Rules & regulations for the Candidates Tournament of the FIDE World Championship cycle 2012 201!

1" #rganisation
1" 1 The Candidates Tournament to determine the challenger for the 2014 World Chess Championship Match shall be organised in the first quarter of 2014 and represent an integral part of the World Chess Championship regulations for the cycle 20122014. ight !"# players $ill participate in the Candidates Tournament and the $inner qualifies for the World Chess Championship Match in the first quarter of 2014. %o&erning 'ody( the World Chess )ederation !)*+ #. )or the purpose of creating the regulations, communicating $ith the players and negotiating $ith the organisers, the )*+ -resident has nominated a committee, hereby called the )*+ Commission for World Championships and .lympiads !hereinafter referred to as WC.C# )*+ , or its appointed commercial agency, retains all commercial and media rights of the Candidates Tournament, including internet rights. These rights can be transferred to the organiser upon agreement. /pon recommendation by the WC.C, the body responsible for any changes to these 0egulations is the )*+ -residential 'oard. 1t any time in the course of the application of these 0egulations, any circumstances that are not co&ered or any unforeseen e&ent shall be referred to the -resident of )*+ for final decision.

2" &ualification for the 201! Candidates Tournament


The players $ho qualify for the Candidates Tournament are determined according to the follo$ing, in order of priority( 2" 1 2" 2 2" $ World Championship 'atch 201$ The player $ho lost the 2012 World Championship Match qualifies. World Cup 201$ The t$o !2# top $inners of the World Cup 2012 qualify. *n case one of the t$o top $inners of the World Cup qualifies from 2.1 abo&e, then the qualification spot goes to 2rd place of the World Cup. FIDE (rand )ri* 2012+201$ - The t$o !2# top players from the )*+ %rand--ri3 201242012 qualify to participate. *n case any of the t$o top $inners of the )*+ %rand--ri3 qualify from 2.1 or 2.2 abo&e, then the qualification spot!s# are gi&en to the ne3t player!s# in the final standings of the %rand--ri3. ,-erage FIDE Rating .ist of the 12 monthly lists starting from 1st ,ugust 2012 to 1st /uly 201$ T$o !2# players qualify to participate by rating !e3cluding the players $ho qualify from articles 2.1, 2.2 and 2.2 abo&e#. 1 player can qualify by rating only if he4she participates in the World Cup 2012 or the )*+ %rand -ri3 2012-2012. )or the purpose of deciding the 2 rated player qualifiers, the a&erage from the follo$ing t$el&e )*+ rating lists $ill be used( the sum of all 12 monthly lists starting from 1st 1ugust 2012 to 1st 5uly 2012 di&ided by 12. 1 minimum of thirty !20# rated games in total is required for each player in the 12 monthly rating periods. *n case of equality t$o decimals $ill be ta6en into consideration. *f the numbers are still equal then the total number of games in all 12 rating periods shall be decisi&e. That means the player $ith the greater number of games shall qualify. #ne nominated player 0y the #rganiser 1 player, nominated by the organiser, $ith a rating of at least 2728 in the )*+ rating list of 1st 5uly 2012. Replacements *f any replacement is needed due to $ithdra$al or refusal of participation, the first reser&e player from the final standings of the )*+ %rand--ri3 201242012 $ill be in&ited. 1ny futher replacement needed $ill be fulfilled from the a&erage rating list described in article 2.4 abo&e.

$" Candidates Tournament Regulations


$" 1 Tournament Format & 2ystem The " players shall play a double round robin tournament !14 rounds#. The players $ho are from the same federation $ill play each other in rounds 1 and " !if only t$o# and if up to four players are from the same federation in rounds 1, 2, 2 and ", 9, 10. *f a player $ithdra$s after completing 80: or more of the games, the rest of his games are lost by default. *n case a player completes less than 80:, all his results are annulled.

