Regulation Changes
Here is a list of regulation changes during the past month. Take time to reference the regulations for the full updates. CAPR 50-17, CAP Senior Member Professional Development Program This revision includes general administrative changes. The revision outlines changes to the Level I orientation program as well as the composition and delivery method of new senior member information to reflect its on-line only distribution. It also deletes reference to Specialty Track 218, Plans and Programs. CAPP 50-4 Vol 1 and 2, Level I Orientation, Volume 1: Instructor Guide and Student Guide. New guides. HOT, HOT, HOT! Subordinate Unit Inspections CAPR 123-3 para 12 outlines the requirements for subordinate unit inspections (SUI). Bottom line is that SUIs must be completed within a 36 month cycle. Any unit that exceeds 39 months without a completed SUI will be prohibited from participating in any CAP activities (including weekly meetings) until an SUI is completed. Commanders Dashboard 1

Cadet Programs
Leadership phase-out & Spaatz award exam By now everyone in the cadet community should know that after a three-year phase-out, the Leadership for the 21st Century textbook becomes obsolete on 1 October 2013. From that date forward, only the Learn to Lead textbook will be in use in the CAP Cadet Program. However, in the interest of fairness, Maj Gen Carr has decided to modify the phase-out for the cadets who are in the process of attempting the Spaatz Award exam. Cadets who become eligible to attempt the Spaatz Award exam and receive their wing commanders approval to test by 30 September 2013 may test under the Leadership for the 21st Century curriculum through 30 September 2014, following the normal Spaatz procedures. Cadets who gain wing commander approval to make their first attempt at the Spaatz after 30 September 2013 must pass the Learn to Lead edition of the exam. No exceptions will be granted. Wing DCPs are asked to help spread the word to affected cadets and your test proctors. Thank you and study hard, cadets! Operations
WMIRS Receipt Requirements The AF is randomly auditing our sortie's and e108's in WMIRS each day. Please be sure your receipts meet these requirements. Otherwise the receipts are not correct and reimbursement will be denied, and you will have to get another receipt. For RMR missions, I will be reviewing each receipt to be sure they meet this criterion: Upload Receipt Must be in PDF format only.

Before uploading your receipt: The receipt file you upload MUST BE LEGIBLE. The vendor's name and location must be on the receipt. Tail No. required for aviation fuel. The receipt must include transaction date, tail no., gallons, price per gallon, and total purchase. If the transaction date is more than one (1) day after the sortie date, an explanation is necessary. Please avoid using excessive punctuation in your file names. "#" "!" "," ";" etc. are not necessary and may cause problems. Receipts not meeting these requirements cannot be reimbursed per CAPR 173-3. The "SSA/CAP MOA" has been updated! The Soaring Society of America, Inc. (SSA) and the Civil Air Patrol (CAP) memorandum of agreement (MOA) defines and establishes procedures and practices for cooperation between the SSA and CAP to promote soaring, aerospace education, and aviation development in Americas youth. The SSA/CAP MOA has been updated and is posted on the CAP Pilots web page in the Gliders section (http://capmembers.com/media/cms/SSACAPMOU_576 9E7CE6E8E5.pdf ). DOV Staff / 26 Jul 13 Aircraft Information File (AIF) Has Been updated! 4

The AIF has been updated to reflect recent mission symbol changes. The Aircraft Flight Time Log (Pages 1 & 2) in Tab #1 have been updated, along with the Table of Contents page to reflect the updates to the AIF. The new AIF pages can be found on the "CAP Pilots" webpage (http://capmembers.com/emergency_services/aircraft_op s__staneval/aif-standardized-cap-aircraft-informationfile/ ). DOV Staff / 12 Jul 13 Weather Radar 101 Every once and awhile I come across a good opportunity to provide some impromptu weather training. Attached are two radar images from this afternoon. Both are for the same time (actually they are separated by 5 minutes). Note the first slide which gives the impression that all is good in the valley. Then look at the next slide and "whamo". All kinds of greens, yellows and reds southwest of Boise. Both radar pictures are from the same radar, but the first one is only showing the radar returns from the radar's lowest beam. This is known as "base reflectivity". The second image is a collection of all the radar's beams, which takes 5 minutes to complete. It is known as "composite reflectivity". Why the difference? In the midwest, south and eastern US, forecasters want to see the initial output from the radar, especially when severe weather is in progress. In those areas, thunderstorms have a relatively low cloud base (1,000 ft to 3,000 ft AGL). Base reflectivity works very well in those parts of the country. But in the mountains of the west, base reflectivity is a peace of $h!t. Our summer time thunderstorms have a very high cloud base (10,000 AGL) and the lowest radar beam undershoots most of those thunderstorms unless they are producing rainfall that reaches the ground (instead of evaporating in the atmosphere). Fortunately, aviation weather applications, such as Foreflight, show the composite reflectivity. But, general weather web sites (not tailored to aviation) may have the base reflectivity, thus you should always be cautious when interpreting radar data using the Internet unless you are certain about the data; or just ask me :) Weather is fun (WIF) See the difference http://bit.ly/1dJDjHi

