Technology Options For A Country's First Nuclear Power Plant
Several Member States of the Agency are considering introducing nuclear power to their energy mix for the first time. Although various technology options are available to these countries, selecting the most suitable nuclear reactor design requires not only a careful understanding of existing designs but also in-depth knowledge of country-specific needs, conditions and other considerations. o make an informed decision, the key characteristics of a particular nuclear pro!ect must be clearly understood and specified from the outset and balanced, comprehensive and up to date information about reactor designs, concepts and fuel cycle options must be made available and evaluated. his document details important considerations to be taken into account when selecting a reactor design for a country"s first nuclear power plant #$%%& and provides information on technology options available to newcomer countries, listing potential designs and describing their key characteristics.

whether the increase in construction time when using traditional construction techniques will be offset by the increase in cost associated with the use of more advanced construction techniques. %erformance-specific considerations of a given design, such as operability, manoeuvrability, inspectability, maintainability, availability factor and reliability, are of course also of paramount importance and careful evaluations of each one of those characteristics should be carried out. /urthermore, it may be of interest to examine the technology options that are being selected in other countries in the same region, since establishing productive regional partnerships would enable efficiencies in areas such as operating experience, spare parts inventories, enrichment and fuel fabrication services, waste and spent fuel management facilities, etc. Similar efficiencies could be achieved by selecting a widely used reactor design and by participating in the )owners" group" for that design. 0t is generally recommended that newcomer countries consider both types of partnerships, in particular with more experienced countries or operators. As an additional benefit, these may increase negotiating strength when dealing with suppliers. 1ast but not least, other key factors in choosing a nuclear reactor design include fuel procurement and spent fuel and waste management. +ith regard to fuel, the availability of several competitive suppliers for the various raw materials and services needed to produce the nuclear fuel required for a given reactor design, such as the procurement of the fissionable raw material, enrichment services, and fuel fabrication, should also be considered. As for spent fuel and waste management, long term plans are needed.

criterion, reactors can be described as )thermal" when they use low energy neutrons and as )fast" when they use much higher energy neutrons that are not slowed down by a moderator. According to the latter criterion, reactors can be classified as water cooled reactors #+(3s&, gas cooled reactors #8(3s&, liquid metal cooled reactors #1M3s& and molten salt cooled reactors #MS3s&. /urthermore, the +(3 category can be subdivided into boiling water reactors #>+3s& A where the core is at relatively low pressure and the coolant is allowed to boil A and pressuri'ed water reactors #%+3s& A where the core is at high pressure and the coolant remains a liquid. he +(3 category can also be subdivided into light water reactors #1+3s& and heavy water reactors #@+3s& that use deuterium water. +hile most @+3s belong to the %+3 type and are also referred to as pressuri'ed heavy water reactors #%@+3s&, some advanced designs use the >+3 concept. Several advanced designs are referred to as )integral designs", that is, designs in which the whole reactor primary circuit #including, for instance, the pressuri'er, coolant pumps, and steam generators2heat exchangers, as applicable& is enclosed in the reactor vessel. /inally, depending on the si'e of the plant, nuclear reactors can be classified as )small" #with an output of less than ?;; M+#e&&, )medium" #between ?;; and =;; M+#e&& and )large" #more than =;; M+#e&&. 0n general, although innovative reactor designs do not always fit this norm, we can say that most +(3s and 8(3s are thermal reactors, while most fast reactors are cooled by liquid metals.

