Police must conduct themselves in a professional manner that does not violate a code of ethics and values.1 However, as cited, A Nanaimo RCMP officer may face disciplinary action because of comments he posted on his public Facebook page that the force calls troubling [see Appendix 8].2 The online social networking site of a Nanaimo RCMP constable is being reviewed by an RCMP professional standards unit. The Facebook musings of the Mountie, 26, could also trigger an internal RCMP code of conduct investigation.3 Public posts on the Facebook page by this Nanaimo RCMP officer include: Night shift and St. Paddys Day, cant wait to drop kick all the drunk idiots.4 Other postings by this Nanaimo RCMP officer include: Bar watch shift tonight, Im gonna catch me a ginger.5 Other postings by this Nanaimo RCMP officer include: How come every chick I arrest lately refuses to put clothes on and theyre the ones you never want to see naked.6 Obviously, from what I have seen, the conduct does fall short of what we would expect, said RCMP E Division spokeswoman Cpl. Chapter 2 Royal Canadian Mounted Police sexual misconduct! Incredibly, one RCMP was found guilty of severe misconduct -- rape -- according to documents obtained by The Vancouver Sun1 [see Appendix 4, cited below]. On May 30, 2005, an RCMP constable from Fort St. John was guilty of having sexual intercourse without consent.2 In addition to the officer from Fort St. John, eight other B.C. officers were subject to milder forms of discipline over the past year for a variety of offences, including sexual harassment, having sex in a marked police car and looking at Internet porn while on duty.3 On Oct. 27, 2005, RCMP Const. Norman Lapointe of Fort St. John was reprimanded and docked 13 days pay after the board found him guilty of having sex several times in his marked police car -- while on duty and in uniform.4 The RCMP rationalization, "at all times" during the sexual encounters, Lapointe "continued to monitor for duty-related calls and telephone calls."5 What? Isnt that the stupidest comment you have ever heard? On Aug. 24, 2005, RCMP Sgt. Glen William Anderson of Surrey was docked four days pay and ordered to receive harassment training after he had sexually harassed two female colleagues and insulted several male co-workers.6 RCMP Andersons comments: "So, I just want you to know that I really like your tits," Anderson said, according to Johnston a female member. "In fact, it's the nicest set of tits I've ever seen."7 Another female member said, "on a few occasions he made her feel uncomfortable," a summary of Falk's testimony states. "He asked her a number of times, in a joking tone, whether she wore a push-up bra.... On one other occasion RCMP Sgt. Anderson made comments about her breasts. She then put on a sweatshirt and he made further comments about why she would wear a sweatshirt because her breasts looked nice."8

Again, on June 9, 2005, RCMP Const. Bob Archer of Prince George was reprimanded and docked three days pay after the board found him guilty of harassing his ex-girlfriend ... no criminal charges have been laid against him9 Once again, on July 11, 2005, RCMP Const. Myrl Stus of Princeton was docked four days pay after the board found him guilty of viewing more than 40 pornographic websites during four successive shifts in August 2003.10 In December, in an unrelated case, Stus pleaded guilty in court to assault with a weapon for ordering another Mountie to Taser an unconscious prisoner.11 Why do provinces put up with this police force, it would be less disastrous and more economically feasible to have their own provincial police forces -- more control? Chapter 3 Even more Royal Canadian Mounted Police sexual misconduct! In another incident, RCMP officer James Douglas Macleod was charged with sexual assault after allegedly raping a woman at a Super Bowl party in Maple Ridge in February 20051 [see Appendix 5, cited below]. In yet another incident, RCMP officer Gary Stevens is sentenced to 18 months in jail for sexually assaulting two teenage girls Mr. Stevens pleaded guilty to attacking a girl in Vancouver in the early 1990s, and a girl in Terrace in 2004.2 Again, two RCMP officers based in Watson Lake, Yukon, have been charged with sexual assault following an attack on a woman earlier this week A woman told police she was sexually assaulted.3 "It's obvious people are going to be very concerned," said Kevin Brosseau, the commission's senior director of operations.4 No kidding Brosseau! Court documents obtained Thursday by CBC News show the two RCMP officers to be Graham Belak, 29, and Shawn McLaughlin, 32.5 And on July 11, 2005, Sgt. Dean Meikle of Richmond was docked two days pay and urged to attend harassment training after inappropriately touching several female colleagues at staff parties.6 In another incident, in February 2005, an RCMP constable attended a Super Bowl party at a suburban Vancouver residence where at the constable had sexual intercourse with an unconscious adult woman who had been drugged at the party.7 His decision to take advantage of a woman in this state demonstrates a fundamental flaw in his character that renders him unfit to perform the duties of a police officer.8 In yet another incident, Saskatchewan RCMP Constable Thierry Jacques was sentenced to three years in jail for sexually assaulting a female prisoner while she was in custody.9 A judge found him guilty of taking the 26-year-old woman from her cell and sexually assaulting her in the garage at the La Ronge RCMP

detachment on Sept. 4, 2004.10 As cited, RCMP Const. Thierry Jacques left court Thursday in leg shackles after being sentenced to three years in a penitentiary for sexually assaulting a female prisoner in the garage of a northern police detachment.11 Jacques, 32, will have his name on the national sex offender registry for 20 years and has also been ordered to provide a DNA sample for the national databank.12 Justice Duane Koch found Jacques took the 24-year-old aboriginal woman from her detention cell at the La Ronge RCMP detachment on the pretext of having a cigarette in the adjoining garage.13 When they were alone, he told the woman to lift her shirt so he could touch her breasts, which she did while he masturbated and ejaculated on her. A white shirt belonging to the victim and stained with semen matching Jacques's DNA was entered into court as evidence during the trial.14 "He (Jacques) has managed to destroy some of the bridges built between police and aboriginal people. He has created a rift and mistrust," said Crown prosecutor Inez Cardinal.15 The sentence is exactly what Cardinal requested, saying it "sends the appropriate message to the public" that police misconduct is a serious offence to be dealt with harshly.16 What about all the RCMP officers who get off with a slap on the wrist, loss of pay? "This was a serious, serious breach of trust," she said. "He was on duty, dressed in full uniform complete with gun in his holster. She was a young woman in custody, vulnerable, with nowhere to go and no ability to defend herself against his advances."17 Portions of a victim impact statement, read into the record by Cardinal, spoke of flashbacks that have left the woman "tormented and ashamed."18 In yet another case, as reported, a former Manitoba RCMP officer is facing up to six years in prison after pleading guilty to trying to sexually assault a teen girl on a First Nation community north of Winnipeg.19 Benjamin Neufeldt, 26, pleaded guilty to two sex-related charges at a

hearing in Winnipeg on Tuesday. He admitted to asking a 17-year-old girl to touch him sexually while he was in a position of trust over her and forcible confinement.20 The charges stemmed from an incident on the reserve 200 kilometers north of Winnipeg in August 2008. The Crown is seeking a six-year prison term for Neufeldt, while his own lawyer is seeking about 2 1/2 years behind bars.21 An agreed statement of facts tendered in court showed that a knife seized from Neufeldt as part of the investigation contained DNA belonging to the victim.22 Incredibly, although this disturbing sexual assault story broke on 12 September, the newspaper had already closed reader comments.23 Footnotes 1. As cited in the Globe and Mail, published Thursday, Aug. 29 2013, in an article entitled Harper unveils plans for tougher laws against child sex offenders: Prime Minister Stephen Harper is proposing new legislation that would increase penalties for those convicted of sexually exploiting children. We must create a justice system that is more responsive to victims, and especially more responsive to children and to the families of children who have been victimized by sexual predators, Mr. Harper told a room full of cabinet ministers, senators, police officers and journalists during a visit to Toronto. Among the proposals is a move to ensure offenders convicted of exploiting multiple children will serve their sentences consecutively one after another instead of at the same time. As well, the Prime Minister hopes to increase maximum and minimum penalties for child sexual offenders, and ensure that spouses of those charged with child pornography will have to testify in court. Mr. Harper declined to say what he hopes the new penalties will be, saying the details will be decided upon in parliament. More than 3,900 sexual assaults against children were reported to Canadian police in 2012, according to a news release from the Prime Ministers Office. This is an increase of three per cent from 2011. Mr. Harper criticized the justice system as having become progressively unbalanced and skewed in favour of offenders. Indeed, the system has become profoundly centered on the welfare of the criminal, he said. He brought up the example of Gordon Stuckless who pleaded guilty to sexually assaulting 24 boys and was sentenced to two years less a day in 1997. The sentence was appealed and extended to five years. Mr. Stuckless got parole after serving twothirds of his five year term. A very worthwhile cause and suggestion by Canadian Prime Minister Stephen Harper!! He deserves a pat on the back for that idea!!

Langley RCMP officer Adam Jonathan Clarke was charged in June with two counts of child luring for allegedly using a community police office computer to convince a 12- and 15-year-old girl to produce child pornography for him.1 What happened to these charges against RCMP officer Adam Jonathan Clarke? In April, Adam Jonathan Clarke, a former Langley RCMP officer, received one day in jail and three years probation after he pleaded guilty to attempting to lure a 12year-old Langley girl, and a 15-year-old Richmond girl through the website Nexopia while on duty.2 What, one day in jail for luring TWO children, one age 12 and one age 15?? Justin Harris was suspended with pay in September 2004 and accused under the RCMP Act of behaving in a "disgraceful manner, accused of having sex with underage prostitutes.2 RCMP Const. Justin Harris was one of nine officers in Prince George named in investigative reports alleging links to underage prostitutes.3 One of the women said she was between the ages of 13 and 15 when she had sex with Harris, who is now in his early 30s.4 That woman, who can be publicly identified only as C.C., told investigators Harris once paid her $60 for oral sex and struck her in the face when she refused to perform the act.5 Incredibly, but quite typical of the RCMP, Const. Justin Harris had the disciplinary charges against him thrown out because the Mounties took too long to bring their case against him.6 Deputy RCMP Commissioner Gary Bass lifted the suspension in April and ordered Harris reinstated as a full-time RCMP officer.7 Harris lawyer Reginald Harris argued the Mounties failed to meet that standard in his clients case because senior members of the force including assistant commissioner Gary Bass were aware of the allegations as early as July 2002.8 In other words, the RCMP purposefully dragged their feet so the accusations against Const. Since then he has made two court appearances -- one on Sept. 12 and the other on Thursday -- but the Mounties had not publicly announced the charges. City of North Vancouver Mayor Darrell Mussatto said the Mounties also didn't brief him about the case at the last police management committee meeting, which was held last week. Mounties complain of harassment1: More members of the RCMP in British Columbia have come forward with serious allegations of harassment after CBC News revealed a well-known Mountie spokeswoman's claims she suffered from years of sexual harassment.2 On Monday, CBC News revealed Cpl. Catherine Galliford has filed an internal RCMP complaint alleging repeated sexual harassment from some of her supervisors.3 Krista Carle contacted CBC News after hearing Galliford's story, breaking her own long silence.4 Notice the word long silence! Robert Blundell in the late 1990s.9 The women worked for Blundell on undercover investigations in Calgary from 1994 to 1997. Chapter 13 More RCMP bull-shit over sexually abused female RCMP Officers! As cited, a B.C. lawyer hired by the RCMP for an internal hearing for a Mountie accused of sexually harassing and assaulting two female colleagues in the late 1990s says she was surprised a senior RCMP official was brought in to resolve the issue.1 "I was stunned, absolutely stunned. And I remember thinking, like what are you doing here? Why are you here? And I was actually, to be honest with you, angry," said Jennifer McCormick.2 The two female officers who complained had worked for Staff Sgt. Robert Blundell on undercover investigations in Calgary between 1994 and 1997.3 In 2001, McCormick was brought in by the RCMP to prosecute Blundell after he was acquitted in the first RCMP internal hearing into his conduct. At that hearing, involving one of four female complainants, Blundell denied he had assaulted the woman in any way.4 At a second hearing involving two other complainants was about to get underway, McCormick said the RCMP's then superintendant Peter German unexpectedly flew in to Calgary to help negotiate a deal.5 German got Blundell to admit to "discreditable conduct," which included "touching private areas" on top of the clothing of one of the women and "grabbing" the breast of another.6 Blundell was docked one day's time-off.7 What kind of RCMP bull-shit is this? Two of the complainants have told The Fifth Estate that they were let down by how the RCMP handled the case.8 "That seems to be the way of the RCMP, that's kind of like the toothless tiger. There's never any accountability," said Victoria Cliffe, one of the four complainants.9 Cliffe, who still works for the RCMP on Vancouver Island, said the hearings failed her and the other women. Continuing this RCMP bull-shit and, as cited one of three remaining candidates for commissioner of the RCMP job was accused of helping an officer at the centre of a sexual misconduct scandal, CBC News has learned.1 Deputy Commissioner Peter German was alleged in a statement of claim to have aided Sgt. Robert Blundell, who was facing allegations he had assaulted and sexually harassed four female Mounties.2 Documents have come to the surface to suggest now deputy commissioner Peter German had shared the complainants statements with Mr. Blundell and that allowed him to prepare or tailor his responses in the interview, said Ottawa lawyer Paul Champ, who wasn't directly involved in the case, but has worked on behalf of other clients who've sued the RCMP.3 Those are the kinds of things that are very troubling. Sergeant Blundell's career was obviously in serious jeopardy and a lot of people knew that. And evidently there were other superior officers who were willing to reach out and give him a hand, said Champ.4 Female officers Cpl. Catherine Galliford and former Const. Krista Carle claimed they faced years of sexual harassment as RCMP officers.5 Former constable Sandra Kelly also said she left the RCMP because of the way women were treated.6 I get goose bumps because I just get so filled with, I guess rage, almost, that these things happen, Kelly told CBC News. If you complain, you are blacklisted.7 The statement of claim also said German was one of a number of officers who created a negative climate for women who tried to complain about harassment.8 I think that's probably what breaks officers more than anything is that after they're treated so unfairly the RCMP doesn't back them up, said Champ.9

