Community members will have the
chance to get into the holiday spirit and help
students go on field trips, receive items need-
ed in the classroom and enhance their learn-
ing.
Cinnaminson Elementary Home and
School Association will be hosting its 17th
Annual Winterfestival on Sunday, Dec. 8 at
Cinnaminson High School.
The all-day festival will feature more than
100 crafters, Cinnaminson High Schools
band, Santa Claus, face painting, childrens
crafts, personalized Santa hats for children
and donut decorating, in addition to an
array of activities.

Officials: Man charged
for murder of his wife
Burlington County Prosecutor
Robert D. Bernardi and Cin-
naminson Director of Public
Safety Michael P. King an-
nounced that a Cinnaminson
man has been charged with mur-
der for the fatal stabbing of his
wife last week in their home, a
county press release said.
The accused, William Coggins,
age 83 of 820 Westfield Drive, was
charged with murder for the
death of wife, Laura Coggins, age
81. Bail was set at $500,000. The
court has ordered a psychiatric
evaluation as a condition of bail,
according to the release.
A first appearance in Superior
Court will be scheduled depend-
ent on the results of the evalua-
tion.
The brother of William Cog-
gins called Cinnaminson Town-
ship police officers to the home
on Westfield Drive just after 11
a.m. on Nov. 4. Upon arrival, law
enforcement officials found
Laura Coggins in the bathroom,
fully clothed, with multiple stab
and slash wounds to her body.
The brother who placed the call to
police was also present in the
home; he had traveled there from
his residence after receiving a
call from the Coggins.
William Coggins was found
with stab wounds to his torso and
lacerations on his arms. He was
taken to Cooper University Hospi-
tal in Camden for treatment. He
was released and taken into cus-
tody by detectives from the
Burlington County Prosecutors
Office and the Cinnaminson
Township Police Department.
According to the release, the
investigation revealed that the
wounds suffered by Williams Cog-
gins were self-inflicted and were
the result of an apparent suicide
attempt. Investigators recovered
two knives inside the home.
An autopsy performed on
Laura Coggins by Burlington
County Medical Examiner Dr. Ian
Hood determined the manner of
death to be homicide and the
cause of death to be multiple stab
and slash wounds.
Detectives from the Cinnamin-
son Township Police Department
and the Burlington County Prose-
cutors Office are investigating
the case.

ontroversy surrounds almost
every bill that is proposed at
the state government level. If
the actual effects of the bill dont come
in question, then the partisanship of
it, or the motivation behind it, are
often scrutinized.
But a bill that was proposed recently
by state Sen. Richard Codey doesnt fit
into that category, at least in the world
according to us.
Codeys bill would expand New Jer-
seys distracted driving law to include
drivers who are temporarily stopped
whether in a traffic jam, red light or
stop sign. Basically, it would ban all
use of a cell phone while a person is
seated in the drivers seat of a vehicle.
The bill would also require the written
drivers test to include questions on
distracted driving.
When explaining his position on the
bill, Codey referred to the states DUI
law: If youre at a red light and youre
drunk, youre DUI, he said.
Makes perfect sense to us. Drivers
can be distracted, and cause major ac-
cidents, even if they are temporarily
stopped. How many times have you
seen other drivers because youve
never done this, right? hurriedly ac-
celerate at a light after they realize,
when they look up from their phone,
that the light has turned green? Situa-
tions like this can cause accidents.
Opponents of the bill, if they can be
considered this, are saying that the
true motives behind the bill are ques-
tionable. Even Codey admitted to this,
at least partially, saying that the real
aim of the bill is to put New Jersey in
line with federal standards for the Dis-
tracted Driving Grant Program. Cur-
rently, the states law isnt in line with
these standards, so it doesnt qualify
for grants.
To that, we say: Who cares?
Who cares if the motive behind en-
hancing New Jerseys distracted driv-
ing law is to receive federal grant
money? That money would be put to
use to educate and discourage people
from driving distracted.
Its not Codeys fault, or the Legisla-
tures fault, that the federal govern-
ment requires certain standards to re-
ceive grant money. Since that money
will go to good use, we should do what
is necessary to get it.
The only thing that should matter
here is the safety of those on the road,
and this bill enhances that safety.

year is Sweets and Treats Lane.

