Among the Public Papers of George CLINTON, First Governor of New York, published by the State of New York
in 1900, are listed many of the letters, and lists of sufferers and victims of the Revolutionary War. During his
administration, Gov. CLINTON received many petitions seeking relief from the sufferers. Generally they asked for
food and clothing to meet their immediate emergency needs. One such incident, dated at Albany, Nov. 28, 1778,
shows the governor=s reactions to those petitions from German Flatts, who were not eligible for "publick Bounty,"
yet suffered as much or more than any others at that time. Following his letter, allowing some provisions, is a
listing of the victims at Cherry Valley, a listing of the persons pointed at in a memorial at that place, and a listing
of the sufferers at German Flatts. [...]

The final listing is a return of the refugees or inhabitants of the German Flatts, that was burned off, who
lost everything to the enemy. These people if over 16 years old were allowed 1 pound of bread and 1 pound of beef,
and if under 16 1/x pound of each. This was considered a weeks ration! Even so, the governor was censured for
this "charity". There are two numbers following each of these names: the first is the number of people above 16
years old in the household, the second were the number under 16.
