Freelance Programme Director sought for: Creative Barking & Dagenham

5 month maternity cover contract from 6 Jan to 6 June 2014, 3 days per week
Creative Barking and Dagenham is a three-year action research arts programme taking place in the borough from 2014-2016, funded by the Arts Councils Creative People and Places fund with additional support from the local authority. The programme aims to raise levels of arts engagement in Barking & Dagenham, to empower residents to make decisions about their own cultural provision, to strengthen the local arts sector and to contribute towards regeneration, community cohesion and wellbeing. It will involve: A commissioned programme of arts activities, projects and events in landmarks, neighbourhoods and parks across Barking & Dagenham, selected by and co-created with local communities An audience development programme promoting the existing cultural offer, bringing new touring product in and facilitating access to the wider cultural offer across London for local residents A People Going Places bursaries programme for people who live and work in the borough, designed to strengthen the local arts sector A Cultural Connectors training and volunteering programme for local residents The programme is being overseen by a consortium of organisations including Studio 3 Arts, Barking and Dagenham Council, A New Direction, Collective Voice, Arc Theatre and Barking and Dagenham CVS. Terms of Contract
This contract is providing maternity cover for our Programme Director, Miriam Nelken, who will be on maternity leave for five months from 6 Jan to 6 June 2014 . We are looking for an experienced arts professional to guide and develop our programme whilst the Programme Director is away, mainly in the areas of commissioning, financial management, production, strategic development and project management. The contracted person will work alongside Helen Ball, our Engagement Director, who leads on audience development, community engagement, monitoring and evaluation and communications for the programme. Contract start date: 6 January 2014 (with handover days in December) Contract end date: 6 June 2014 Hours: 3 days (24 hours) per week Freelance rate of pay: 200 per day based on a minimum of 8 hours per day To be paid: monthly on receipt of invoice Accountable to: Management Board of Creative Barking & Dagenham Place of work: The post will be based at the Broadway Theatre, Barking You will be expected to work flexibly which will include some evenings and weekends. Programme Director Job Description Creative Barking & Dagenham


The Programme Director has the following responsibilities: 1) Management of the Commissioned Programme Manage the commissioning and contracting processes for a series of high profile arts commissions across the borough Identify gaps in provision and areas for improvement/expansion within the portfolio of commissions Advise and support artists, arts organisations and community groups to apply for commissions as part of the programme Support commissioned artists/arts orgs with planning and development of commissioned projects to ensure that commissions stay focused on contributing towards the aims of the Creative Barking & Dagenham programme Support the Engagement Director to design and implement the Audience Development Programme and maximize links with the commissioned programme Manage the programmes artistic advisors to support them to fulfill their roles effectively 2) Financial management Support the sound financial management of the programme, including managing the budget of c. 1 million, contributing to forecasting, and the preparation of management and audited accounts as required Manage project budget activity across the commissioning programme Working with an external fundraiser and commissioned artists/arts organisations to fundraise from external sources where potential exists Ensure that invoices are forwarded to the finance manager efficiently and coded correctly Complete the financial monitoring information report for ACE/London Borough Barking & Dagenham

2) Production Identify and allocate resources (both human and physical) across the creative programme Anticipate the needs of the commissioned programme and provide logistical, brokering and other support as needed for artists and arts organisations leading commissions Produce and manage a number of events for local people, stakeholders and sector partners Implement the Programmes Safeguarding Policy for the Protection of Children, Young People and Vulnerable Adults, and other key policies such as Health and Safety and Equal Opportunities 3) Strategic Development Provide strategic networking, advocacy and partnership development on behalf of the programme. Maintain current and develop new strategic partnerships at a local, regional and national level Deliver public presentations about the programme at relevant meetings and conferences Attending Creative People & Places Peer Learning meetings and contributing to the national peer learning network 4) Monitoring and Evaluation Take joint responsibility with the Engagement Director for supporting the monitoring and evaluation of the programme, working closely with our external evaluation agency, critical friend and artists and arts organisations leading commissions as part of the programme. Compile the monitoring and evaluation reports for Arts Council England and London Borough of Barking and Dagenham, ensuring that all commissioned groups provide monitoring and evaluation reports in a timely manner. 5) Governance Report progress and programme developments to the Programmes Management Board both during and outside Board meetings and help set the agenda for meetings Bring key decisions to the attention of the board for ratification Support the development of board sub-groups

6) Marketing Support the Engagement Director in developing and implementing communications and marketing initiatives for the programme Provide particular support with the setting up and management of the programmes website, branding, PR and social media presence

Person Specification
Essential Experience of strategic programme management and delivery Experience of developing large-scale, sustainable programmes of work Well developed creative skills, with the ability to think laterally and innovatively Experience of managing commissioning and funding models Experience of monitoring, evaluation and report writing Experience of working with a range of organisations, groups and individuals and communicating effectively at all levels Experience of managing and controlling large budgets Excellent networking and advocacy skills Experience of reporting to a Consortium/Board Awareness of equal opportunities policy and practice The ability to prioritize, working on own initiative and in a flexible and responsive manner The ability to communicate with participants who have limited experience of the arts High level presentation and communication skills in written and verbal forms including excellent ICT literacy Vision, ambition and enthusiasm for the long-term development of Creative Barking & Dagenham Willingness to undertake an enhanced criminal records disclosure Desirable Knowledge of Barking and Dagenham and the wider East London region
