Warm greetings! Welcome to the Global HR Forum 2011!
The Global HR Forum is now in its 6th year of facilitating important discussions on how to best deal with the most pressing global
issues by and through human ingenuity and creativity, education and training, human resources development and management.
The Korean Ministry of Education, Science and Technology (MEST), the Korea Economic Daily (KED) and the Korea Research
Institute for Vocational Educational & Training (KRIVET) have co-founded and hosted the Global HR Forum since 2006 with an aim to
make positive impact and contribution to the greater communitys well-being towards co-prosperity.
This year the Global HR Forum 2011 organizers hope to project a message by the theme, Smart Education: Reinventing the Future.
Having former prime minister of Japan, Mr. Yukio Hatoyama, and former chairman of U.S. president's economic recovery advisory
board, Mr. Paul Volcker, speaking at the keynote, the Global HR Forum 2011 welcomes more than 150 global opinion-leaders from
60 countries worldwide.
In times like the global fnancial crisis we have experienced and subsequent unstable economic scenes followed, the Global HR
Forum organizers fnd that collective and collaborative efforts of the global community are imperative more than ever, above and
beyond competitive or self-interested plays. Respectively, the Global HR Forum 2011 aims to provide optimal directions for global
leadership and cooperation that are vital to reach the improved state of tomorrow.
We hope that the Global HR Forum will once again offer excellent opportunities for speakers, participants and attendees to exchange
their insights and ideas on the issues that are worthy of global attentions and open discussions.

Dr. Il SaKong is Chairman and CEO of the Korea International Trade Association. Until recently he chaired
the Presidential Committee for the G20 Seoul Summit held under Koreas presidency.
He was the Minister of Finance (1987 - 1988), Senior Secretary to the President for Economic Affairs (1983
- 1987). He was Special Economic Advisor (2008 - 2009) and chaired the Presidential Council on National
Competitiveness (2008 - 2009). He is the founder of the Institute for Global Economics (IGE), a private
non - proft research institute in Seoul established in 1993.
Dr. SaKong graduated from Seoul National University (1964) and received his MBA (1966) and Ph.D. (1969)
from the University of California, Los Angeles. He taught economics at New York University (1969 - 1973)
and the University of Sheffeld (1971 - 1972). Since September 2003, he gives occasional special lectures
at Korea University as a Distinguished Professor.

In the course of his career, Mr. Volcker worked in the United States Federal Government for almost 30 years,
culminating in two terms as Chairman of the Board of Governors of the Federal Reserve System from 1979 -
1987, a critical period in bringing a high level of infation to an end. In earlier stages of his career, Mr. Volcker
served as Undersecretary of the Treasury for Monetary Affairs during the early 1970s, a period of historic
change in international monetary arrangements. He was subsequently President of the Federal Reserve
Bank of New York, and in earlier years was an offcial of The Chase Manhattan Bank.
Mr. Volcker retired as Chairman of Wolfensohn & Co. upon the merger of that frm with Bankers Trust. From
1996 - 1999, Mr. Volcker headed The Independent Committee of Eminent Persons, formed by Swiss and
Jewish organizations to investigate deposit accounts and other assets in Swiss banks of victims of Nazi
persecution and to arrange for their disposition. From 2000 - 2005 Mr. Volcker served as Chairman of the
Board of Trustees of the newly formed International Accounting Standards Committee overseeing a renewed
effort to develop consistent, high - quality accounting standards acceptable in all countries. Upon leaving
public service in 1987, and again in 2003, he headed private, non - partisan Commissions on the Public
Service, each recommending a sweeping overhaul of the organization and personnel practices of the United
States Federal Government.
In 2004, Mr. Volcker was asked by UN Secretary General Kof Annan to chair the Independent Inquiry into the
United Nations Oil - for - Food Program, resulting in identifcation of substantial corruption and malfeasance.
In 2007, Mr. Volcker was asked by the President of the World Bank to chair a panel of experts to review the
operations of the Department of Institutional Integrity. That effort has culminated in broad reform of the Banks
anti - corruption effort. In November 2008, President Elect Obama chose Mr. Volcker to head the Presidents
Economic Recovery Advisory Board.
Pursuing his many continuing interests in public policy, Mr. Volcker among his extensive non - proft activities
has been former Chairman of the Trilateral Commission and remains Chairman of the Trustees of the Group
of 30.
Educated at Princeton, Harvard and the London School of Economics, Mr. Volcker is a recipient of honorary
doctorates from each of his alma maters, as well as a number of other American and foreign universities.