The playing schedule can be changed only upon the appro&al of the )*+ -resident. $" $ Confirmation of )articipation + Conduct of )layers

$" $" 1 The list of qualified players and the reser&es $ill be published on the )*+ $ebsite together $ith the player>s contract. 1ll qualified players should sign their respecti&e contract and send it to the )*+ ?ecretariat $ithin one month after after they recei&e their copy from )*+ . *t is each player>s responsibility to get a copy and send it signed to the )*+ ?ecretariat by fa3 and registered mail. 1 player $ho does not submit his contract $ithin the deadline $ill be replaced according to article 2.<. )*+ may accept late contracts recei&ed after the deadline, $ithin a period of 10 days and only for serious reasons. -layers not pre&iously qualified but $ho ha&e the right to play as replacements shall be notified through the )*+ $ebsite and $ill ha&e one further $ee6 to send their signed contracts. $" $" 2 1 player $ho returns his signed contract but $ithdra$s at least one month before the e&ent@s 1st round shall be replaced by a player as described in article 2.<. $" $" $ 1ny player $ho $ithdra$s at a date $hen less than one month is left for the e&ent@s 1st round, shall not be replaced. $" $" ! -layers that fail to pro&ide a satisfactory reason for $ithdra$al, after they ha&e signed the player@s contract, $ill be e3cluded from the ne3t World Championship cycle. $" $" % )or security and administrati&e reasons, all participants are e3pected to stay in the officially designated hotel!s#. $" $" 1 ach player $ill recei&e at least t$o free single rooms for their hotel accommodation, including full board, for the $hole duration of the e&ent. $" $" 3 Ao postponement of any game shall be allo$ed. $" $" 4 ?eparate contracts bet$een the organiser!s# and the players may also be signed.

$" ! )airings and dra5 of colours $" !" 1 The dra$ for pairings and colours $ill be conducted in the )*+ office in 1thens, one !1# month before the start of the e&ent. $" !" 2 )or tie-brea6 games, there shall be a separate dra$ing of lots conducted by the Chief 1rbiter.