he designs listed in able 04-5 are briefly described hereafter, in alphabetical order. he advanced boiling water reactor #AB&%&, available from two competing vendors #8*-@itachi and oshiba&, combines >+3 design features from *urope, Fapan and the GSA. 6eveloped in direct response to the *lectric %ower 3esearch 0nstitute"s #*%30"s& Utilit !e"uirements #ocument #3ef. 04-:&, the A>+3 is licensed in Fapan, the GSAB, and it is the first evolutionary reactor design to operate commercially. (urrently four A>+3s are in operation in Fapan #Hashiwa'aki-Hariwa < 7 =, @amaoka-: and Shika-.&, and two are under construction there.: Several more are planned in both Fapan and the GSA. herefore, this design has a proven capital, operation and maintenance cost structure. aking advantage of existing prefabricated construction experience and applying it to a modulari'ed design, the A>+3 was designed with a shorter construction schedule in mind. Although existing A>+3s have a capacity of 5?=; M+#e&, future A>+3s are expected to reach 5:;; M+#e& due to an existing reactor core margin for uprates. he A>+3 has fully digital 07( and has adopted reactor internal pumps that eliminate the need for large external recirculation coolant loops and make it possible to maintain core coverage during a postulated loss of coolant accident #1,(A&. Significant efforts have also been made in the design of the A>+3 to improve its safety systems and reduce the core damage frequency to very low values. /eatures have been included to mitigate severe accidents and to reduce the off-site consequences of accidents, and its containment vessel is made of reinforced concrete with an internal steel liner. he AB&%" , developed by 8*-@itachi, is a further enhancement of the A>+3. 0t offers a larger power output of up to 5=;; M+#e&, due to a larger core #with 5.: times larger fuel bundles& and the control rods arranged in a H-lattice #as opposed to the conventional $-lattice&. his new core design may also provide increased flexibility in terms of higher burnup, use of mixed oxide #M,I& fuel and higher conversion rate configurations. he A>+3-00 also includes a modified emergency core cooling system and a combination of active and passive heat removal systems designed for improved economics, performance and safety. he AC'#((, a multipurpose small module reactor developed by the (hina $ational $uclear (orporation #($$(&, is a 5;; M+#e& advanced pressuri'ed water reactor with small integrated modules. 0ts .-< modules can be built at the same time and a single module of the A(%5;; can supply ?5;M+t of 3eactor thermal power, a maximum heat production of 5;;;8F2h, a maximum steam production of B.;t2h and a maximum seawater desalination production of 5.;;;;t2d. he AC')(( is a <;; M+#e& two-loop advanced %+3 developed by ($$(. he reactor core contains 5.5 fuel assemblies, with decreased core linear power density supplying higher thermal margin. %assive safety systems are employed in addition to active safety systems, enhancing the response capability in the case of a station black out accident. he AC'#(((* also developed by ($$(, is an 55;; M+#e& three-loop advanced %+3. he reactor core of this advanced light water reactor is composed of 5== advanced fuel assemblies, increasing power while ensuring a sufficient thermal safety margin. >oth active and passive safety systems were adopted in the A(%5;;; design to perform functions such as emergency core cooling, core residual heat removal, melt core retaining and cooling, and containment heat removal. 0t also contains enhanced protection for external ha'ards. 0t also offers an extended plant design lifetime #<; years& and refueling cycle #5J months& for an improved economic competitiveness.

he AC'%#((( is an advanced (hinese 5;;; M+#e& %+3 nuclear reactor developed by (8$%(. his ?-loop %+3, with a generator output of around 55:; M+#e&, focuses on safety performance while maintaining consideration for economic efficiency. *nhanced safety features include an extra heat removal system to remove the heat out of the containment through containment spray and to reali'e in-vessel retention #043& of core damage under severe accident by external reactor vessel cooling #*34(&. he advanced (A$6G reactor-5;;; #AC%"#(((&, developed in (anada, is a 5.;; M+#e& pressure tube reactor that retains many essential features of a typical (A$6G plant design, including a core with a hori'ontal fuel channel, a low temperature heavy water moderator, a water filled reactor vault, two independent safety shutdown systems, a highly automated control system, on-power fuelling and a reactor building that is accessible for on-power maintenance and testing. Hey differences incorporated into the A(3-5;;; are the use of low enriched uranium fuel #as opposed to natural uranium&, the use of light water instead of heavy water as the reactor coolant, and a lower moderator volume to fuel ratio. he phase . pre-licensing review by the (anadian $uclear Safety (ommission has been completed. he 0ndian advanced heavy water reactor #A+&%& is a ?;; M+#e&, vertical pressure tube-type, heavy water moderated, boiling light water cooled reactor. 0t has been designed to achieve large-scale use of thorium for the generation of commercial nuclear power. 0t will produce most of its power from thorium, with no external input of uranium-.?? in the equilibrium cycle. he reactor incorporates a number of passive safety features and is associated with a closed fuel cycle with the ob!ective of reducing its environmental impact. 