Are We Headed Towards Another Global Economic Crisis?
As the economies of key nations such as the U.S. and Europe show signs of relapsing into a recession,
concerns have been raised as to whether the 2008 crisis, marked by the fall of Lehman brothers, will
continue to have long term effects. Furthermore, public backlash against recent cost cutting measures
instated by European nations hard - hit by the recent fnancial crisis have culminated in massive protests and
strikes. The economic values of growth, effciency, speed that were emphasized pre - crisis now seem to
confict with the societal desire for justice, balance and co - existence. Harsh economic realities manifested
in the form of chronic unemployment, shrinking purchasing power, the weakening of social safety nets,
as well as an unclear economic outlook have pushed societies to the brink of all out crisis. Unfortunately,
under these pressures, the governments of developed nations have focused less on alternatives that resolve
system problems and instead focus more on populistic policies that appease the masses and threaten the
long term development of both the national and international economy, thus increasing the possibility of an
even more sever crisis in the future. In particular, if national self - interest and protectionism lead into an era
of anti - globalism, the world economy will undoubtedly fnd itself in a signifcantly less favorable position than
now. Thus, in this discussion, we will examine the systemic risks that accompany wars in trade, resource,
energy, currency, and food, which together will play a crucial part in future crisis, and further we will discuss
appropriate strategies for dealing with various anticipated scenarios.

Social Marketing and Utilizing Human Resources
"Social Marketing," is the process by which marketing principles and techniques are applied to
communicate the value of social issues such as safety, health, and the environment to the public.
Today, social marketing is no longer a matter of preference, and is now a necessity for businesses. The
renowned marketing guru, professor Philip Kotler emphasizes that companies should not restrict their
social marketing to charitable activities, but rather integrate social marketing into the strategic level of a
business and use it enhance competitive advantage. Businesses can beneft from social marketing in a
remarkable number of ways. Social marketing helps improve public image, strengthen brand positioning,
increase customer loyalty in target markets, aids the hire of talent, and facilitates investments. Thus, we
will discuss specifc cases and points that cover how companies can work together with governments,

The Role of Family, School and Society in the Age of Centenarians
Education is one of the most signifcant components of human resources development spectrum, and
families and communities as well as schools play important roles in education. The family is responsible for
children's basic personality development and early socialization. In schools, students acquire the
basic knowledge and skills, and they develop their personality through the primary socialization
process. And the society helps them to learn practical knowledge and to be able to achieve a sense of
accomplishment. However, due to the industrialization and the spread of individualism, educational
role of family and society has relatively declined, and also the school education has more limitations
nowadays. As students acquire a wide variety of knowledge and perspectives from household activities
and social experience, both family and society are responsible for building and leading their growing
talents. In this session, in light of that, speakers will discuss the ways to expend the educational role of
families and communities and more effectively utilize the educational resources.

Dr. Tae - Wan Kim is currently the president of the Korean Educational Development Institute (KEDI).
Previously, Dr. Kim has been a professor of Keimyung University while serving as the chairman of the Self
- Evaluation Committee for Teacher Training Courses. Currently, Dr. Kim is a member of the UNESCO
Educational Committee as well as the chief editor of KEDI Journal of Educational Policy (KJEP).
Dr. Kim has participated in various educational research associations, occupying positions as the chairman,
member, and research associate. He served as the president of the Korean Society for the Politics of
Education as well as the Korean Society for the Economics and Finance of Education. Dr. Kim used to
work as a trustee, and now is an auditor of the Korean Educational Research Association. In addition, he is