$" % Time control" $" %" 1 The time control for each game shall be( 120 minutes for the first 40 mo&es, <0 minutes for the ne3t 20 mo&es and then 18 minutes for the rest of the game plus an additional 20 seconds per mo&e starting from mo&e <1. $" %" 2 The games shall be played using the electronic cloc6s and boards appro&ed by )*+ . $" 1 Conditions of -ictory $" 1" 1 The player $ith the most points !1 point for each $in, half a point for each dra$, 0 for each loss# $ill be the $inner of the tournament and qualifies for the World Championship Match 2012. 1 tie shall be bro6en according to article 2.7 belo$. $" 3 Tie 0rea6s *f the top t$o or more players score the same points, the tie $ill be decided by the follo$ing criteria, in order of priority( a# The results of the games bet$een the players in&ol&ed in the tie. *f they are still tied( b# The total number of $ins in the tournament of e&ery player in&ol&ed in the tie. *f they are still tied( c# ?onneborn - 'erger ?ystem. $"3"1"a *f there is no clear $inner $ith the abo&e 2 criteria, there $ill be a special competition bet$een the players $ho still remain tied after using the 2rd criteria !?onneborn - 'erger#( after a ne$ dra$ing of colors, each tied player $ill play t$o !2# tie-brea6 games $ith the other tied opponent!s#. The games shall be played using the electronic cloc6 starting $ith 28 minutes for each player $ith an increment of 10 seconds after each mo&e. $"3"1"0 1ll tie-brea6 games shall be played according to the follo$ing( 1. -lay is go&erned by the World Championship Technical 0egulations !anne3 1#, $hich apply $ith the e3ceptions mentioned belo$ in !2#, !2# and !4#. 2. The players do not need to record the mo&es. 1n arbiter shall record the mo&es. 2. The player $ho has the mo&e may stop the cloc6s and consult the 1rbiter>s score sheet and if his ne3t mo&e $ill produce a threefold repetition of position !according to 1rticle 9.2a of the Technical 0egulations#, or the 80 mo&es rule !according to 1rticle 9.2a of the Technical 0egulations#, he himself must $rite the intended mo&e on the score sheet and claim the dra$ if he $ants. 1 player can also claim a dra$ according to 1rticles 9.2b and 9.2b of the Technical 0egulations. *f the claim is found to be correct, the game is immediately ended as a dra$. *f the claim is found to be incorrect, the 1rbiter shall add three !2# minutes to the opponent>s remaining time and the game continues $ith the intended mo&e in accordance $ith 1rticle 4 of the Technical 0egulations. 1 ma3imum of t$o !2# incorrect claims for a dra$ can be made by each player. *f a player ma6es a third !2 rd # incorrect claim, the arbiter shall declare the game lost for this player. 4. *f a game has ended by resignation, chec6mate, time loss, stalemate, triple repetition or any other of the $ays described in 1rticle 8 of the Technical 0egulations, no claim for irregularities shall be accepted !irregularities include cloc6 settings and all other described in 1rticle 7 of the Technical 0egulations#. $"3"2 *f after the games in 1rticle 2.7.1a there are still players tied for 1st place then, after a ne$ dra$ing of colours, these players $ill play blitB games. ach tied player $ill play t$o games $ith the other opponent!s#. ach player $ill recei&e 8 minutes on his cloc6 C 2 seconds for each mo&e starting from mo&e 1. *f there is a tie again, this process $ill be repeated for the tied players, for a ma3imum of t$o !2# more times. $"3"$"a 1fter the games in paragraph 2.7.2, and if $e ha&e only t$o players still tied, sudden death games $ill be played. The player $ho $ins the dra$ing of lots, may choose the colour. White shall recei&e 8 minutes on the cloc6 and 'lac6 shall recei&e 4 minutes $hereupon, after the <0th mo&e, both players shall recei&e an increment of 2 seconds starting from mo&e <1. *n case of a dra$ the player $ith the blac6 pieces is declared the $inner. $"3"$"0 1fter the games in paragraph 2.7.2, and if $e ha&e three players still tied, sudden death games $ill be played too. The three players $ill be initially ran6ed according to their a&erage )*+ rating described in article 2.4 abo&e. The players initially ran6ed Ao.2 and Ao.2 $ill play first and the $inner $ill face the player initially ran6ed Ao.1. The sudden death games $ill be played as described

