions. Please note: The petitions also serve to designate representatives of signatories in any mediation and negotiation that may be associated with this protest.