Dr. Mae Chu Chang is the Head of Human Development Sector in Indonesia and Lead Education Specialist of
the World Bank. She leads a comprehensive program of support to Indonesian education from early childhood
to higher education, with a focus on school based management and teacher policy reform.
Dr. Chang has worked with development partners in the region to lead key research on emerging issues in
Education as well as spearheaded support to the Government to introduce policy changes as a result of the
research. The program in Indonesia amounts to about US$1.5 billion.
She was the Lead General Educator for Middle East and North Africa (MENA) Region. She has worked
intensively in countries such as Iran, Egypt, Yemen, Jordan to help the governments develop comprehensive
education reform strategies aimed at all levels of education. These government strategies are supported
by Banks technical advice and fnancial support through projects and programs in partnership with other
donors.
Prior to joining the MENA region, she served in South Asia for six years and won a Human Development
Award for Excellence for her work on girls education in Pakistan. Before South Asia, she worked in education
in a diverse set of countries in East Asia, including China, Malaysia, Thailand and Laos.

Prior to joining the World Bank in 1983, Dr. Chang held various positions in the United States Department of
Education including: Coordinator of International Affairs, and Team Leader for bilingual education.
She also undertook various advisory and consulting assignments to Boston school districts, OECD and

Professor Greenfeld was appointed Vice Chancellor from 1 January 2008 and was Senior Deputy Vice -
Chancellor from 2002 to 31 December 2007.
Professor Greenfeld has extensive experience as a Board Director and is currently a Director on a number
of company boards. He has also consulted and worked widely with industry on a range of projects spanning
biochemical engineering, wastewater treatment and waste and environmental management, as well as
economic evaluation of projects (particularly in the biotechnology and environmental felds). His interests lie
in biotechnology, environmental management and R & D management and commercialisation.
He was Chair of the Scientifc Advisory Group of the SEQ Healthy Waterways Partnership until 30 June
2011 and currently chair of the Science Integration Panel for the SEQ Natural Resource Management CEOs
Committee and was appointed Chair of the Expert Panel on Purifed Recycled Water. He is also Chair of
the International Riverprize Committee and the International Water Centre. In 2006 he was appointed to
the Board of ANSTO and chair in 2011. In 2008 he was appointed to the Defence Science and Technology
Organisation (DSTO) Advisory Board representing the academic and research community. He is currently
chair of the Group of Eight research intensive universities.

Conrad Wolfram, physicist and mathematician, is strategic director and European co - founder of the Wolfram
group of companies.
Described as the place where "Computation meets Knowledge" and the "The Math Company", the Wolfram
Group specializes in pushing boundaries at the intersection of computation, math, and knowledge, including
making Mathematica software, the Wolfram|Alpha knowledge engine and new Computational Document
Format (CDF) standard.
For more than 20 years, Conrad's business and technical leadership has been central in technical computing,
often introducing innovations that democratize the use of high - level computation.
He is also the world's leading advocate for a fundamental shift of math education to a computer - based
subject, arguing that this is the only way to solve the global math education crisis. In 2010, he founded
computerbasedmath.org, and has given a widely acknowledged TED talk on rethinking math education
from the ground up.

Education
Lee, O Young is a doctor of literature and a renowned literary critic who majored in Korean literature in the
College of Liberal Arts and the Graduate School of Seoul National University and completed an M.A
Work Experiences
He became a professor in the Humanities College at Ewha Womens University in Seoul from 1966 to
1989. At the same time, beginning in 1960, he began to serve as an editorialist with a number of major
daily newspapers and he has contributed countless outstanding columns to their pages. He also served as
editor - in - chief of the magazine Munhak Sasang from 1972 to 1985. In 1980 he was invited to Tokyo
University as a visiting researcher, and in 1989 he taught as a visiting professor at the Japanese International
Center for Cultural Research. He is a polymath of international stature, perhaps best known abroad for his
role in planning the opening and closing ceremonies of the 1988 Seoul Olympic Games. In 1990, he was
appointed to be the Republic of Korea's frst Minister of Culture, a position he held until 1991. After that
he headed a variety of major government and presidential committees, including one responsible for the
commemoration of the 50th Anniversary of Korean Independence in 1995, and another in preparation for
the new Millennium as Chairman of The presidential Commission for the New Millennium. He returned to
Ewha Womens University as Chair Professor for a number of years, before becoming Standing Advisor to
the JoongAng Ilbo daily newspaper in 2001.
He is now a distinguished honorary professor of Ewha Academy for advanced studies, Advisor of the
JoongAng Ilbo.