They say there's zero tolerance for harassment in the RCMP but I think every RCMP officer in the force knows that's a joke.10 Those allegations against German and other RCMP officers were not tested in court. The 2003 lawsuit by the four women was settled without the details being disclosed.11 Blundell faced internal discipline, which resulted in him losing a day of vacation time. He has since been promoted.12 Whats this? The RCMP promotes this sexual abuser? What kind of RCMP bull-shit is this? Or, should we call him what he is, a pervert? As further reported, the four female officers who complained worked for Blundell on undercover investigations in Calgary from 1994 to 1997. He had his hands in my clothes, under my clothes," said Cliffe.15 "I was in the scenario," said Krista Carle, another complainant, describing her undercover operation with Blundell. "I didn't want to blow the operation. I didn't want to turn around and slap him in the face or turn around and say, 'Get your hands off me!' I just basically froze."16 Carle, who graduated from the RCMP's training academy in 1991, is now off the job and says she has been diagnosed with post-traumatic stress disorder.17 The women kept the allegations secret for years. SQUAMISH # 7 Sunday afternoon a group of hikers found a dead body near a hiking trail on the side of Mamquam Road in Squamish. "It appears the man was met with foul play," said spokeswoman Sgt. Jennifer Pound. "It does appear to be a homicide." Pound also refused to comment on media reports that the man's body was found beaten and duct-taped. Kim Bolan has reported the identity of the body is that of William Woo from Surrey who was an associate of the East Vancouver hells angels but more recently went over to the other side. Of course there's that other bizarre case in Squamish, the murder of Javan Luke Dowling. Three drug dealers were driving in a car in Vancouver. One of the drug dealers, shot one of the other drug dealers in the head and the third drug dealer watched the shooter cut off Dowling's head and dismembered his body. The two surviving drug dealers buried the body in two separate locations in Squamish. Mihaly Illes was alleged to be the shooter while Derrick Madinski helped him bury the body. Derrick Madinski went with Joe Brallic to LA where Joe was ripped off and murdered. Meanwhile in that same original article about a new dead body being found in Squamish it later stated there was another shooting in Surrey near the corner of 111A Avenue and 146th Street at about 2: 40 a.m. on Sunday. Until now, it has not been clear what criteria the RCMP used to draw up its list of 18 Highway of Tears victims, how they chose the geographical scope of their project, and what headway has been made on possible suspects including a person of interest targeted during a mysterious search this summer of a Prince George property. E-Pana began in 2005 with a review of three unsolved 1994 murders along northern .C.s Highway 16, but would soon expand its scope. We started doing the review but very early into it we recognized that, if we are looking for this serial killer, well have to broaden our scope and have a look at other files, Hulan said this week. I dont think well be able to say [whether there is a serial killer at play] until were at the point where we are satisfied that we have been successful in solving or charging in all 18 of the files, or the majority, or having determined what the circumstances were that led to the murders. Continuing: To zero in on a suspect or suspects police examined 619 unsolved files of violence against women along three highways, including murders and missing person cases, as well as sexual assaults and attempted sex assaults. A half dozen of the cases are in the Hinton area of Alberta, while the majority are from B.C. That file review, which wrapped up earlier this year, identified the 18 cases of missing and murdered women included on the official police list, as well as an additional 16 sex-crime cases that appeared very similar because the women were targeted on specific highways. Our purpose in reviewing the [sex crimes] files is to identify elements common to our homicide cases which may assist us in identifying the person responsible, said RCMP spokesperson Cpl. Annie Linteau, who attended The Suns interview with Hulan. Victims families and womens advocates argue the official list should be much longer than 18 names, suggesting up to twice that number of girls and women have met similar violence in northern and central B.C. over the past 40 years. A Vancouver Sun investigation has uncovered 13 other victims who went missing or were murdered near a major roadway in B.C. or Alberta, who appear to be similar to the 18 on the official list and, in some cases, had been linked in the past to the highway murders by previous police investigations. The stories of these additional cases will be told in our series The Vanishing Point over the next five days. In some of the additional cases identified by The Sun, Hulan argued the victims dont meet the criteria the RCMP set for inclusion on the list. Victims must be female and match at least one of the two following scenarios: they were involved in a high-risk activity such as hitchhiking or the sex trade, or they were last seen or their body was found within a mile or so from three specific B.C. highways. Hulan conceded other victims might potentially be linked to one or more of the women on the official list, but he added the RCMP had to make its investigation manageable, so it focused on a certain geographical area. There are other investigations out there that, when you look at them, would cause you to be concerned whether there are connections between them, but as I said before, we are constrained by resources, Hulan said. We couldnt look at the entire province. The cases that are on the official list span Highway 16 from Prince Rupert all the way to Hinton, Alberta; Highway 97 from Prince George to Kamloops, and Highway 5, which includes Merritt. In addition to the 2,000 persons of interest identified in the cases reviewed by police, there is a secondary list of 5,000 people whose names surfaced in the files for various reasons. There have been common names in some files, Hulan said. With anyone identified in the files as a person of interest we do a background check and analysis on them, their criminal history, and when they were in and out of custody, and if they had the opportunity or not to commit the homicide. None of the 2,000 persons of interest has been identified, but in August police said a previous owner of a Prince George-area property they were searching was a person of interest in the disappearance of Highway of Tears victim Nicole Hoar. Convicted murderer Leland Switzer, who has been in jail since 2005, previously owned the property. While Hulan wouldnt confirm Switzer as a person of interest, he revealed evidence was seized from the property and from a vehicle found at a nearby dump. The evidence is being analysed for DNA and undergoing other testing. E-Pana has also sent evidence recovered during the historical homicides to modernday labs, which in some cases has created new leads and in other cases has ruled out past suspects. It is often inaccurately reported that Nicole Hoar was the only non-native person on the Highway of Tears list, but The Sun has determined eight of the 18 women and girls are non-native. Hulan estimated the list was half native and half non-native. These victims werent targeted because they were white or native or any other race, for that matter. They are victims because ... they were engaged in high-risk activity, he said.

Many of the relatives of women on the list cringe at the description of their loved ones doing something high-risk, arguing some were just walking or cycling on a highway, or were hitchhiking in the 1970s, when it was a commonplace activity. The $6-million E-Pana investigation, which employs 60 people including 17 RCMP and two Vancouver officers, as well as civilians and retired police officers is not investigating all 18 files at once. We prioritized files based on the risk of losing evidence and the potential threats to the public he said. Hulan said it is possible detectives could provide some future answers for the families, but given that some files are four decades old, the perpetrators may no longer be alive. Is it likely we will be able to charge on all 18 of them? Im doubtful about that. Bowen Island RCMP were called out Friday at around 2 p.m. by a local resident who had discovered the body on his land, a wooded property in the 1,000 block of Harding Road. An autopsy is to be performed Tuesday to try to identify the victim and the likely cause of death. Suicide remains a possibility, as does the chance that the body was dumped there. "There are no obvious signs of injury," said Pound. So far investigators have not confirmed whether the body - which was badly decomposed - is male or female. "We believe the body was there for quite some time," said Pound. Lloyd Harding, who lives on Harding Road, said he was walking down to his mailbox with his son's dog at the end of last week when the Jack Russell terrier tried to drag him into the bush. Harding said he noticed a bad smell in the area. "I thought someone had hit a deer he said." Harding said he's walked right by the area where the body was found before but didn't see anything or notice any smell in the area before last week's spell of hot weather. Police are currently checking missing persons reports to see if they can help identify the remains. Henrickson, then 17, disappeared three years ago on June 20, 2009 after leaving a house party on Bowen Island with her ex-boyfriend Gavin Arnott. Neither Henrickson nor any signs of her have shown up since then, despite several searches by both police and volunteers. Police have repeatedly said they think Henrickson met with foul play and never left the island. Although they are listed as Squamish/Vancouver cases, when I looked at the death registration information on Ancestry.ca I found all of their locations of death were within 18km of a place called Furry Creek, BC. I have included one that was listed as Squamish as it seems to be in the same area. I am not sure if these young ladies actually died/were found near Furry Creek or if they were perhaps, from there, and therefore, their deaths were listed for that location. SQUAMISH # 7 Sunday afternoon a group of hikers found a dead body near a hiking trail on the side of Mamquam Road in Squamish. "It appears the man was met with foul play," said spokeswoman Sgt. Jennifer Pound. "It does appear to be a homicide." Pound also refused to comment on media reports that the man's body was found beaten and duct-taped. Kim Bolan has reported the identity of the body is that of William Woo from Surrey who was an associate of the East Vancouver hells angels but more recently went over to the other side. Now he's in a body bag. I wonder who the prime suspects are? If the East Vancouver chapter of the Hells angels contract a murder, that makes them a criminal organization guilty of murder. The two surviving drug dealers buried the body in two separate locations in Squamish. Mihaly Illes was alleged to be the shooter while Derrick Madinski helped him bury the body. Derrick Madinski went with Joe Brallic to LA where Joe was ripped off and murdered. Meanwhile in that same original article about a new dead body being found in Squamish it later stated there was another shooting in Surrey near the corner of 111A Avenue and 146th Street at about 2: 40 a.m. on Sunday. And given the recent shocking allegations of sexual harassment and abuse he blames the RCMP for ruining his life and tearing his family apart.5 Serious allegations of sexual harassment, blackmailing trainees into sexual submission and corruption have come to light against top RCMP officers, some of whom were involved in the expensive Air India investigation, which was dodged by failure on the part of the force, as well as another troubling investigation of sex-killer Robert Willy Pickton.6 More female members of the RCMP in British Columbia have come forward with serious allegations of harassment following CBC Newss shocking revelations of well-known Mountie spokeswoman Cpl. Catherine Galliford s claims she suffered from years of sexual harassment.7 On Monday, CBC News revealed Cpl. Catherine Galliford has filed an internal RCMP complaint alleging repeated sexual harassment from some of her supervisors.8 Galliford said she experienced six to 10 incidents of harassment or sexual harassment, including one occasion in which a superior showed her his genitals and asked if a mole on his penis was cute.9 Earlier, during the Air India investigation, she said she was dragged along on pointless trips to Eastern Canada to meet with victims families. She said there was no news to impart, but her superior used the road trips as an opportunity to try to have sex with her.10