in article 2.7.2.a abo&e. The $inner of this procedure is Ao.1 in the final standings and the loser of the final match is Ao.2 in the final standings. $"3"$"c 1fter the games in paragraph 2.7.2, and if $e ha&e four players still tied, sudden death games $ill be played too. The four players $ill be initially ran6ed according to their a&erage )*+ rating described in article 2.4 abo&e. Then Ao.1 plays Ao.4 and Ao.2 plays Ao.2 and the t$o $inners play the final match. 1ll the sudden death games $ill be played as described in article 2.7.2.a abo&e. The $inner of this procedure is Ao.1 in the final standings and the loser of the final match is Ao.2 in the final standings. $"3"$"d 1fter the games in paragraph 2.7.2, and if $e ha&e fi&e players still tied, sudden death games $ill be played too. The fi&e players $ill be initially ran6ed according to their a&erage )*+ rating described in article 2.4 abo&e. The players initially ran6ed Ao.4 and Ao.8 $ill play first and the $inner $ill face the three remaining players as in 2.7.2.c abo&e. 1ll the sudden death games $ill be played as described in article 2.7.2.a abo&e. The $inner of this procedure is Ao.1 in the final standings and the loser of the final match is Ao.2 in the final standings. $"3"$"e 1fter the games in paragraph 2.7.2, and if $e ha&e < players or more still tied, sudden death games $ill also be played in accordance $ith the spirit of articles 2.7.2.b, 2.7.2.c, 2.7.2.d and 2.7.2.e abo&e. )urther details $ill be announced by the Chief 1rbiter. $"3"! *f tie-brea6s are needed to determine any other possible qualification spots for the ne3t World Championship cycle, then the procedure described in article 2.7 $ill be applied as $ell, including 2.7.1.a, 2.7.1.b, 2.7.2, 2.7.2.a, 2.7.2.b, 2.7.2.c, 2.7.2.d and 2.7.2.e. There shall be a pause of 10 minutes bet$een all tie-brea6 games, unless the Chief 1rbiter decides other$ise. $" 4 )ri7es for the Candidates Tournament $" 4" 1 The total minimum priBe fund of the Candidates Tournament amounts to 420,000 euros. The amount is net and cleared of any local ta3es. The money priBes shall be allocated as follo$s !minimum in euros#( 1st place( 98,000 2nd place( "",000 2rd place( 78,000 4th place( 88,000 8th place( 40,000 <th place( 2",000 7th place( 22,000 "th place( 17,000 1ll priBe money $ill be di&ided equally $here players ha&e the same score in the tournament !after 14 rounds#. $" 4" 2 *f a player $ithdra$s after he has signed his contract or after the start of the tournament, he shall recei&e no priBe money and this money $ill be retained by )*+ . $" 8 )laying Conditions"

$" 8" 1 .nly the players, principals and ste$ard !-ess#s shall be allo$ed in the actual playing area e3cept $ith the permission of the Chief 1rbiter. 1 player may communicate $ith an arbiter or a ste$ard. $" 8" 2 +uring the playing session the follo$ing additional regulations shall be in force( a# The players are not permitted to bring into the playing area telephone, technical and other equipment e3traneous to play, $hich may in any $ay disturb or upset the opponent. The Chief 1rbiter shall decide $hat constitutes e3traneous equipment liable to offend the opponent. b# The players cannot dra$ a game by agreement before blac6>s 20th mo&e. 1 claim for a dra$ before blac6>s 20th mo&e is permitted only through the Chief 1rbiter !or his +eputy# in the cases of perpetual chec6 or threefold repetition. c# +uring the playing session, a player may lea&e the playing area only $ith the permission of the Chief 1rbiter and only if he is accompanied by one of the arbiters. $" 10 2core sheets" $" 10" 1 The .rganisers shall pro&ide score sheets according to the specifications pro&ided by )*+ . a# 1t the end of each game the players@ original score sheets shall be gi&en to the Chief 1rbiter, $ho shall hand them to )*+ . b# 0efusal of either player to sign the score sheets shall be penalised according to 1rticle 12.4 of the =a$s of Chess. 1fter the players ha&e signed the score sheets, the 1rbiter shall countersign to confirm the results. c# *n tie-brea6 games, the players and the 1rbiter shall sign a result sheet.

$" 11

)layers9 'eeting"

$" 11" 1 -layers are required to attend the -layers@ Meeting on the day of the .pening Ceremony at a time to be decided by the Chief 1rbiter and the .rganisers. *f necessary, the Chief 1rbiter may call other -layers@ Meetings. $" 11" 2 *f a player fails to appear at the -layers@ Meeting, the .pening or Closing Ceremony or any appro&ed function of the Championship such as official receptions and press conferences, or conducts himself in a manner contrary to the spirit of sportsmanship or the )*+ Code of thics, then he shall suffer the follo$ing penalty( 8: of his priBe money shall be forfeited to the .rganisers and a further 8: to )*+ for each breach. *n cases of serious misconduct the player may be disqualified from the match and the World Chess Championship cycle. $" 12 Inter-ie5s: functions and mode of dressing"