Due to the diminishing U.S. power and emerging markets, the world economy and politics have
experienced a historic shift in power. Now we are moving towards a world with several dominant
countries - The U.S., The European Union and China. Economic and population growth will put increasing
pressure on geographically - constrained energy, food and water resources. Also, global warming and climate
change issues are perhaps even greater threat to this world than terrorism. In this session, presidents of top

Volker Perthes, born in 1958, received his doctorate from the University of Duisburg, Germany, in 1990, and
his habilitation in 1999. He was assistant professor at the American University of Beirut (1991 - 1993), and
he taught at the Universities of Duisburg, Muenster and Munich. He currently teaches as professor (Political
Science/International Relations) at Humboldt University Berlin and Free University of Berlin. Member of the
Advisory Council of the Shanghai Institute for International Studies (SIIS), the Finnish Institute of International
Affairs (FIIA), and the Istituto per gli Studi di Politica Internazionale (ISPI), Milan. He is a frequent commentator
in German and international media.
Perthes has been with Stiftung Wissenschaft und Politik (SWP), the German Institute for International and
Security Affairs, Berlin (previously Ebenhausen) since 1992. A main function of SWP is to give advice to
the German parliament and government on international affairs. Perthes served as head of SWP Research
Group Middle East and Africa for several years. Since October 2005, he is chairman of SWP and director of
its institute

Dong - Geun LEE obtained a bachelors degree in public administration from Yonsei University in Seoul,
Korea (1979) and his masters degree in economics from Vanderbilt University in the United States (1996).
He also holds a doctors degree in public administration from Dongguk University in Seoul, Korea (2011).
Work Experiences
Dong - Geun Lee is Executive Vice Chairman of the Korea Chamber of Commerce and Industry (KCCI),
the nations largest private economic organization representing 71 local chambers nationwide and about
130,000 member companies from all parts of the Korean economy, with activities including research
and policy proposal, seminars and conferences, international cooperation, management consulting, and
vocational training.
Prior to joining KCCI in 2010, he worked for the Korean government for more than 30 years in a variety of
positions and started his career at the Ministry of Trade and Industry as he passed the 23rd National High
Civil Service Examination in 1979. During his service at the Ministry, he also worked as Commercial Attache
at the Consulate General of the Republic of Korea in Los Angeles, U.S.A.
At the Ministry of Commerce, Industry and Energy (MOCIE), he took a series of management positions
such as Director for Resources Technology Division (2000); Director for Planning & Budget Division (2002);
Director General for Inspection (2003); and Director General for Industrial Policy (2005).
At the Ministry of Knowledge Economy (MKE), he held senior management positions such as Director
General for Energy Policy (2008); Deputy Minister for Offce of Industries (2008); and Deputy Minister for
Offce of International Trade & Investment (2009).
Awards
In 2002, Dong - Geun Lee was awarded the Order of Service Merit (Red Stripes) by the Korean government
for his dedicated public service.

The Role of Higher Education in the Next Decade
Scientifc research such as nano and biotechnology is making rapid development and is becoming
increasingly interdisciplinary; the expansion of knowledge - based economies and internalization
are making geographic constraints obsolete; and factors such as a low birthrate, a growing elderly
population, and the high mobility of the skilled workforce contribute to the rapid changes we can expect
for the next decade. If we are to meet the demands of the next decade, we must not only change how
secondary education is taught, but also what is taught. In this session, we will try to anticipate trends for
the next decade along with the talent required to succeed, and discuss how these factors might infuence
secondary education.