Following Gallifords explosive allegations, Krista Carle contacted CBC News, breaking her own long silence.11 I know for a fact there are at least six women that I know [who] have left the force or are still in that have suffered harassment, Carle said. Im sure there are others who are afraid to come forward for fear of reprisals.12 Carle, who graduated from the RCMPs training academy with Galliford in 1991, says she was harassed and sexually assaulted. She is now off the job and says she has been diagnosed with post-traumatic stress disorder. 13 RCMP management tried to cover up the problems when she complained, Carle told CBC News.14 When I spoke out against the harassment, it wasnt taken seriously and I felt diminished and I felt re-victimized every time I told what happened to me, she said.15 Carle is one of four women officers who have sued the RCMP, saying they were sexually assaulted by undercover Sgt. Robert Blundell in the late 1990s.16 The women worked for Blundell on undercover investigations in Calgary from 1994 to 1997. According to the statement of claim, they were individually and separately sexually assaulted and harassed by Sgt. Blundell.17 The case was eventually settled in 2007 with all parties agreeing to keep the terms of the settlement secret.18 Current authors note: The little guy has never kept his successful suit of the RCMP secret. The little guy has maintained for years there are a lot of lying bastards in the RCMP [and Canadian Government] and incidents like those appearing in this book confirm his sentiments to be absolutely true! Recently an Ottawa RCMP sergeant admitted to internal charges of disgraceful conduct after he had sex with one secretary and made advances toward another.19 Sgt. Daniel F. Marquis, posted to the forces immigration and policing unit, has been docked eight days pay under the RCMP Act. It can break you, and then if you need help, its very hard to find.25 The RCMPs employee assistance program was of no help and even leaked her medical files to the RCMP, said Galliford, who now has good medical support.26 In a 115-page statement to RCMP Internal Affairs Insp. Paul Darbyshire, Galliford said she documented the sexual harassment she experienced from top RCMP.27 An RCMP boss insisted she go along on road trips to visit victims families and then hed turn into Octopus-Man in a hotel room at night, she said.28 Galliford named another female officer who had to physically fight off an attempted rape by the same officer. Chapter 24 More RCMP perverts! In a more recent incident, Langley RCMP officer Adam Jonathan Clarke was charged in June with two counts of child luring for allegedly using a community police office computer to convince a 12- and 15-year-old girl to produce child pornography for him.1 Another RCMP officer Const. Justin Harris was suspended with pay in September 2004 and accused under the RCMP Act of behaving in a "disgraceful manner,"15 accused of having sex with underage prostitutes.2 RCMP Const. Justin Harris was one of nine officers in Prince George named in investigative reports alleging links to underage prostitutes.3 One of the women said she was between the ages of 13 and 15 when she had sex with Harris, who is now in his early 30s.4 That woman, who can be publicly identified only as C.C., told investigators Harris once paid her $60 for oral sex and struck her in the face when she refused to perform the act.5 Incredibly, but quite typical of the RCMP, Const. Justin Harris had the disciplinary charges against him thrown out because the Mounties took too long to bring their case against him.6 Deputy RCMP Commissioner Gary Bass lifted the suspension in April and ordered Harris reinstated as a full-time RCMP officer.7 Harris lawyer Reginald Harris argued the Mounties failed to meet that standard in his clients case because senior members of the force including assistant commissioner Gary Bass were aware of the allegations as early as July 2002.8 In other words, the RCMP purposefully dragged their feet so the accusations against Const. Chapter 25 Even more RCMP perverts! In another incident, in September 2006, a female passerby witnessed an RCMP constable openly masturbating in his unmarked police vehicle.1 The RCMP constable was supposed to be conducting surveillance in a counterfeiting investigation.2 The RCMP constable simply smiled at the passerby and kept on masturbating.3 What did the RCMP do, they docked him 10 days pay.4 He remains on active duty in Montreal.5 In another situation, Mounties say they will not comment on unconfirmed media reports that officers did not intervene in a potentially dangerous sexual encounter between two detainees at the Kamloops RCMP detachment earlier this month.6 Police announced on Friday that four officers and three municipal staff were under investigation in connection with an undisclosed incident that occurred in the jail cell block on Aug. 18.7 A little more digging, and this was the undisclosed incident: what exactly happened inside a Kamloops cellblock on a steamy mid-August night?8 Seven people including four RCMP officers allegedly watched the incident on video but theyre now under investigation and are saying nothing.9 City council wants to know, the mayor is promising to get to the bottom of it and the central British Columbia town is abuzz over reports of what happened.10 Its not often the story includes two women one allegedly HIVpositive engaging in sex for as long as an hour while RCMP officers and prison employees gathered around to watch the show on closed circuit cameras, doing nothing to stop the duo.11 A justice official in Kamloops Monday told the Toronto Star on the condition of anonymity that there is also the possibility of a charge of

aggravated assault against the inmate who is reportedly HIV-positive.12 The cellblock incident investigation is being undertaken by the detachment and the RCMP headquarters in B.C., an issue that creates concerns over independence, according to William Sundhu, a former provincial court judge and now a defense lawyer in Kamloops.13 Sundhu said ever since Robert Dziekanski, the Polish man who died at Vancouver airport after getting shot by RCMP officers with a Taser gun in 2007, the public has become wary of the RCMP investigating itself.14 The public has over the last two to three years become very aware of the problems that arise when police investigate police, he said Monday. Theres been a loss of confidence in the RCMP.15 There is a feeling among many people on the streets that theyre justified in not trusting the RCMP and that evidence is starting to come out.16 She said the four RCMP members and three city workers who allegedly watched for several minutes before intervening failed to protect her while she was in the cell.17 Such incidents obviously open the door to lawsuits, said Victoria lawyer Erik Magraken, who is representing the woman. "What you're left with is a sexual assault or an aggravated assault, exposing the person with HIV to criminal consequences, but also civil consequences," Magraken said.18 As one commenter mentioned: Is there ever an end to the problems with the RCMP? Possibly they are taught they are above the law as apparently they are taught in training that they are the best police force in the world. Holy mackerel that is laughable. The stupidity of the members of this organization never ends, if you dont believe me find the story that was reported yesterday from Kamloops of the investigation started over jailers and members of the RCMP watching two females engaging in a sex act in a cell and one apparently is HIV positive. Hard to believe ANYONE can actually think the RCMP deserves to have their contract renewed here in BC.19

Chapter 26 RCMPs reckless campaign of sexual harassment! A Manitoba RCMP officer is suing her employer for what she calls an intentional and reckless campaign of sexual and emotional harassment and discrimination that allegedly spanned 15 years and two provinces.1 Sherry-Lee Benson-Podolchuk is seeking unspecified financial damages from the Mounties in a statement of claim obtained Monday by the Winnipeg Free Press.2 Benson-Podolchuk, 44, claims the alleged abuse forced her to go on disability from stress and has caused other ailments including clinical depression, anxiety and loss of self-esteem.3 Benson-Podolchuk, a resident of Winnipeg Beach, Man., says her problems began while she was posted at the RCMP detachment in Tisdale in 1991 to start what she thought would be a promising career in law enforcement.4 She was repeatedly subjected to sexual harassment and other harassment by male members of the RCMP, her lawsuit claims.5 Benson-Podolchuk cites specific alleged incidents including hearing improper sexual comments from fellow officers in public, at the police station and even over the RCMP radio.6 She said a dead chicken was placed in her private gun locker, with blood dripping down into her personal belongings.7 What kind of swine are these RCMP to do this? Another so-called prank involved tampering with the stall door inside the womens washroom, she claims.8 Benson-Podolchuk said she filed a complaint with the Canadian Human Rights Commission in 1992, which resulted in her being transferred to a new posting in Selkirk, Man.9 Her lawyer claims the human-rights complaint essentially blackballed her in the eyes of her superiors and co-workers.10 Benson-Podolchuk has also accused RCMP of trying to obtain

confidential medical information from her doctor, pulling her over during a highway traffic stop for no reason and threatening consequences if she didnt quit.11 She says the abuse left her afraid to go to work, embarrassed, intimidated and afraid for her personal safety.12 Nancy Sulz, a former RCMP constable in B.C. who was harassed by her supervising officer, successfully fought a decade-long battle against the federal government and the RCMP and won $950,000 damages last year.13 The harassment award is the largest-ever imposed against the RCMP.14 A B.C. The same male superior repeatedly asked her when she was going to be viewing the series, she said. Galliford refused to tell the colleague, but she said he kept track of her calendar on the office electronic datebook and he showed up anyway. Earlier, during the Air India investigation, she said she was dragged along on pointless trips to Eastern Canada to meet with victims' families. She said there was no news to impart, but her superior used the road trips as an opportunity to try to have sex with her. "I was not prepared for the harassment in the workplace. I kept on waiting for it to end and it didn't end," she said. "There wasn't a lot that went through my mind, because I think that female police officers start to normalize that type of thing within the workplace. It almost becomes normal, and I don't know what a shrink would say about that, but I just started to normalize the harassment." Most municipal forces have unions, but RCMP officers are prevented by statute from organizing one. Galliford has spent four years off the force, battling demons that have included posttraumatic stress disorder and, for a while, a drinking problem. She has now filed a 115-page internal complaint. The RCMP has not responded directly to Galliford's internal complaint, but said in a statement earlier this week that sexual harassment is not tolerated in any way. Of the 6,000 Mounties in British Columbia, the RCMP said there are 225 members who have been off the job for more than 30 days. While most of those are off for physical or psychologic reasons not related to workplace conflict, 48 of those are off for some form of workplace conflict. Mike Webster, a former RCMP psychologist who is now in private practice, said he has several RCMP officers in a support group he runs who have been on paid leave for four years. "The record in the country is 13 years," said Webster. "The record in this division, EDivision (British Columbia), is 11 years. Eleven years off work, being paid. It's crazy." The harassment policy and complaint procedure isn't working for RCMP employees, Webster said.

"Females don't have anywhere to go, so they end up turning to a lawyer and they can't go back to the workplace because that's where this abuse took place, so what do they do, they flee into this unlimited sick time," he said. "This ridiculous thing that the RCMP has enshrined in the RCMP Act, where they have unlimited paid sick time." Webster said other similar organizations such as city police and fire have unions that act for the complainant, whose rights are protected by a collective agreement. Sometimes, he said, the complaint can be completed in days to the agreement for everyone. In July, the RCMP Commissioner acknowledged there is a systemic problem with the Mounties' grievance process, including the length of time it takes and the impact it has on members and morale. Tom Stamatakis, president of the Canadian Police Association, said there are half a dozen safeguards within union processes that create levels of accountability. He said there are few cases that would ever last as long as Galliford's. "We just don't have sick plans that allow for someone to be off as a fully paid employee for that period of time," he said. "It doesn't make sense." Stamatakis doesn't know Galliford, but, as the president of the Vancouver Police Union, he's worked on harassment cases in the past. He said it's unfortunate she felt there wasn't anywhere to get help. "Because, unfortunately, with issues related to workplace harassment, sexual harassment, usually if there's not an intervention right away the longer things go on unresolved then the more difficult they are to deal with, but also to recover from." A section of the RCMP Act prevents the RCMP from having a unionized force, but that was struck down by an Ontario court in 2009. The Ontario Court of Appeal granted the federal government a temporary stay on the ruling and the court will review the decision in a few weeks. Before the last federal election, the government tabled a bill that would give Mounties the right to form a union, but it wasn't passed before the election was called. There's no word on whether the legislation will be revived.

"The RCMP is very concerned with the health and welfare of its employees and ensuring safe and timely return to work," Supt. Kevin DeBruyckere of the RCMP said in a statement. He said employees have access to comprehensive care, and he said the RCMP has a proactive peer-based member-employees assistance program of trained employees for support. "The RCMP is clear in its approach to harassment. It is not tolerated." Stamatakis said one of frustrating problems for many RCMP officers is if they have a dispute with their employer, their employer is the ultimate adjudicator of their complaint. In a union environment, that would be different, he said. "It doesn't necessarily mean you always get the outcome you're looking for, but at least somebody from outside the organization has had a look at it and judges it on the merits." Webster said he is already seeing the impact of Galliford's bravery. He said current and former RCMP members have called his office to say they've gone through similar circumstances and want like to support Galliford. Chapter 28 The RCMP: A Royal Canadian disgrace! This a most important article and gives the reader further insight into Canadas disgrace, the RCMP. As such, it too is being cited ver batim1: A sleep-deprived Catherine Galliford is running on adrenalin and ragged nerves after a wild week that saw the RCMP corporal rock her employer with claims that she was sexually harassed and bullied by senior officers, even as she served as the spokesperson for two of the biggest investigations in the forces history. Galliford was calm and competent on camera as the public face of the RCMPs investigations into the Air India bombings that claimed 329 lives, and serial murders committed by Robert Pickton on his Port Coquitlam pig farm. ut while Gallifords allegations of harassment reached as far as the House of Commons this week, one of her most explosive claims is only now being made public. Galliford says the rampant sexism within the ranks of the RCMP that ruined her health and career may also have contributed to the mismanagement of the Pickton murder investigation, at a cost of many lives. Galliford said during an internal affairs meeting with RCMP staff this April that a senior officer did nothing with information that could have broken open the Pickton murders more than two years before his arrest, and attributed the flawed investigation to sexist attitudes and misogyny. In two extended interviews with Macleans this week, she said her examination of a le from the Coquitlam RCMP, with information dating as far back as 1997, showed the force had more than enough information by the late 1990s to obtain a warrant to search the Pickton property. Instead, surveillance on the farm was curtailed, indicative, she says, of the indifference that marked the investigation of the disappearance of women from Vancouvers Downtown Eastside, and a misogynist attitude toward women. She said in October 2001 she read an RCMP file dealing with the Pickton farm as she briefed herself on her assignment with the missing womens task force. I had one of those oh, no moments because I saw what was already on the file. There was enough evidence there for another ITO (information to obtain a search warrant), she said. She said the file included evidence of guns on the site of the farm, as well as womens clothing, government identification and an asthma inhaler later tied to one of Picktons victims. Yet, she said there was only a cursory attempt at

