A central goal of the Affordable Care Act (ACA) is to significantly reduce the number of uninsured by providing a continuum of affordable coverage options through Medicaid and new Health Insurance Exchanges. The ACA expands Medicaid coverage for most low-income adults to 138% of the federal poverty level (FPL) ($15,856 for an individual or $26,951 for a family of three in 2013). Following the June 2012 Supreme Court decision, states face a decision about whether to adopt the Medicaid expansion. Definitions Executive activity was categorized as Opposing, Supporting, or Weighing Options for the Medicaid
expansion based on statements made by Governors in budget documents, State of the State Addresses, or other recent public statements. Weighing Options includes states where no official statement, either supporting or opposing the Medicaid expansion, has been made, if the budget did not include a decision on the Medicaid expansion, the Governor has indicated he/she is leaving the decision to the legislature, or the Governor has indicated he/she is awaiting additional guidance or analysis. Key Legislative Activity - This column records key legislative activity, such as legislation being passed by one body of the legislature. It is not intended to be a comprehensive list of all legislative activity occurring at the state level. Requirements for legislation to implement the Medicaid expansion vary across states; some states will require authorizing language and/or budgetary authority to implement the expansion while others may not.
1. Exploring an approach to Medicaid expansion likely to require waiver approval. 2. On September 3, 2013, Indiana received a one-year extension for its existing 1115 waiver program, the Healthy Indiana Plan (HIP). 3. Governor Christie signed into law budget legislation (S3000) which included authorization of the Medicaid expansion. The Governor separately vetoed a stand-alone bill that authorized the expansion (S2644).