Professor Greenfeld was appointed Vice Chancellor from 1 January 2008 and was Senior Deputy Vice -
Chancellor from 2002 to 31 December 2007.
Professor Greenfeld has extensive experience as a Board Director and is currently a Director on a number
of company boards. He has also consulted and worked widely with industry on a range of projects spanning
biochemical engineering, wastewater treatment and waste and environmental management, as well as
economic evaluation of projects (particularly in the biotechnology and environmental felds). His interests lie
in biotechnology, environmental management and R & D management and commercialisation.
He was Chair of the Scientifc Advisory Group of the SEQ Healthy Waterways Partnership until 30 June
2011 and currently chair of the Science Integration Panel for the SEQ Natural Resource Management CEOs
Committee and was appointed Chair of the Expert Panel on Purifed Recycled Water. He is also Chair of
the International Riverprize Committee and the International Water Centre. In 2006 he was appointed to
the Board of ANSTO and chair in 2011. In 2008 he was appointed to the Defence Science and Technology
Organisation (DSTO) Advisory Board representing the academic and research community. He is currently
chair of the Group of Eight research intensive universities.

World - class Science and Technology Education for Future Talents
Scientifc and technological innovation is often the source of a nation's future competitive advantage.
As a result, countries are making efforts to systematically educate and support science and technology
talent. While Korea is ranked highly in the science and mathematics section of international student
academic achievement tests such as the PISA and TIMSS, it has yet to see a Nobel Prize laureate in a
scientifc feld, thus bringing into question whether the current education policies are capable of educating
world class talent. In this session, we will examine the science and technology education systems of
Korea and several other countries, diagnose Korea's current education system and discuss ways to
prepare the science and technology talent for tomorrow's changing society.

Jaejun Yu is a professor in physics at Seoul National University (SNU), Seoul, Korea. He graduated
from SNU in 1984 with a Bachelors Degree in Physics, and from Northwestern University in 1988 with a
Ph.D. in Physics. For his Ph.D. thesis, he worked on the electronic structure theory of high temperature
Cu - oxide superconductors. After graduating in 1988, he continued to perform research on high temperature
superconductors with Prof. A. J. Freeman as a postdoctoral research associate at Northwestern University
and later moved to the University of Illinois at Urbana - Champaign. Prior to coming to SNU in 1999, he was
at Sogang University as an assistant and associate professor in the department of physics. He is now a full
professor of physics at SNU, and a member of CSCMR (Center for Strongly Correlated Materials Research),
CTP (Center for Theoretical Physics), and the Interdisciplinary Program in Computational Science and
Technology of SNU. From Aug. 2010 to Aug. 2011, He visited NREL as a senior computational scientist on a
sabbatical leave from SNU. He also serves as Associate Dean of College of Liberal Studies, Seoul National
University.
His research interests focus on the development of novel theoretical and computational methods and
its application to the study of electronic and magnetic structures and other related physical properties of
nano - scale materials including artificially structured materials and transition metal oxide systems.

Framing Lifelong Education Policies for the Era of Centenarians
The percentage of Korea's elderly population is growing at an accelerated rate. In fact, it has taken
Korea about 20 years, or about half the time, for Korea's elderly population to reach the levels of other
advanced nations (It is projected that the elderly population will reach 14.4% in 2019). Accordingly, the
need for the following issues have become increasingly important: incorporating the elderly into the
workforce; developing lifelong employment, welfare, and education as well as educational support
policies; personalized lifelong education programs tailored to the needs of the elderly; and developing
education programs that can utilize the elderly as instructors. In this session we will cover these
social demands in greater detail, and try to discuss strategies for developing sustainable and specialized
lifelong education policies.

Between 1955 and 1976, I was: in the Royal Air Force for three years as an air wireless ftter; a Methodist
Minister with pastoral responsibility for six years; a Lecturer and then Senior Lecturer Dudley College of
Education for a further six years - which is now part of Wolverhampton University.
In 1976, I moved to the University of Surrey - where I spent the remainder of my career being awarded
a Personal Professorship, then becoming Head of Department of Educational Studies and fnally Research
Professor. During that time I established the frst Masters degree in adult and continuing education by
distance learning in the world (I also taught part - time in Further Education and for thirty years for the Open
University)

