NTPC invites Expression of Interest (EOI) globally from eligible bidders for entering into a Coal
Supply Agreement for supply, on F.O.B. basis, of upto 12 MMTPA Steam Coal of foreign
origin on long term basis (10-15 years) for catering to Power Plant requirement of NTPC Limited
on sustainable basis. The 1

consignment is required by Year 2018. Through this EOI, NTPC Ltd.
intends to identify the Mine Owner(s)/Lease Holder(s)/Off-taker(s)/ Coal Supplier(s) having
experience in executing works of similar nature in line with specified scope of works. Separate RFP
(Request for Proposal) shall be issued by NTPC Ltd. for selection of the Mine Owner(s)/Lease
Holder(s)/Off-taker(s)/ Coal Supplier(s) with whom the coal supply agreement shall be entered into.

1.0 Introduction
Indias largest power company, NTPC has an installed capacity of 41684 MW comprising of 22
Coal based and 8 Gas based projects. NTPC has massive ongoing capacity addition plans with
around 20000MW projects under construction. The company iscontemplating setting up some of
their new Power Project capacity based on 100% imported coal.
2.0 Expression of Interest
Expression of Interest (EoI) is invited from Mine Owner(s)/Lease Holder(s)/Off-taker(s)/Supplier(s)
for entering into a coal supply agreement for supply of upto 12 MMTPA steam coal of foreign origin
on long term basis (10-15 years) for catering to Power Plant requirement of NTPC Limited on
sustainable basis. The 1

consignment is required by Year 2018.
3.0 Purpose of inviting EoI
Through this EoI, NTPC intends to identify theMine Owner(s)/Lease Holder(s)/Off-
taker(s)/Supplier(s)having experience in long term coal supply in line with scope at S. No. 4.0
below.
Separate RFP (Request for Proposal) shall be issued by NTPC Ltd. for selection of theMine
Owner(s)/Lease Holder(s)/Off-taker(s)/Supplier(s) with whom the coal supply agreement for a
period of 10-15 years commencing 2018 shall be entered into.
4.0 Broad Scope of Work
The scope of work is to supply upto 12 MMTPA steam coal of foreign origin on long term basis (10-
15 years), commencing Year 2018, on FOB basis. The scope includes transportation of coal from
mine to port, clearing and forwarding of the consignments, handling, storage, co-ordination with port
of country of origin and Loading of coal consignment into Vessels arranged by NTPC for shipping to
India.

proposed to be sourced :
a) Name of the Mine/Location/Country
b) Type of Mining Licence/ Off-take agreement and its validity
c) Validity of Mining Lease
d) Annual Production of Mine in MMTPA
e) Total Mineable Reserves in MMT
f) Production Plan for next 5/10 Years
g) Quality Parameters of extracted coal
h) In case of bidder not being a Mine owner- Details of tie-ups with mine owner(s)
i) Details regarding Port of Shipping
Part 4: Experience List of Coal supply contract agreements successfully completed in last 5/10
years, along with a small write-up outlining the scope of work, tenure of assignment,
(not exceeding two page) on relevant aspects for each of the assignments completed.
In support of experience, the bidder to furnish supply experience certificate from
purchaser and Auditors certificate in original from their statutory auditors.
Part 5: Experience List of on-going coal supply contract agreements along with a small write-up
(not exceeding one page) on relevant aspects for each of the assignments and details
of any new similar assignments being finalised;
Part 6: Financial Capability of the applicant including turnover details (from coal
supplycontracts only), Net worth and Profit & Loss statements for last 3. Audited
balance sheets for last 3 years shall also be submitted;
Part 7: A brief write up on the capacity of applicant to successfully execute the Coal supply
agreement
