Friend Astheholidaysapproach,Imremindedoftheincredible workofsomanyDistrict3organizationswhoserveSan Franciscansinneed.Theamazingeffortsofthesegroups areaccomplishedwiththeassistanceoffriendsand neighborslikeyouwhosparetimetoassistand volunteer.Volunteeringinourneighborhoodisagreatway toreflectonthosethingswerethankfulforandgiveback tothosewhoarelessfortunate. Somanyorganizationsaredoinggreatworkthisyear,but Iwanttohighlightoneinparticular:SelfHelpforthe ElderlyisservingtheirannualThanksgivingLuncheonon ThanksgivingDay,whichisofcourseThursday, November28.Inpastyears,theyhaveservedlunchto over3,000seniorsand200kidsatvarioussenior centers.Ifyoudliketovolunteer,contact(415)6777600. 8Washington,MovingForward Asalmosteveryoneknows,inthismonthselection,San Franciscansvotedoverwhelminglytorejectthe8 Washingtondevelopment,withnearlytwothirdsvotingno onPropositionsBandC.Havingopposedtheproject,I appreciatedtheresult.Thequestionis:whatnow?My officeisaskingexactlythatofthePort.Sofar,weknow thatPacificWaterfrontPartnerscontinuestohavean ExclusiveNegotiatingAgreementwiththePortafter invokinganextensionlastyearfollowinglawsuitsrelated totheStateLandsCommissionandtheCalifornia EnvironmentalQuality.Someneighborshaveaskedthe NortheastWaterfrontAdvisoryGrouptoholdapublic hearingonadesignforSeawallLot351thatwas developedbyhundredsofcommunitymembersand AsianNeighborhoodDesign.Aswegetanswers,Iwill stayinvolvedandhelpkeepeveryoneinformed.The debatesurrounding8Washingtonhasalsobroughtupthe broaderissueofthehousingaffordabilitycrisisintheCity aproblemthatIamcommittedtoworkingonmoving forwardasIhavethroughoutmytimeasSupervisor. MasonicTemplePlanApproved AsreportedintheExaminer,andaftermanyyearsof backandforth,thePlanningCommissionapprovedafinal plantoallowtheMasonicMemorialTempletoincrease thecapacityofitsconcertvenue.Thoughtheoriginal planwasopposedbyNobHillresidentsfiveyearsago, myoffice,theNobHillAssociationandtheMasonic Templewereabletonegotiateanalternativeproposalfor

HonoringVeterans ThisVeteransDay,Ihadtheopportunitytojointhe annualVeteransDayParadeinhonorofthebraveSan Franciscomenandwomenwhohavesovaliantlyserved ourcountry.IwashumbledtostandalongsideKorean Warveteransastheycommemoratedthe60th Anniversaryoftheendofthatwar.Ihadtheopportunity tothankleaderslikeJoanneMartinezofWomen VeteransConnectandAnnGuadardWeebyofthe VeteransAffairsCommissionfortheiradvocacyand supportworkonbehalfofveterans. Inadditiontotheparade,FilipinoAmericanVeteransand theWestBayPilipinoMultiServiceCenterrana donationsdriveattheVeteransDayeventinorderto providerelieftothethousandsofpeopleaffectedbythe devastationcausedbyTyphoonHaianinthePhilippines.I wastherewithSupervisorScottWienertodonatefirstaid kitsandtolearnmoreabouthowtohelpintherelief effort.

CivilCounselProgramMakingaDifferenceforPeople FacingEvictions Novemberis"RighttoCounselMonth,"andIhadthe honorofparticipatingintwoeventstocelebratethe successesofSanFranciscosRighttoCivilCounselPilot Programandtokickoffitssecondyear.Theprogram wasinitiatedbyanordinanceIsponsoredin2012that declaresSanFranciscotobethenation'sfirst"Rightto CivilCounselCity."Theprogramstrivestocreatealocal judicialsystemthatguaranteesnocostlegal representationtolowincomeCityresidentswhoare subjecttocivilproceedingsinwhichtheresidents