How Top Global MBA Schools Prepare for the Future Challenges in Businesses,
Industries and Economies
The MBA can trace its origins back to the early 20th century in the United States. The Wharton School,
established in 1881, by the University of Pennsylvania marks the beginning of the frst program.
Recently, in spite of their long history, U.S. university MBA programs have become a victim of their
success. MBA programs started to spread to Europe, Latin America, and Asia since the 1950 - 60's
and have recently started to gain momentum. According to a survey by GMAC, 80% of the 3710 newly
established MBA programs were established outside of the United States. 1500 programs opened in
Europe, and 1,449 opened in other regions, and only 708 programs opened in the U.S. After the 2008 economic
crisis, the global political and economic power began to shift towards Asia and Latin America, and likewise a
similar shift in world class MBA programs is in the process. In this session we will discuss how world
class MBA programs came to establish competitive programs within the global arena, in the past,
present, and future, and see what efforts they are making to maintain their competitive advantage.

Developing Adult Vocational Skills to Improve Quality of Life
Governments around the world have emphasized the need to develop vocational skills of the workforce,
and are interested in international comparisons of vocational capabilities. In response, OECD
brought PIAAC (Program for International Assessment of Adult Competencies) into effect to conduct
measurements of the vocational capabilities of adults in various countries. In this session, we will look into the
background, content, and plans for PIAAC, introduce countries that have had successful educational training
programs, and discuss issues surrounding Korea's development of adult vocational skills.

Work Experiences
Brenda Dann - Messier was nominated by President Obama as assistant secretary for vocational and adult
education on July 14, 2009. On Oct. 5, 2009 she was confirmed by the U.S. Senate and began her official
duties on Oct. 13, 2009. As the first assistant secretary for vocational and adult education who is also an
adult educator, Dann - Messier leads the Departments efforts in adult education and career and technical
education, as well as efforts supporting community colleges and correctional education. She oversees the
administration of 11 grant programs in these areas, totaling approximately $1.9 billion annually.
From 1993 to 1996, Dann - Messier worked for the Clinton administration under Secretary Richard
Riley, serving as the secretarys regional representative for the New England region. From 1996 to 1999,
Dann - Messier served as special projects manager for the Northeast Regional Education Laboratory at
Brown University, where she directed research and policy initiatives related to higher education and school - to -
career transitions, education and faith - based partnerships, and educational services for low - income adults.
Prior to returning to the Department, Dann - Messier served for a decade as president of the Dorcas Place
Adult and Family Learning Center, a community - based adult education agency based in Providence, R.I.
She also established the Developmental Education Institute for reading and math, in collaboration with the
Community College of Rhode Island.

I am currently part of the OECD team working on Skills beyond School the Review of postsecondary vocational
education and training (VET). Between 2007 and 2010 I worked on Learning for Jobs, the OECDs recent
review of VET at secondary level. As part of this exercise I have reviewed VET systems throughout the world,
and I am the lead author of reviews in 6 countries. Prior to this project, I worked on the OECD Thematic
Review of Tertiary Education. Before joining the OECD, as a consultant to the World Bank I worked on the
evaluation of a school grant programme in the former Soviet Republic of Georgia.

employment numbers. In this session, we will frst look for ways to improve the performance of vocational
education to facilitate the fow of potential employees into the labor market, search for ways to resolve
the mismatch between training and practice, and discuss strategies to increase cooperation between
business and educational institutions. We will then look at Spain's Mondragon Cooperative, a company
that was founded with the objective of job creation, and look for ways to overcome the economic crisis
and reduce youth unemployment.

Nations around the world are realizing that international cooperation is needed to reduce poverty in
developing countries; to advocate the human rights of women and children; to promote gender equality;
to begin the path towards sustainable development; and bring peace and prosperity to the international
community. After Korea passed the international development cooperation law, the need for plans and
strategies to engage in world development through internal cooperation is growing increasingly important.
In this session, we will introduce workforce development examples from Korea, and discuss the feasibility
of applying the lessons learned to developing countries.