surveillance, which was cut short because it was impossible to see activity at Picktons trailer, which was set back far from the road. No further action was taken, in what she called an appalling lapse of judgment. And during that time, Pickton went on a killing spree. y some estimates, about 14 women disappeared between that period and ebruary 2002, when a search warrant was executed on Picktons farm, leading to his arrest. Galliford said the information on illegal guns at the Pickton farm that precipitated that 2002 warrant was already in the old Coquitlam RCMP file. They took all the information that was on the original file, the firearms file, and they pretended it was new information, she said of her supervisors. If there was new evidence, as they claimed, she said she was never able to find out what it was. Nor did she get an explanation for the past inaction. Investigators eventually found the DNA of 33 women on the farm. Pickton was convicted of killing just six of the women, though he once bragged of killing 49. Galliford said she expects to testify in the new year at the ongoing inquiry in Vancouver into the ineffectual investigations by the RCMP and Vancouver police into the murders. When I testify at the missing womens [inquiry] its going to be on behalf of the [dead] womens families, she told Macleans. Its not going to be on behalf of the RCMP. She said she was unable to voice her concerns while the Pickton case was before the courts, or later, while she battled both the RCMP internal complaints process and her own stress-related demons. The beauty of it now is I can actually talk about it. Moreover, with her career in tatters, she said she has nothing left to lose. RCMP Sgt. Rob Vermeulen, a spokesman for .C.s E Division headquarters, said he was not aware of Gallifords claims that the force sat on search warrant information for Pickton. It would be majorly inappropriate to comment about that, Vermeulen said. Theres an inquiry going now, so those questions Im sure will be answered there. Sexism in the RCMP is not a new story, but as Galliford and other women like her speak up in growing numbers, it has become the leading symptom of the forces ongoing dysfunction. ive years ago, after commissioner Giuliano Zaccardelli resigned amid the Maher Arar affair, the government promised sweeping reforms, in part to confront a veritable plague of harassment cases. Task forces were struck, consultants summoned. For the first time in 133 years, the government went outside the organization to find it a leader. Today, the most rudimentary fixes lie unrealized. The Mounties remain under the umbrella of the federal public service, an arrangement that

hamstrings their ability to implement reform. The creation of an independent board suggested by a task force to oversee human resources decisions never came to pass. (The head of that panel, David Brown, famously described the RCMPs paramilitary management structure as horribly broken.) Two federal bills that would have created a civilian complaints commission, while strengthening rules and discipline on workplace misconduct, died when Parliament dissolved for last springs election. Were not any further ahead, concludes Cpl. Tori Cliffe, one of four sexual harassment complainants who took the force to court in 2003. People are still defining their actions as appropriate when they certainly were not. Nothing has changed. Certainly the stream of lurid tales emanating from RCMP station houses shows no sign of abating. Last December, a constable in Parksville, B.C., admitted to having sex in a police van with a young woman who had joined him for a ride-along. Another officer, in Hamilton, Ont., admitted around the same time to sending vulgar emails to a mailroom intern, offering the young woman money to strip for him (she refused). Then, two months ago, a staff sergeant in Burnaby, B.C., was accused in a lawsuit of using his authority to coerce a female constable into a four-month sexual relationship. The scandals tarnishing the RCMP are by no means limited to sexual harassment. Footage of a constable kicking a man in the face in Kelowna last January unleashed a wave of public anger in B.C., where nearly a third of the forces officers are stationed. So did the findings of the Braidwood inquiry, that officers gave false testimony during the probe into the death of Polish immigrant Robert Dziekanski. Both incidents arose amid accusations that outgoing commissioner William Elliottthe outsider brought in to clean up the forcehad been bullying and intimidating his own deputies. (This week the Conservative government was set to name Bob Paulson, a veteran RCMP officer and deputy commissioner, to the top job.) Now, Gallifords allegations have raised the stakes even higher. Within weeks, a woman who once personified progress within the organization the firm-yet-sympathetic image of police authoritymay well be describing from a witness box her belief that her bosses were laying bets on who would have sex with her. Or how the antediluvian attitudes of her superiors toward women compromise public safety. All of which calls into doubt the RCMPs ability to do its job. If the force cant safeguard the woman who speaks for it, or even protect the integrity of its most prominent criminal investigation, exactly what can it protect?

Its not as though the force hasnt had time to evolve. The first troop of female members graduated 36 years ago, in standard-issue high heels and pillbox hats instead of high-browns and Stetsons. Gender-related harassment was part of working life for women back then, says Bonnie Reilly Schmidt, who joined the force three years later and served for a decade. In the RCMP, she says, there was everything from mild sexual comments or jokes about your breasts to overt sexual touching. Shaking it off was part of proving you were tough enough to be a cop, adds Schmidt, who has written a dissertation on women Mounties for her Ph.D. at Simon Fraser University. But the taboo on harassment that has prevailed in most workplaces since the late 1980s never took root in the RCMP. Women either endured the jibes and gropes, seeking transfers to get away from offenders, or they left the force for good. Attrition rates of the women who joined between 1975 and 1985 were nearly double those of male officers. Even now, as a brave few take the force to court, the abuses continue. Every woman in the RCMP has experienced some form of harassment in her career, says Schmidt, who has interviewed more than 20 female officers as part of her research. Not all women had such severe experiences they had to go on medical leave. For some, it just rolled off their backs. But it depended on the environment. If you have three or four of five men who are abusive and youre the only woman, thats serious pressure. The psychological effects can be debilitating. Galliford has been off the job on full pay since 2007, after she was diagnosed with post-traumatic stress disorder, the result, she said, of a barrage of advances from some superior officers and colleagues dating from about 2000. I think I became the flavour of the month, she says. I dont know if it was because I was on TV, but it almost felt like I was some kind of a bet. She began to abuse alcohol, became physically ill at the thought of going to work and developed a phobia about stepping outside her Vancouver-area home. Since Galliford first spoke out in a CBC interview, several other current and former RCMP members have come forward to say their working lives were also plagued by sexist behaviour, unwanted advances, or harassment of a non-sexual nature. Mike Webster, a B.C.-based psychologist with 35 years experience in police-related counselling, said he has been contacted by more than a dozen other RCMP members facing harassment issues since Galliford, an occasional client, went public. He blames the RCMPs bizarre policy of unlimited sick time for contributing to the problem. The RCMPs formal complaints process, the Division Staff Relations Representative Program, is a toothless tiger in the hip pocket of management, he says. Too often,

contentious issues are left unresolved for years, driving disaffected members onto fully paid, indefinite sick leave, a move Webster calls fiscally unsound and organizationally perplexing. No surprise, then, that filing a harassment complaint in the RCMP can mean career death. Barbara Dixon, a former homicide and major crimes investigator who worked out of several B.C. detachments, found that to her detriment. She endured constant comments from her direct superior and another team member with the intention to discredit, demean and humiliate her. I think it was just scared little boys who didnt like a female in their midst, she says. In just one example, Dixon says her boss labelled a murder file she was working onthat of a mother in the sex trade who had a nine-year-old sonProject E-Erectile. She went over his head to change it, horrified that she would have had to carry that file name into the court case, and complained to a senior officer. My life changed from that moment on, she says in an interview from her home outside Calgary. Once you file a complaint, you are forever tainted. Instantly, she was given a poor performance review, after years of being considered a high flyer. Eventually, she transferred to E Division headquarters, where a supervisor was willing to take a chance on her. Still, the complaint flatlined her career prospects. She quit the force in May, ground down not by the murders and crimes she once investigated, but by some of the people she worked for. Such accounts have left an indelible stain on the Mounties image. And even those with a grasp of its sprawling complexity shake their heads at the RCMPs failure to get ahead of the damaging allegations. There seems to be almost a regular diet of issues surfacing in the organization, says David Brown, head of the 2007 task force on governance and culture within the RCMP. With the proper management structure and focus, much of this would not have happened. Theyre needless issues that can and should be rectified. Four years ago, Brown thought he had some answers. His task force recommended a board of management for the RCMP that would have liberated it from the interfering bureaucrats and politicians when it came to human resources matters. It also suggested a civilian oversight body to handle complaints against the Mountiesnot just from the public but also from RCMP members. Potentially, that kind of system could help to alleviate some of these [recent] problems, he says. The Harper government greeted the suggestions warmly, then left them to wither on the vine. A more modest bill to create a civilian commission to handle external complaints died on the Order Paper, and Mike Patton, a spokesman for Public Safety Minister Vic Toews, says the government has

not yet decided whether to reintroduce it. Another bill to strengthen the forces policies on workplace conflict, grievances and discipline will be reintroduced, Patton says, but he doesnt know when. As for that horribly broken management structure, it too remains unchanged, to the dismay of would-be reformers. Last December, a panel struck to implement rowns recommendations cited the apparent office feud between commissioner Elliott and his deputies as proof of the need for independent oversight. Now is the right time for the government to initiate legislative action, the group urged in a report to Toews. ut a year passed with no action, leaving critics like Robert Gordon, director of the school of criminology at Simon Fraser University, with little hope for the RCMPs future. The bottom line is: the organization is sick, says Gordon, a former cop, and it doesnt seem capable of healing itself. Theres got to be some kind of major change take place, if for no other reason than for the sake of the people who work for the RCMP. But the organization sails on, impervious. Critics, especially in B.C.the scene of so many of the Mounties debacles and disasters, from the Dziekanski Taser death to a cascade of harassment allegationsare astounded that the RCMP survives in its current form. Even its most egregious self-inflicted errors have failed to scuttle negotiations to renew the 20-year provincial, territorial and municipal policing contracts the RCMP has in all regions but Ontario and Quebec. Alberta and Saskatchewan broke ranks and signed renewal agreements earlier this year, and few doubt that the RCMP will lock up the rest of the provinces and territories, possibly within weeks. The federal government, which is playing hardball on the Mounties behalf, has imposed a Nov.30 deadline on contract negotiations and has threatened to pull the RCMP out of British Columbia by 2014 if it fails to reach a deal by the deadline. That would give B.C. just two years to cobble together a provincial police service, saddling it with massive start-up costs and leaving such major communities as Surrey, Burnaby and Richmond scrambling to form city police forces. The RCMP serves as the town cop in most communities outside of Vancouver, Victoria and a handful of other cities with local police departments. That might explain why both B.C. and its municipalities are so forgiving of the RCMP. In September, B.C. Solicitor General Shirley Bond warned she would consider forming a provincial police force if the province and municipalities arent given greater say in containing the spiralling $900million annual cost of RCMP service. But she soon toned down the rhetoric. Last week Bond said she doesnt expect claims of sexual harassment to impact negotiations. I have been reassured that there is a

process in place to investigate any allegations, she said of Gallifords complaints, which have lingered without resolution for four years. Peter Fassbender, the mayor of the city of Langley and the municipal representative at the contract table, said RCMP harassment issues need to be dealt with . . . but Im not prepared to say the RCMP isnt worth keeping. Truth is, says S Us Gordon, .C. has missed an opportunity for a discussion on replacing the RCMP with more accountable policing alternatives. Kash Heed, a provincial Liberal MLA who served briefly as provincial solicitor general before leaving cabinet due to election campaign financing irregularities, is troubled that harassment complaints drag on without resolution. Yet he continues to receive anguished emails from women in the RCMP who are victims of bullying. These harassment complaints are not from the 70s, says Heed, the former chief of West Vancouvers police force. These are recent complaints. These are complaints in the 21st century. So will the Mounties drag themselves into the 21st century? Or can Canadians look forward to a couple more decades of embarrassing revelations from their storied police service? When contacted by Macleans, an RCMP spokesman stressed the forces zero tolerance policy toward sexual harassment, and noted an online awareness tutorial on the issue that members are required to complete. Last year the force appointed a professional integrity officer, to whom harassed officers can go if they are worried about trying to go through the chain of command. Curiously, some of the harassment complainants voice similar notes of optimism, offering hope that their criticism leads to positive changeeven if it costs them their careers. Krista Carle, who sued the force in 2003, alleging sexual assault by an undercover officer based in Calgary, enjoyed a surge of unaccustomed confidence last week watching Galliford challenge the old boys club on prime-time television. The following night on C C, she did the same. Unless you step up, theres not going to be any change, she says. I dont want anyone else to go through what I did. Galliford has less faith in RCMP brass. But she did take heart when Toews rose this week in the Commons, pledging for RCMP members a workplace free of harassment and calling on Mounties to carry out their duties with integrity and professionalism. More than an acknowledgment of Gallifords suffering, it was a commitment to change from the only authority with the power to make it happen. It might not come in time to salvage her career, and its certainly too late to remedy