$" 12" 1 The players are e3pected to co-operate reasonably $ith the media. %eneral inter&ie$s $ith them can be arranged through the -ress .fficer. $" 12" 2 1ll players are required to ma6e themsel&es a&ailable for post game press conferences, of not more than 20 minutes duration, immediately after the game. $" 12" $ -layers are required to be present at all official functions appro&ed by the )*+ -resident or his +eputy during a match including official receptions, the opening ceremony and the closing ceremony. $" 12" ! -layers are requested to note the requirements of )*+ 0egulations C.01 !1rticle ".1# in respect of their dignified appearance at all times during the e&ent. $" 1$ )ayment of )ri7e 'oney

$" 1$" 1 The priBe fund shall be paid by direct ban6er>s order dra$n in euros. $" 1$" 2 /pon completion of a match, )*+ shall pay these sums collectible in the player>s home country $here requested by him $ithin 10 days. $" 1! .ocal Ta*

$" 1!" 1 1lthough )*+ $ill endea&our to sign an agreement $ith the organiser stating that the priBe funds are net and free of all local ta3es, )*+ $ill not be responsible for any national local ta3 deducted from the priBe money. )*+ $ill gi&e all necessary assistance to the players if the organiser acts to the contrary. $" 1% )rincipals

$" 1%" 1 The -rincipals are( a# b# c# d# e# f# -resident and +eputy -residentD Members of the 1ppeals CommitteeD 1rbitersD -ress .fficerD 0epresentati&e of )*+ Medical CommissionD 2 WC.C membersD ,r0iters

$" 11"

$" 11" 1 The arbiters of the Candidates Tournament $ill be nominated by )*+ . Ao arbiter may belong to the same federation as any of the players. $" 11" 2 +uring play either the Chief 1rbiter or his +eputy must be present in the playing area. $" 11" $ *mmediately after the end of the e&ent, the Chief 1rbiter shall $rite a report and send it $ithout delay to the )*+ office. $" 11" ! The report shall be $ritten in one of the official )*+ languages. $" 11" % The report shall contain the result of each indi&idual game as $ell as the final standings. *n addition, the report shall contain a general description of the course of the e&ent. *f there $ere any difficulties, conflicts or incidents, they shall be described together $ith the measures ta6en to deal $ith them.

$" 11" 1 The report shall be supplemented by adding t$o copies of the bulletins and the score sheets of the games. $" 11" 3 The Chief 1rbiter may, in consultation $ith the WC.C, and $ith the appro&al of the )*+ -resident, issue additional $ritten regulations to inform the e3act playing hours and ta6e care of other details not co&ered by these regulations. $" 13 ,ppeals Committee"

$" 13" 1 The )*+ -resident shall nominate, from $ithin the )*+ -residential 'oard on priority, the Chairman and the other 2 members of the 1ppeals Committee, all from different )ederations. Aone of the 2 members of the 1ppeals Committee shall sit in Eudgement in a dispute in&ol&ing a player or party from his )ederation e3cept $here the dispute is bet$een t$o players or t$o parties from his )ederation. 1ll protests must be submitted in $riting to the 1ppeals Committee not more than t$o !2# hours after the rele&ant playing session, or the particular infringement complained against. The Committee may decide on the follo$ing matters( a# an appeal against a decision by an arbiter, b# a protest against a player@s beha&iour, c# a complaint alleging false interpretation of the regulations, d# a request for the interpretation of specific regulations, e# a protest or complaint against any participant, or f# all other matters $hich the Committee considers important. *f possible, the Committee shall reach a decision not more than t$o !2# hours after the submission of a protest. The appeals process shall include $ritten representations and a $ritten decision. The Committee shall endea&our to find binding solutions that are $ithin the true spirit of the )*+ motto, %ens /na ?umus. ach protest must be accompanied by a deposit fee of /0 800 !fi&e hundred euros# or the equi&alent in local currency. *f the protest is accepted, the fee shall be returned. *f the protest is reEected, the fee may be forfeited to )*+ . $" 13" 2 The $ritten decision of the 1ppeals Committee arising from any dispute in respect of these regulations shall be final. $" 13" $ *mmediately after the end of the e&ent, the Chairman of the 1ppeals Committee shall $rite a report in one of the official )*+ languages and send it $ithout delay to the )*+ office.

