The Existing Site


Located at 324-340 High Street, the proposed development site is bounded by a number of buildings that vary in size. The site was formerly used as a vehicle repair shop known as Phoenix Garage before Burger King opened the UKs rst drive through restaurant there in 1986. The Burger King closed in December 2010 and the site has been unused since then.

What the Site Development Policies propose for 324-340 Sutton High Street
Sutton Councils Site Development Policies document of 2013 says that any scheme for the site (refereed to as The Burger King Site (STCN3) should focus on the following points: P  rovide buildings of between four and ve storeys in height. P  rovide active frontages at ground foor, particularly along the High Street. C  reate a strong building line along the High Street P  rovide high quality public realm improvements including the provision of gateway features onto Sutton Green to mark the entry into the town centre. P  rovide a building that will encourage permeation into the denser Sutton centre, while enhancing the North of Sutton.

Hotel and retail planning consent previously granted


In January 2012 planning consent was granted by Sutton Council for a 103-bed hotel development on the site, with two ground oor retail units. The approved scheme was to be set over varying heights of four to ve storeys. Travelodge had agreed to operate a hotel on the site but unfortunately, due to a change in circumstance, it has not proven possible to construct the hotel.

The proposed retail and residential development


The proposal from the site owners, S8 Estates, is for two retail units on the ground oor and 40 apartments on the rst to fth oors. The retail units will be for A1, A2, A3 use. The proposed unit mix of the apartments is: 13 one bedroom apartments 24 two bedroom apartments 3 three bedroom apartments The scheme will provide a total of 26 parking spaces and room for 44 bicycles.

The residential element of the proposed development


The proposed development provides a variety of apartment sizes to meet the demand of the local area. All of the proposed units have been designed to meet the minimum space standards identied within the London Plan. After the production of an independently assessed viability study and agreement with Council ofcers, the scheme proposed four intermediate housing units to be provided on site. At the public exhibition held for local residents in January of this year there was broad support for the principle of a residential development given a hotel cannot now be built on the site. There was particular support for the proposed mix of unit sizes, with recognition that apartments on the site would be suitable for both rst-time buyers and people with young families.