0n addition, several features have been incorporated that are likely to reduce its capital and operating costs. he +estinghouse advanced passive %+3 #A'#(((& is a two-loop 55;; M+#e& %+3, scaled up from the A%<;; design already certified in the GSA, which was originally compliant with *%30"s Utilit !e"uirements #ocument #3ef. 04-:&. 0n the A%5;;;, designers have made an effort to simplify all systems and to reduce the number of systems and components for easier construction, operation and maintenance. 1ike other evolutionary concepts, the A%5;;; uses prefabrication and modular construction with the ob!ective of reducing construction schedule uncertainties. ,ne of the signature characteristics of the A%5;;; is the use of passive safety systems which require no outside electricity or operator action for =. hours. ,n the other hand, the plant design utili'es proven technology and capitali'es on more than B; years of %+3 operating experience. he A%5;;; also incorporates features designed to mitigate severe accidents, such as in-vessel retention of core debris following a core melt event, and no reactor vessel penetrations below the top of the core level. wo A%5;;; pro!ects #four units in total& are currently under construction in (hina #@aiyang and Sanmen& and substantial construction and operating experience is expected to be gained from these. 0n the GSA, final certification by the GS $uclear 3egulatory (ommission #GS$3(& for the amended A%5;;; design is expected, and three engineering, procurement and construction contracts for the 4ogtle, Summer and 1evy sites were signed. he advanced power reactor 5B;; #A'%#,((&, with a rated power of 5B;; M+#e&, is the largest twoloop %+3 currently available. 0t was developed in the 3epublic of Horea, based on accumulated experience from the design and operation of the 5;;; M+#e& ,%3 5;;; and from *%30"s Utilit !e"uirements #ocument #3ef. 04-:&. he A%35B;; incorporates a number of changes in response to operators" needs for enhanced safety, performance and economics and to address new licensing requirements such as the mitigation of severe accidents. 0t has a very characteristic configuration, with two large steam generators and four reactor coolant pumps in a )two hot legs and four cold legs" arrangement. he A%35B;; also features fully digital 07(, and a main control room designed with full consideration of human performance capabilities #or, as these are generally referred to, )human factors"&. 0ncorporating safety systems with both active and passive characteristics, the A%35B;; has also been designed to take advantage of modulari'ation and prefabrication construction techniques designed to make the construction budget and schedule more predictable. /our A%35B;; units are currently under construction in the 3epublic of Horea at Shin-Hori ? 7 B and Shin-Glchin 5 7 . and are expected to enter commercial operation in .;5?-5B and .;5:-.;5<, respectively. he A%35B;; has also been selected for the first four units that will be built in the Gnited Arab *mirates.

he advanced pressuri'ed water reactor #A'&%& is a four-loop %+3 developed !ointly by a group of Fapanese utilities, Mitsubishi @eavy 0ndustries #M@0& and +estinghouse that relies on a combination of active and passive safety systems. he high capacity A%+3, with 5:;; M+#e& #5=;; M+#e& in *urope and the GS&, takes advantage of economies of scale and uses high performance steam generators and low pressure turbines with very large last stage blades. he A%+3 allows operation with long fuel cycles and increased flexibility such as the use of low enriched fuel in order to reduce uranium requirements and the use of M,I cores and high burnup fuels. A neutron reflector is used with the ob!ective of improving the neutron economy and the long term reliability of the reactor vessel. he container includes a steel liner intended to prevent leakage, surrounded by the concrete structure that provides structural protection. As in other evolutionary designs, the construction of the A%+3 also takes advantage of modulari'ation and advanced design, simulation and management computer programmes. AT-EA#, developed by Fapan and /rance, brings together technology that is already incorporated into A3*4A"s *%3 #see below& and M@0"s A%+3 #described above&. A three-loop %+3 that relies primarily on active safety systems, it incorporates severe accident mitigation features. A M*A5 will be able to operate using a full core of M,I fuel. he JJ; M+#e& B."/(( sodium cooled fast reactor design is the logical development of the >$-<;; reactor design. >$-<;;, the world"s only commercial fast breeder reactor in operation, has been operating since 59J; at the >eloyarsk $%% site in 3ussia. he experience gained during the >$-<;; reactor operation has led to new design features in the >$-J;; reactor, as well as to enhanced safety characteristics. ,f these, the most important are the adoption of one turbineD steam instead of sodium reheatingD the introduction of a special decay heat removal system that dissipates the heat through )sodium-air" heat exchangers connected to the secondary circuitD the adoption of a core catcher for collecting core debris in the case of core melting and of a special sodium cavity located above the core to reduce the sodium void reactivity effectD and the inclusion of an additional passive shutdown system with hydraulically suspended absorber rods. CA%E-"01 #in Spanish, )(entral Argentina de *lementos Modulares"& is an Argentine nuclear reactor based on an indirect cycle with some distinctive and characteristic features that greatly simplify its design. hese include an integrated primary cooling system, a self-pressuri'ed primary system and safety systems relying on passive features. he first step of this pro!ect is the construction of a .