Mission Symbols Updated! Updated CAPR 60-1 Missions Symbols are posted and can be found on the CAPmembers.com web site, located on the CAP Pilots web page (http://capmembers.com/emergency_services/aircraft_op s__staneval/ ). Be sure to review the updated mission symbols prior to your next sortie! DOV Staff /1 Jul 13 HOT! HOT! HOT WMIRS Financial Audits Most of you are probably aware by now that the WFAs have recently been tasked with reviewing mission reimbursement receipts in WMIRS, and several of our NHQ Operations staff are also reviewing them. The additional reviews by the WFAs are the result of several audit findings by CAPs external auditors related to adequate mission reimbursement documentation. The testing by the WFAs will ensure we are consistent in providing required supporting receipts for mission reimbursements as well as provide additional support for the organizations adoption of paperless processes. The WFAs reviews are merely to ensure current documentation requirements are in place. Its a fairly straightforward process. Each morning, those reviewing receive a sampling of missions, bring up the mission receipts to view, and answer 6 questions for every receipt. If the answer to any question is No, the receipt is flagged and an automated email to the wing is generated asking the wing to correct the problem. The 6 questions those reviewing are asked are: 1. Is vendor information on the receipt? 2. Is the tail number on the receipt? 3. Is the receipt date the same as the sortie date? (This may be one day later with no further explanation due.) 4. Are the gallons correct? 5. Is the total amount correct? 6. Is the receipt legible? This has raised some concerns that we have discussed with the WFAs and the CFO, and we would appreciate your assistance as the key command and operations staff officers in the field to help. Were doing our best to work with you as we know there are valid operational reasons in many cases, but do need your help. - Were seeing many pro-rated receipts across multiple missions and funding streams and a lot of delayed refueling. This really needs to be the exception, not the rule. We know this is going to happen sometimes on emergency missions that pop up in conjunction with scheduled events, or to address weight and balance issues for planned events when your filling tanks to the tabs and such. The problem is that were seeing a lot of requests that appear to be purely for convenience across 5

missions of varied customers, and some that the computations were also wrong mainly when there were several sorties involved. In some cases aircraft are not being refueled until they absolutely have to based on what must be maintained for reserves in the aircraft, and the receipts then span across several sorties, missions, customers, and days which is not reasonable. Heres some helpful tips: -- Generally we can live with receipts across mission types if they are funded by our federal appropriation (SAR, CD, Air Force Funded Training, and Air Force Funded Cadet Orientation Flights) as long as we have some reasonable explanation, not purely for convenience. The problem really is that we must be able to clearly document and separate what was flown for external customers, or by members on their own proficiency or on either B or C missions from what is paid for with appropriated funds, and we must also document clearly how appropriated funds were spent by program, not just that they were spent. -- Please fuel up between sorties for different customers, and for the rare cases where that is not possible provide justification with your receipts. -- Provide clear justification in WMIRS when you must pro-rate fuel at the time the receipt is uploaded so that the WFAs and our staff dont hold up reimbursement waiting on the justification. -- Check the math on the justification when it is provided. Weve had a lot held up just because it didnt add up, and wings had to go back and review local paperwork to clear it up. -- Please dont wait longer than a day to refuel unless absolutely necessary, and explain it when you do; it calls into question what was done in between especially with ground vehicles that are not as closely monitored. - Weve also seen several cases of receipts being illegible, and in some cases totally unreadable or blank. What is especially troubling is someone at the wing actually clicked into them and reviewed the receipt, which when we review them later some were literally blank pages that the wrong side had been scanned. Please be sure your personnel are really looking at the receipts as they review 108s. - Some wings receive hand-written or incomplete receipts immediately after aircraft are re-fueled for their local accounts, but then get a detailed statement later. Be sure to upload the details statement later so that documentation is complete for the annual audit, and make corrections if necessary if mistakes were made from the original receipts. - Weve noticed many cases where it was obvious that crews stopped and truly had multiple sorties because of the fueling en route, but the additional sorties were never