fill with homemade cookies and candy
along a lane. People love it, Turner said.
The Cinnaminson Elementary Home
and School Association raises money that
goes directly to the students.
In the past, the organization has pur-
chased Smart Boards, helped pay for trips,
ice cream socials, movie nights at the
schools, skating nights and purchased four
Gaga Courts, which are octagonal courts
for dodgeball, Turner said.
The kids absolutely love it. Were happy
to be able to purchase it for them, Turner
said.
Additionally, the association supports
the students trip to Camp Ockanickon in
Medford.
Winterfest helps offset the costs of the
outdoor education program for fourth and
fifth graders who go to Camp Ockanickon,
Turner said. The fourth-grade classes
spend a day there, and the fifth graders
spend a little more time, three days and two
nights at the camp.
Winterfestival is a good opportunity for
the community to begin getting excited for
the holidays.
Its neat to see all the kids come in and
get excited about the holiday season. We in-
corporate all holidays in the event, Turn-
er said. The kids love the crafts and seeing
Santa Claus.
According to Turner, the festival offers
enough vendors to begin or do all of your
holiday shopping.
Some of the kids buy gifts from the
crafters, too, Turner said.

handmade soaps and butters, handmade
hair accessories, jam and jelly, chocolate

jewelry, Turner said. There will
also be local sporting groups sell-
ing spirit-wear.
The entire community is in-
vited to come out and enjoy Win-
terfest, Turner said.
According to Turner, more
than 1,000 people attended last
years event.
Winterfestival wouldnt be pos-
sible without the help of volun-
teers, Turner said.
There are several volunteer
parents who put in hard work and
time, who help make this hap-
pen, Turner said. We want to
make this special for everyone be-
cause it has been going on so
long. Its done to fund such a great
source, our children and give
them opportunities. Its a great
thing.

Township adds second license
plate reader to police force

Cinnaminson Townships ef-
forts to keep residents safe have
doubled by way of a second Auto-
mated License Plate Reader
added to the force through a
$21,444 grant.
According to a township re-
lease, the ALPR has been an im-
portant tool in tracking down
stolen vehicles and effectuating
the arrest of wanted criminals
and those with outstanding war-
rants.
The first reader was installed
in 2010, according to Committee-
man Anthony Minniti, who was
public safety director at the time.
That was the first year we au-
thorized the purchase of the
ALPR. It was mostly used for mo-
tels, Minniti said. We had such
success with the first that were
ready to get another one. It allows
us to expand our capabilities in-
stead of having one car handle
the Route 130 corridor.
There are so many benefits.
The device is able to pick up
plates from the front, back or
sides, and all the information is
in a large database, Public Safety
Director and Interim Township
Administrator Michael King said.
Information on the database in-
cludes people who are wanted for
committing burglaries, theft or
other crimes, King said.
The patrol officers can go out
to the parking lot and automati-
cally pick up tags on a stolen vehi-
cle, King said. The owner could
be a wanted person, and the po-
lice can quickly obtain that infor-
mation.
The grant was presented
through Homeland Security.

According to Minniti, the
ALPR will help weed out crimi-
nals from other towns, as well.
Route 130 is a big corridor
from Camden to Willingboro,
which are big crime areas, Min-
niti said. We wanted to enhance
policing, which is why we wanted
to get those readers.
The township was reimbursed
for the funds spent on the device.
Officers often see a driver op-
erating the vehicle erratically.
When they do, they typically have
to type it in and wait for the infor-
mation, Minniti said. This
transmits the information and
takes away this extra step.

According to Rowans website,
the school installed the special-
ized video recording system for li-
cense plate recognition. The sys-
tem can read 3,600 license plates
per minute in all weather condi-
tions.
That was on purpose, if we
can have two of them on the road
we can collect more data simulta-
neously, King said.
The two ALPRs are making a
difference.
Its been really successful so
far, especially with investigative
leads. Its a great tool, King said.
Based on the man power to
have the ability to see the infor-
mation in real time is more effec-
tive.
Based on our community and
force, King said the mobile units
are the best way to utilize the de-
partments vehicles.
Typically, we can cut down
on incidents that can happen
in town, Minniti said. Its try-
ing to prevent the problem
before the problem occurs. The
grant funding for the reader
makes it a bigger of a win for
us.