=M+#e& #(A3*M-.:& prototype at the Atucha nuclear site. he (anadian enhanced (A$6G < #EC)& is a =B; M+#e& pressure tube reactor designed by (andu *nergy. he *(< design incorporates the principles and characteristics of the (A$6G < design, such as natural uranium fuelD two independent safety shutdown systemsD a separate low-temperature, lowpressure moderator #that provides an inherently passive heat sink by permitting heat to be removed from the reactor core under abnormal conditions&D a reactor vault filled with cool light water that surrounds the reactor core and provides a further passive heat sinkD on-power refuellingD and a modular, hori'ontal fuel channel. he *(< design includes a more robust containment #e.g. thicker walls, steel liner&, enhanced severe accident management, the addition of an emergency heat removal system as a safety system, wider 1,(A margins and a plant life of <; years with one life extension of critical equipment such as fuel channels and feeders at midlife. he (anadian $uclear Safety (ommission #($S(& is currently conducting the design review of the *(<. he *uropean pressuri'ed water reactor #E'%& is the result of a !oint development effort by /ramatome and Siemens, and is now being made available by A3*4A. 0t is a 5<;;K M+#e& four-loop %+3 design. 0n the *%3, the designers have chosen to use active safety systems and to increase redundancy in power sources and water inventories to smooth any potential transients. he *%3 also has a double concrete containment and a core catcher for the mitigation of severe accidents. 0ts core is designed to operate with both G,. and M,I fuel, and reduced uranium consumption is expected. he *%3 has been designed to operate under load following conditions, at between .;L and 5;;L of rated generator power. 0t includes fully digital 07( systems. *%3 reactors are currently under construction in (hina, /inland and /rance. 8* @itachi $uclear *nergy"s economic simplified boiling water reactor #ESB&%& is a 5:;; M+#e& reactor design based on the earlier <=; M+#e& simplified boiling water reactor #S>+3& design. 1ike

the earlier S>+3 design, the *S>+3 design incorporates innovative features designed to further simplify an inherently simple direct cycle reactor. he *S>+3 completely relies on passive safety systems for both normal and off-normal operating conditions, such as natural circulation, isolation condensers or gravity driven cooling systems. he core of the *S>+3 is shorter and the overall vessel height is larger than in a conventional >+3, in an effort to maximi'e natural circulation and avoid the use of recirculation pumps or their associated piping. he GS$3( issued an advanced safety evaluation report with no open items for the *S>+3 in August .;5;, and final design certification is expected shortly. he integrated modular water reactor # -%& developed by M@0 is a medium si'ed power reactor with a reference output of ?:; M+#e& and an integral primary system reactor with potential deployment after .;.;. 0t employs a hybrid heat transport system, which is a natural circulation system under bubbly flow conditions for primary heat transportation, and no penetrations in the primary cooling system thanks to an in-vessel control rod drive mechanism. hese design features enable the elimination of the emergency core cooling system. >ecause of its modular characteristics, the 0M3 is not only suitable for large $%%s consisting of several modules but also for small plants, especially when the capacity of the grid is small. he 0M3 is also capable of providing district heating, seawater desalination and process steam production. 0ndia has developed its own pressuri'ed heavy water reactor # '+&%& design that consists of ..; M+#e&, :B; M+#e& and =;; M+#e& units. 0ndia currently operates fifteen ..; M+#e& units and two :B; M+#e& units. (onstruction of three =;; M+#e& units is under way. he 0%@+3 was developed on the basis of experience gained in operating earlier units and from national 376 efforts. he important features introduced in these units include two diverse and fast acting shutdown systems, double containment of the reactor building, a water filled calandria vault, an integral calandria end shield assembly, and a calandria tube filled and purged with carbon dioxide to monitor pressure tube leaks by monitoring the dew point of carbon dioxide. hese units also include a valveless primary heat transport system and a unitary control room concept, as well as advanced 07( systems. he international reactor innovative and secure* % S, is a modular light water reactor with an integral primary system configuration designed by an international group comprising .; organi'ations from nine countries. 0t features a simplified compact design in which the primary vessel houses steam generators, pressuri'er and pumps, a novel safety approach, and an optimi'ed refuelling cycle with intervals of at least four years. 