!" Commercial and Financial issues


!" 1 The WC.C shall ensure the playing hall and its en&irons meet at least the requirements of the )*+ 0egulations for the .rganisation of Top =e&el Tournaments !)*+ Fandboo6 C.01#. !" 2 The playing &enue shall be decorated $ith the )*+ flag, *.C flag, the flags of the host nation and the participating countries. !" $ 1fter the World Chess Championship Committee agrees $ith the .rganisers on the arrangements in respect of the tournament hall, facilities, accommodation and meals, transportation, telecommunication, ceremonies, etc., no obEections from the participants shall be acceptable. !" ! .rganisers shall pro&ide, free of charge, coffee, tea and soft drin6s for the players and principals. *t is ad&isable that the same offer shall apply for press members. !"% )hotography and Tele-ision

!" %" 1 .nly photographers and camera cre$ e3pressly authorised by the -ress .fficer may $or6 in the playing &enue. a# )lash may be used only during the first fi&e !8# minutes. b# *n tie-brea6 games, flash may only be used in the first three !2# minutes. *n case of 8 minutes C sudden death games, flash is not permitted, the use of cameras $ithout flash may be permitted if the 1rbiter in charge deems their use to be unobtrusi&e. c# Tele&ision cameras must be unobtrusi&e and may only be used if the 1rbiter in charge deems their use to be unobtrusi&e. d# 1n official photographer, designated by the .rganisers $ith the appro&al of the Chief 1rbiter shall be allo$ed to ta6e photos at any time during the round $ithout flash.

!" 1 Ceremonies" !" 1" 1 The .pening Ceremony shall ta6e place the day prior to the first round and all participants are required to ta6e part. 3ception can be made by a $ritten permission of the )*+ -resident. !" 1" 2 The program of the .pening Ceremony shall be appro&ed by )*+ . Cultural program and speeches totalling up to <0 minutes are usually $elcome. )*+ 1nthem and the 1nthem of the hosting country shall be played. !" 1" $ The Closing Ceremony shall ta6e place not later than one day after the end of the e&ent. The .rganisers shall pro&ide a trophy for the $inner and medals !gold, sil&er, bronBe# for the top three $inners. The )*+ 1nthem, the 1nthem of the $inner>s country and the 1nthem of the hosting country shall be played. !" 3 FIDE Rights and #0ligations of the #rganisers