For example, a top RCMP officer has issued a thinly veiled threat to strip funding from Simon Fraser University if its lead criminologist doesnt stop criticizing the force [see Appendix 31, cited below].1 In an e-mail obtained by the Victoria Times Colonist, RCMP Deputy Commissioner Gary Bass chastises Robert Gordon, director of Simon Fraser Universitys criminology department, for his comments in the media that RCMP arrogance stalled the investigation into serial killer Robert Pickton.2 I would like to suggest that you should be much more careful in speaking on issues where you have no direct personal knowledge or where you may not be getting accurate information fed to you, Bass wrote in the lengthy e-mail, sent Aug. 22, two days after Vancouver police deputy chief Doug Le-Pard released his report on the bungled missing-women investigation, which placed significant blame on the Mounties shoulders.3 RCMP Deputy Commissioner Gary Bass went on to question the RCMPs role as a key donor for SFUs Institute for Canadian Urban Research Studies, which is housed in the School of Criminology.4 The ongoing bias you display against the RCMP in articles such as this have caused many to ask why we would want to continue to be in that partnership given this apparent lack of support from the head of the department, RCMP Deputy Commissioner Gary Bass wrote.5 This is a thinly veiled threat about the funding, Gordon said, adding that he finds it appalling a top Mountie would try to silence one of the forces critics. Chapter 31 Lets have another look at these RCMP morons, Royal Canadian Mounted Police arrogance in bungled Robert Picton case! Perhaps the greatest incompetence the RCMP could have made was their arrogance in bungling of Pickton case where their reluctance to cooperate with other police forces played a role in allowing pig farmer to go on killing1 [see Appendix 6a 6d, cited below]. As emphasized by Rob Gordon of Simon Fraser University. The RCMP know all, cannot be told anything.2 The RCMP is facing criticism in the wake of a scathing Vancouver Police Department report detailing investigative missteps on the hunt for serial killer Robert Pickton.3 Theres ample evidence to indicate that the RCMP does not play well with others and most certainly was not playing well with others in relation to the Pickton matter, Prof. Gordon said.4 Thirteen women disappeared from Vancouvers Downtown Eastside after the citys police force first forwarded information about Mr. Pickton to the RCMP, according to the police review.5 The 400-page document said mistakes prevented police from arresting Mr. Pickton until 2002 years after officers first started looking at him as they investigated reports of missing sex workers and that he could have been caught earlier.6 Mr. MacKay-Dunn, now a councillor in the District of North Vancouver, said he was one of the first officers to believe a serial killer could be responsible for the disappearances of dozens of women from the Downtown Eastside.7 He said he consistently encountered resistance from RCMP brass throughout his career, but rank-and-file officers from all forces seemed to get along.8 But Mr. MacKay-Dunn and Prof. Gordon both agree that the RCMP should not have its current 20-year service contract in British Columbia renewed. The current RCMP contract in British Columbia expires in 2012. Absolutely, dont do it, Mr. MacKay-Dunn said.9

As further reported, two years after B.C. prosecutors dropped attempted murder charges against Robert Pickton, Leah Best warned that the Port Coquitlam man was a killer but her warning was not heeded, saying the RCMP didnt seem like they cared.10 I did feel angry about it, Ms. Best told CTV. It didnt seem like they cared. Eleven years later, she is convinced that 13 womens lives could have been saved if police had acted more aggressively on her information.11 Ms. Best, now a grandmother in her 50s living in the Fraser Valley, says she was introduced to Mr. Pickton through a friend, Lynn Ellingsen, who was getting money from him for drugs.12 Lynn said he was a millionaire, she said. I said, Oh, some millionaire, with gumboots and a tattered jacket.13 Mr. Pickton looked dirty, but didnt appear creepy, she said. It wasnt until she ran into Ms. Ellingsen at a friends house that a truly horrifying story came out.14 She was staying at Willies the night before, Ms. Best said. She was out wandering and came upon Willie in the barn. She said he was gutting a woman.15 Ms. Best was surprised but thought the story had a ring of truth. Ms. Best said she thought Ms. Ellingsen would go to the police with the information. A month later, Ms. Best went to the Burnaby RCMP detachment herself.16 She was one of three informants in 1999 who related the same story: that Ms. Ellingsen had seen a woman being butchered at the farm.17 I thought that they would have got a search warrant or something right away, and looked in the freezers at least, she said.18 RCMP Deputy Commissioner Gary Bass said "the RCMP deeply regrets that we weren't able to gather the evidence necessary to lay a charge sooner.19 As further reported, twenty outstanding murder charges against convicted serial killer Robert Pickton have been stayed by the Crown, ending the prospect of any more trials.20

Pickton, a former Port Coquitlam pig farmer now serving a life sentence in prison, was found guilty on six counts of second-degree murder in December 2007 in the deaths of women from Vancouver's Downtown Eastside neighbourhood.21 He was originally charged with killing 26 women, but the Crown decided first to pursue the six cases most likely to result in convictions.22 The victims disappeared from the troubled Vancouver neighbourhood between 1978 and 2001, and traces of their remains were found on Pickton's farm, about 25 kilometres east of the city.23 He was sentenced to life in prison with no chance of parole for at least 25 years. An extensive review of the Vancouver Police Departments investigation into the citys missing women concluded that a regional police force might have led to the arrest of serial killer Robert (Willie) Pickton much earlier. Crime Stoppers received the first tip in the case on July 27, 1998. The caller described a man known as Willie who picked up prostitutes and reported that a recent visitor to his trailer saw at least 10 purses and womens identification. The caller also said Willie told others he could easily dispose of bodies by putting them through a grinder which he uses to prepare food to feed his hogs. The tipster called back less than two weeks later, identifying the man as Willie Pickton and advised that Mr. Pickton killed Sarah (de Vries) and possibly all the missing women. By early 1999, some VPD officers strongly believed that further investigation of Mr. Pickton was warranted. However, VPD had to rely on the RCMP to pursue the investigation because the alleged crime scene was in Port Coquitlam and the RCMP were responsible for policing there. The investigation stalled at that point. Port Coquitlam RCMP turned to the Provincial Unsolved Homicide Unit, an integrated team of RCMP and municipal officers. The integrated unit had no vested interest in the investigation and did not agree to pursue the information that was available, Deputy Chief Doug LePard says. Vancouver police made several attempts to bring the RCMP and the homicide unit into the missing women investigation. In one instance, VPD Detective Lori Shenher in May, 1999, asked the RCMP for copies of files regarding homicides of six women that could possibly be linked to Mr. Pickton. It took nine months for the RCMP to respond to her.

The Vancouver police report, authored by Deputy Chief Constable Doug LePard, said both its own department and the RCMP are to blame for errors made during the investigation. Thirteen women disappeared from Vancouvers Downtown Eastside after the citys police force first forwarded information about Mr. Pickton to the RCMP, according to the police review.

The 400-page document said mistakes prevented police from arresting Mr. Pickton until 2002 years after officers first started looking at him as they investigated reports of missing sex workers and that he could have been caught earlier. RCMP havent commented on the LePard report, saying they need to read it first, but have already stated they disagree with some of its conclusions. Prof. Gordon noted other examples of RCMP problems were highlighted in the report of the Air India inquiry, which criticized the Mounties for fighting turf wars with the Canadian Security Intelligence Service during the investigation into twin Air India bombings in 1985 that killed a total of 331 people. Prof. Gordon said the Mounties have also caused problems with the various Vancouver-area combined police teams fighting gang violence. He said a Vancouver police biker gang expert was drummed out of his post in a combined RCMP-municipal team by the Mounties. He was a sergeant with the VPD, been a project leader, and ran into all kinds of difficulty, he said. The guy was an expert, but was treated very poorly by his RCMP colleagues. Former Vancouver police officer Doug MacKay-Dunn, who served in the Downtown Eastside and retired in 2001 after 31 years of service, said he encountered difficulties working with Mounties. At that point, the RCMP didnt necessarily get along that well with other organizations, he said. They didnt like being told what to do. They were Canadas national force and they considered themselves the cream of the cream. They figured they were the best of the best. Mr. MacKay-Dunn, now a councillor in the District of North Vancouver, said he was one of the first officers to believe a serial killer could be responsible for the disappearances of dozens of women from the Downtown Eastside. He said he consistently encountered resistance from RCMP brass throughout his career, but rank-and-file officers from all forces seemed to get along.

But Mr. MacKay-Dunn and Prof. Gordon both agree that the RCMP should not have its current 20-year service contract in British Columbia renewed. The current RCMP contract in British Columbia expires in 2012. Absolutely, dont do it, Mr. MacKay-Dunn said. Prof. Gordon called the RCMP a broken organization, and said trying to change the Mounties would be like bending granite. He warned the current Liberal government against signing any new contract with the Mounties. If they are going for another 20 years and the province signs off on it, the current government deserves to fall, Prof. Gordon said. The RCMP launched a massive search on Mr, Picktons farm in 2002, uncovering the remains or DNA of 33 women. He was charged with 27 counts of murder and eventually convicted in the murders of six women.

Pickton is Canadas most prolific convicted serial killer. He was charged with killing 26 women and convicted of second degree murder in six of those charges in 2007. The Supreme Court of Canada earlier this year rejected his bid for a new trial. Pickton is serving a sentence of 25 years without possibility of parole. The three victims were all living and working in the same area as Picktons victims in Vancouvers working class Downtown Eastside. Pickton was linked to dozens of women who went missing from the area starting in the 1980s. The disappearances continued until shortly before Pickton was arrested in 2002. Pickton has been excluded of being responsible for these murders, said Cater Tuesday. There is no connection whatsoever. Cater said the three victims were killed shortly before their bodies were discovered in the fall of 1995 and police have made appeals before for information.

The RCMP released photos of some of the forensic evidence they have found at the crime scene along with more details to try and get more tips coming in. It appears to be working. Cater said Tuesday that police have been getting tips since making a public appeal Monday. We have been successful in tracking down all sorts of people who could be responsible. The suspect could be deceased, in jail doing long-term crime or could have left the area, Cater said. Were hopeful now on the 15th anniversary that someone will come forward with information. Tracy Fadola Olajide was the first victim to be found. The 30-year-old Olajide was working in the Downtown Eastside as a sex trade worker and was addicted to crack cocaine and the mother of one child. Her body was discovered on a logging road on Aug. 12. Two weeks later, the body of Tammy Lee Pipe, a 24-year-old who was known to give money and clothing to the poor and supported her cocaine habit by working as a sex trade worker in the Downtown Eastside, was found in a remote wooded area in the same area. One month later, the body of Victoria Lynn Younker, 35, who was also a sex trade worker and drug addict, was found laying in the embankment at the dead end of a logging road in the same area. Simon Fraser University criminologist Rob Gordon said Tuesday that since Pickton was arrested there were theories that the former pig farmer from Port Coquitlam did not commit the murders by himself. The bodies of the three victims were left out in the open likely to decompose, said Gordon. That difference with Picktons victims, whose bodies had been disposed of in a rendering plant on the farm, is the strongest indication that police are looking at another serial killer. Gordon said Tuesday that the RCMP are dealing with a very tough investigation. Pickton continued his killing spree until just before he was caught. With this serial killer, Gordon said police have three victims killed 15 years ago and nothing since. The chances of the police being able to identify the person responsible is frankly zero, said Gordon. The trail is obviously stone cold.

The DNA results mean the real serial killer has gone undetected for six years and police say he could be responsible for some of Vancouver's missing women cases. "He could still be doing it and disposing of the bodies efficiently," RCMP Constable Paul McCarl confirmed in a recent interview. Police said in 1995 that they believed the same man killed Tracy Olajide, Tammy Lee Pipe and Victoria Younker, whose bodies were found that year near Agassiz and Mission. The three women -- like those who have disappeared since -- were all involved in drugs and the sex trade. During the investigation, police developed a long list of possible suspects by reviewing serious sex assaults of women, especially prostitutes. The review led them to one particular suspect, who was identified in 1995 as Ronald Richard McCauley, a roofer from Mission. One of the things that caught investigators' attention was that McCauley picked up a prostitute at Vancouver's Astoria Hotel in July of that year and drove her to Hemlock Valley, where she was beaten, raped and dumped from his truck -- just a few kilometres from where Olajide's body was later found. The woman reported the incident to police and McCauley, who had a record of similar violent offences, was arrested in September 1995, convicted of rape in 1996, declared a dangerous offender, and jailed indefinitely.