accesstobasicneedssuchaschildcustody,shelter, safetyandhealtharethreatened. DuetothemanySanFranciscoresidentsfacingeviction asaresultofourcurrenthousingcrisis,wedecidedto focusthepilotprogramalmostexclusivelyonproviding legalrepresentationtothoseresidentsineviction proceedings.Inthelastyear,over950evictiondefense caseshavebeenhandledbystaffandvolunteer attorneysoftheJustice&DiversityCenteroftheBar AssociationofSanFrancisco.Largelawfirms,solo practitionersandsmallfirmattorneyscollectivelydonated over5,600hoursoflegalservicestotheprogram,and morethan1,200adultsand300childrenwererepresented asaresult.Theprojectwasentirelyfundedby$100,000 intheCity'sbudget,andIamproudofthelegal communityforsteppinguptomakethisrelativelysmall investmenthavesuchatremendousimpact.IntheFY 20132014budgetdeliberations,Iledthemovetoadd fundinginthebudgetforasecondyearofthepilot program.IlookforwardtoworkingwiththeMayorthis yeartomakefundingforthiscrucialevictiondefense programapermanentpriorityfortheCity. AdvocatingforPublicArt Overthepastfiveyears,Ihavebeenastrongsupporter ofSanFrancisco'sworldclasscivicartprogram.I sponsoredanordinanceexpandingthe"1%forpublicart" feeoncertainprivatedevelopments,whoserevenuegoes toonsiteartandtotakecareofthecitysvastpublicart collection.AsourCityseconomyhasstrengthenedover thepasttwoyears,Ihaveadvocatedforincreasedarts funding,andwashappytoseesuchanincreasethispast budgetcycle.InDecember,TheSanFranciscoArts Commission(SFAC)willholdtownhallmeetingsinwhich DirectorofCulturalAffairsTomDeCaignywillpresentthe agency'svisionforthenextfiveyears. GreenRoundUp Lately,Ihavebeenbusyworkingonanumberof sustainablefoodsystemsandgreeningefforts.Hereare afewhighlights: Iwasexcitedtolearnthattherewere320applicantsfor thepositionIhelpedtocreatetocoordinateandoversee theCity'surbanagricultureefforts.Clearly,thisisan areaofgrowingimportanceinpeopleslives.RecPark, thedepartmentchosentohousethenewUrban AgricultureProgram,justlaunchedawebsitemeanttobe thefrontdoorforallthingsurbanagrelatedinSan Francisco.Ivealsobegunworkingwithstakeholderson draftingthelocallegislationthatwillenact AssemblymemberTing'sAB551,UrbanAgriculture IncentiveZones. Ihadthehonorofgivingtheopeningplenaryremarksfor theCitiesAliveConferenceaboutgreenandliving rooftops,whichwasheldinSanFranciscoOctober2326 through.Thebenefitsofgreenroofsareclearthey substantiallyimprovetheclimateresilienceandoverall sustainabilityofourcitybyreducingstormwaterflows,

providingopenspace,improvingbuildingenergy efficiency,reducingtheurbanheatisland,providing spacetogrowfood,improvingairquality,andenhancing viewsfromnearbybuildings.SanFranciscocandoso muchmoretoincentivizegreenandlivingroofs.Inmy remarks,IannouncedthereleaseofGreenerandBetter Roofs:ARoadmapforSanFrancisco,apolicyframework authoredbyaSPURtaskforce.Thereportpointsthe wayforwardforourcitysgreenroofpolicy,andIlook forwardtoworkingtomaketherecommendationsa reality. OnOctober29,IhonoredtheCenterforUrbanEducation aboutSustainableAgriculture(CUESA)attheBoards annualrestaurantappreciationday.Forthepasttwo decades,CUESA,anonprofitorganizationinDistrict3, haspromotedsustainablefoodsystemsbyoffering extensiveprogramsandeventsdesignedtoeducatethe publicaboutsustainableagriculture.CUESAalso operatesthethriceweekly,worldfamousFerryPlaza FarmersMarket. Finally,onSaturday,November2,IattendedaBroadway TunnelCommunityGardenWorkDay,atwhichwe celebratedadonationtothegardenfromKaiser Permanente.BroadwayGardenswasformerlyaderelict minipark,butapublicprivatepartnershipwithcommunity membershastransformeditintoawonderfulplanting areaforchildrenandseniors.Thegardensprogram focusesoneducatingchildrenaboutgrowingsustainable foods.Itmakesmeveryproudtoseeprojectslikethisin District3.
