1. Prior to 9/11, please describe the level of information you received from federal
intelligence agencies with respect to the general threat of militant Islamic
terrorism? Were you ever briefed on Usama Bin Laden and al Qaeda
specifically?

Prior to 9/11, please advise the extent to which federal intelligence agencies,
particularly the FBI, warned you of specific terrorist threats to New York
City. Would you be given the underlying data from which the FBI determined
that there was a threat, or would you simply be advised of the federal agency's
conclusion that there was a threat?

3. In your opinion what is the proper level of information sharing between the FBI
and a city's police force?

4. Prior to 9/11, were you ever briefed on the possibility of terrorists flying planes
into buildings?

5. Please describe your perspective on the relationship of the NYPD and FDNY
prior to 9/11? Did the NYPD and FDNY conduct joint drills and table top
exercises in order to prepare for possible terrorist attacks?

6. Please describe your perspective on OEM and what their role was in (i) helping
the NYPD prepare to respond to potential terrorist attacks and (ii) an actual
terrorist incident.

7. Prior to 9/11, to your knowledge did anyone in the NYPD ever question locating
OEM at the WTC complex?

8. Prior to 9/11, what was the NYPD's relationship with the Port Authority Police
Department? Did the NYPD and PAPD ever conduct joint drills or table top
exercises in order to prepare to respond to possible terrorist attacks?

9. Based on our staff statement, one could conclude that the NYPD was well
prepared for 9/11 and its response that day, which included the mobilization of
thousands of officers. What do you attribute this to?
10. Please describe the NYPD's response on September 11 through the rest of city.

11. To what extent were the NYPD's efforts at the WTC complex that morning
coordinated with other New York City agencies, especially the FDNY, and with
thePAPD?

12. Did the forced evacuation of OEM impact NYPD operations at the WTC complex,
either prior to, or after, the second tower collapse?