"He surfaced pretty quick and he looked really, really good," said McCarl, who is the lead investigator on the Olajide and Pipe homicides. The things McCauley had done to the victim in the rape case, were similar to what had been done to the murder victims, McCarl said. He also lived in the area, had a vehicle consistent with the suspect's, and he was known to frequent the Downtown Eastside and hire prostitutes. In addition, McCauley once told a parole hearing that had he not been arrested for two rapes and attempted murders in the early 1980s, he "would have become a serial killer such as Clifford Olson." "I thought we had the guy," McCarl said. But despite the circumstantial evidence, police never had enough to lay murder charges against McCauley. The semen recovered at the crime scenes in 1995 had been degraded by bacteria and police were initially unable to test it, McCarl said. As the years passed and technology improved, however, the laboratory eventually used new techniques to re-test the samples and provide police with a DNA analysis. The results confirmed that one person was "associated" to at least two of the women prior to their deaths. The findings also raised the possibility that two men might have been involved in the murders. But, unfortunately for police, the results also confirmed that investigators had the wrong name at the top of their suspect list; Ronald Richard McCauley wasn't their man, after all. "He looked the best, so we pursued him," McCarl said. "And when we found out it wasn't going to be him, we were all disappointed." In fact, it was such a surprise to police, that investigators tried for a time to figure out whether McCauley might still have been involved, so convincing was the circumstantial evidence against him. "But realistically, we decided it's not him, it's somebody else," McCarl said. McCauley did not respond to requests for an interview, but his former lawyer, Susan Ludford, said she wasn't surprised by the RCMP's findings.

"He volunteered that DNA sample to clear himself," Ludford said. The RCMP didn't use a warrant to get it. "So I'm glad he's cleared; I didn't think he was guilty of that in the first place." The DNA results were a significant turn of events for the RCMP, because investigators considered McCauley a suspect not only in the Olajide, Pipe and Younker homicides, but in the disappearances or murders of four other women as well. Mary Lidguerre, Catherine Gonzalez, Catherine Knight and Dorothy Spence all vanished from the Downtown Eastside the same year as the Valley murders. Lidguerre's remains were found two years later in North Vancouver, but the bodies of Gonzalez, Knight and Spence have never been found, and their names are currently on the list of up to 45 women who have vanished from city streets over the past two decades. The RCMP did not consider McCauley a suspect in the disappearances of women who vanished after September, 1995, because he was in custody from that point onward. But now he has been cleared, it means the real killer could be responsible for the three Valley murders, Lidguerre's death and any number of the missing women cases as well. "If you just look at some of them, you see there's some consistencies," McCarl said. "Where were they missing from? What were they doing prior to when they went missing? Who were their associates? "There's got to be a couple more ... that the same person's responsible for. "And my personal belief is that Vancouver isn't the only hunting ground. The person's probably hunting over on the Island, up in the Interior, and across the border." Given that possibility, senior investigators met in Kelowna last year to discuss cases of murdered and missing sex trade workers from around the province. The Valley murders, Vancouver's missing women, and the murders of women on Vancouver Island and in the Interior were all part of the agenda. In the end, McCarl said investigators agreed on the need for a joint forces team assigned exclusively to those files. The feeling, he says, was that "they shouldn't work on anything else and that way they can stay focused and pursue it until they conclude it."

Earlier this year, the RCMP and Vancouver city police moved to set up just such a team, which now has 16 people doing a review of missing and murdered sex trade worker files from around the province. Interestingly, the person selected for the file coordinator's job on the task force, also has a direct link to the Valley murders; Sergeant Wayne Clary attended the scene where Younker's body was discovered in 1995 and he also attended the autopsy. Clary acknowledges the possible link between the missing women cases and the Valley murders, but said it's strictly a coincidence that he has worked both files. His involvement in the Valley murders was limited to attending the crime scene and the autopsy on the Younker case, he said. Still, McCarl said it will work to the Crown's favor if both he and Clary are still involved in the cases when they go to court. "Those are our gold cards when it comes to a prosecution." It's also helpful for the families, he said. "It's nice to have some continuity with the cop that was at the scene and found their daughters or sisters." The Sun contacted the families of Pipe and Olajide for this article, but they chose not to comment. McCarl said he continues to stay in contact with family members. "We call them, they don't call us. That makes me think that they must be satisfied in knowing that we haven't rolled over -- we never give up." After the RCMP realized McCauley wasn't their man, investigators on the Olajide, Pipe and Younker files began compiling long lists of other possible suspects, McCarl said. One of the theories is that the killer had either lived in the area, was a logger, fisherman or hunter familiar with the region, or perhaps had been incarcerated at one of the correctional facilities in the Fraser Valley and became familiar with the area while on a work-release program. McCarl said investigators hope to find a way to use computers to combine police, prison and parole records with lists of voters, hunters, fishermen and loggers in the region. "Anything electronic that we could get was going to get pulled and sorted. And then we would try and give it parameters and see whose name comes

up the most frequently ... whoever comes up the most frequently gets targeted first. "And that's what we're looking at now, is basically creating a list of the best people to look at and going and finding them and trying to follow up with them." The problem is that a computer program has yet to be developed that could handle such massive amounts of information. RCMP Inspector Keith Davidson, a psychological profiler who helped develop the RCMP's computer system for tracking serial offenders, confirmed he is currently trying to find a way to use computers to assist in the investigations of the Valley murders and the missing women. McCarl also said the RCMP recently brought profilers from Ottawa and Winnipeg, to visit the Mission and Agassiz crime scenes. This was done to "give a better idea of what type of person we should be looking for and make sure that we have covered off all the lists of possible suspects." McCarl said he's in regular contact with the missing women task force, which has been reviewing all sexual assaults, attempted murders and murders of women in the sex trade around the province. So far, the review has turned up a list of more than 600 potential suspects. "They're doing the complete review and then they'll see who they want to target," McCarl said. "And then they'll go out and find these people or then try and eliminate them or see whose name shows up most frequently. "It's a very methodical, well-considered plan to follow up on these investigations. I think it's going to work. But it's not a quick fix and it will take lots of time and they'll have to keep those people working on that file. "They're looking at two years and, in all likelihood it probably could be more like four. Once a potential suspect is identified, then that will be the focus of the investigation." McCarl rejected criticism that has been levelled at police -- particularly in Vancouver -- that they don't care about the murders and disappearances because the victims are marginalized women involved in drugs and the sex trade. "The cops cared on this file, and the guys that really care are the ones that are on this task force right now," he said. "There's not one person down there that I don't have 100 per cent respect for ... they are generally the best in their field and that's what you need."

McCarl said police recently thought they had a good suspect in the Valley murders, and the force pulled out all the stops to find the best people to handle wiretap and undercover operations. "The best people for the jobs were all identified and contacted and willing to participate and I see that happening with the group of people they've got [on the task force]. Anything that they identify, it'll come to pass ... they're not going to roll over until they know who is responsible." Nor, he says, will he. "Six years down the road, we're still spinning wheels, saying, 'Whodunit?' he said. "But I feel confident that, eventually, it will be successfully concluded -- that we will find out who it was."

Chapter 32 Incredibly, Air India families wait 25 years for answers from the idiot Royal Canadian Mounted Police what?? Prof. Gordon noted other examples of RCMP problems were highlighted in the report of the Air India inquiry, which criticized the Mounties for fighting turf wars with the Canadian Security Intelligence Service [CSIS] during the investigation into twin Air India bombings in 1985 that killed a total of 331 people.1 As cited, dozens of family members of the victims of the Air India bombing will soon mark the 25th anniversary of the explosion. A week before that day, a long-anticipated inquiry reports its findings.2 What? Twenty-five years for an investigation? Can anyone spell i-n-c-o-m-p-e-t-e-n-c-e? Has the RCMP waited 25 years so that the incompetent players have all retired with full pensions? Was that their game? While the families of the victims waited? And waited? Ane waited? All 329 passengers and crew on the Montreal-to-Delhi flight were killed. Fifteen years after the bombing, two men, Ripudaman Singh Malik and Bagri, were charged with 329 counts of first-degree murder.3 In 2005, a B.C. Supreme Court judge found Malik, a Vancouver businessman and Bagri, a Kamloops, B.C., mill worker, not guilty of firstdegree murder.4 John Major, a former Supreme Court justice, was appointed in May 2006 to investigate the bombing of Flight 182, which went down off the coast of Ireland.5

Major was appointed after family members of the Air India victims pressed for an inquiry into the failures before and after the explosion.6 The final report comprises more than 4,000 pages. More than 200 witnesses testified during the four-year-long inquiry.7 The only person successfully convicted in the Air India bombing was Inderjit Singh Reyat, who pleaded guilty in 2003 to manslaughter after admitting to making the bombs.8 Bal Gupta, whose wife Ramurthy was killed in the Air India bombing, said families of the victims have been waiting for answers for far too long.9 During the investigation, we were told to let the investigation proceed and we kept quiet during the trial, but after the acquittal of the two accused there was no reason not to have an inquiry. But we had a difficult time and had to push the government, said Gupta, an engineer from Toronto, who was the first to testify at the inquiry.10 As further noted, one of the most widely held assumptions about the bombing of Air India Flight 182 that departed Toronto on June 22, 1985 is that there was no specific advance warning of this threat of such an attack11 [see Appendix 51]. However, according to James Bartleman: "I can only tell you my experience. It will be of June 18, the week of the bombings which took place on the 23rd. I was going through the daily intercept package ... and I saw in there a document which indicated that Air India was being targeted that weekend. That would be the weekend of the 22nd and 23rd.12 "I knew that there was a meeting going on in the operations centre ... and so I took the document and I put it in a secure folder and I walked down to the meeting and I asked the senior RCMP officer present if I could speak to him privately . .. . I pulled out the document and I asked him if he had seen it and if he was taking action.13 "His reaction startled me. He flushed and told me that of course he had seen it and that he didn't need me to tell him how to do his job.14 Another arrogant RCMP freak out? As James Bartleman continued: I then took it back and that was that. The next thing in my memory is the downing of the aircraft."15

Bartleman said it is seared into his memory.16 Who was this senior RCMP? Was he the weak link in preventing the Air India bombing tragedy? As noted, Bartleman's story yesterday was also shocking for the families who have conducted a long and often solitary vigil to unearth what they believe is the hidden truth behind the botched Air India investigations.17 It appears again that the RCMP apparently kept the truth of their incompetence under wraps? "We want(ed) to know the truth and now it more or less proves that this tragedy could have been prevented.18 "This was the largest mass murder in Canadian history," Mr Major said, delivering the investigation's final report.19 "A cascading series of errors contributed to the failure of our police and our security forces to prevent this atrocity... various institutions and organizations did not fulfill their responsibilities."20 He highlighted what he said were the poor relations between the Royal Canadian Mounted Police (RCMP) and the Canadian Security Intelligence Service (CSIS) ... error, incompetence, and inattention occurred21 Great, the Air India tragedy apparently occurred because of idiotic infighting between the RCMP and CSIS? Finally, the report also criticizes the Canadian government for claiming it has since fixed the security lapses.22 "The commission rejects that position," Mr Major said.23 Just great, nothing has been learned? Is everyone who flies still at risk of terrorist threats because of in-fighting between the RCMP and CSIS? What a bunch of crap! Get your act together, idiots?

As the title emphasized, it was the worst gangland slaying in B.C. history.1 Its an important story, and is cited ver batim: 2 It wasnt until 9 p.m. last October 19 that Lois Schellenberg really began to wonder where her husband Ed was. A gasfitter with a successful repair business, he often worked late as calls came in. She had made pizza for dinner. Her teenage son, Kevin, was trying to reach his dad on cell, puzzled the 55-year-old Abbotsford man wasnt answering. You know, hes busy or hes driving. He doesnt always pick up if hes with a customer, she reassured him. Lois had heard the news that night about a suspected gas leak in the vicinity of the Balmoral Tower highrise in Surrey, where Ed had been working all week. ut it didnt alarm her. Instead, she called her sister in Richmond to ask what was going on there after the bizarre news that a small plane had flown into an apartment building. The Surrey emergency, whatever it was, came up in their conversation. My sister said, Havent you heard? Its been upgraded. Its a murder or a police incident, Lois Schellenberg recalled this week. Her heart sank. She immediately called her brother-in-law, Steve Brown, who worked with Ed and his nephew in the family business and who had been in contact with both earlier that day. Minutes after rowns panicked call, the young man just 21 and in his first week on the job was called by residents of the 15th floor. They were saying stuff like, Are you all right? Are you all right? said Brown. They said, Something terrible has happened on the 1 th floor and your guys van is still down in the parking lot and his tools are still out in the hallway. They said, Something horrible has happened in 1 0 . Startling new details It was more than horrible. Some time between 3 and 4:30 p.m. that day, members of a criminal gang executed six people with gunshots to their heads. Four were young men with established links to the drug trade, but two of them Schellenberg and 22-year-old Christopher Mohan were uninvolved victims of the worst gangland slaying in B.C. history. A rally is being held at 3 p.m. today at Surreys Valley View Memorial Gardens on what would have been Mohans 23rd birthday to demand tougher government action against rampant gang violence. Seven months after the killings, a Vancouver Sun investigation has revealed startling new details about the case, including who is likely behind it, the state of the police investigation, how dangerously close others came to getting caught in the slaughter, and the fact that at least one murdered gangster left behind a substantial amount of cash. The massive police probe into the bloodshed is still extremely active, RCMP Supt. Wayne Rideout, who heads the Integrated Homicide Investigation Team, told The Sun this week. About 50 officers, including specialists pulled from the Integrated Gang Task Force and the Combined Forces Special Enforcement Unit, continue to work on the file. Were not going to pull that team off. Were going to stay on it, said Rideout, who is hopeful charges will be laid. The Sun has learned that a sophisticated criminal gang called the Red Scorpions is believed to be responsible for the killings. One of the dead gangsters, Eddie Narong, had gone to jail for manslaughter in 2000 with other associates who later formed the Red Scorpions.