6ue to the integral configuration of the 030S, a variety of accidents are by design either eliminated or their consequences and2or probability of occurring can be greatly reduced. he 2E%E.A is an evolutionary boiling water reactor based on the experience gained from the proven engineering of current generation >+3 plants supplemented by an innovative approach. he current final basic design of H*3*$A is part of a strategic partnership between A3*4A $% and the 8erman utility *.,$ Hernkraft. 0n H*3*$A, safety systems have been simplified by introducing passive safety systems and most nuclear safety functions are performed by active systems with a passive system as a backup. he core height has been reduced to promote natural circulation, and the eight reactor water recirculation pumps are so-called )wet-motor pumps", in which the electric pump motor is situated inside the reactor coolant pressure boundary. he 23T",(S is a %+3 based on the commercial H1 -B; marine propulsion plant and it is an advanced variant of the reactor plants that power nuclear icebreakers. he construction of a small floating nuclear cogeneration plant with two H1 -B;S reactors is currently under way in the 3ussian /ederation. he H1 -B;S is a modular design in which the reactor, the steam generators and the main circulation pumps are connected by short no''les #without long pipelines&. 0t is a four-loop system which features forced and natural circulation of the primary coolant, with a once-through coiled steam generator, an external gas pressuri'er system and passive safety systems. A .uScale plant consists of 5 to 5. independent modules, each capable of producing a net electrical output of B: M+#e&. *ach module includes a pressuri'ed light water reactor operated under natural circulation primary flow conditions. *ach reactor is housed within its own high pressure containment vessel which is submerged underwater in a stainless steel lined concrete pool. 0n early .;;J, $uScale

%ower notified the GS$3( of its intention to begin pre-application discussions aimed at submitting an application for the design certification of a twelve-module $uScale power plant. he reactor is now at the pre-application stage of design certification in the GS. he m'ower is a scalable and modular system in which the core and steam generators are contained within a single vessel. 0t is a modular reactor designed to match customer demand in 5J; M+#e& increments. 0ts features include an integral nuclear system design, passive safety systems, a B.:-year operating cycle between refuellings, :L enriched fuel, secure underground containment, and a spent fuel pool with capacity to last for the lifetime of the plant. A scaled prototype of m%ower using electric heating instead of nuclear heating is currently under construction in the GSA to verify the reactor"s design and safety performance. he reactor is now at the pre-application stage of design certification in the GS. he prototype fast breeder reactor 4'5B%6 is a :;; M+#e&, sodium cooled, pool type reactor with two primary and two secondary loops featuring four steam generators per loop. he reactor is under construction at Halpakkam, 0ndia. he primary ob!ective of the %/>3 is to demonstrate the technoeconomic viability of fast breeder reactors on an industrial scale. he reactor"s power output level was chosen so as to enable the adoption of a standard turbine as used in fossil power stations, to have a standardi'ed design in reactor components resulting in further reduction of capital cost and construction time and to ensure compatibility with regional electricity grids. he reactor assembly houses the cold and hot pool components apart from the main vessel, the safety vessel and the top shield. he main cold pool components are the core catcher, the core support structure and the grid plate. he main hot pool components are the control plug and its internals, the inner vessel and the intermediate heat exchangers. S-A%T, developed by the Horea Atomic *nergy 3esearch 0nstitute #HA*30&, is a ??; M+#th&25;; M+#e& integral %+3 with inherent safety features including an integral configuration of the reactor coolant system, an improved natural circulation capability, a passive residual heat removal system and an advanced 1,(A mitigation system. SMA3 has a low power density core that results in a thermal margin of more than 5:L to accommodate any design basis transients with regard to the critical heat flux. E. Conclusion
As seen in the previous sections of this document, various technology options for near- and mid-term use are available to countries considering starting a new nuclear power programme and every nuclear reactor design has its own key characteristics and benefits. he selection of the most suitable design requires an ob!ective assessment of both the technical and economic benefits of each design, as well as of the associated technologies and related fuel cycle, all of which must be evaluated against the conditions and the needs of each country. Agency support is available to guide Member States in the process of evaluating these different technology options. Moreover, the Agency has developed a range of tools, such as the A30S database, to provide Member States with balanced, comprehensive and up to date information regarding advanced reactor designs and concepts and to facilitate informed decision making.