!" 3" 1 Finance !" 3" 1" 1 'efore the end of the e&ent, )*+ shall be reimbursed for its direct e3penses incurred in the organiBation of the Candidates Tournament. This shall be a fi3ed sum agreed in the contract bet$een the .rganiser!s# and the World Chess Championship Committee !WC.C#. This sum shall include stipends, pre-e3penses !inspections# and tournament e3penses !tra&elling and boarding# for the principals. The WC.C shall ad&ise and help the .rganiser!s# on protocol, budget, infrastructure, media, commentary, bulletin and other technical problems. !" 3" 1" 2 )*+ has the e3clusi&e commercial rights of the Candidates Tournament and is free to e3ploit them commercially, including entering into ad&ertisement agreements either $ith the .rganiser!s# or ?ponsors of the e&ent requiring players to $ear clothes $ith the branding of sponsors. !" 3" 1" $ The income pro&ided by the Candidates Tournament through admission charges shall go to the .rganiser!s#. The radio and tele&ision rights, including photo, &ideo and film rights, shall belong to )*+ or its appointed agency. The right as described here and in the pre&ious paragraph can be granted by )*+ to the organiBer!s#. !" 3" 1" ! )*+ or its appointed agency shall ha&e the e3clusi&e rights for li&e games transmission on *nternet and shall pro&ide the necessary equipment such as electronic boards and cloc6s to co&er the e&ent. )*+ shall pro&ide to the .rganiser!s# the signal for online game display in the different function rooms as agreed bet$een the parties. These rights as described here can be granted by )*+ to the organiBer!s#. !" 3" 1" % The .rganiser!s# shall dra$ up a budget as detailed as possible, including pro&ision for the anti-doping procedure costs and contingencies. This shall be subEect to the appro&al of WC.C and the )*+ -resident. !" 3" 2 2tipends !" 3" 2" 1 The stipends to be paid to the -rincipals of the WCC Candidates Tournament are !in /0#( Chairman of 1ppeals Committee( 7,000 T$o members of 1ppeals Committee( 10,000 Chief 1rbiter( <,000 +eputy Chief 1rbiter( 4,800 1rbiter( 2,000 -ress .fficer( 2,800 0epresentati&e of )*+ Medical Commission 2,000 !" 3" $ Tra-elling and ,ccommodation !" 3" $" 1 Tra-el" The )*+ -resident has the right to first class tra&el by air, sea or rail, at the .rganisersG e3pense. 8.1 a. b. The rules of a competition may specify that players cannot agree to a draw, whether in less than a specified number of moves or at all, without the consent of the arbiter. *f the rules of a competition allow a draw agreement the following apply/ (1# A player wishing to offer a draw shall do so after having made a move on the chessboard and before stopping his cloc& and starting the opponents cloc&. An offer at any other time during play is still valid but Article 1$.! must be considered. 9o conditions can be attached to the offer. *n both cases the offer cannot be withdrawn and remains valid until the opponent accepts it, re%ects it orally, re%ects it by touching a piece with the intention of moving or capturing it, or the game is concluded in some other way. The offer of a draw shall be noted by each player on his scoresheet with a symbol. ( ee Appendi( 6.1)# A claim of a draw under Article 8.$, 8.) or 1>.$ shall be considered to be an offer of a draw.

The game is drawn upon a correct claim by the player having the move, when the same position, for at least the third time (not necessarily by a repetition of moves#/ a. is about to appear, if he first writes his move on his scoresheet and declares to the arbiter his intention to ma&e this move, or b. has %ust appeared, and the player claiming the draw has the move.

:ositions as in (a# and (b# are considered the same, if the same player has the move, pieces of the same &ind and colour occupy the same squares, and the possible moves of all the pieces of both players are the same. :ositions are not the same if a pawn that could have been captured en passant can no longer be captured in this manner. 3hen a &ing or a roo& is forced to move, it will lose its castling rights, if any, only after it is moved. 8.) The game is drawn, upon a correct claim by the player having the move, if/ a. he writes his move on his scoresheet and declares to the arbiter his intention to ma&e this move, which shall result in the last 2> moves having been made by each player without the movement of any pawn and without any capture, or b. the last 2> consecutive moves have been made by each player without the movement of any pawn and without any capture. *f the player touches a piece as in Article ,.) without having claimed the draw he loses the right to claim, as in Article 8.$ or 8.), on that move. *f a player claims a draw as in Article 8.$ or 8.) he may stop both cloc&s. ( ee Article !.1$.b# Ce is not allowed to withdraw his claim. a. *f the claim is found to be correct, the game is immediately drawn. b. *f the claim is found to be incorrect, the arbiter shall add three minutes to the opponents remaining thin&ing time. Then the game shall continue. *f the claim was based on an intended move, this move must be made as according to Article ,. The game is drawn when a position is reached from which a chec&mate cannot occur by any possible series of legal moves. This immediately ends the game, provided that the move producing this position was legal.