The Sun has also learned that the same persons of interest in the Surrey six slayings are suspects in multiple other unsolved Metro Vancouver murders. Insp. ill ordy, who is leading the investigation, would neither confirm nor deny the Suns information about the involvement of the Red Scorpions, a gang known for running dial-a-dope crack cocaine rings. The police have identified the criminal organization we feel is responsible for this offence, and that organization knows we feel they are responsible, and they are making efforts to avoid prosecution, ordy said. I would say this particular criminal organization continues to operate in the Lower Mainland, in spite of a significant police presence. My life fell apart Eileen Mohan had no inkling there was someone with gang links living in apartment 1505 when the family decided to move from the 14th floor to unit 1504 a month earlier. If they had told me the person living beside me was a drug dealer, do you think I would have stayed there? she asked. There was no traffic in and out of the suite. The only guy I saw was the tenant. He looked like a normal guy. He was dressed nicely no tattoos, no bling-bling, nothing alarming. She shared the apartment with her husband and Christopher. The family was hoping to buy their dream home within a few months. Chris was already designing the layout of his basement suite and Mohan wanted a studio where she could pursue her passion fashion design. Our house used to be so full of love and laughter. And then October 19, 2007 came. My life fell apart. My family fell apart. Nothing about the day seemed extraordinary. She left for her job in downtown Vancouver about 8 a.m., catching the SkyTrain at the station across the street from Balmoral Tower, at 9830 East Whalley Ring Road. Chris had a day off work and planned to go to the gym before heading to Burnaby for a 5:30 p.m. basketball game. He loved basketball and never missed a game. He planned to arrive early to work on his shot.

The gas fireplaces in the entire building were being serviced that week. The seven suites on the 15th floor were last on the checklist. Chris had agreed to wait for the servicemen before leaving for his game. I spoke to Chris at quarter to two that afternoon. While I was speaking to him, the building manager and the fireplace people had just walked into the apartment, Mohan said, tears welling up. He said Mom, Ive got to go love you, and I said, Love you, and put the phone down. That was the last time I spoke to him. The Sun has learned that Ed Schellenbergs nephew, the 21-year-old rookie gasfitter, was scheduled to do suite 1505, but the building managers decided Schellenberg, the veteran, should enter the suite instead maybe because Narong, Lal, his brother Michael, and Ryan Bartolomeo were all inside the one-bedroom apartment. That left Schellenbergs nephew to clean the Mohans fireplace. He chatted with Chris before leaving the Mohans place about 3 p.m. Schellenberg ticked off 1504 on the work order. The checklist showed every suite in the building had been completed except 1505. The Sun has decided for security reasons not to name people in this story who could become witnesses in an eventual prosecution, including the nephew, the building managers and the tenant in 1505 all of whom likely escaped death by minutes. The Sun has learned that the tenant in the death suite was facing criminal charges last October, and in November was arrested with two guns and ammunition after his vehicle was pulled over by police. Steve Brown, who had worked at Balmoral Towers every day that week but Friday, wonders if his brother-in-law knew something was amiss. Ed had permission from the owner to go in. He was let in by the renter, Brown said. The fact that some of his tools were left out in the hallway leads me to believe that maybe he was being cautious.

rown later learned that one of the building managers saw Schellenbergs van still in the parking lot an hour or so later and went up to investigate. On entering 1505, the manager spotted the bodies. He assumed it was a gas leak and called 911. Firefighters quickly realized they had a massive crime scene on their hands and called police. Rideout, the veteran homicide detective, had already left work for the weekend. The RCMP was stretched because of the Richmond plane crash. I got the call from the plainclothes commander at the Surrey detachment. They were suspecting now that it was a multiple homicide. We called out multiple teams. He went immediately to the Balmoral, though not into the blood-soaked suite. I knew this was going to change IHIT forever, he said. We had never had anything like this. The magnitude of a mass murder probe linked to organized crime with suspects on the loose hit everyone. In the aftermath, there were 100 investigators at work on the case. It doesnt just impact that investigation. It impacts all investigations, he said. It has really drained resources. Since the massacre in 1505, IHIT has been called to 39 other murder scenes. Rideout said the motives in the Surrey six slayings - just like other gangland hits since - are drugs, money, guns, alliances and allegiances. It is about failed deals, new deals, ripoffs and failed ripoffs. ordy said the violence is born out of greed and, to a degree, the need to establish their credibility in the criminal world. The buildings one-bedroom penthouse suite was rented just months before the mass murder by a 20-year-old man then facing charges for break and enter, according to court files. He was arrested again Nov. 13 in a vehicle with a friend. Police found a 9-mm Glock and a Walther p22c semi-automatic. Both were loaded. The tenant was charged with eight firearms counts. A judge released him two days later on $15,000 bail.

Rideout said the suite was being used as a staging area for criminal activity in general, including the distribution of drugs. All four of the slain gangsters had been crashing there on and off, along with the official tenant. Narong, just 22, had the most serious criminal history with more than 30 charges laid against him between 2003 and 2007, though the majority of them were stayed. At the time of his murder, he was on probation for resisting a police officer in May 2007. He had also faced drug trafficking charges. Bartolomeo, at 19, was still before the courts with a Dec. 2006 charge of possession for the purpose of trafficking. Michael Lal, 26, was a well-known drug dealer. He got a 17-month conditional sentence in 2006 for possession for the purpose of trafficking. His younger brother, 22-year-old Corey Lal, had also faced drug trafficking charges. The Lal brothers had been previously connected to some members of the Independent Soldiers, a powerful drug gang from South Vancouver. But more recently, they were freelancers in .C.s volatile criminal underworld. The Sun obtained probate documents filed in the Supreme Court of B.C. by the brothers parents, Cheryl and Michael Lal Sr. and sister Jourdane, an RBC account manager, to get access to $49,700 in cash in two Vancity safety deposit boxes rented by Corey. In the documents, Corey is described by his family as a businessman living at his mothers Langley home, though his business isnt specified. He has no other assets or accounts, the documents say, and owed several thousand dollars on two credit cards. A portion of the safety deposit box cash was released to the family by a judge in January. Jourdane Lal did not return phone calls. Eileen Mohan and Lois Schellenberg want to know why no warnings went out about the criminal activities alleged to have been occurring in apartment 1505. Why werent other tenants notified? Why werent workers and service people like Schellenberg protected?

He was sent up there to do this job, the last one of the entire building, said Lois, and if the property managers knew there was stuff going on there, why would they let him go? Why didnt they go with him? Suite 1505 is owned by real estate agent Ceasar Tiojanco and his wife, Myrna. They bought the apartment in 2003 for $82,000. Land title records show the couple own six other properties across Metro Vancouver with an assessed 2008 value of almost $2.8 million. There had been no complaints made about suspicious activity in 1505, according to Janice Abbott, head of the Atira Property Management, which has run the building since December 2006. In fact, she said the strata council has insisted since December 2006 that unit owners inspect their rental suits every six months for evidence of illegal activity, including drug trafficking. They must fill out a form that asks questions like: Is there any evidence of illegal drug making? Is there any evidence of illegal activity in the unit? Abbott said. Ceasar submitted a confirmation of inspection form that answered those questions to the strata council on October 13, 2007. Just six days before the drug-related slaughter in his suite Tiojanco reported everything was fine. I dont know what he would have seen, Abbott said. Ceasar owns three units in the building. She said neither Atira, nor the strata council, knew people facing criminal charges lived in 1505. Nor did they know that it was a hub of illegal activity, she said. The new inspection policy proved the strata members were concerned about making sure that there was no illegal activity, Abbott said. Tiojanco is out of the country and unavailable for comment this week. Myrna refused to answer questions about the apartment and hung up on a Sun reporter three times. Abbotts management company is linked to a Surrey group providing services for battered women. The companys website notes that all profits are donated to Atira Womens Resource Society, an organization dedicated to the elimination of all forms of violence.

One of the board members is activist Miriam Sobrino, who is married to Surrey NDP MLA Bruce Ralston, a vocal supporter of Eileen Mohans who has addressed her public rallies against gang violence and is scheduled to speak again today. Ralston said this week that he had no idea Atira managed the Balmoral. He he said he doesnt know how anyone could have anticipated something as horrific as the slaughter. Asked if tenants in apartment buildings should be warned if gang activity is suspected to be going on, Ralston said: I dont know the answer to that. What he does know is that there doesnt seem to be any sense of urgency in the provincial government about dealing with gang violence. Eileen is raising concerns about what I would call a crisis of gun violence in the Lower Mainland. It is profoundly disturbing that there are many, many families out there who are experiencing the same thing, he said. There doesnt appear to be any solid action by the attorney general. The bodies roll out and the investigations go on. Attorney-General Wally Oppal does not think anyone should be politicizing gang violence. Gang violence has always been difficult to resolve. It has to be a concerted effort by everyone involved, including members of the public who have to give the information to the police, Oppal said. The government is firmly committed in assisting the police to make the streets safer and to address the horrible issue of gang violence. Waiting by the phone The Mohans and the Schellenbergs are religious families. In the hours after the murders and before they had police confirmation that their loved ones were gone, their faith kept them hanging on to hope. Steve Brown told his sister-in-law he would go to Balmoral Towers to find out what had happened. It was rainy, cold and miserable, and I immediately got out and walked up to the police officer. I said, Thats my brother-in-laws van sitting in the parking lot.

I wondered what the hell was going on. Obviously, something had happened to Ed, and at that point they would have known, but they didnt say anything to me. He called Lois, who by then was surrounded by family and friends, and went home. He sat up in bed all night, staring at his BlackBerry. I was thinking. Im going to get a call. Im going to have to go down and identify his body. Lois wasnt giving up hope. She and her children listened to every breaking news report. We tried to imagine [that] if something had happened and Ed saw something, police would have whisked him away and he was at the jail or somewhere in protective custody, or something. I watch too much CSI, she said, but they would have let him at least call. You have to call your family and say youre okay. On Saturday morning, she got up and baked pies. I figured he would be hungry when he got home. Whatever time, he was always up for pie, she said, her voice breaking. The RCMP came around noon, looking for a photo of him. Feelings of angst Eileen Mohan had to wait even longer for official word that her son was dead. She had worked until 7:30 p.m. on riday and only learned of the gas leak when she got to the SkyTrain and found it running at a snails pace. She assumed Chris was at his basketball game. When she got to Surrey, she walked over to see if she could get close, looking up at the 15th floor from the street. I was looking to the very side of the building where my son lay dead. I had no idea. There was no fear in me, she said. She went to a relatives to wait for the almoral to reopen. As she walked through the rain, feelings of angst washed over her.

I thought, Why am I feeling this way? About 12:30 a.m., she went back home, hoping to get inside and find her son waiting. But police told her the 15th floor remained closed. It began to register on me. My son hadnt called. It was 1 oclock. He always called to let me know where he was. She shared a cellphone with her son she would use it on weekdays and he would have it on weekends so she couldnt even call him. Instead, she began calling his friends. She learned that he hadnt made it to basketball. Her family turned on the TV news. Reports started coming in that there had been a murder in the building. It was then that my heart sank. I went limp. In the morning, she called the building managers. She tried to trace Chriss last known steps. He had been scheduled to go to a close friends funeral at 10 a.m. When he didnt show up there, his friends began calling her. About 4 p.m. Saturday, she raced to the Balmoral, determined to get answers from the RCMP. I said, I know six murders have happened. When my son left, he was going to a basketball game. He hasnt called me. Its four in the afternoon. She could see concern on the faces of the RCMP officers. Its then that they said, Do you have a picture of your son? She didnt get formal confirmation for another 24 hours that Chris had been shot point-blank in the back of his head. What kills me most is how frightened he must have been. This was probably the first time in his life that he had seen a gun. I think about the last second before he died, what a horrible death he would have had. Why didnt they just let him go? Why didnt they just let Ed and Chris go?