requested or documented properly. After reviewing some it was obvious that the crews either planned to stop, or did not plan well in the first place with sorties 4 hours or longer in duration and known crew changeouts. There are tools available in WMIRS to copy sorties so that this is not necessary, and we get an accurate record of what is done. Please encourage your personnel to use them. - Weve seen many cases where 108s sat waiting for approval for weeks if not longer than a month at the wing prior to being processed. This either hurts the members, as most cannot float huge fuel bills for themselves in todays economy, or the wing in terms of their own cash flow. Please dont wait for the 45 day warnings to process your 108s. That would mean for some of your month-long missions that some personnel or the wing itself could be waiting to be reimbursed 2 to 3 months while bills and interest charges are accruing. - Last, some wings are not acting quickly on flags from the WFAs, the NOC or ADOs reviewing e108s, in many cases holding up significant amounts of other reimbursements to wings and other members. Please work to resolve the problems noted as soon as possible. Items not resolved or being worked with NHQ for resolution within 14 days will be disapproved so that the remainder of the e108 can be paid without that expense. Disapproved items will be released and can be put on another e108 once resolved. NHQ will record the initial problem in WMIRS to aid in processing if the submitted again. Thanks for all of your help. We will be working with the CFO and her staff to make these issues more clear in the regulations. As always, your inputs are appreciated, and if you have questions let me or any of our staff know.

Intercom Messages Twenty-four Intercom messages have been sent to all CAP members from NHQ since 11 January. How many of the messages have you received? Intercom message number 3 defined who should receive these messages: INTERCOM 3. THESE REGULAR COMMUNICATIONS UPDATES ARE INTENDED FOR ALL MEMBERS ON ALL NETS. THEY ARE NOT RESTRICTED TO HF OR ANY COMMUNICATIONS SERVICE. PLEASE DISSEMINATE WIDELY. If you have not received these messages please start working up the communications chain to find out where the break down is. The National Communications Team and the Region DCS Communications have started to investigate from the top down. We must determine where the gap is. If your squadron has ISR radios, your Communications Officer or designee should be transmitting these messages. You can do this at squadron meetings as part of your communications training. Its important for members to be trained and retrained on how to pass formal radio messages. Message 24 introduces a new CAP tasking. Have you heard what it is? CAP has a second new tasking which began on 11 July. It is to provide communications to the MAFFS C-130s delivering fire retardant to wildfires in the western states. This is a very important tasking for Rocky Mountain Region as this is where much of the wildland fire activity occurs. Also the MAFFS Air Expeditionary Group command center is located with the National Interagency Fire Center in Boise, Idaho. Emergency Services
Incident Management Team Training At Col Bosts request, IDWG will host an Incident Management Team (IMT) training program in Idaho Falls on Saturday, 7 SEP 2013. IDWG was already planning for a SAR/HLS/DR exercise for 6-7 SEP, so we have added this to the planned activities. The training will focus on training IMT members in: Key aspects of operating an effective Incident Command Post (IC) Review of the key aspects of the National Incident Management System (NIMS) Review of the evaluation criteria contained in CAP-USAF OI 10-1207 The NIMS Planning P Conceptual operation of large scale mission involving a CAP Area Command Other topics yet to be determined. Each Wing will be asked to have one or more members spend approximately 15 minutes talking about the ups and downs their last Evaluated / Observed exercise. This will also provide us an opportunity to discuss the planning and training needed for the RMR Area Command Team led exercise scheduled for August, 2014. The course is going to be developed to assist members who are moving up the ladder towards becoming Level 3 Incident Commanders. Ideally, attendees will have served as an IMT member during a CAP-USAF evaluated / observed exercise or taken part in a medium scale actual event. The current plan will have the training program taking place in a classroom environment away from the IDWG exercise ICP. Instructor support will be requested from Wing and RMR personnel. A local motel near the airport will be arranged. There is a KOA campground near the airport. As currently envisioned, we should have some end-ofyear funds that can be applied to provide fuel for CAP aircraft / vehicles and personally owned vehicles to transport members. Additional information will be distributed as it becomes available. For the time being, please distribute this info to your members so that we can alert our personnel and allow them time to make plans to attend. 7