1>.1 A quic&play finish is the phase of a game when all the (remaining# moves must be made in a limited time. 1>.$ *f the player, having the move, has less than two minutes left on his cloc&, he may claim a draw before his flag falls. Ce shall summon the arbiter and may stop the cloc&s. ( ee Article !.1$.b# a. *f the arbiter agrees the opponent is ma&ing no effort to win the game by normal means, or that it is not possible to win by normal means, then he shall declare the game drawn. Etherwise he shall postpone his decision or re%ect the claim. b. *f the arbiter postpones his decision, the opponent may be awarded two e(tra minutes and the game shall continue, if possible in the presence of an arbiter. The arbiter shall declare the final result later in the game or as soon as possible after a flag has fallen. Ce shall declare the game drawn if he agrees that the final position cannot be won by normal means, or that the opponent was not ma&ing sufficient attempts to win by normal means. c. *f the arbiter has re%ected the claim, the opponent shall be awarded two e(tra minutes time. d. The decision of the arbiter shall be final relating to (a#, (b# and (c#.

Article 1%: The conduct o" the &la4er!


1$.1 1$.$ The players shall ta&e no action that will bring the game of chess into disrepute. :layers are not allowed to leave the playing venue without permission from the arbiter. The playing venue is defined as the playing area, rest rooms, refreshment area, area set aside for smo&ing and other places as designated by the arbiter. The player having the move is not allowed to leave the playing area without permission of the arbiter. a. b. Buring play the players are forbidden to ma&e use of any notes, sources of information or advice, or analyse on another chessboard. 3ithout the permission of the arbiter a player is forbidden to have a mobile phone or other electronic means of communication in the playing venue, unless they are completely switched off. *f any such device produces a sound, the player shall lose the game. The opponent shall win. Cowever, if the opponent cannot win the game by any series of legal moves, his score shall be a draw. mo&ing is permitted only in the section of the venue designated by the arbiter .

The scoresheet shall be used only for recording the moves, the times of the cloc&s, the offers of a draw, and matters relating to a claim and other relevant data. :layers who have finished their games shall be considered to be spectators. *t is forbidden to distract or annoy the opponent in any manner whatsoever. This includes unreasonable claims, unreasonable offers of a draw or the introduction of a source of noise into the playing area. *nfraction of any part of Articles 1$.1 to 1$.! shall lead to penalties in accordance with Article 1).,. :ersistent refusal by a player to comply with the 'aws of 6hess shall be penalised by loss of the game. The arbiter shall decide the score of the opponent. *f both players are found guilty according to Article 1$.+, the game shall be declared lost by both players. *n the case of Article 1>.$.d or Appendi( B a player may not appeal against the decision of the arbiter. Etherwise a player may appeal against any decision of the arbiter, unless the rules of the competition specify otherwise.

1).1 1).$ The arbiter shall see that the 'aws of 6hess are strictly observed. The arbiter shall act in the best interest of the competition. Ce should ensure that a good playing environment is maintained and that the players are not disturbed. Ce shall supervise the progress of the competition. The arbiter shall observe the games, especially when the players are short of time, enforce decisions he has made and impose penalties on players where appropriate. The arbiter can apply one or more of the following penalties/ a. warning b. increasing the remaining time of the opponent c. reducing the remaining time of the offending player d. declaring the game to be lost e. reducing the points scored in the game by the offending party f. increasing the points scored in the game by the opponent to the ma(imum available for that game g. e(pulsion from the event. The arbiter may award either or both players additional time in the event of e(ternal disturbance of the game. The arbiter must not intervene in a game e(cept in cases described by the 'aws of 6hess. Ce shall not indicate the number of moves made, e(cept in applying Article +.2, when at least one flag has fallen. The arbiter shall refrain from informing a player that his opponent has completed a move or that the player has not pressed his cloc&. a. b. pectators and players in other games are not to spea& about or otherwise interfere in a game. *f necessary, the arbiter may e(pel offenders from the playing venue. *f someone observes an irregularity, he may inform only the arbiter.