She doesnt know if he was dragged into 1 0 and shot or led in at gunpoint. It is impossible to know. Im the most vigilant person. I see a persons activities. I monitor things, she said. I didnt see this coming. My problem is that no one told me. An amazing funeral The first week after the murders was a blur. So many people came, and flowers it was like a floral shop around here, Lois Schellenberg said. Just so many people who came and cared, it was amazing. Our church they have been unbelievable with the things they have done for us. The generosity, the kindness, the thoughtfulness it goes on and on, still now. Eileen Mohan decided to give Christopher an amazing funeral, one that would encapsulate the spirit of the wedding he would never have, the university graduation she wouldnt celebrate, the births of grandchildren she wouldnt know. Then she decided she was going to publicly challenge gangsters like those who had killed her only son. She gave interviews. She spoke to politicians. She demanded changes to laws she believes contribute to lawlessness. Christopher was a son every parent would love to have, she said this week. He didnt deserve what happened to him. Her most contentious proposal to post photographs of known gangsters online so the public can be warned has drawn fire from groups like the B.C. Civil Liberties Association. But she maintains that we need to curb the freedom of gangsters. Steve rown has also become an activist. He said, When I heard some of these police officials and politicians beaking off in the press, it just made me very angry. Comments like We have control of the violence and The streets are safe irked him most.

Im thinking to myself, What planet are you living on? I contacted Eileen, and I realized that for what they did to her son, she was prepared to storm the gates of hell all by herself. I just thought, I cant let her do that alone. Lois Schellenberg hasnt been as public in her quest for justice for Ed but is just as passionate about what she wants. I want the guys who did this to be brought to justice, she said. You cant just do something like this and walk away. There has got to be something that happens . There has to be a consequence.3 This was a major investigative case. However, what does one senior RCMP officer do? The idiot sleeps with one of the major witnesses? What? As cited: In one more sex scandal involving RCMP, this time a sergeant. As reported, the police investigation into the massacre of six men in a Surrey high-rise in 2007 two of them innocent bystanders suffered another embarrassment Tuesday. The RCMP announced a second officer working on the Surrey Six case has been suspended.4 In February, the RCMP called in the Ontario Provincial Police to investigate a veteran sergeant working on the case for allegedly having an inapproprivate relationship with a potential witness in the case.5 While the RCMP would not name the sergeant, it has been widely reported he is Sgt. Derek Brassington, a 14-year veteran of the RCMP. It also has been reported that Brassington is married to a police officer and the relationship he carried on was with the girlfriend of Dennis Karbovanec, a member of the Red Scorpions gang who was one of six people charged in the massacre at Balmoral Towers on October 2007.6 Does anyone else feel this guy was a jack-ass, putting a massacre trial in jeopardy? Incredibly, this Brassington helped investigate the death of Polish immigrant Robert Dziekanski at the Vancouver airport in October 2007.7 What kind of white-wash would this jack-ass do for his fellow RCMP in

the tragic death of Robert Dziekanski? What does another RCMP officer do? He pads his expense account? What a slug? As cited, RCMP homicide investigator who submitted a bogus claim for $700 in overtime while working on the Surrey Six murder case has dodged a criminal record. 8 Steve Perreault, who had been with the Integrated Homicide Investigation Team and worked with the RCMP for four years, pleaded guilty to attempting to defraud the RCMP of monies under $5,000.9 He made the false overtime claim in August 2009 while investigating the October 2007 multiple slayings, where six men were shot dead in a penthouse suite in Whalley's Balmoral Tower.10 The judge noted that the Mountie said he did it because money was tight.11 What? Oh, boo, hoo! Apparently, the starting salary for an RCMP constable is $46,003 and within three years of service, that begins to increase incrementally to $74,539 annually? This guy worked for the RCMP for 4 years? He was making a good chunk of change! The judge noted Perreault underwent counseling "in an effort to understand why" he filed the bogus overtime claim.12 Maybe the judge should have asked if the guy had been psychologically assessed before being hired by the RCMP?13 The Crown had sought a two-month jail term followed by a year's probation, arguing that as a police officer, Perreault should be held to a higher standard than regular people.14

The Crown argued the officer had committed a breach of trust against taxpayers and against his duty as a police officer to uphold the law and noted the crime was "not spontaneous."15 The defence argued for a conditional discharge, which the Crown opposed as being "contrary to the public interest."16 What did Judge Bastin decide? Given the "unsophisticated and senseless nature" of the offence, he concluded it is "not contrary to the public interest" to order a discharge.17 Eileen Mohan, whose son Chris was one of the six murder victims, said she was "very disappointed" by what Perreault did. Chapter 34 RCMP Staff Sgt. Ross Spenard thought he had covered his tracks by shredding documents he was wrong, the liar was caught with his pants down in court! What is the penalty for fabricating evidence in Canada? As cited in: YourLaws.ca Criminal Code of Canada 137. Fabricating evidence 137. Everyone who, with intent to mislead, fabricates anything with intent that it shall be used as evidence in a judicial proceeding, existing or proposed, by any means other than perjury or incitement to perjury is guilty of an indictable offence and liable to imprisonment for a term not exceeding fourteen years. What was Royal Canadian Mounted Police Staff. Sgt. Spenards punishment? NOTHING!!! Incredibly, in another high profile case, another senior RCMP officer fabricated, fabricated and fabricated!!! The so-called RCMP expert witness, classed an expert witness on bloodpattern analyses, was accused of perjury and exposed in B.C. Supreme Court as the author of a flawed forensic report that got basic biology wrong.1 Who was this RCMP Officer? Staff Sgt. Ross Spenards credibility was shredded during the recent second-degree murder trial of Charlie Rae Lincoln, an aboriginal woman convicted of stabbing to death her own two-year-old. He acknowledged misleading the court and failing to send a letter to the Crown in the case revealing the concerns about the report and his errors.2 RCMP Spenard thought he covered his tracks by shredding documents [see Appendix 14, cited below]. He was wrong. As noted, armed with a copy of documents that Spenard thought were destroyed, defense lawyer Matthew Nathanson forced him to make a

series of devastating admissions.3 The document was riddled with so many DNA misinterpretations and errors that the top experts in the field were flown in from Edmonton and Halifax to correct it. Some conclusions were not scientifically sound, they said.4 You were not being truthful, right? the lawyer said, confronting the Mountie with a transcript of his earlier testimony.5 Yes, I agree Spenard admitted.6 As emphasized, the performance was as bad as any at the Braidwood inquiry into the death of Robert Dziekanski, which has also featured RCMP officers seemingly uncomfortable with the truth.7 You will recall the Staff Sgt. Spenard gave some evidence of blood found in... [a] house at different places, the justice said before sending the jurors to deliberate. You have heard the Crown totally ignore his evidence, and I suggest to you that you do ignore his evidence completely.8 Staff. Sgt. Spenard is the perfect example of a person who clearly lied under oath, and violated his oath to tell the truth, and he even agreed to this. That conclusion is so clear and convincing, and so serious, that I suggest you should consider his evidence to be completely tainted, and without any value whatsoever.9 As further cited in Retired B.C. Mountie charged with perjury, a retired RCMP officer has been charged with one count of perjury for his testimony at the 2009 trial of a B.C. woman convicted of killing her own child.10 What a scum bucket? Only one charge? Pretty lenient, wouldnt you say? Former staff sergeant Ross Spenard, a 32-year veteran of the RCMP, is accused of lying while testifying in B.C. Supreme Court in May 2009. He was testifying as an expert witness in bloodstain pattern analysis during the second-degree murder trial of Charlie Rae Lincoln.11 During cross-examination by defence council at the 2009 trial, Spenard admitted he did not tell the whole truth in his earlier testimony.12

He acknowledged misleading the court and failing to send a letter to the Crown in the case revealing the concerns about the report and his errors. Until now, Spenard testified, no one outside of the RCMP had been told about the doubt cast upon other cases, some of which have been reviewed by other specialists. The officer has been a blood-pattern analyst for five years and giving evidence on the basis of his work as a recognized expert witness. In this case, he claimed to have peer-reviewed a report he actually helped author that was based on the mistaken assumption that if someone was a possible contributor of a DNA profile, or if a person couldnt be excluded as contributing to a DNA profile, then you could say the blood came from that person. Whats wrong with that logic is obvious: Anyone with a white car may be in the pool of suspects for a hit-and-run, but being potentially responsible is not the same as being culpable. Armed with a copy of documents that Spenard thought were destroyed, defence lawyer Matthew Nathanson forced him to make a series of devastating admissions, none thankfully that affected the outcome of the trial.

The officer was at pains to try and mask the rewriting and review process that led to the creation of the impugned forensic report on blood spatter and DNA evidence in the brutal child-killing. The document was riddled with so many DNA misinterpretations and errors that the top experts in the field were flown in from Edmonton and Halifax to correct it. Some conclusions were not scientifically sound, they said. Spenard was ordered to submit future reports for review and told to send an explanatory letter to the Crown. But he hid that from the judge until he withered under Nathansons crossexamination. You were not being truthful, right? the lawyer said, confronting the Mountie with a transcript of his earlier testimony. I was splitting hairs, the staff sergeant conceded. Officer, Nathanson pressed brandishing the transcript, do you agree that by splitting hairs, you were not being completely truthful? Yes, I agree. Spenard admitted he wrote the report supposedly authored by Sgt. James Gallant. That was an untrue answer that you gave to this jury in this case, right? Nathanson said. Not correct, the Mountie replied. No, it was not. Untrue, right? Nathanson continued. You said that he authored the report, right? You told the jury last week that [Sgt. Gallant] authored the report, right? And I was in error.

Cpl. Ronald Francis serves with J Division in New Brunswick, and received a prescription for medical-grade marijuana on Nov. 4. Francis told CBC News marijuana has helped him to calm down and reduces his PTSD symptoms. His prescription allows for three grams a day, which he estimates to be nine to 1 joints, though he said he doesnt typically smoke that much. I get up in the morning, have my coffee and the marijuana. I go at lunchtime, have a marijuana joint, and then again in the evening. That would be my medical regime. But that may change with my tolerance to THC. It may take two joints in the morning, I don't know," said Francis. "I'm just building up my immunity to THC levels, if I was to smoke two I'd probably get stoned to the point that I'm just totally relaxed. I'm still functional. But your nervous system is relaxed, and that makes a big difference," he said. Theres no policy in the RCMP that prevents me from smoking marijuana. RCMP says officers 'should not be in red serge' while smoking marijuana But while the RCMP accepts that ranciss prescription gives him the right to consume marijuana, the force takes issue with members smoking in public or in uniform.

Definitely a member that has been prescribed medicinal marijuana should not be in red serge taking his medication, said RCMP Deputy Commissioner Gilles Moreau. It would not be advisable for that member, it would not portray the right message to the general public, its definitely not something we would support or condone. Moreau said the RCMP has a duty to accommodate members medical needs, but also has to consider the effect on other members and on public perceptions. ecause this is relatively new for active members of the RCMP, we are looking at the internal policies to see, how do we set it up? To say, OK, if somebody is prescribed medical marijuana and they have to take it two or three times a day and have to take it at work, where is this going to take place? If it takes place outside, it has to respect the individual but also their co-workers, and it has to respect the Canadian population at large by taking it in a respectful way. The RCMP has the right to challenge medical treatments it considers inappropriate, and to seek a second medical opinion, Moreau said, adding that RCMP will evaluate any member who obtains a medical marijuana prescription. If they are found to be impaired in judgment or motor skills, the RCMP will place limits on the police functions they're permitted to perform, he said. Turned to marijuana after trying anti-depressants Francis said he experienced stress on the job early in his career, while serving the First Nation in Davis Inlet and in his own community of Kingsclear First Nation. He began to seek treatment for mental distress eight years ago. At first, his doctors prescribed anti-depressants, but he did not feel any significant improvement. I started to self-medicate with alcohol. And I said no, this is not me. Why am I doing this? And I was going through treatment for PTSD at the time, and the RCMP did provide treatment, and I thank the RCMP for that. But Francis began to read about alternative treatments, including marijuana, and he eventually left the doctor he was seeing at the occupational stress injury clinic. He switched to a different doctor, who gave him the marijuana prescription.

When I explored it as a treatment for my PTSD, I had to really make a moral decision about it. Because the RCMP and law enforcement, they seem so anti-marijuana, and that's a hard thing to overcome, so I had to make that decision for my own health. It wasnt based on my career or anything.
