Contingency Plan 2013
Contingency Plan 2013
North Sindh Urban Services Corporation (NSUSC) is mandated for water supply, sewerage and solid waste services as per Govt of Sindh notification. The company is register under companys ordinance 1984 www.nsusc.org.pk . Sukkur is also operational areas of NSUSC. The outline of the Contingency Plan as required by the Provisional Disaster Management Authority, through District Disaster Management Authority via their letter No 1GB /457 of 2013 dt 8 Feb 2013 received in Director Operations Office on 18 Feb 2013. The required input based on risk assessment and outline given is presented below.
Lesson learnt
In 2012, the quantity of rainfall during the last week of August was exceptionally high throughout North Sindh. The affected areas and the severity of the flooding are shown on a map appended to this note. NSUSC had put in place preventative measures prior to the arrival of monsoon rain, including de-silting of trunk sewer lines, clearing of nallahs, mobilization of power generators at sensitive locations and ensuring that all pumping assets would be operational. However, floods occurred in large parts of the city and, although dewatering equipment was used in all flooded areas, flood water did not recede in some parts for up to three days. It should be noted that the sewerage system in Sukkur is not designed to cater for the full extent of heavy monsoon rain, although the partial commissioning of the wastewater Megaproject executed by PHED has significantly improved the overall storm water transfer capacity out of the city through combined sewer lines. However the benefits of the new Megaproject trunk sewers are limited in urban parts where pre-existing and often undersized sewers still constitute the wastewater collection system.
The experience of past heavy rainfall events, in various catchments of Sukkur, have shown the following disposal stations (DS) to be critical: 1. 2. 3. 4. 5. Waspur DS, Bakhar DS, Jail Garden DS, Shalimar DS and Miani DS.
Urban Area = 18 square kms Union council = 16 Population 0.7 Million Total of Disposal Stations = 17 to disposal off water from the City including One Big One at Maka , which was prepared for monsoon Rain Fall on 210 Mm in 24 hours starting from 9th Sep to 10th Sep SEPCO Electricity Off for first 14 hours in average Rain Quantity 60 Million Gallon Per Day plus 8 MGD of Water supply Capacity to dispose off drainage 8 Million Gallons Per Day 16 Dewatering Sets 10.68 kms of various drains and Nallah di- silted for Monsoon Preparedness 1200 staff worked day and night in Three days emergency

Solid Waste
382 Tons of Solid Waste Collected trough 849 container picked in continuous operations of 14 SWM vehicles, Slush Recovered and removed = 89 tons
Limitation
Regarding the sewer network, there is a structural limitation to what can be achieved without further investment, if the transfer capacity in insufficient. However, areas with a high risk of flooding are known and systematic desilting of sewer lines is to be carried out in and downstream of these areas.