AMP at the Graduate School of Business, Stanford University.
Work Experiences
He was the 5th president of the KRIVET (Korea Research Institute for Vocational Education & Training)
from Sept 3, 2008 to Sept 2, 2011. Now, he is a professor of education and human resources development
at Korea University. He started his academic career as an assistant professor of educational administration
at Michigan State University and project evaluator for the Kellogg Leadership and Local Government
Education Project in the U.S.A.. At the Korea University, he worked as the 14th dean of the college
of education, the 19th dean of the graduate school of education, the 5th director of the institute for
continuing education, and adjunct professor at the Republic of Korea Central Training Institute. He
served as faculty at Kookmin University, director of the Federation of Korean Industries International
Management Institute, director of KyungdongNavien Company Ltd., committee of Korean National
Commission for UNESCO, founding president of the Korean Society for Human Resource Development,
and 23rd president of Korean Society for Lifelong Education.

Career Guidance and Development in the Era of Globalization
Governments and individuals alike have followed suit of businesses to explore opportunities abroad
in the era of globalization. The availability of study abroad and exchange programs, and international
volunteer opportunities is increasing not only for college students, but also K - 12 students as well.
As more youth live, study, or travel abroad, Korea's potential in the era of globalization is increasing.
Accordingly, it is necessary to conduct systematic dialog on how to gather information on career paths
and personal development in the face of globalization. In this session, we will discuss research on
certifcations and skills needed for overseas career tracks and employment, and we will look at how we
might aid students in Korean Meister Schools make their way overseas and how these students can
acquire the mindset necessary to succeed in a global era.

as competitive products contain higher values such as creative concepts, stories and experiences. In
other words, art and design products should refect changes in lifestyle, sensibility of human beings and
social responsibility. In this "Creative Economy", the origin of competitiveness is capacity to synthesize
the time, humanity and society. In this session, top global design school deans and artists will speak
about the changing roles and paradigms of art and design in the era of creative economy.

Education
Professor Soonin Lee graduated from the Hong - Ik University in Seoul with a BA in Industrial Design in
1972 and received an MA in Interior Design in 1978. He completed his studies at Pratt Institute, New York,
and the Domus Academy, Milan. In addition, he graduated from Helsinki University with an MBA in Design
Management in 2001.
Work Experiences
In 1990, Soonin Lee became president of the LG Europe Design Center in Dublin, and in 1995 director of the
LG Electronics Corporate Design Center in Seoul.
During the same year he became Executive Managing Director of the Korea Institute of Design Promotion
(KIDP). Today he is the Dean of International Design school for Advanced Studies at the Hong - Ik University
and President of the Seoul Design Center, was elected president of elect of International Council of Societies
of Industrial Design (Icsid) at the 26th general assembly for 2009 - 2011 periods.
Soonin Lee taught at various universities, and since 2003 he is a lecturer in the postgraduate course "Design
Management" at the Hong - Ik University. He is Chair of the Korea Design & Brand Management Society and
was general director of the Gwangju Design Biennale 2007.

The Role of Schools and Companies in High School Vocational Education: Case
Study of Industry - Academy Cooperation at Meister High School
Under the current circumstances of low fertility rate, aging population and increasing numbers of
higher education students, companies face the challenges of intensifying "labor supply and demand
imbalance" in labor market. Being inspired by German Meister system, Korean government launched
'Meister High School' in the year of 2010 in order to develop excellent human resources and to practice
on - site customized training for future technicians. Now, Meister High School is recognized as a very
successful example of vocational education policy. Major enterprises and public companies announced
that they will give recruiting priorities to Meister students. Being supported by hiring companies is
essential for the public vocational training organizations to stabilize and successfully run their programs.
In this session, based on the case studies on Meister High School, Korean and German educators and
education policy makers will discuss about the roles of schools and companies on high school vocational
training. They will also discuss about German Meister system and possible ways for Korean schools to
explore the future vocational training system.

Methods to Develop Basic Learning Capacity for All Students
Since it launched NAEA in 2008, Korean government has been putting a lot of efforts on conducting
various educational policies and developing programs to ensure basic education of quality for all
students. Korea has attracted attention of an international community, by ranking highly in international
student academic achievement tests such as the PISA. On the other hand, the U.S. government has
strong interests in developing new academic achievement evaluation system as it is waiting for a
submission of new NCLB (No Child Left Behind) Amendments. In this session, education policy makers
from the U.S. and Korea will have a discussion about current status of academic achievement evaluation
system in both countries, and fnd solutions to improve academic achievement.
